ICT IN SCIENCE EDUCATION

The Smart School project was introduced as one of the seven Flagship applications of the
Multimedia Super Corridor (MSC). This project is to build up the human capital for the
information age, to reduce the digital divide through various Flagships and to increase
productivity and export growth. Meanwhile to ensure the success of the project a lot of
issues or challenges faces by stakeholders need to be considered.

There are five stakeholders identified as key to success of the Smart School. The different
stakeholders are: School stakeholders, Community stakeholders, MoE stakeholders, State
stakeholders and Industry stakeholders

The school stakeholders consist of school administrators, teaching staff, non-teaching staff
and students. The issues or challenges faces by school stakeholders for the ramping up
phase (2005-2010) are: Human capital, Managing stakeholders’ expectations, Bringing
ICT divide, Innovations in Teaching and Learning Methodology/Pedagogy, Smart
Partnership and Standards

Meanwhile the issues or challenges faces by school stakeholders for the stabilisation
phase (2010-2020) are: Increasing students’ involvement, Managing expectations
effectively, Addressing the changing roles of teachers, Taking the Smart Partnership to the
next level, Technology renewal and Standards.

In reality when analyzing the issues and challenges faces by the school stakeholders after
ramping up phase going to end within two years , I will focus my analyzing to what going
on at SMK Kamil Pasir Puteh Kelantan . Among the issues or challenges faces are the
experience ICT teacher has transferred, teachers used to work personally, the skill of
students are different, the chance to enter computer lab are limited, the electricity are
always blackout it caused the server not working, no internet access in computer lab,
computer lab model 3 phase 3 situated far from server room, server is not working causes
cannot use of SSMS, unskillful of technician, computer provided for WSMS used model
Pentium II where now their spare part are very hard to get in market. I think this same
situations are also happen to many of the smart school.

The usage of hardware and courseware among school administrator are not effective, they
also do not develop the mechanism for good monitoring and effective management
support for teaching and learning. The training do not render to users at all levels and the
smart partnership formed with non- government organizations and private sector are also
not run smoothly. Although many of the teachers are attended courses in ICT but not all
the teachers are good and creative in using ICT product. The interactive medium such as
online are not effectively used because the lack of knowledge of used ICT as a medium in
teaching and learning process. Many of teachers do not benefit of this technology as one
of the medium to published their online resources for the benefit of their students. Besides
school administrator and teachers, non-teaching staff such as clerks are part of school
stakeholders. But almost majority of the non-teaching staff are not aware their roles in
smart school. Students play a pivotal role in making the Smart School vision success. The
smart school are encouraged students to play a more active role in the teaching and
learning process. But this scenario are not happened because teachers still dominant in
teaching and learning process with the exam oriented which need the students to be
excellence in examination.

Factors should be considered for school stakeholders to faces the issues or challenges
about human capital are to develop a framework for effective usage of courseware and
hardware, conduct a effective training module for teachers and administrator in ICT ,
produced self-learning materials for training in integration of ICT in lessons. To faces
Managing stakeholders’ expectations the resolution are device mechanisms to engage
parent on e-learning benefit, and their roles, make known to students the desired learning
outcomes, cater to students with special needs, access to PC/labs after school hours and
for community use. School website or portal needs to update regularly to ensure the
community get up to date information or activities happened in school. This webpage can
also used as a medium to communicate with outside community all around the world. To
faces bridging ICT divide the government should monitor the technology and basic
infrastructure deployment in rural schools. Innovations in teaching and learning pedagogy
the factors should be considered are to accommodate individual different learning styles,
foster a classroom atmosphere that is compatible with different teaching-learning
strategies and use an appropriate mix of learning strategies to ensure mastery of basic
competencies and promote holistic development. To increased smart partnership between
smart schools and private sectors or NGO’s the Ministry of Education needs to motivate
and encouraged private sector to directly be involved in Smart School Implementation.

Community stakeholders comprise parents, guardians, community, leaders, interest group


and NGOs. Among the issues or challenges faces by community stakeholders for the
ramping up phase (2005-2010) are: Awareness and understanding of the Smart School,
Handling of finances generated from the community, Publicity, Engagement model,
Relevant and localized content on the internet.

To ensure the community stakeholders are aware and understanding of Smart School
impart information and knowledge about smart school should be given. Independent
body also must be appointed to coordinate and manage funding from the community.
Continuous publicity must be organized to ensure public alert about smart schools. We
also must draw a guideline highlighting methods to engage different stakeholders by
different level of practitioners. Parent will play a significant role in school governance.
The task of parent will go beyond monitoring the students progress, and providing
guidance, motivation, and counsel but it require a willingness to assist with developing
teaching-learning and assessment materials as well as the ability to access the school
public domain databases electronically.

The Ministry of Education stakeholders include the ministerial personnel and MoE’s
Top Management. Among the issues or challenges faces by MoE stakeholders are
human factor, lack of compliance, ensuring industry standards to promote exports and
lack of shared vision towards ICT implementations. The factor should be considered
by MoE stakeholders are to invest in professionally designed and change management
programs, reevaluate and standardizes the deployment framework, develop the
framework for standards based on consultation with MoE, local e-education and big
industry players and they also need to introduce incrementally decentralization
features, increasing autonomy or responsibility focused on component of the Smart
School can be an initial step.

The State Stakeholders refer to the State Education Departments(SED), District


Education Offices(DEO), State Education Resources Centres (SERC) and Teacher
Activity Centres (TAC). Among the issues or challenges faces by State stakeholders
are lack of understanding of state officers and teachers on Key Performance Index
(KPIs), disparate access to the SSMS amongst key stakeholders, structural constraints
impeding MoE stakeholders from becoming effective drivers of Smart Schools,
existing support system not synchronized to provide support for Smart School
Programs and insufficient human resource for the existing support system. The factors
should be considered by State stakeholders are conduct training on KPIs, link SED and
DEO’s IT facilities/systems to all the schools and to the SSMS at the schools, revise
DEO’s roles and responsibilities, streamline and synchronise the resources and
expertise through a special task force and form a partnership with external or internal
resources.

Industry stakeholders include all corporations, multinational companies and business


entities in the public and private sectors. Among the issues or challenges faces by
industry stakeholders are thrust, decision making or bureaucracy approval processes,
mutual benefits, lack common objectives and KPIs and lack of continuity of
leadership. The factors need to be considered by industry stakeholders are to set up
standard operating procedures, ensure equity through a dashboard monitoring system,
set up adequate follow through mechanisms, ensure timely and unequivocal decision
making, set up common vision, create a Partner Satisfaction Index, establish a task
force consisting of MoE and vendors, establish common milestones, ensure buy-in and
collective ownership of different initiatives at MoE by assigning divisional roles and
responsibilities in every initiative, increase accountability and responsibility of project
leaders through shared KPIs and introduce secondment to various industries as
professional development for teachers and administrators.

For conclusions all stakeholders must play their roles effectively to ensure this project
can achieved it objective to build up our nations with knowledgeable ICT human
capital. Students of today is our asset of tomorrow. Although we were spent a lot of
money to invest into Smart School project today but the benefit for our future
generation is a very valuable prices. In competitive world we must provided the
industries with skillful, knowledgeable and multi talented human capital. To provide
this type of human capital we cannot deny that, we need to change our educational
institutions teaching and learning strategies. Our schools need to fully smart where the
students can play their active roles in teaching and learning process. Our assessment
process also need to focused on individual excellence achievement. School
administrators and teachers should be trained in the use of ICT in all aspect of smart
school needs to give more confident in their application of technology. The community
also must aware the existing of smart school project and play their roles especially
parents to give support to their children for self pace of learning situation. The officers
of MoE must regularly monitoring with the cooperation with SED and DEO’s the
implementation of smart school in school to ensure all the problem facing by the smart
school could be solved faster and effectively. The Industries stakeholders must
effectively involve into smart school project because today the involvement of
industries are not efficient. The smart partnership between smart school and industries
are not effectively worked. So this are among the factors for me need to be considered
to ensured the success of implementation of smart school project.
