SMALL BUSINESS OUTREACH CONFERENCE

Multiple-Award Task Order (MATO) Fact Sheet

 The Multiple-Award Task Order (MATO) contract is an indefinite-delivery,


indefinite-quantity (IDIQ) type contract. Task orders are issued by firm fixed
price, time and materials and cost reimbursement.

 The MATO contracts were awarded in May 2001 through a full and open
competition to 67 vendors, comprised of small and large firms.

 The MATO is being recompeted this fiscal year to incorporate changes in order
to better serve the department’s customers.

Background of the MATO:

 The nature and scope of the work varies from task to task. The majority of
tasks involve, but are not limited to, literature reviews and syntheses, collection
of data (case studies, panel reviews, evaluations, and surveys) data and policy
analyses, statistical analysis, descriptive and outcome evaluations relating to
program performance and/or federal education policy, and other activities set
forth under the contract.

 Task orders are issued through competition between the vendors listed under
the MATO by firm fixed price, time and materials or cost reimbursement type
task orders according to the area of expertise (A-E).

Purpose of the MATO:

 The purpose of ED's MATO contracts is to make available to all of ED's principal
offices a streamlined, competitively priced contracting mechanism. The MATO
contracts help individual program offices meet their procurement needs for
products and services across a wide range of subject areas relating to key
educational issues, in a cost-effective and expedited manner.

MATO Areas of Expertise:

 There are five areas of expertise (A-E) listed under the MATO in which the
nature and scope of work fall:

A. Research and policy analysis/assessment


B. Research and evaluation design, data collection and analysis
C. Performance measurement
D. Program Assessments
E. Provide support on an as-needed basis for the following activities:

o Translation and Interpretation, Web casting Support Services,


Videotape duplication services, Audio and Video Support
Services, Development, production and distribution of publications
and other communication products, Conferencing planning and
support, Development and production of video and audio
products, Technical assistance, Captioning services, Courier
services, Transcription services, Graphic services, Transportation
services, Broadcast television services, Satellite services, Remote
television/satellite services.
