Historical data and the current status of higher education in Yugoslavia are examined. Among the reforms enacted was the General Law on Faculties and Universities of 1960. The major and most immediate effect was probably the explosive expansion of institutions, particularly between 1960 and 1963. Additionally, higher education was no longer concentrated in the republican capitals, since towns acquired faculties and colleges of their own. By the mid-l960s, there were too many institutions and in the latter half of the decade a number of institutions were closed. It is the autonomous faculty that is the main unit in Yugoslavian higher education. In 1977-78 in addition to the 180 faculties institutions, there were 15 art academies and art faculties, 5 specialized colleges, and 139 vise skoles, or two-year advanced vocational colleges. Although not a part of the higher education network, there are also Workers' Universities. Faculties have developed around a single or small group of related disciplines since the 1960s, rather than representing a broad grouping of subjects. The university is a voluntary association of faculties and colleges and its powers revolve around making recommendations. The following areas are also addressed: the role of the Faculty Council, the function of the vise skole, access to higher education, examinations, the duration of higher education study and degrees conferred, educational finance, and political influences on higher education in the 1970s.
