Svenska Kraftnt
Svenska Kraftnt (the Swedish national grid) is a state-owned public utility that runs Swedens national power grid, including 400 kV and 220 kV power lines with substations and cross-border interconnectors. We also have the system responsibility for the national electric and natural gas supply. Svenska Kraftnt develops the national grid and the electricity market in order to meet societys needs for a safe, environmentally friendly and economic power supply. Thus, we also have an important role in climate politics. Svenska Kraftnt employs more than 400 people, most of them placed at the head office in Sundbyberg. We also have offices in Sundsvall, Halmstad and Sollefte. In addition to this, several hundreds of people are employed as contractors for the operation and maintenance of the national electric grid around the country. In 2010, the turnover was approximately 10 500 million SEK. Svenska Kraftnt has three subsidiaries and five affiliates; the Nordic power market exchange Nord Pool, among others. Preface
In January 2008, Svenska Kraftnts board decided to construct the South-West Link. The South-West Link project is the largest expansion of the national power grid for more than 20 years. The purpose is to eliminate limitations in the transmission capacity from north to south and between Norway and Sweden. This will promote the Nordic electricity market, for the benefit of both the customers and the environment. At the same time, climate politics are in focus. If the South-West Link is not built, it will limit the expansion of renewable power production in Sweden. Especially wind power will be much expanded the coming decade. The reinforcements of the national grid are absolutely necessary in order to make use of the coming production and transmit the electricity to the customers. The South-West Link consists of three parts with Nssj as junction. From the junction, one connection will go westwards to Oslo and one connection will go southwards to Hrby in the province of Skne, both of them DC connections, and one 400 kV AC connection northwards to Hallsberg.

01. Introduction
Background
The South-West Link consists of three parts where the overhead power line section from Hallsberg to Barkeryd is one of the parts. The environmental work in the project has been started with the production of a preliminary study where an inventory of environmental assets has been made, as basis for the location of the power line. Thereafter, an environmental impact statement has been produced for the chosen direction. The environmental impact statement is part of the application for a network concession for a new power line and describes environmental assets, environmental consequences and suggestions for measures for environmental protection. The environmental impact statement has been the basis of this action plan. An inventory of the natural and cultural assets has been made and constitutes supplementary documentation.

measures to minimize the risk for damages on vegetation, land, water and conservation values of different types. The action plan with the protection measures stated by the contractor is part of the environmental plan that the contractor is obliged to produce, in accordance with the Administrative Regulations AFC 2233. The contractor must state which preventive measures that will be taken for each area worthy of preservation. The measures suggested in the action plan must be approved by the employer before any work is begun. At the slightest uncertainty concerning an action point, the responsible person must contact the management in order to eliminate the risk of a wrong interpretation of measures. The action plan will be kept updated and adapted to the prevailing conditions and changed/completed as needed.

Purpose of the action plan


The action plan in your hand accounts for requirements for the protection of environmental assets. The requirements primarily concerns consideration for land, water, natural and cultural environments. Besides from direct undertakings, the action plan contains recommendations and knowledge to be passed on to the concerned contractors. It is a demand from Svenska Kraftnt (SVK) that the contractor has a preventive approach in his work, in order to avoid land- and driving damages as far as possible. This means that before starting working in the field, the contractor must plan and take the necessary

Reading instructions
First, the general requirements for the protection of vegetation, land, water and conservation values are presented and a brief explanation of terms and expressions which occur in the document. Thereafter, maps and action points follow. The layout of the action plan is designed to enable looking at both the map and the associated action points with descriptions on the same spread. The persons responsible for building must sign with their names at each action point.

02. General requirements


In order to minimize damages as far as possible, Svenska Kraftnt demands that the following general protection measures are taken. Specific measures are described under the respective section in the following chapters.

The contractors environmental work


The contractor must within its organization have a person responsible for the environment. That person shall coordinate the contractors environmental work and act as contact in environmental issues. Before the construction starts, the contractor has a duty to check that the necessary permits are in place, and that he fulfills the terms and conditions set out in the permits. The contractor must also, before the construction starts, inform about the planned work and consult the county administrative board and affected municipalities regarding the completed action plan. Environmental meetings where the employer participates are held continuously and always before initiating work on a new section. At the meetings the contractor reports about the current environmental issues and the protection measures to be taken. A follow-up on the works carried out are also presented at the meetings along with any deviations. Minutes of the meeting is kept and are followed up at the next meeting. The contractor must make sure that natural and cultural assets according to the action plan are marked with marker bands, fences or are protected appropriately. This applies both when a digital file is delivered as basis and when especially valuable object are marked with marker bands by the employer. When establishing a schedule, the employer and the contractor must agree on dates for marking environmental assets on different parts of the section. When the markers are placed the contractor must implement and maintain the protection measures. When the measures are approved by the 6

Required knowledge according to the Environmental Code


In addition to granted permits, decisions and exemptions, the general rules of consideration in the Environmental Code apply. Chapter 2 of the Code states inter alia: A person who takes a measure is always obliged to show consideration in order to avoid damage and detriment to human health or the environment. Everyone who pursues an activity, or intend to do so, must obtain the knowledge that is necessary in view of the nature and scope of the activity or the measure to protect human health and the environment against damage or detriment.

Information
Affected landowners, persons with hunting rights, and residents along the power line shall be informed about how the work will be performed during the building time and what disturbances that might occur. This is especially important when noisy operations are performed close to houses and livestock. Road managers shall be informed if the work concerns roads. The information shall be given well in advance since construction work can affect other activities, such as hunt for elk. See the Administrative Regulations AFC 153-154.

employer and signed for in this document, the contactor may start the works on that section. The contractor must also check that fences, marker bands and other protection measures according to this document are in good condition during the whole construction time. Daily rounds and documentation of protection measures will be done on the power line sections where construction is being carried out. Particular attention must be paid when handling substances that might pollute land and water, close to areas with high natural values. The location and design of places for storage and refueling are of great importance. The contractor must apply Svenska Kraftnts Environmental requirements for investment projects. According to the requirements, the contractor must show an environmental plan containing a description of how the environmental work will be performed. See the Administrative Regulations AFC 2233. Concerning the use of chemicals, the following apply (among other things): The so-called principle of substitution shall be applied. This principle means that environmentally harmful chemicals must be replaced with less harmful chemicals, whenever possible. Contractors must also apply the so-called principle of precaution, which means that protection measures must be taken when there is reason to believe that a measure might cause damage or detriment to human health or the environment. The contractor must establish an internal routine in order to environmentally assess all chemicals and dangerous substances used. 7

Noise protection
Construction work may cause noise. The work during the construction time must be planned so as to minimize noise disturbances as much as possible. Landowners and livestock owners must always be informed of activities that cause higher noise levels than normal, e.g. blasting of wire joints. The Swedish Environmental Protection Agencys policy for construction noise must be applied. If the limit is exceeded, the contractor must immediately take measures in order to comply with the limits set out, and submit a deviation report to the employer where the contractor describes the transgression and what measures he will take in order to avoid further transgressions.

The protection of land, water, vegetation and conservation values


The contractor must work in a preventive way and the work during the construction time must be planned so as to minimize disturbances in accordance with the following paragraphs:
Land and water protection

The transportation of machines should as far as possible be made on existing roads and patrol paths. The construction of new roads for transport, if any, must be made with much consideration to sensitive natural and cultural environments and areas for outdoor recreation. New, temporary bridges may be built if it is impossible to use the existing ones, but in a manner that does not affect the water in any significant way. An agreement with the landowner is necessary.

When constructing a new road for transport over wetlands, mire, swamp forests or other wet land, there must be no land drainage or negative change in the hydrology. Therefore, no trenches or drainage ditches may be dug. Instead, the transportation road must be constructed as banking on cloth or as a corduroy road without ditches. If possible, driving in sensitive wetlands/mires is completely avoided. Driving damages must be avoided or minimized in sensitive wetlands/mires, shore zones and rocky lands. Lands with poor ground bearing capacity (moist and wet land) are, if needed, temporarily reinforced with e.g. corduroy roads, log carpets or other protection devices. When corduroy roads are laid out, it is important to consider the risk for the wood being used as breeding environment for bark beetles and pine shoot beetles. Therefore, make the wood unsuitable as breeding environment by driving a few times over the logs, so that the bark is damaged. When purchased, the logs shall be free from vermin.

There must be no storage of material or putting up machines and stalls within sensitive wetlands/mires. Motor vehicle driving must be avoided close to watercourses and wetlands/mires. In shore zones and at watercourses and streams, extra care must be taken in order to avoid muddying, erosion and emission in the water, and to avoid affecting fish playgrounds. The crossing of watercourses and ditches should be well planned and there must be no driving in watercourses. At smaller watercourses and ditches, log carpets or a reinforced corduroy road could be used. Please observe that measures that require a permit or an application must not be taken.

Watercourses must not be muddied. If there is as risk that muddying might occur, the damage can be reduced by laying out straw bales in ditches or driving tracks to prevent mud from flowing out in to the watercourse. Roads are always inspected together with the landowner or the road keeper, to be able to have a joint look at the condition of the roads before any work is commenced. Land, roads, fences and drainage systems must be restored to the same condition as before the contracting work (see the Swedish Board of Agricultures Instructions for restoring agricultural drainage). When any work is finished, an inspection of land and roads is done concerning restoration and eventual damages, if there are any. The contractor, the landowner and the power line owner shall participate in the inspection. See the Administrative Regulations AFC 122, 531 and AFJ 76. The occurrence of ditching companies, if any, has not been investigated. The work must be performed at the times when the land has a good bearing capacity. Agricultural land should be dry or frozen and driving during thawing period should be completely avoided. Work in sensitive wetlands and natural areas should preferably be done when there is frost in the ground. If this is not possible, log carpets will be used. Work on lands with a valuable flora is done preferably when there is frost in the ground. The contractor shall implement these considerations in the timetable that is produced according to Project description 5.2.16. Redundant masses are laid out in consultation with the landowner. Masses may not be moved between real estates since it involves a risk of spreading weeds, pests and soil

contamination. Machines shall be washed when moved between real estates.


Protection of natural values

If possible, keep bushes and smaller trees along watercourses. They are important for shadowing the stream. Falling leaves become food for the organisms of the stream and the vegetation decreases the risk for nutriment drainage. If possible, some of the trees that must be felled can be made into high stumps. Bushes and lower tress are to be saved in field islets if possible. Redundant masses must not be placed within sensitive or protected areas.

Protection of cultural environments

Ancient monuments and remains must not be damaged and other cultural remains must be protected. Marking of ancient monuments and remains, and cultural remains, in the field close to where work is intended to be performed must be made with fences, ancient remains marking tape or the like in order to avoid driving damages. If the contractor estimates that there is a risk for damages on more ancient monuments or remains or other things worthy of protection within the power line corridor or in driving passages, the contractor must await marking before any work is performed in the area. Svenska Kraftnt is responsible for marking ancient monuments and remains and cultural findings before the work starts, in accordance with the reported action points.

If ancient monuments and remains are found that are not previously registered, the work must be broken off and Svenska Kraftnt and the county administrative boards cultural environment unit must be contacted. Joint pits are chosen with a safe distance to ancient monuments and remains. No storage places may occur on ancient monuments and remains or cultural remains. Felling- and clearing residue must be removed from areas with ancient monuments and remains or cultural remains. Redundant masses must not be placed within sensitive or protected areas of cultural value.

03. Public authorities requirements

Permits, exemptions and notifications to be handled by the contractor


The contractor is responsible for making the necessary applications and notifications for activities and measures that are not covered by the permits and exemptions obtained by Svenska Kraftnt, but are necessary for the performance of the work. See the Administrative Regulations AFC 16. To construct building roads, a notice of consultation must be made to the county administrative board in accordance with the Environmental Code Chapter 12, Section 6. To construct or alter an exit to a public road, permission according to the Road Act and consultation according to the Environmental Code might be necessary. Permission from the landowner is necessary. Work within the protection area of a water source might call for consultation with and notifications to the supervisory authority. Storage of masses outside the work zone must be notified to each municipalitys building and environmental office.

Measures to secure availability

The accessibility on paths, hiking routes and forest roads must not be decreased. Log carpets or corduroy roads should be used during the construction time when suitable, to protect paths/hiking routes from driving damages. Neither paths, routes, streams nor ditches may be cluttered with wood, clearing residue or building material. There must be no storage of material or putting up machines and stalls in a way that decreases the accessibility along hiking routes, paths and roads. The work zone, the power line corridor, storage places and access roads must always be kept tidy. Packing material that might blow away is collected and secured. Redundant material is always collected and carried away.

Permits, exemptions and notifications to be handled by Svenska Kraftnt


Svenska Kraftnt will do the following statutory applications and notifications:

Application for network concession, related consultations and an environmental impact statement in accordance with the Environmental Code. A decision concerning network concession must have been made before any work is begun. Permission to construct a power line in the two Natura 2000areas Gta kanal and Bsemlen. Permission in accordance with the Heritage Conservation Act to alter/remove ancient monuments and remains that are affected by power line poles. All remaining ancient monuments and remains, and cultural remains, in the power line corridor shall be protected during the construction period. Consultation in accordance with the Environmental Code Chapter 12, Section 6, for the building roads that are stated in the tender documents. Shore protection exemptions, exemptions for species protection and exemptions for general habitat protection areas in accordance with what is stated in the action plan. Exemptions for measures within the nature reserves Vissbodamon, Orkarebcken, Bseberg and R.

Natura 2000
The member states within the EU are creating a network, Natura 2000, of valuable natural areas that are of particular interest for nature conservation. The purpose is to protect certain types of nature, species and their habitats. Natura 2000-areas are protected in accordance with the Environmental Code, Chapter 7. The county administrative board can give permission to measures within a Natura 2000-area if the appointed types of nature are not significantly damaged. An environmental impact statement is part of the application for permission. Permission from the county administrative board is often conditional, containing requirements for protection measures.

Nature reserve
Areas of high biological diversity, with valuable natural environments and species or recreational values can be protected as nature reserves. The areas are protected in accordance with the Environmental Code Chapter 7, Section 4. It is not allowed to damage natural values within a nature reserve. Exemptions have been filed for regarding the nature reserves affected by the power line corridor.

Network concession
A permit, the so-called network concession, for the 400 kV AC power line was granted on 2012-06-20 Svenska Kraftnt is responsible for obtaining the necessary land disposal agreements or line usufructs (Sw. ledningsrtt) with early access for all affected real estates.

Species protection
The government can according to Chapter 7 of the Environmental Code put plant and animal species under the protection of the law by entering them into the species protection regulation (2007:845). Some species has been put under protection of the law in order to meet the EU directive on the conservation of natural habitats and of wild fauna and flora. the power line corridor has been applied for at the county administrative board.

Operations with a significant impact on the natural environment


According to the Environmental Code, Chapter 12, Section 6, if an activity or measure for which a permit is not required pursuant to other provisions of the Environmental Code is liable to have a significant impact on the natural environment; notice of consultation shall be made to the supervisory authority. The supervisory authority may order persons who are required to submit a notice to take measures that are necessary to limit or counteract damage to the natural environment. If such measures are insufficient, and it is necessary in order to protect the natural environment, the authority may prohibit the activity.

Water operations
Operations within water areas, alteration of the groundwater surface and land drainage are water operations, according to the Environmental Code, Chapter 11. Examples of water operations are placing ducts in watercourses, excavation works in shore areas and digging of drainage ditches. There are no present water operations requiring permission or notification in this project.

General habitat protection


According to the Environmental Code, Chapter 7, Section 11, stone walls, watercourses, growing mounds, field islets and avenues in croplands constitute habitat protections areas and are particularly valuable habitats for endangered animal and plant species. The natural environment in habitat protection areas must not be damaged without exemption from the county administrative board. For the general habitat protections areas in the power line corridor where damage cannot be avoided, exemptions have been applied for. These are stated in the action list.

Ancient monuments and remains


The Heritage Conservation Act (1988:950), Chapter 2, Section 1, defines what constitutes ancient monuments and remains, i.e. they are traces of human activity in past ages, resulting from use in previous times, and permanently abandoned. An ancient monument or remain includes an area of ground or seabed large enough to preserve the remains and to afford them adequate scope with regard to their nature and significance. This area is to be termed an ancient remains area (Chapter 2, Section 2). The county administrative board decides whether a cultural remain constitutes an ancient monument or remain. According to the Heritage Conservation Act it is prohibited to, without permission from the county administrative board, alter, remove, damage or cover over ancient monuments and remains. Felling of trees is allowed provided that ancient monuments and remains in the area are not damaged. The Swedish Forest Agency has made inventories of ancient monuments and remains, and cultural remains, in woodlands. 12

Shore protection
The purpose of shore protection areas, in the Environmental Code Chapter 7, Sections 13-18 h, is to assure public access to outdoor recreation facilities and to maintain good living conditions for plant and animal species on land and in water. Exemptions for measures within shore protection areas have been applied for.

Cultural remains are traces of human activity that, in the current situation, are not protected by the Heritage Conservation Act but are of great importance for the knowledge of earlier generations activities and living conditions. These might e.g. be remains from coal industry, such as charcoal beds, coal-miners huts, settlement remains such as house foundations, agrarian remains such as growing mounds and fences, boundary markings in existing and current boundaries etc. Rules of consideration of valuable remains in woodlands are found in the Forestry Act. Investigations according to the Heritage Conservation Act are performed in three steps: An archaeological investigation is the first step and it includes an inventory of the area in question, supplemented with some search shafts, if needed. A preliminary archaeological survey is done when ancient monuments and remains cannot be saved, and is only allowed if decided by the county administrative board. The purpose of the preliminary archaeological survey is to achieve more knowledge about the scope and contents of the ancient monument or remain. The county administrative board may give permission to removal of ancient monuments and remains. In that case, a final investigation is done, which means that the ancient monument or remain is examined and documented. An inventory of ancient monuments and remains, and cultural remains, (archaeological investigation) has been made in the project. The remains are divided as follows: Ancient monuments and remains Surveillance objects Investigation objects Other culture-historical remain 13

Surveillance objects have an undefined status. It is not possible to establish that the object is an ancient monument or remain until a special investigation has been performed. Investigation objects are types of terrain and areas that can be expected to contain ancient monuments and remains. This can be established after a special investigation. Other culture-historical remains are not protected by the Heritage Conservation Act. Protection measures might be required under other sections of the law. When the construction work starts, there might still be on-going archaeological investigations. The main aim during the work must be to perform the work in a way that does not affect ancient monuments and remains. Work during the building period that affects ancient monuments and remains, e.g. building roads, require permits from the county administrative board. The definition of different types of remains has been made by the same person that made the inventory. The county administrative board decides which remains are ancient monuments and remains in connection with the permit application. The county administrative board must be contacted in connection with any work concerning ancient monuments and remains, and cultural remains. Svenska Kraftnt will make sure that ancient monuments and remains within the running of the power line are marked in the field before the contractor starts his work in the field. Ancient monuments and remains, and cultural remains, are shown on the maps and in a digital file.

04. Concepts and terms


To facilitate the readability of the document, here are explanations of some concepts and terms that appear in the report.
National interests

Species protection

Some endangered species are protected according to the species protection regulation (2007:845). Measures that damage endangered species put under protection of the law require exemption from the county administrative board.
General habitat protection

Areas of national interest are land and water areas, as well as physical environment in general, that are important for reasons of public interest on account of their natural or cultural value, for outdoor recreation or for the management of natural resources. Areas of national interest shall be considered in accordance with the Environmental Code, Chapter 3, Section 6.

Stone walls, watercourses, growing mounds, field islets and avenues in croplands are protected as habitat protection areas in accordance with the Environmental Code, Chapter 7, Section 11. The areas are especially valuable habitats for endangered animals and plants. The natural environment in the habitat protection area may not be damaged without exemption from the county administrative board.
Key habitats

Natural environment care


Natura 2000

The member states within the EU are creating a network, Natura 2000, of valuable natural areas that are of particular interest for nature conservation. The purpose is to protect certain types of nature, species and their habitats. Natura 2000-areas are protected in accordance with the Environmental Code, Chapter 7. It is not allowed to damage natural values within a Natura 2000-area.
Nature reserves

The Swedish Forest Agency has made an inventory of valuable forest habitats. Key habitat protection areas are woodland areas with very high natural values. These woods have qualities that give them a key role for disadvantaged and endangered animals and plants of the forest. The inventory does not automatically make the habitats protected by law.
Objects with natural values

Areas with a high biological diversity, valuable natural environments and species, or outdoor recreation values can be protected as nature reserves according to the Environmental Code Chapter 7, Section 4. It is not allowed to damage natural values within a nature reserve. 14

The Swedish Forest Agency has made an inventory of valuable forest habitats. When a woodland area has obvious natural values but not at a key habitat protection level, the environment is called an object with natural values. The inventory does not automatically make the habitats protected by law.

Swamp forests

The Swedish Forest Agency has made an inventory of valuable woodland habitats. A swamp forest contains tree bearing wet and damp soil. The inventory does not automatically make the habitats protected by law.
Wetlands

presented in the nature conservation programs do not automatically have a protection under law.

Cultural environment care


Ancient monuments and remains

In the 1980s and 1990s, the county administrative boards made county-wide inventories of wetlands. The inventory does not automatically make the wetlands protected by law. Wetlands often have significant botanical and zoological values, as well as hydrological and geological values. In the action list, class 1-4 from the wetlands inventory are stated, where class 1 refers to the most valuable wetlands.
Meadows and pastures/grazing inventory, conservation program for the cultivation landscape

The Heritage Conservation Act (1988:950), Chapter 2, Section 1, defines what constitutes ancient monuments and remains, i.e. they are traces of human activity in past ages, resulting from use in previous times, and permanently abandoned. It is prohibited to alter, remove, damage or cover over ancient monuments and remains.
Other culture-historical remains

Other culture-historical remains are not protected by the Heritage Conservation Act. Protection measures might be required under other sections of the law.
Archaeological surveillance objects

The meadow and pastures/grazing inventory are nationwide inventories of pastures and hay-fields with high natural and cultural values. The inventory is performed on behalf of the Swedish Board of Agriculture. The inventory does not automatically make the meadows and pasture lands protected by law.
Nature conservation programs

Surveillance objects have an undefined status. It is not possible to establish that the object is an ancient monument or remain until a special investigation has been performed.
Archaeological investigation objects

The county administrative boards have made compilations where valuable nature within the county is reported. The nature conservation programs are intended to work as basis for physical planning and nature conservation measures. The nature areas

Investigation objects are types of terrain and areas that can be expected to contain ancient monuments and remains. This can be established after a special investigation.

Archaeological investigation (special investigation)

This is the first step of an investigation according to the Heritage Conservation Act and it includes an inventory of the area in question, supplemented with some search shafts, if needed.

Preliminary archaeological survey

A preliminary archaeological survey is done when ancient monuments and remains cannot be saved, and is only allowed if decided by the county administrative board. The purpose of the preliminary archaeological survey is to achieve more knowledge about the scope and contents of the ancient monument or remain.
Final archaeological investigation (special survey)

The county administrative board may give permission for the removal of ancient monuments and remains. In that case, a final investigation is done, which means that the ancient monument or remain is examined and documented.

Other
Water protection area

According to the Environmental Act Chapter 7, Section 21, the county administrative board can decide about water protection area around water sources. Special regulations are developed that state restrictions as regards actions that may affect the water source within the water protection area.

05. Instruction for filling in a table


The action plan is a living document and must be kept updated and adapted to the prevailing conditions and changed / supplemented when needed. Changed conditions, e.g. weather conditions, might give rise to changed action needs.

The document must be available in the field and Svenska Kraftnt must be able to control the document. Each conservation value in the table shall be commented by the contractor. If more areas are added that need protection measures, these are noted in the table and the pole number is stated. The column Chosen measure and comment must be filled in and approved by the employer before any work is begun.
