Foreword

Dear Members,

We are please to present the fourth edition of the ICI Activity Report
publication, this time referring to the year 2007.

As by tradition, this publication is issued on an annual basis and it presents

summary of most important activities undertaken by the Council within a
period of one year. This report also includes relevant information on ICIs
projects and partnerships as well as on ICIs internal structure and its
members.

The year, 2007 marked a milestone for the International Council of Investors,
since it was the fifth anniversary from its inception.

During this period, all ICI members have worked hard and with persistence in
order to achieve the aims that were set by the Council and we are now very
satisfied with the results.

The International Council of Investors has been for four years now the official
association of the country in the OECD network for SE Europe. It closely co-
operates with all the international organizations active in the country (EU
Delegation, World Bank, IMF, BAC/SECI, UN missions) and is a member of
the Vienna Economic Forum. ICI took active participation in the Regulatory
Guillotine Project as the representative of the foreign investors.

Furthermore, ICI is invited and participates in all the economic forums of

Europe, promoting the country as a destination for foreign investments. ICI
has a continuous presence in the major international media, it participates in
the official dialogue with the government as regards foreign investments.

ICI's latest White Book, published fourth year in a row, is a collection of the
views and opinions of the foreign investors on the investment climate and the
macroeconomic fundamentals as well as of suggestions for their
improvement. All of the above are included, among others, in our website
and are accessible by all.

The improvement of the business environment remains our target for the
near future.

Thanks to the noteworthy contribution of all the members of the Council, the
ICI’s activities have been recognized by the domestic and international
business community, international organizations and Government authorities,
resulting in establishment of strong partnership with all the subjects involved
in the investment climate improvement process both in the country and in the
region.

Organizational chart

The International Council of Investors (ICI) is established as a non-profit

business association of foreign investors. The bodies of the Council are the
General Assembly of the Council, the Executive Committee, the President and
the Supervisory Board.

The General Assembly gathers all members of the association and convenes
its sessions at least once a year. The Assembly decides on questions of
strategic relevance and determines the broad concept of the ICI future
involvement.

The Executive Committee proposes the plans, programs and specific targets
for the ICI activities, which are approved by the General Assembly.
Additionally, the Executive Committee decides on the organization and
participation of the Council in public events, decides on the membership of
the Council in other organizations, and approves the basic principles of
Council’s the operations. The Executive Committee is composed of nine
members: the President, the Vice-President and 7 other members.

Our Mission

General idea, goals, services and

perspectives of the ICI

General idea

The International Council of Investors supports the needs and the ideas of
the foreign investors community, cooperates with the government as well as
with the international organizations present in the country, with a view to
encourage the government to take the necessary steps that would, together
with the efforts to the private sector, further improve the economic, business
and investment environment in the country and boost sustainable economic
growth.

Goals

The goals and the activities of the ICI as defined with the Statute are
designed to provide efficient cooperation among the private sector, the local
authorities and the international organizations, to promote the private sector
in general, as well as to foster the cooperation among all the subjects
involved in the process of improvement of the investment climate of the
country.

Services

ICI serves as intermediary among the companies and decision- makers in the
country, provides advisory and networking activities for its members as well
as organizes events where its members can exchange their experience, views
and ideas and where they can expend their network.

Perspectives

Our prospects and targets for the near future are designed to demonstrate
our increasing influence and to positively support the investment climate in
the country.

Statistical data for the ICI related to the year 2007

o The Assembly of ICI convenes once a year. In the year 2007, the
Assembly has elected the new bodies with mandate 2007-2009.

o The Executive Committee held 8 sessions during the 2007 and the
minutes of the convened sessions are kept at the office of ICI.

o The Web Site of ICI has been visited by 10.721 visitors until the end
of 2007. It is permanently administrated and updated, and contains a
wide variety of business and investment information, projects and
membership procedures.

WHITE BIBLE ON FOREIGN INVESTMENTS

The White Bible on foreign investments - Proposal for improvement of economic

environment, represents a collection of the views and opinions of the foreign
investors constituting the ICI, on the investment climate and the macroeconomic
fundamentals of the country.

Beside this, the White Bible also contains particular suggestions and proposals for
improvement of the overall economy in the country, divided in several sectors such
as:

- monetary policy;

- banking sector and financial

markets;

- fiscal policy and privatization;

- investment and business climate;

- foreign direct investment;

- small and medium size enterprises

development;

- human resources;

- rule of law and judicial reform;

- customs regulations and administration

This significant document was published fourth year in a row, in December 2007
and is being distributed to international community in the country, the top
Government officials, local business community and the foreign investors present
both in the and in the SEE region.

PROJECT REGULATORY GUILLOTINE

The Government Project

Regulatory Guillotine
aims at the simplification
of the regulations,
resulting in the decrease
and elimination of the
existing unfavorable
administrative barriers in
the country.

Representatives of business associations were invited to state their proposals for

abolishing, simplification and cost reduction of each bureaucratic procedure
arising from the economic or the overall public domain in the country.

On the part of the foreign investors, the ICI was selected to contribute with its
experience and analyses in realization of this vital project.

Therefore, ICI has signed a memorandum for cooperation with the government
and has nominated its coordinator and nominees in charge of the issue.

The Form 3 prepared by the Government, was distributed to all the ICI
members, and based on their resulting proposals, comments and remarks a
summarized feedback proposal was prepared and submitted to the Government.

For the realization of the whole

project, several meetings have been
held with the participation of both
the Government and the ICI
representatives, during which the
progress of implementation of the
Regulatory Guillotine project was
monitored and analyzed contributing
for the more successful
implementation in practice.

PARTICIPATION AT BUSINESS AND INVESTMENT EVENTS

During the course of 2007, the ICI participated in numerous international and
regional business events concerned with economic and investment issues among
which the most noteworthy were the following:

- The Business Advisory Council

for Southeast Europe / Southeast
European Cooperative Initiative
BAC/SECI meeting in Skopje,
7-8 March 2007, dedicated to
the progress and challenges that
Macedonia is facing in the process
of complying with the essential
standards for maintainable
economic and social
development, on its road to full
European integration. The Prime
Minister Mr. Nikola Gruevski addressed a keynote speech, and prior to that, the
Special Coordinator of the Stability Pact for Southeast Europe, Dr. Erhard Busek,
made a presentation of the publication honoring the 10-year anniversary of SECI.

- Vienna Economic Forum - Ohrid Meeting, 20-21 April 2007 titled “Invest
in Macedonia. Invest in the Region” focusing on the topic Tourism and
Investment in Tourism. This VEF meeting was held under the auspices of the
Prime Minister Nikola Gruevski.

-The Economist Conferences, Athens 24-26 April 2007 - 11th Roundtable

with the Government of Greece, titled “Unveiling new global priorities,
Brainstorming with world leaders”. The key topics that the 11th Annual
Economist Government Roundtable
addressed, included the geopolitical,
economic, business and environmental dilemmas that the globe is facing.

- The 11th Thessaloniki Forum, held 4-5 June 2007 titled “Global Markets,
Positioning of Thessaloniki and Northern Greece”, hosted by the Federation of
Industries of Northern Greece (FING) and the American-Hellenic Chamber of
Commerce (AHCC). Forum chairman Nikos Efthymiadis pointed out, addressing
the participants that this year's discussions focus on specific interventions
resulting in productive dialogue that will lay the foundations for the
implementation of initiatives and projects. The forum focused on the areas of
industry, commerce, energy, tourism and innovation.
- Vienna Economic Forum, Meeting in Istanbul: Invest in Turkey -
Invest in the Region, 24-25
June 2007.
More than 180 Representatives

amongst which high

from 14 countries, as well as
institutions such as the Energy
Community Secretariat in Vienna,
the European Investment Bank,
the UNIDO and the International Finance Corporation - World Bank Group.

- Regional Network of Foreign Investors

Councils from SEE - Belgrade Meeting, 26
September 2007, addressing the topics:
Update on Investment Compact strategy and
activities; Update on the activities for each FIC;
Preparation for the Ministerial Conference on 11-12 February 2008 and
discussion upon the draft agenda; Opportunities for collaboration between FICs
or with the OECD. Mr. Anthony O'Sullivan, Head of the OECD Invested Compact
took the opportunity to give an update on implementation of the Investment
Compact strategy, informing on creation of the 4 working groups under the
umbrella of the SEE Investment Committee, namely: Regulatory Reform Group,
Investment Promotion Group, An ti-Corruption Policy Group, and Human Capital
Group. Representatives of the foreign investors association were encouraged to
participate in the work of the working groups.

- Presentation of DOING BUSINESS

2008, World Bank Report - Skopje, 9
October 2007. The World Bank, the
International Finance Corporation (IFC) and
the Government of the Republic of
Macedonia organized a presentation of the
report DOING BUSINESS 2008.

The ranking of Macedonia globally and the

report findingswere discussed by Simeon
Djankov, Doing Business project and Co-
author of the Doing Business Report series.

Panelists during this presentation were Mr.

Zoran Stavreski, Deputy President of the
Government of the Republic of Macedonia
and Mr. Aristides Vlachos, President of the
International Council of Investors.

- Enhancement of the economic legislation reform process in

Macedonia - Skopje, 18th October 2007,
workshop hosted by the Parliament and
organized by OECD Investment Compact and
GTZ. Strengthening the role of the Parliament
while passing of the Laws in the field of
economy and possibilities for alteration of the
Rules of
Procedures for
enabling the
participation of experts from adequate areas, in
order to create conditions for higher level of foreign
investments, were some of the recommendations
from the participants.

- The 2nd Macedonia Business and

Investment Summit – Invest in
Macedonia, Skopje 24-25 October
2007, organized by the European
Finance Convention (EFC) under
auspices of the Prime Minister. Top
Government officials and representatives
of the business community were
presenting and discussing the new
perspectives in the country and its
investment possibilities.

This event, held for the second time in

the country, largely focuses on trade
opportunities as well as on the financial
services sector within a re-generated
economic, banking and financial
environment in the country. Business
and Investment Summits are also
organized by EFC in Croatia, Romania,
Bulgaria, Serbia & Montenegro, Bosnia
& Herzegovina, Albania, Georgia,
Moldova, Kosovo, Lithuania.

- The 4th Vienna Economic Forum,

Vienna 4-6 November 2007, with
topic Investment development in the
countries from the Adriatic to the Black
Sea - Problems and Solution Proposals.
High ranking managers and
international experts, covered issues
such as:

Financing; Energy Sector – Proposals
and Solutions for the Region;
Investment Development in the
Telecommunication, Innovation and
Technology in the Region – Problems
and Solutions Proposals; Ecology and
Sustainable Development in the Region
– Water and Waste Management.
With the impressive development of
South-East European countries, the
political and economic interest in the
Region is increasing as well, and South-
East Europe was further seen as the
most interesting field for Foreign Direct
Investment and many participants are
encouraged to continue or to start
cooperation with the Region.

COOPERATION ACTIVITIES

ICI makes continuous efforts to

articulate the points of view of the
foreign investors on both the daily
business issues and general business
environment.

Therefore, ICI cooperates with the

competent state institutions (Vice
President of the Government in charge of

economic issues; Ministers on

Foreign Investments, Economy and
Transport and Communications),
Economic Chambers and
international organizations present
in the country (World Bank, EBRD,
IMF, EU Commission, OECD, BAC,
SECI). During these meetings, the
difficulties that the foreign investors
face are communicated with the top
government officials and solutions are
sought towards better functioning of the
economy in a more favorable and
investors-friendly business climate. The
fruitful partnership of the ICI with the
relevant authorizes has been proven by
its invitation to take active participation in
many crucial decision-makings such as,
the creation of Programme for stimulating
investments for the period 2007-2010;
the Regulatory Guillotine Project etc.
