1100 monuments in Delhi not included in ASI list of monuments for protection and

preservation. He further requested members to suggest the future approach for

conservation of urban heritage of Delhi, including formulation of Delhi Archaeological Act. Honble LG desired that meetings of the Foundation should be held at least once in six months for which the expert members should propose new agenda items in advance. 3. The following suggestions were placed

before DUHF The urban heritage areas, which

include not only historic structures but their delineated urban precincts also, should be looked after under a comprehensive Urban Conservation Management Plan. The Foundation should be pro-active in strategizing and implementation of heritage conservation projects. It was decided that Commissioner MCD, Chairperson, NDMC, Chief

Architects of MCD & NDMC and Engineer in Chief, MCD be invited to meetings of Delhi Urban Heritage Foundation for effective coordination amongst the civic agencies involved. Honble LG agreed to the suggestion that before a project is taken up for a discussion in DUHF, a visit to the project site be arranged to enable the members to have a more informed discussion.

The Archaeological Park at Mehrauli has a number of heritage structures, some of which are protected while others are not. As the Archaeological Park acts as a buffer to a World Heritage Site, it was felt desirable that the development plan of Qutub Complex should also include the Archaeological Park area and a comprehensive management plan for the entire area be prepared and operational control of the park area exercised, by a single agency, say ASI. VC, DDA, along with ASI and INTACH, shall work out the necessary modalities for the same. The issue of encroachments within the unprotected heritage structures inside the Archeological Park at Mehrauli was raised by some members. It was decided that Lands deptt., DDA to take necessary action to prevent and clear the encroachments reported by the members. It was agreed upon that a policy for adaptive reuse of the Heritage Buildings, more specifically Havelis of Delhi, be laid down wherein recognition/incentives be given to owners of Havelis, to encourage them to retain the heritage character of these buildings. A policy of grant of Transferable Development Rights (TDRs) may be evolved to incentivize owners of Havelis to prevent misuse of historic buildings. A core Committee under Chief Architect, DDA, Sh.OP.Jain, Advisor, Sh. A.G.K.Menon, Convener, INTACH shall formulate a policy in this regard. It was decided that, as a matter of policy, a MOU be signed with owners/trustees of buildings/structures to be restored in future for preventive maintenance, as already done in case of the Anglo Arabic Senior Secondary School. It was also suggested that for preservation of monuments/historic structures, as a part of social responsibility, the Corporate Houses may also adopt these structures for their upkeep & maintenance. 4. After discussion as above, the items listed in the agenda were presented and the

following decisions were taken ITEM NO.10.3/2010: Presentation on the Humayuns Tomb- Sunder Nursery-Hazrat Nizamuddin Urban Renewal Project by the Project Director of Aga Khan Trust for Culture. Presented by: Ratish Nanda, Project Director, Aga Khan Trust for Culture (AKTC). 5. The presentation gave an overview of the vision, objectives and ongoing activities

under Humayuns tomb, Sunder Nursery, Hazrat Nizamuddin Basti Urban Renewal Project being implemented by AKTC. The presentation highlighted challenges and opportunities of

this unique heritage zone. The presentation stressed on a comprehensive urban renewal strategy for the area, not limited to restoration of structures but also including cultural revival, education, health and sanitation improvement and vocational training of the local community. The project was agreed in principle and the following activities were approved AKTC shall prepare a comprehensive development plan and identify issues and activities with respect to ownership of land, listing of heritage buildings within the basti and occupancy of heritage buildings. Subsequently, activities to be undertaken by various government agencies/departments within the basti will be identified. A Local Area Plan for Hazrat Nizamuddin Basti will be prepared by the Committee chaired by E.F.N. Riberio set up by MCD for preparation of Local Area Plans. Restoration, including faade improvement of buildings that are abutting important monuments. Item No. 10.2/2010: Conservation and Restoration of the Historical Monument, The Cathedral Church of Redemption, Church Road. Presented by: Asst Dir.(Arch.), DDA The immediate interventions as identified in the proposal were approved. It was desired that for further upkeep & maintenance of the Church, an MoU be signed with the Church on the lines of the MoU for the Anglo Arabic School. It was decided that structural investigation of the Church building be also carried out. Item No. 10.2/2010: Repair & Restoration of Ancillary Buildings in Anglo Arabic Sr. Secondary School, Ajmere Gate. Presented by: Dy. Dir-Arch, DDA The areas of interventions as identified in the proposal were agreed in principle. It was decided that Ms. Rakhshanda Jalil, Director, Media and Culture, Jamia Millia Islamia may be requested to act as an Advisor for the project. The Honble Lt. Governor thanked all the participants for their valuable contribution to the deliberations at the meeting and desired that the meetings of the Foundation shall be held on a regular basis. The meeting ended with vote of thanks to the chair.
