Chapter 04.13 Design Review Board A. Purpose. The design review board is hereby established to: 1. improve communication and participation among developers, neighbors and the City early in the design and siting of new development subject to design review under the Spokane Municipal Code; 2. ensure that projects subject to design review under the Spokane Municipal Code are consistent with adopted design guidelines and help implement the Citys Comprehensive Plan. 3. advocate for the aesthetic quality of Spokanes public realm; 4. encourage design and site planning that responds to context, enhances pedestrian characteristics, considers sustainable design practices, and helps make Spokane a desirable place to live, work and visit. 5. provide flexibility in the application of development standards as allowed through development standard departures; and 6. ensure that public facilities and projects within the Citys right of way: a. wisely allocate the Citys resources, b. serve as models of design quality This proposal is subject to design review under SMC Section 17G.040.010 Design Review Board Authority, F. A development proposal or planning study about which the plan commission, planning director, or hearing examiner requests to have the boards advice pertaining to any design elements. Recommendations of the Design Review Board will be forwarded to the Planning Director.
Background
In 2009 the City Council approved Development Agreements for three sites, KXLY, Joers (Richey), and Black. The agreements were prepared in response to the developers request for a Comprehensive Plan amendment to change the land use map from single family and multifamily residential to CC Core (District Center). Section 5 requires an Integrated Site Plan for the three sites prior to submittal of any building permit application. Section 6 requires the DRB to review the Integrated Site Plan and make a recommendation to the Planning Director as to whether the proposal is consistent with the criteria identified in Section 5.
Integrated Site Plan The DRB reviewed the proposed Integrated Site Plan on August 8, 2012 and January 9, 2013 and forwarded a series of recommendations to the Planning Director. An approved Integrated Site Plan consistent with the conditions outlined by the Planning Director in a letter dated March 29, 2013 was submitted on April 1, 2013.

Section 7 requires that all buildings proposed for development on the properties will be subject to City of Spokane Design Review. Text in the box below is copied directly from the Black Development Agreement.
Southgate Black Site Plan The Design Review Board will hold at least two meetings to review this proposal. The first meeting, the Program Review/Collaborative Workshop, was held on March 13, 2013. Additional information is on file and may be viewed at City Hall.

Section 17C.122.060 Initial Design Standards and Guidelines for Centers and Corridors.
The document titled Initial Design Standards and Guidelines for Centers and Corridors is adopted by reference as a part of the initial land use code for centers and corridors and incorporated as Attachment A to the initial land

use code for centers and corridors. All projects must address these standards and guidelines. The applicant assumes the burden of proof to demonstrate how a proposed design addresses these standards and guidelines.
In addition to standards required for all Centers and Corridors, the Design Standards pertaining to CC1 zones apply. The applicant must show how the proposal addresses these standards and guidelines. Standards including the word shall must be met prior to permit approval. The Design Review Board does not have the authority to waive these requirements. The following standards do not appear to have been addressed in the April 3, 2013 submittal. Pg. 6 Lighting fixtures. It appears that 25 high fixtures are proposed throughout the site. The maximum ht. allowed for parking lots is 24. The maximum ht. allowed for pedestrian walkways is 16. Pg. 8 Ancillary Site Elements. Walls, refuse enclosures, light fixtures, paving, furniture, etc. shall be designed to be integrated with the architectural design of the primary structure(s). It will be important to see how these and other elements build on theme. Pg. 9 Curb Cut Limitations Sidewalk patterns shall carry across the driveways. Pg. 13 Treatment of Blank Walls Architectural treatments are required. The right and rear elevations do not meet the requirements and it is not clear whether the left elevation meets the requirements. Pg. 15 Faade Transparency The north and east sides of the proposed buildings are subject to glazing requirements. Guideline 1 requires a min. 15% of the ground floor faade that is visible from and fronting on an abutting street shall be comprised of windows. Guideline 2 requires a min. 30% of the ground floor faade that is visible from, fronting on, and within 60 of an arterial be comprised of windows. Guideline 3 requires a min. 50% of any ground floor commercial building within 20 of an arterial be comprised of windows. Pad D may be used to address these requirements. Pg. 17 Roof Form Buildings shall incorporate a sloped roof (4:12 to 12:12) or a projecting cornice that creates a prominent edge when viewed against the sky. Please see also Pg. 16 massing guidelines regarding base and top. Pg. 19 Screening of Rooftop Equipment Rooftop mechanical equipment must be screened from Palouse Hwy and the adjacent residences.

Note
The recommendation of the Design Review Board does not alleviate any requirements that may be imposed on this project by other City Departments including the Current Planning Section of the Planning Dept.
