This phenomenon has become famous. When we hear the term Road accident we quickly think of deaths and the degree of gravity. The responsible of this is Man, and only man who is forced by Law can solve the problem. Algeria, for example, is classified the second country in the world in terms of accidents, and this was last year. (2009). The government is Following an active consciousness policy aimed at reducing the level of accidents. A national compaign (in Algeria) took one month aimed at arousing the conscious of drivers, especially, the category of youth. As a policeman declared that young drivers were always the responsible of accidents. Other forms of promotion of Road Security are regulated by the government, and among these forms, there is the strength of law. An eyewitness, describing an accident happened near Boudouaou in 1999 he said that he had never seen such an accident with ten died and nine injured when a bus collided head on with a 25 tone lorry loaded with cement.
