Mr. Sam Brinkley

Staff Member
National Commission on Terrorist Attacks
Upon the United States 9/11 Working-level Employee
301 7th Street, SW
Room 5125
Washington, DC 20407 ,.

Dear Mr. Brinkley:

This letter is in reference to the testimony given by American Airlines representatives to

the National Commission on Terrorist Attacks Upon the United States on Januar^ 27,
2004. My background is in Aviation Security, which includes being a member of the
Federal Aviation Administration (FAA)| "~ |
j | A year ago, I was
transferred to the newly created Transportation Security Administration located in
Arlington, VA. On September 11, 2001,1 was in the FAA building, assigned to the third
floor crisis management room and was present and working at approximately 1500 hours.
With this assignment, I volunteered to write the Executive Summary regarding the
aviation incidents that occurred earlier that day, which covered the information received
on each of the four flights at that time. This summary was printed for FAA
Administrator Jane Garvey at 5:31 p.m. on that day and was immediately hand delivered
to her on the tenth floor by Manager Penny Anderson. Attached you will find this

On January 27 l , there was severe precipitation in the form of snow and ice, and I was
forced by the weather to work from home. As I flipped through the TV channels for
something to listen to while working, I came across the seventh public hearing on C-
Span2. As you know, I tried to contact you by phone a couple of weeks ago, but I have
since decided to write and include documents regarding my concerns about American
Flight 11. First, I found the American Airlines testimony of Mr. Gerard Arpey and Mr.
Tim Ahem to be inaccurate. It was clearly prepared by clever attorneys to protect the
airline and to also keep them cozy with Congress. I have remained somewhat passive
with my knowledge of pre-9/11,9/11 and post-9/11 events. However, I strongly believe
certain people should be held accountable for the events of 9/11, and I have a very clear
mental list of whom all of them are and why. The variation of excuses, political talk and
blame I have heard and read since that day has just amazed me.
Regarding American Flight 11, American Airlines representatives only referenced one
flight attendant that notified the ground prior to the collision into the north tower of the
World Trade Center, which was Ms. Betty Ong. Along with the Executive Summary, I
have also provided two articles, one from Los Angeles Times and the other from ABC
News, regarding Ms. Amy Sweeny, a 13-year veteran flight attendant who notified
American Airlines Ground Manager Michael Woodward at Boston-Logan (BOS) about
the hijacking of American Flight 11. Per the one article, Ms. Sweeney communicated
with Mr. Woodward for approximately 25 minutes, and Ms. Ong communicated with
Nydia Gonzales for approximately four minutes. Ms. Sweeney's information parallels
the information that was reported to the FAA command center and representatives on
9/11, which I then summarized for Administrator Jane Garvey in the Executive

With this, I would like to know why American Airlines representatives did not mention
Ms. Sweeney, a true hero, hi their testimony on January 27th to the Commission? I also
have strong feelings as to why Mr. Woodward and Ms. Suzanne Clark, referenced in the
Executive Summary, did not provide testimony regarding Ms. Sweeney like Ms.
Gonzales did that day for Ms. Ong. I hope American Airlines isn't trying to cover-up the
firearm issue with passenger Daniel Lewin. It would be highly recommended that Mr.
Woodward and Ms. Clark be required to testify under oath to the Commission on this
telephone call.

If you have any questions or need further assistance on other pre-9/11 or 9/11 aviation-
related security issues, then please notify me at work at! I
I I It ismv government duty to tell the truth./.always. Thank you for your time
with this above issue.

On September 11, 2001, several commercial air carrier incidents, believed to be terrorist-
related, occurred in various locations in the United States. As numerous U.S. passenger
air carriers were involved, this has impacted many passengers as well as numerous
persons on the ground in these various crash sites. The following is a summary of the
events, which have occurred:

American Airlines Flight 11, departed today from Boston Logan International Airport.
(BOS), bound for Los Angeles International Airport (LAX). The aircraft type wa^ a
Boeing 767-200 with eighty-one passengers, nine flight attendants and two crew in the
cockpit, which totaled 92 persons on this flight. At approximately 9:18 a.m., it was
reported that the two crew members in the cockpit were stabbed. The fright then
descended with no communication from the flight crew members. The American
Airlines FAA Principal Security Inspector (PSI) was notified by Suzanne Clark of
American Airlines Corporate Headquarters, that an on board flight attendant contacted
American Airlines Operations Center and informed that a passenger located in seat 10B
shot and killed a passenger in seat 9B at 9:20 a.m. The passenger killed was Daniel
Lewin, shot by passenger Satam Al Suqami. One bullet was reported to have been fired.
The flight headed in the direction of John F. Kennedy International Airport (JFK). At
9:25 a.m., this flight crashed directly into one of the towers at the World Trade Center.
At 11:26 a.m., a passenger manifest was obtained. The status of any selectees is as yet

United Airlines Flight 93 departed this morning, from Newark International Airport
(EWR) bound for San Francisco International Airport (SFO). The aircraft type is Boeing
757, confirmation pending. The flight consisted of thirty-eight passengers, two pilots and
five crew members, which totaled 45 persons on this flight. Two selectee passengers
(Christine Adams and Nicole Miller) were boarded on this flight with no unusual
behavior noted per the air carrier personnel and screeners. No cargo was on board this
flight. One unit load device (ULD), was on board containing U.S. mail. At 9:42 a.m.,
there was a report of a bomb threat on board this flight. Passengers' screams were heard
in the cabin. At 10:05 a.m.; the Illinois State Police received a 9-1-1 telephone call from
a passenger on that flight, who reported three hijackers were on board with knives and
reportedly made a bomb threat. The three hijackers were reported to be rushing to the
cockpit area. At 10:12 a.m., the flight crashed near Sommerset, PA. This location is
approximately 70-90 miles from Pittsburgh near Route 30.

United Airlines Flight 175, departed from Boston-Logan International Airport (BOS),
bound for Los Angeles International Airport (LAX). This aircraft type was a Boeing 767.
There were no selectee passengers on this flight. The flight consisted of nine crew
members and forty-seven passengfrs, which totaled fifty-six persons on this flight. At
9:30 a.m., radar contact with FAA air traffic control was lost. At 9:43 a.m., United
Airlines reported that one flight attendant was stabbed and two crew members were
killed. This flight crashed directly into the second World Trade Center Tower.

American Airlines Flight 77, departed Washington-Dulles International Airport (IAD),

destined for Los Angeles International Airport (LAX). This flight departed Gate D26 of
the IAD mid-field terminal at 8:09 a.m., and was airborne at 8:21 a.m. The aircraft type
was a Boeing 757. Number of selectee passengers is unknown at this time, ramp
personnel noticed two selectee checked bags on the ramp. One non-selectee passenger
did not board due to confusion of gate location. This flight consisted of fifty-eight
passengers and six flight crew members, which totaled sixty-four persons on this flight.
There was no cargo being transported on this aircraft. There were a total of thirty-five^
checked bags. It is presumed that this flight crashed into the Pentagon located in
Washington, D.C. at approximately 10:06 a.m.

Additional information is continuously being gathered on each of the four incidents

described above.
