Specifically, Merck Sharp & Dohme Corp. has currently implemented for its Executive Leadership an "overall
security program" within the meaning of 26 C.F.R. section 1.132-5(m)(2)(iii) based on a risk and vulnerability
assessment performed by an independent security consultant in light of its objective assessment of all facts and
circumstances. Merck's current overall security program provides, among other things, security trained drivers for
members of Executive Leadership as well as security measures at their offices and residences. Merck's
Executive Leadership have the authority to travel on each of the Aircraft identified above for business reasons.
Accordingly, for the aforementioned reasons. the Company requests that the on-demand identification numbers
for all of the Aircraft be excluded from public ASDI and NASSI data-feeds for the twelve (12) month period
commencing on the date approval is granted by the FAA.

Background
Samaritan' s Purse is an international Christian disaster relief agency that works in over
100 count ries around the world. Samaritan's Purse provides assistance in countries wi th harsh or
diffi cult conditions and with complex political environments, such as Southern Sudan, Somalia,
Haiti, Jordan, Iraq, Afghanistan and North Korea. Samatitan's Purse has international affiliate
offices in the Australia, Canada, Gennany, Hong Kong, and the United Kingdom. Combined
contributions for the United States and international offi ces are over $500 million.
The President, Chief Executive Officer and Chairman of the Board for Samaritan' s Purse
is Frankli n Graham. Mr. Graham is also the Chief Executive Officer of the BiJly Graham
Evangelistic Association. Mr. Graham is an author and a frequent guest on maj or news networks
sucb as CNN, Fox News, ABC and many others. He is a well-known, public fi gure that attracts
media attention because of the worldwide work of Samaritan's Purse and the Bill y Graham
Evangelistic Association and due to the fact he is often interviewed to discuss cutting-edge,
worl d events or controversial subject matter. For example, in October 201 0, Franklin Graham
was invited by Christiane Amanpour to participate on a panel on the ABC network to discuss the
place of islam in United States. See Attaclunent A, "Heated Debate Over Place of Islam in the
United States." Mr. Graham has met with heads of state and govenunent officials in many
countries worldwide and is recognized nationally and internationally. He is the son of Dr. Bil ly
Graham, an intemationally known evangelist.
fo'ranklin Graham is a licensed pilot for both the aircraft listed above. He utilizes air
transportation continuously and extensively in the United States and around the world for
speaking engagements, disaster relief activity, project oversight, international office meetings,
and to meet with partners in mission, dignitaries, and govemment officials. Mr. Graham has
flown to over 40 intemational cities in the last three years. Desti nations have included
Pyongyang, N01th Korea; Momovia, Liberia; Amman, Jordan; Chennai, Tndia; Nairobi, Kenya;
Khartoum, Sudan; Belfast, Ireland; Bogota, Columbia; Kauda, Sudan; Petropavlovsk, Russia;
Haiti, and many other international destinations. In addition, Mr. Graham,
regularly utilizes aircraft listed above for transpot1ation for ministry activities, business
meetings, and media events within the United States. The BARR (Block Aircraft Registration
Request) protection is necessary and critical to the security of Mr. Graham, ministry personnel
traveling with him, and ministry propet1y, due to the Valid Security Concern that exists.
Valid Security Concern
In compliance with the Federal Aviation Administration June 3, 2011 Notice (Docket No.
F AA-20 11-0183), Samaritan's Purse is certi fying that a Valid Security Concern clearly exists. A
Valid Security Concem is a verifiable tlueal to person, property, or company, including a threat
of death, kidnapping or serious bodily harm against an individual.
A basic Google search using the tenns "Franklin Graham" and "Islam" will reveal
articles and publications worldwide over the last decade concerning the sensitive and
controversial subject of the impact oflslam. An intemet search will also reveal the verifiable
threat from Iranian cleric Ayatoll ah Mohsen Mujtahed Shabestari. See Attaclunent B. Reports
state that a message given by Shabestari at a Friday mosque service in Tabriz called for the death
of Franklin Graham. Mr. Graham has regularl y spoken to the media over the last decade
concerning the topic of Islam and has received substantial media attention for his position and
statements on Islam. Sec Attachment C. Through the internet, television and other forn1s of
media, these positions and statements are disseminated worldwide. Articles in Arabic have
stated that Franklin Graham has insulted Islam's Prophet and that a lslamic religious decree
applies to those who insult the prophet. Due to the controversy and sensitivity of the subject of
Islam and the constant national and international media attention, Mr. Graham is subject to
verifiable threats. For this reason, it is critical that the BARR service remain in place for the
aircrafl list above.
For sccmity, safety and privacy reasons, the Board of Directors for Samaritan's Purse bas
required Franklin Graham to use the above aircraft for business and personal tlights. Personal
flights, pursuant to lRS regulation, are recorded in taxable income of Mr. Graham. The Board of
Directors' action is in recognition of the vaJid secUiity risks and verifiable threats.
Another recent example of a verifiable threat occutTed in March 2011. An agent from the
Federal Bureau of Investigation contacted our offices to share infonnation about a fami ly that
had moved from the United States to Yemen and back to the United States. While in Yemen, the
teenage son attended a conventional Islamic school and then the family returned to the United
States. \Vhcn the son retumed to the Uni ted States the FBl reported to our Samaritan's Purse
Security Department that in U.S. Customs it was discovered that the young man carried a uhit
list" and Frank.Jjn Graham's name was on the list. In addition, our ministry has received other
calls regarding persons angry about comments Mr. Graham made when discussing the topic of
Islam and its impact in the United States and countri es around the world.
Security risks and threats also exist simply due to the famil y name and worl dwide
recognition of the "Graham" name. Dr. Billy Graham is the most recognized name in Christian
evangelism in the last century. Frankli n Graham in also widely recognized and a public figure as
he oversees the domestic and intcmational work of Samaritan's Purse, a chari ty with combined
contri butions of$500 mjllion, and is the CEO for another large charity, the Billy Graham
Evangelistic Association. Due to this public figure status and constant exposure in the media,
our offi ces constantly are in communication with the generous donors that suppo11 the ministry
work. However, we also receive attention and communication from unstable persons with
cti minal backgrounds that appear angry or make threateni ng statements toward Mr. Graham or a
member of his family, incl uding the threat of death. Our Security Department often has to
follow up and obtain background checks on persons who have suspect or tlu-eatening behavior
and who have contacted Samaritan's Purse or the Billy Graham Evangelistic Association.
Further, Mr. Graham is potentially vulnerable to kidnapping, either for ransom or as a political
statement, in many of the destinations to which he travels. These security threats and risks come
with the terri tory with nationall y and internationally recognized public figures. Franklin Graham
has met with United States presidents, political leaders of countries around the world, and
attracted extensive media exposure worldwide. For speaking engagements and Christian
outreach events taking place in coliseums and stadiums, professional security teams, including
fonner Secret Service agents, are engaged for the protection of Franklin Graham.
In summary, verifiable and specific security threats exist. The security concerns are
valid, have substance and are not abstract, generalized, and non-specific. Threats have been
exposed in the media, by the FBI and through persons contacting ministry offices directly. In
addi tion to the controversial nature of the topic oflslam and the response of the more radical
elements of its adherents, Franklin Graham is a public figure exposed to unstable persons or
criminal elements from the public at large. For Mr. Graham's movements to be broadcast to the
public via the ASDI-NASSI data feeds would directly and measurably increase the risks to his
personal safety.
If there is a case for a Valid Secmity Concern to continue the BARR security protections,
this is it. The facts and circumstances establish a Valid Security Concem regarding the security
of the Samaritan's Purse aircraft listed above. Samaritan's Purse respectfully requests continued
protection under the BARR system and that the FAA approve cet1ification that a Certified
Security Concern exists for the above named aircraft owned by Samaritan's Purse.

Iranian Cleric Demands Death For Christian Leaders Who Dare To Criticize Islam
Oct. 16, 2002 - Iranian cleric Ayatollah Mohsen Mujtahed Shabestari called for the death of
Jerry Falwell, Franklin Graham, and Pat Robetison because they recently criticized lslam.
However, none of them has advocated violence against Muslims.
Whilst no official fatwa calling for the deaths of the three Cluistian leaders has been
issued by Iran's Islamic clergy, the comments that have been made are already being
compared with the 1989 fa twa that was issued against the British aut hor Salman Rushdie.

The Pentagon's chaplain office invited
Graham to conduct the services and
refused to rescind the invitation after
hearing the concerns of three Muslim
employees. a Pentagon source told
CNN.
"It's important to remember that the
Pentagon's chaplain's office invites
speakers and religious leaders from ali
sorts of different places representing ali
sorts of different faiths and
organizations," tho source said. "It's a
policy of openness and inclusiveness."
After the September 11, 2001 terror
attacks, Graham was quoted on NBC
Nightly News as haVing denounced
Islam as a very evil and wicked
refiglon" although a month before
those comments he told CNN that
Americans should not "paint (Muslims)
in a broad brush" because a small
group of people" were responsible for

He said he Is not against Islam, pointing out that his relief group has supplied
goods to Islamic countries. "But as a minister, not a poliUclan, I believe it Is my
responsibility to speak out against the terrible deeds that are committed as a result
of Islamic teaching," he said.
Responding to Muslim complaints. Graham said on his Web site. "I decry the evil
that has been done in the name of Islam, or any other faith, Including Christianity."
Graham, speaking with CNN's Judy Woodruff on September 14, 2001 - three days
after the terror attacks - said Americans should not tum against Muslims slmply
because they are Muslim.
'We shouldn't do that; he said. "I have many Arab friends, many Muslim friends.
they're wonderful people who. of course, are just as brokenhearted and disgusted
over the incidents of U1is past week as we arc. And we should not just turn our
hatred toward people of another race or of another religion."
Focus on those responsi ble
'We need to focvs on those who are actually responsible for this." he added. "And it
wasn't a race of people who did this. it was a small group of people who are bent
on the destruction of this country, those Islamic fundamentalist that need to oo
stopped. So I plead with people not to paint In a broad brush, so to speak, the
people of the Middle East. They're wondorful people."
But a month later. Graham had apparently changed his views.
'We're not atlacldng Islam but islam has attacked us." NBC News quoted Graham
saying at the dedlcatlon of a North Carolina chapel In October. "The God of Islam Is
not tho same God. He's not the son of God of tho Christian or Judeo-Christlan faith.
It's a different God, and I believe Ills a very evil end wicked religion.
When NBC asked him to clarify his statements, he said, "it wasn't Methodists flying
into those buildings. It wasn't Lutherans. II was an attack on this counlly by people
of the Islamic faith."
Muslims also have accvsed Graham and other Christian groups of hoping to
convert Muslims in Iraq under the gutse of doing humanitarian work there.
Graham told the Los Angeles Tlmes last week that Samaritan's Purse will work In
Iraq, offering "physical assistance to those who need it, with no strings attached."
He said the group will do no proselytizing.

Evangelist Franklin Graham said Thursday thnt he regrets the Army's decision to rescind its Invitation to
him for the Pentagon's N3tional Day of Prayer service on May 6, but expressed "strong support for the
U.S. military.

Graham, the son of evangelist Billy Graham, said his invitation to be honorary chaimtan at the May 6
