Good morning Mr. Burlew, I had talked to you around Wednesday, Feb 27th last week about some contract issues the Borough of Sea Bright may have with implementing the STEPprogram and between themselves and the contract awarded bid proposal. The borough has been working hard at correcting any issues it may have had last week. is deceptive or decides at a later date to remove or adjust installed STEP program materials for whatever reason. If demolition is known or scheduled before work has been performed, it seems prudent to not continue wasting labor and materials on a home. Common Sense, the Applicant/Borough should show attempts at not wasting resources or moneys in the implementation of this STEPprogram. 1) STEPis a tool to get homeowners who want to be back in their homes on the right path. It's not an end all fix all solution to each individuals full need. This said, it's up to the applicant to decide what each individual needs and justify usage of funds. It is a max reimbursement of $10k per household with a 25% cost share placed upon the applicant as clearly stated. A request for an extension on a case-by-case basis can be sent by the applicant to FEMA for approval, but this approval is not guaranteed. 2) The water heater replacement is not strictly replace like/kind. If the tankless
water heater is to sit approximately in the same footprint as the previously installed unit, then this is not "mitigation" and thus direct labor and materials is covered as install. If the new WH is to be installed in another area of the home, raised or relocated in some manner which may result in increased costs of install, then the applicant is responsible for covering those costs of increased installation. If the applicant works out an agreement for the homeowner to make mitigation type (plumbing changes to new location) work prior to STEPinstallation of WH, then STEPhas no cause to penalize the applicant or homeowner.

For clarification: if a homeowner participates in STEP and then at a later date/ let's say in June, learns that it is in their best interest to demo the home and start over the Borough may not be reimbursed? How would you suggest that the Borough track this once the work for the program is completed? Also - having crunched numbers and am still working through those - how do you propose the Borough address the following challenges: 1. Bathrooms - if the home is over the 10,000 cap and on average it looks like the homes are running about 9,000 before bathrooms; how can it be justified that we have made essential repairs without a residence not having a bathroom? 2. If it is more cost effective to use a tankless water heater/furnace but was not the original system that the homeowner had in residence, is this where the statement that if the resident makes ready the piping for the new unit to be installed in a new location STEP can still provide the material and install.

Hi Andy, We need to do a cost comparison for the water heaters and heat. The estimates for the water heaters should include materials and labor and be a general estimate for a general home. This is an estimate and not what the contractor will be using as rates or will necessarily be followed by the contractor. The comparison for baseboard heat should be fairly detailed but not scrutinized and would have prices for the following: 3 - 8ft sections of baseboard 2- 4ft sections of baseboard Examples of materials needed 100 ft romex from A (meter box) to B (baseboard) etc 120 ft from A (meter box) to C (baseboard) Baseline for labor should be an independent person with construction

Nancy, We need any documentation that is proof of due diligence to obtain lowest prices, work orders, purchase orders, hours, permits, per home scope of work, etc. Every piece of paper has to tie into which sites they are specifically pertaining to, so a Purchase Order for 40 water heaters needs to be tied to 40 sites. Etc. UNTIL the Borough can tie paperwork to particular sites, it may not be most prudent to hand us a large stack of information today. All, During the course of disaster recovery, it becomes apparent that as several people added to the project, there is a possibility that one or another may seem to get left out some communications. Rest assured, although not intentional, some will get omitted from emails or other communication and that will cause questions to be raised about the chain of command. Good news; when it comes to chain of command for the Sea Bright project, we really have none. We do however, have points of contacts and therefore, is the reason for this email. Unless further instructed, the point of contact for Sea Bright is Nancy Sherman and all communication should go through her concerning the Sub-grant application (SGA) and its process. Nancy has the best handle on the many facets of the work being done and has the most information on the process of the SGA from the Sea Bright perspective. The effort that this lady has put in goes above and beyond the measures of her wage. Concerning contractors in this declaration, the representatives from JL Witt ( Andy Janes and Rick Butler) are acting on behalf of the State of New Jersey (State Police) and have been designated to act as official representatives for the State of New Jersey (grantee) or a Sub-grantee and are to be treated as such. If the State or sub-grantee asks someone from FEMA to directly contact a contractor or consultant regarding all FEMA matters, we are to do so at their request. This includes sharing of all FEMA/applicant information such as kick-off meetings, exit briefings, site visits, project worksheet formulation, information requests, etc. From a FEMA perspective, Colin Hughes is the Project Specialist for Sea Bright and should be the main point of contact. Although Colin is new to FEMA, he has a respectable command of the process and has shown to be a good asset to our team. Please let him be the first point of contact, especially should you have any program questions concerning the SGA. With Colin being the first contact and all questions going through him, Colin learns either where the answers are in the various FEMA documents or the correct people to ask and either way he learns the program. Dale and I remain here to help at any time, however our stay in New Jersey grows shorter by the day and eventually we will depart. Therefore it is best to keep Colin in the loop as the first point of contact. Ultimately it boils down to doing what is right for the State of New Jersey and the people of Sea Bright. Let us not forget what our mission is and that these recovery efforts should not get tangled up in personality conflicts nor should anyone get mixed messages of our desire to help. I thank you all for your efforts to this point and I trust we will all do the right thing for the citizens of Sea Bright. Respectfully,
