INTRODUCTION This specification together with the data sheets covers the minimum technical requirements for the design,manufacture, testing and supply of Low Voltage Switchgears and their associated accessories. All deviations from the requirements of this specification shall be clearly brought out in the bid. In the absence of such a statement it shall be understood that all requirements of this specification are fulfilled without any exception. CODES AND STANDARDS Low Voltage Switchgear shall be designed, manufactured and tested as per currently applicable statutes, regulations and safety codes in the locality where the equipment will be installed. The equipment offered shall generally conform to the following codes / standards: IEC IEE IEEE NEC NEMA DIN BSI BIS ASTM API ANSI International Electrotechnical Commission. Institution of Electrical Engineers. Institute of Electrical and Electronics Engineers. National Electrical Code (US). National Electrical Manufacturers Association. Association of German Electrical Engineers. British Standards Institution (BS). Bureau of Indian Standards (IS). American Society for Testing and Materials. American Petroleum Institute. American National Standards Institute.

Any other recognised International standard may be used in lieu of the above, subject to the approval by Purchaser. Low Voltage Switchgear shall also conform to the latest editions of standards including all revisions and addenda current at the time of placement of order. In the event of conflict between this specification and other documents, the following order of priority may be followed: a) b) c) Data sheets. This specification. Codes and standards.

GENERAL The low voltage switchgear offered shall be suitable for the site conditions indicated in Project Information data sheet (Electrical). Further, the switchgear shall be designed based on API-RP-14F Recommended practice for design and installation of Electrical System for offshore production platforms. The low voltage switchgears shall be suitable for locating in hazardous areas if specified in the data

sheets. The hazardous area classification is indicated in the data sheets. Area classification shall be done in accordance with API-RP-500B - Classification of areas for electrical installation at production facilities. 3.3 The low voltage switchgear if located in safe area shall be totally enclosed, metalclad, indoor, floormounted, modular type, dust and vermin-proof of uniform height not exceeding 2450 mm, easily extensible on both sides, having switchgear designation indicating labels on front and rear, in single or double front execution in fully draw-out or fixed type as mentioned in the data sheet. Proper gasketing shall be provided all around the perimeter of adjacent panels, panel and base frame removable covers and doors. The degree of protection shall be IP-51 unless otherwise specified in the data sheet. The low voltage switchgear to be located in hazardous area shall be constructed in accordance with relevant standards and shall be certified by a recognised National/ International Testing authority. Vendor shall provide copies of certificates for all such equipment. Vendor shall ensure that all certified electrical equipment, whether supplied by him or others, has been labelled or marked by the manufacturer with the correct 'EX' protection type, gas group and temperature classification wherever applicable and that the appropriate certificate has been supplied. The low voltage switchgear shall be given a protective coating in line with the instructions enumerated in the standard specification for Protective Coating (Elec.) and the colour shade of finish coat shall be light grey as per RAL 7032 or equivalent. Each components of the protective system shall be capable of withstanding, without damage, the passage of the maximum fault current at its point of connection. The design shall facilitate operation, inspection, cleaning, repair and maintenance and shall ensure safety under all normal operating and maintenance conditions.

CONSTRUCTION FEATURES L.V. switchgear shall be of the naturally ventilated design and shall not rely on forced cooling. Operating devices shall be incorporated only in the front side of the switchgear. Switchgear shall be divided into distinct vertical sections of : a) Completely enclosed busbar compartment running horizontally.

Each vertical section shall be equipped with space heater and a thermostat. Each shipping section shall have metal sheets at both ends. For draw-out modules, only handles of control and selector switches, pushbuttons, knobs and cutouts for lamps and meter shall be put on front door of respective compartment. All other components shall be on withdrawable chassis. Cable alley shall be provided with suitable hinged doors. Rear of single front switchgear shall be provided with removable sheets. All doors shall be with concealed type hinges and captive screws.

4.4.10 The switchgear frame shall be fabricated using suitable mild steel structural sections or pressed and shaped cold rolled sheet steel of thickness not less than 2.5 mm. Frames shall be enclosed by sheet steel of thickness not less than 2 mm cold rolled smoothly finished, levelled, and free from any uneven surfaces and defects. Doors and covers shall be made of sheet steel of thickness not less than 1.6 mm cold rolled sheet steel stiffeners shall be provided wherever necessary. 4.4.11 The complete structure shall be rigid, self-supporting, free from vibrations, twists and bends. 4.4.12 Suitable hooks shall be provided for lifting the switchboard. Blind plates / plugs shall be provided to block the openings when the hooks are removed. 4.4.13 Vacant compartments shall be equipped with fully rated busbars, risers, shutters, doors etc., and supply side equipment to enable the compartment to be readily equipped as a motor starter or other outgoing feeder without the need to de-energise or dismantle the switchgear. 4.4.14 The equipment shall be suitable for cabling of outgoing circuits without the need to de-energise the switchgear and without danger to personnel. It shall be so designed that cables to any compartment within the tier may be terminated without interference with any other compartment or cable connection thereto. 4.4.15 Any openings permitting access to live parts in unused compartments shall be blinded with grommets. 4.4.16 Current transformer shall not be directly mounted on the buses. Current transformers on circuit breaker controlled circuits shall be mounted on the fixed portion of the compartment. 4.4.17 In breaker compartments, external cable connections shall be carried out in separate cable

compartments for power and control cables. 4.4.18 All identical equipment and corresponding parts including chassis of draw-out modules of same size shall be fully interchangeable without any modifications. 4.4.19 Switchgear shall be designed such that all components, equipment and busbars operate satisfactorily without exceeding their respective maximum permissible temperature limits as specified in the data sheet. 4.5 4.5.1 4.5.2 4.6 4.6.1 4.6.2 MODULE TYPES The various types of modules,its application and number of feeders are indicated in the data sheets. The relevant power and control circuits for various types of modules as indicated in the data sheets are enclosed. MAIN & AUXILIARY BUSES Switchgear shall be provided with three-phase or three-phase and neutral busbars as specified in the data sheet. Switchgear busbars shall be of uniform cross-section throughout the length and made of high conductivity, hard drawn copper or aluminium alloy as specified in the data sheet. Electrolytic grade copper busbars as per ASTM-B187 or IS-191 or equivalent shall be used in case of copper busbars. If the busbars are of aluminium alloy the same shall be as per IEC-114 or IS-5082 or BS-2898 or equivalent specifications. Busbars shall be sleeved with proper clearances and adequately supported to withstand stresses developed due to short-circuit. Material used for sleeving shall be capable of withstanding maximum temperature specified in the data sheets. Support shall be of glass reinforced phenolic material or cast resin. Busbar joints shall be shrouded with moulded epoxy shrouds. The busbars shall be able to carry the continuous current and short-circuit current as specified in the data sheet. Busbars shall be provided with at least minimum clearance in air as per applicable standards. SWITCHGEAR COMPONENTS The components in the switchgear shall conform the details specified in the subsequent clauses mentioned as under: AIR CIRCUIT BREAKERS (ACB) Circuit breakers shall be of the air-break, trip-free, draw-out type, mounted along with its operating mechanism on a wheeled carriage moving on guides, designed to align correctly and allow easy movements. Circuit breaker shall be of the shunt using external relays and/or series-trip type with releases as

specified in the data sheet. It shall be provided with an operating mechanism of the type specified in the data sheet. 4.8.3 It shall be provided with mechanically operated targets to show 'open', 'closed', 'service' and 'test' positions of the circuit breaker. Circuit breaker shall be provided with mechanically operated 'trip' pushbutton of red colour, shrouded to prevent accidental operation. Circuit breakers shall be with locking facilities in the 'service', 'test', and 'isolated' positions. In test position, the breaker will be tested without energising the power circuits. The breaker shall remain fully housed inside the compartment in the test position. Minimum 6NO+6NC potentialfree auxiliary contacts of the breaker shall be provided for Purchaser's use unless otherwise specified in the data sheets. Circuit breakers cubicle shall be provided with 'red', 'green' and 'amber' indicating lamps to show 'closed', 'open' and 'auto-trip' conditions of the circuit breaker when breaker operation is controlled by a control switch. Circuit breaker shall be provided with the following interlocks: a) It shall not be possible to plug-in or draw-out a circuit breaker in the closed position. b) It shall not be possible to operate a circuit breaker unless it is in the fully pluggedin, test or fully isolated position. 4.8.8 4.8.9 Whenever specified in the data sheet, breakers shall be provided with key interlocking device to prevent paralleling of two breakers. Circuit breakers provided with stored energy operating mechanism shall be provided with the following interlocks: a) b) The circuit breaker shall not close unless the spring is fully charged. Shocks, vibrations or failure of springs shall not operate the breaker or prevent intended tripping.

4.8.10 It shall be the responsibility of the vendor to fully co-ordinate the overload and short-circuit tripping of the circuit breakers with the upstream and downstream circuit breakers/fuses/motor starters to provide satisfactory discrimination. 4.9 4.9.1 4.9.2 MOULDED CASE CIRCUIT BREAKERS (MCCB) MCCB shall be of the non-fused, air-break, trip-free type. MCCB shall be provided with spring assisted quick make/break, manually operated mechanism. Wherever specified MCCBs shall be suitable for remote tripping operation and the tripping device shall be suitable for the specified control voltage.

All MCCBs (except MCCBs for motor feeders) shall be provided with tripping device with inverse time characteristics for overload protection and instantaneous characteristics for short-circuit protection. MCCBs for motor feeders shall be suitable for motor duty and shall be provided with short-circuit release. MCCB operating handle 'ON' and 'OFF' position shall be displayed and the operating handle shall be mounted on the door of the compartment housing MCCB. MCCBs shall be provided with minimum 1NO + 1NC adequately rated auxiliary contacts. Wherever specified, the MCCBs shall be provided with solenoid closing mechanism to make them suitable for remote closing operation. The closing solenoid shall be suitable for the specified control voltage. The rupturing capacity of all MCCBs shall be equal or greater than the fault level specified. MCCBs backed by fuses to make them suitable for the system fault level shall not be accepted. MCCBs for the incomer and outgoing circuits shall be so selected as to provide complete and full fault discrimination. MINIATURE CIRCUIT BREAKERS (MCB)

4.10.1 MCBs shall have overload and instantaneous tripping elements to be operated under fault conditions. 4.10.2 MCBs shall be of adequate rating and free from defects for reliable operation.

4.11

AIR-BREAK SWITCHES

4.11.1 Air-break switches shall be of heavy duty, group operated, load-break type, complying with the requirements of applicable standards. 4.11.2 The switches shall be capable of withstanding the thermal stresses caused by overloads, locked rotor and short-circuit current of values associated with protective relay settings and the let through current of the associated fuse. 4.11.3 The switches shall be capable of withstanding the mechanical stress caused by the peak short-circuit current of value equal to the cut-off current of the associated fuse. 4.11.4 All live parts of the switch shall be shrouded. 4.11.5 Each switch shall be interlocked with the associated compartment door to achieve the following interlocks: a) It shall not be possible to open the door when the switch is in ON position.

It shall not be possible to close the switch with the door open.

4.11.6 Suitable means however shall be provided to intentionally release the interlocks specified in 4.11.5 for making trip settings and operation tests. 4.12 FUSE-FEEDER UNITS

4.12.1 Fuse-feeder units may comprise switch-fuse units, fuse-switch units, or a combination of fuses and disconnect devices. They should be housed in an individual compartment. 4.12.2 Switch-fuse units and combinations of fuses and disconnect devices shall have the fuses positioned on the load side of the disconnect device, mounted in readily accessible, fully shrouded carriers or shall otherwise be arranged in such a way as to permit the safe removal and replacement of the fuses without the need to disconnect the supply. 4.12.3 The operation of the fuse-feeder unit shall be independent, manual, with a utilisation category of AC22 of relevent IEC or IS or any other applicable codes / standards. 4.12.4 The disconnect device shall provide and maintain a safe isolating distance between contacts in the open position. 4.12.5 The fuse-feeder unit shall be suitable for continuous uninterrupted operation. 4.12.6 Three-phase, four-wire assemblies shall be four-pole type. 4.12.7 The fuse-feeder unit operating handles shall be operable from the front and shall be padlockable in 'OFF' position. Operating handles shall be interlocked with the door and shall indicate ON / OFF by position and label. 4.13 FUSES

4.13.1 Fuses shall be of the HRC cartridge type. 4.13.2 Fuses shall be provided with visible indication to show that they have operated. 4.13.3 Fuses shall preferably be mounted in moulded plastic carriers and shall be complete with fuse bases. Insulated fuse pullers shall be included in the scope of supply, wherever applicable. 4.13.4 Current-time characteristics of fuses shall be furnished along with the bid. 4.14 CONTACTORS

4.14.1 Contactor shall be of the electromagnetic type rated for uninterrupted duty as defined in applicable standard unless otherwise specified in the data sheet. 4.14.2 Main contacts of motor contactors shall be of silver plated copper. 4.14.3 Each motor starter contactor shall be provided with 2NO + 2NC auxiliary contacts.

4.14.4 Insulation class of operating coils shall be Class-E or better. 4.14.5 Operating coils of contactors shall be suitable for operation from the control supply system specified. 4.14.6 Contactors shall comply with all other requirements of applicable standards. 4.14.7 Contactor shall be of double-break, non-gravity type. 4.15 DIRECT-ON-LINE STARTERS

4.15.1 Direct-on-line starters shall be suitable for Class-AC3 utilisation category as specified in relevent IEC or IS or any other applicable codes / standards unless otherwise mentioned in the data sheet. 4.16 AUTOMATIC STAR-DELTA STARTERS

4.16.1 These type of starters shall comprise three sets of contactors, one for the line, one for the star point and one for the delta, and a timer relay to automatically change the connections from star to delta. 4.16.2 Star-delta contactors shall be electrically interlocked to permit starting of the motor in the proper sequence, namely star contactor closing, line contactor closing, timer energised, timer contact deenergising the star contactor and delta contactor closing. 4.16.3 Star-delta starters shall be suitable for AC3 utilisation category as specified in relevent IEC or IS or any other applicable codes / standards unless otherwise mentioned in the data sheet. 4.17 REVERSING STARTERS 4.17.1 These type of starters shall comprise forward and reverse contactors electrically interlocked with each other. 4.17.2 Reversing starters shall be suitable for Class AC4 duty as specified relevent IEC or IS or any other in applicable codes / standards, unless otherwise mentioned in the data sheet. 4.18 THERMAL OVERLOAD RELAYS

4.18.1 Starters shall be complete with a three element, positive acting, ambient temperature compensated, time lagged thermal overload relay with adjustable settings. The setting range shall be properly selected in accordance with the rating of the motor. 4.18.2 Thermal overload relays shall be hand reset type unless otherwise specified in the data sheet. 4.18.3 Hand reset pushbutton of the overload relay shall be brought out on the front of the compartment door. 4.18.4 Overload relay shall be provided with atleast 1NO + 1NC or one changeover contact. 4.19 CURRENT TRANSFORMERS (CT)

4.19.1 CTs shall be of the bar-primary type, or wound-primary type depending on the application.

4.19.2 The CTs shall be of dry type. 4.19.3 CTs shall have a short-time withstand rating equal to the short-time withstand rating of the associated switchgear for one second/3 sec. for breaker feeders. For feeders with fuse, CTs shall have withstand capacity equal to let through current of associated fuse. 4.19.4 It shall be the vendor's responsibility to co-ordinate the CT burden with the requirements of relays, instruments and leads associated with that particular CT. 4.19.5 Test links shall be provided in both the secondary leads of the CTs to easily carry out current and phase angle measurement tests. 4.19.6 All CTs shall be earthed through a separate earth link on the terminal block to permit easy measurement of the CT insulation resistance. (CTs built-in with the thermal relays of contactors are excluded). 4.19.7 CTs shall be provided with quick disconnecting type of shorting links to facilitate easy shorting of CTs. 4.20 POTENTIAL TRANSFORMERS (PT)

4.20.1 The PTs shall be of dry type. 4.20.2 PTs shall have a continuous overvoltage factor of 1.2 and short-time overvoltage factor as follows : a) b) 1.5 for 30 sec. in case of effectively earthed system. 1.9 for 8 hrs. in case of non-effectively earthed system.

4.20.3 PTs shall be complete with suitable rated primary, secondary and tertiary fuses. Primary fuses shall have a rupturing capacity equal to the rupturing capacity of the associated switchgear. Fuses shall be provided on each sub-circuit. 4.20.4 It shall be possible to replace PTs without having to de-energise the main busbars. 4.20.5 The terminals of PT secondary and tertiary windings which are required to be connected to earth shall be earthed by an isolating link without a fuse. 4.21 SINGLE-PHASING PREVENTERS

4.21.1 Single-phasing preventer relay shall be provided to protect motors against single-phasing. The relay shall not operate for supply voltage unbalance of 5%, but shall positively operate for supply voltage unbalance of more than 5%. The relay shall operate in the event of a single-phase fuse blowing even though the motor e.m.f in the concerned phase is of the order of 85%. 4.21.2 After sensing single-phasing, the relay shall operate with a time-delay of 2 to 3 secs. The relay shall not operate for a 3-phase power supply failure. The relay shall be of the hand reset type with a hand reset pushbutton. Resetting shall be instantaneous and independent of the adjusted time-delay in

tripping of the unit. 4.21.3 The relay shall be suitable for application to protect reversible and non-reversible motors. The relay operation shall be independent of the motor kW rating, the loading conditions prior to the occurrence of the single-phasing and rpm of the motor. The relay shall be of the failsafe type & shall operate to trip the motor when the relay internal wiring is accidentally open-circuited. 4.22 PROTECTIVE RELAYS

4.22.1 With the exception of motor thermal overload relays, all protective relays which do not form an integral part of a circuit breaker assembly shall be of the flush-mounted, dust-proof, withdrawable type. 4.22.2 Relays shall be accessible for setting and resetting from the front. 4.22.3 Relays shall be provided with positive acting hand-reset flag indicators visible from the front. 4.22.4 Access to setting devices shall be possible only after the covers are removed. Access to resetting devices shall be external to the case. 4.22.5 Several protective elements may be incorporated into a single relay case, but separate indication of each function shall be provided. 4.22.6 Relays shall maintain their accuracy over the full range of supply voltage variations specified in the data sheet. 4.22.7 Each relay shall be provided with atleast two separate potentialfree contacts. 4.22.8 All relays shall be rated for continuous normal operation. 4.23 METERS & INSTRUMENTS

4.23.1 Electrical indicating instruments shall be of minimum (96 x 96) mm size, 90 scale deflection unless otherwise specified in the data sheet with a class of accuracy of 1.5, suitable for flush-mounting. 4.23.2 Indicating instruments shall have provision for zero adjustment outside the cover. 4.23.3 Instrument dials shall be parallax-free with black numerals on a white dial. 4.23.4 Ammeters provided on motor circuits shall be provided with a suppressed extended scale to indicate motor starting current. 4.23.5 Watt-hour meters shall be of the direct reading electrodynamo-meter type complete with cyclo-meter type dials and reverse running stops. 4.24 INDICATING LAMPS

4.24.1 Indicating lamps shall be of filament type and of low watt consumption.

4.24.2 It shall be provided with series resistors/step-down transformers. 4.24.3 Indicating lamps provided with translucent lamp covers of colours 'Red', 'Green' and 'Amber' as required in the control wiring diagrams. 4.24.4 Bulbs and lenses shall be easily replaceable from the front. 4.25 CONTROL & SELECTOR SWITCHES

4.25.1 Control and selector switches shall be of the rotary type with enclosed contacts. 4.25.2 It shall be adequately rated for the purpose intended. Minimum acceptable rating is 10A continuous at 240V AC and 1A (inductive break) at 220V DC. 4.25.3 It shall be provided with escutcheon plates clearly marked to show the positions. 4.25.4 Control switches shall be of the spring return to normal type and shall be provided with pistol-grip type handles. 4.25.5 Selector switches shall be of the maintained contact, stayput type. Switches in ammeter circuits shall have make-before-break type contact and shall be provided with oval handles. 4.26 PUSHBUTTONS

4.26.1 Pushbuttons shall be of the momentary contact, push to actuate type adequately rated. It shall be fitted with self reset, 2 NO + 2 NC contacts. 4.26.2 Pushbuttons shall be provided with integral escutcheon plates marked with its function. 4.26.3 'Start' & 'Open' pushbuttons shall be green in colour. 4.26.4 'Stop' & 'Close' pushbuttons shall be red in colour. 4.26.5 All other pushbuttons shall be black in colour. 4.26.6 'Emergency stop' pushbuttons shall be of the lockable type in the pushed position and shall be shrouded to prevent accidental operation. Key shall not be required for the operation of the pushbutton. 4.26.7 Pushbutton switches with a built-in indicating lamp if specified in the data sheet shall be supplied. 4.27 SPACE HEATERS AND ILLUMINATION LAMPS

4.27.1 Space heaters and illumination lamps shall be suitable for operation on 240 V, 1 - phase, 50 Hz AC supply system unless otherwise specified in the data sheet.

4.27.2 It shall be provided with single pole MCB with overload and short-circuit release and shall be thermostat controlled. 4.27.3 Bus wiring shall be provided as necessary on each section of the switchgear for the space heaters. 4.27.4 An 'ON/OFF' switch with "heater supply on" lamp indication shall be provided to isolate the supply to all heaters on a section of MCC. 4.27.5 All space heater circuit terminals shall be shrouded and identified. 4.27.6 Panel illumination lamps shall be provided for maintenance of the switchgear. The illumination lamps shall be 40W, GLS lamp unless otherwise specified. 4.27.7 Each illumination circuit shall be provided with an MCB and door switch. 4.28 ALARM ANNUNCIATORS

4.28.1 Alarm annunciators shall be provided whenever specified in the data sheet. These shall be of the window type or compact static with the following features: a) b) c) Visual indication of the fault by means of flickering alarm windows. Audible alarm on the occurrence of the fault. Red facia units to differentiate trip alarm from non-trip alarm. d) Acknowledgement of occurrence of fault, incorporating audible alarm cancellation and steadily lit alarm window features. e) Resetting the scheme after the faults have been cleared. f) Facility to test the healthy condition of the lamps automatically excluding units indicating existing faults. g) Initiation of the complete sequence of audio-visual alarms in the event of a new fault occurring at the time of accepting an existing fault. h) Suitable for operation on a 2-wire, DC supply system with voltage as indicated in the data sheet. Flush-mounted. Shall be suitable for either NC/NO initiating contact.

'Accept', 'Reset' and 'Lamp test' pushbuttons.

CONTROL SUPPLIES

4.29.1 Power for tripping, closing, indication and alarms, associated with automatic air circuit breakers having separate protection devices and for annunciation circuits shall be provided by the purchaser. The voltage and tolerances are specified in the data sheet. 4.29.2 Power for motor starter control, indication and alarms shall be derived from one of the following options as specified in the data sheet. a) Line to neutral from the main incoming supply with short-circuit protection provided by an appropriate fuse and neutral link. b) Individual control transformers mounted in each starter. c) A common control transformer connected to the load side of each incomer rated to supply the complete switch board control load with 25% spare capacity. In the event of loss of supply from one transformer, means shall be provided to transfer the load to an alternative source. A local indication lamp with test facility shall show healthy control supply condition in all the above cases. 4.29.3 All transformers of 500 VA and above shall be controlled by switches on the primary side. 4.29.4 Common control transformer shall have fuses on all line leads of each winding and control transformer in individual module shall have fuse in the line lead of only secondary winding. The fuses shall be of proper rating to protect the control transformers against overloads and short-circuits. The neutral or the earth lead shall have earth link instead of fuses. 4.30 CABLE TERMINATIONS

4.30.1 Ample space for connection of incoming and outgoing power and control cables shall be provided. Tinned copper cable lugs and requisite nickel / chromium plated brass cable glands of double compression type shall be supplied along with the switchboard for power and control cable terminations. 4.30.2 Cable glands with check nuts, rubber sealing ring, brass washers mounted on a undrilled removable gland plate shall be provided to support all power and control cables entering the switchgear. 4.30.3 For supporting and clamping the cable cores at regular intervals inside the cable alleys, suitable arrangement shall be made upto the respective terminal blocks. 4.31 INTERNAL WIRING

4.31.1 Wiring inside the switchgear shall be carried out with 1100/650V grade PVC insulated, stranded copper conductor wires. Minimum size of conductor for power and control circuits shall be 4 sq.mm and 2.5 sq.mm, respectively. 4.31.2 Engraved identification ferrules, marked to correspond with the wiring diagrams shall be fitted to

each wire. Ferrules shall preferably be of yellow colour with black lettering. 4.31.3 Spare auxiliary contacts of all equipment forming part of the switchgear shall be wired upto the terminal blocks. 4.31.4 Necessary cut-outs shall be provided and wiring shall be made upto the terminal blocks by the vendor for the equipment supplied by the purchaser if indicated in the data sheet. 4.31.5 Spare and unassigned modules shall be complete with internal wiring. 4.31.6 Wiring shall be terminated on preferably stud type terminal blocks such that the wires are connected by cable lugs with nuts and washers/lock-nuts. 4.31.7 Not more than two connections shall be made on any one terminal. 4.31.8 Internal wiring shall be carried out as per approved control schemes. Required interlocking for space heating, winding heating etc. shall be provided. 4.32 TERMINAL BLOCKS

4.32.1 Terminal blocks (both for power and control circuits) shall be of reputed make, heavy duty type. It shall comprise finely threaded pairs of brass studs of atleast 6 mm diameter, links between each pair of studs, washers, nuts and lock-nuts. The studs, shall be securely locked within the mounting base to prevent their turning. Insulated barriers shall be provided between adjacent terminals. 4.32.2 Terminal blocks shall be grouped depending on circuit voltage. Different voltage groups of terminal blocks shall be segregated. 4.32.3 Terminal blocks shall be adequately rated to carry the current of the associated circuit. Minimum rating of the terminal block is 10A. 4.32.4 Terminals shall be numbered for identification. Engraved white-on-black labels shall be provided on the terminal blocks. 4.32.5 Terminal blocks for CT secondary lead wires shall be provided with shorting and disconnecting/earthing facilities. 4.32.6 Terminal blocks shall be arranged with atleast 100 mm clearance between two sets of terminal blocks. 4.32.7 Control terminals for external connections shall be suitable for terminating atleast two conductors each of 2.5 sq.mm size. 4.32.8 Any terminals which are accessible and which of necessity are required to remain energised shall be screened-off or shrouded to prevent danger. WARNING LABELS shall be fitted. 4.32.9 Terminal blocks shall be located to afford easy access for termination, testing, shipping and maintenance and shall incorporate minimum 10% number of spare terminal blocks. 4.33 RATING PLATES

4.33.1 Switchgear main rating plate shall be affixed in a prominent position giving the following information: a) Manufacturer's name, switchboard type and serial number. b) Manufacturing specification. c) Rated voltage and number of phases. d) Rated frequency. e) Normal current rating. f) Short-time-current rating and time. 4.33.2 Each circuit breaker shall be provided with a rating label giving the following information : a) b) c) d) e) f) g) h) Duty legend. 4.33.5 Rating plates shall be made from durable materials and shall be securely fixed to the equipment to which they relate such that they are clearly visible and legible. 4.34 EQUIPMENT AND COMPONENT IDENTIFICATION

4.34.1 Each primary circuit shall be provided with an identification label, for withdrawable equipment a duplicate label shall be provided on the fixed part.

4.34.2 Identification labelling shall consist of black characters on a white background with (a) 20 mm high characters for switchboard references and (b) 5 mm high characters for cubicle references. 4.34.3 Danger or warning / cautionary notices shall be in accordance to relevant standards. 4.34.4 All plate-type labels shall be indelible and be attached using durable, non-corroding fixings. 4.34.5 All components within the switchgear shall be provided with labels which identify their circuit references. Each switch position shall be labelled. 4.34.6 The labels shall consist of 5 mm high black characters on a white background. (smaller characters may be used where space is limited) 4.35 EARTHING

4.35.1 Switchgear shall be provided with an earth busbar running along the entire length of the board. Material and size of the earth bus shall be as specified in the data sheets. At either end of the earth bus, one (1) clamp type terminal with nuts, bolts and washers shall be provided for bolting the purchaser's earthing conductor of size and material indicated in the data sheet. In case the earth bus is provided near top of switchgear, one down-comer at either end shall be provided for connection to the purchaser's earthing conductor. 4.35.2 Earth busbars shall be supported at suitable intervals within the switchgear. 4.35.3 Positive connection between all the frames of equipment mounted in the switchboard and earth busbar shall be provided by using insulated copper wires/bare busbars of cross-section equal to that of the busbar, or equal to half the size of circuit load current carrying conductor whichever is smaller. 4.35.4 All instrument and relay cases shall be connected to the earth busbar using 1100/650 V grade PVC insulated, 2.5 sq.mm stranded copper earthing conductor. 4.35.5 The earthing contacts of withdrawable items shall make before the main electrical contacts and break after the main electrical contacts. 4.35.6 Particular attention shall be given to the effective earthing of withdrawable items when in the test position and also door mounted equipment. Hinges should not be used / considered as an earthing conductor. 5.0 5.1 CERTIFICATION The low voltage switchgear of similar type and design, being offered, shall meet the following requirements : a) Should have been type tested by a reputed agency or authority approved by the purchaser. b) Should have been in continuous operation for a period of minimum two years in installations similar to those offered.

INSPECTION AND TESTING All tests shall be carried out as per relevant standards at Vendor's works. Testing and inspection shall include but not necessarily be limited to the following : A quantitative check to ensure that all items in specified quantity are present. A visual inspection to check workmanship and compliance with submitted drawings. Insulation measurement. Functional test. Check for proper voltage, phase and frequency setting. Vendor shall submit Quality Assurance Plan for review by Purchaser. Purchaser shall have access to all quality control documents of Vendor that record the design and testing of the system. SPARES AND SPECIAL TOOLS Vendor shall recommend and furnish the list of commissioning spares and spares for two years of normal and safe operation of the offered equipment. Vendor shall provide all special tools and tackles required for the installation and maintenance of low voltage switchgear. A list of special tools and tackles shall be submitted with the quotation. WARRANTY Vendor shall provide warranty for all work and material in his supply against defective material, poor workmanship, improper design, improper packing and/or failure in normal use for 12 months after the system has been placed in service but not exceeding 18 months after the date of despatch. PACKING AND TRANSPORT Standard of packing shall be agreed with the purchaser or his representative prior to delivery. The equipment shall be properly wrapped in polythene sheets and thermocole to prevent damage to finish and properly packed in wooden crates provided with skids. Crated contents shall be hermetically sealed and sufficient moisture absorbent material shall be
