BEIJING: The Chinese Foreign Ministry Spokesman Hua Chunying on Thursday suck to its stand that Chinese troops have not caused any "provocation" by violating the Line of Actual Control (LAC) in Ladakh, China on Thursday said the incident will not affect bilateral ties or disrupt peace at the borders as both sides are trying to resolve it in a friendly manner. "I do not agree with your allegation that it is the Chinese side that has caused the provocation between the border troops," Chinese foreign ministry spokesperson Hua Chunying said while replying to questions about the intrusion of Chinese troops at the Depsang Valley in Ladakh. "China's troops have never crossed the (LAC) line. China and India are neighbours and the boundary is not demarcated yet. "It is inevitable for problems to prop up in border areas. When there is a problem it should be resolved through friendly consultations though existing mechanisms and channels," she said. "We believe this incident can also be handled and will not affect the peace and stability of the border areas as well as the normal development of China and India relations," she said. SRINAGAR, APRIL 25: Asserting that there is no coordination between Crime Branch and State Vigilance Organization (SVO) over spurious drug scam, Inspector General of Police, Crime Branch (CB), Javid Mujtaba Geelani on Thursday said that CB is investigating the matter independently and there is no coordination between CB and SVO. As if members of 'rape club research foundation', where after a long and painstaking research they have arrived at some conclusions which holds fast everywhere. Continents, Climes and regions or varying latitudes, the ubiquitous politicians have cracked a 'rape code factor' that is bound to have a far reaching effect on understanding rape as an attitude. But the lack of vision and proper management of water resources, today this forested region is braving the drinking water scarcity. When vision gets blurred and monetary gains achieve precedence over the proper utilization of infrastructure, things are likely to go from bad to worse. It is a depressing routine in the State of Jammu and Kashmir that projects are inaugurated with pomp and show but very rarely completed on time or within the plan outlay. Cost over runs and faulty planning ruins the efficacy of these projects no matter if they relate to quenching thirst of the villagers. With such a mindset the common man is bound to suffer and forced to agitate for water to drink. Is it the model of effective governance or something else? The choice is yours to define. Both China and India have the willingness to solve the dispute through peaceful negotiations and consultations. "In the past three days I have repeatedly stressed China's point and now I would like to reiterate that Chinese troops have always acted in strict compliance to relevant treaty and protocol between the two countries regarding the protection of security of the areas around the LAC," she said. China is committed to peace and security of the border areas as well as the negotiated settlement of the boundary issue left over from history, she said. Asked about reports that the Chinese troops were insisting on Indian army to remove certain fortifications in that area, she said "since I am not in the frontier, so I do not know the latest development of the situation...Both China and India have the willingness to solve the dispute through peaceful negotiations and consultations". Noting that there was a working mechanism between the two countries to deal with such issues, Khurshid says that "Let us allow that mechanism to find its solution and repeatedly it has found. And we have good reasons to believe that it should be able to do it again." Earlier during his speech at FICCI, Khurshid said "disagreement" on any issue is not "betrayal". "People ask me what is wrong with India that all its neighbours are not its friends, what is wrong with India? And I tell them, you have an idea of friendship which is different from mine. My idea of friendship is when you are frank, free with each other, you have expectations and you deliver. "You agree and you disagree, but you have constant faith that a disagreement is not betrayal. Missing jawan's body found on the banks of Indus


SRINAGAR: Body of a jawan, who went missing last week, was Thursday recovered from the banks of Indus river in Ladakh, police said. Body of Lance Naik Stanzin Thapa of 3rd battalion Ladakh Scouts, a resident of Karsha Zanaskar, Kargil, was recovered from the banks of Indus river at Stakna, Leh, a police spokesman said. The jawan was missing since April 18, the spokesman said adding, police has initiated inquest proceedings under section 174 CrPC in this regard. The body was handed over to his relatives after completing all legal formalities, he said.

JAMMU, APRIL 25: Minister for Urban Development and Urban Local Bodies, Mr Nawang Rigzin Jora, today said that the government was keen to create ample opportunities for socio-economic empowerment of women adding that for the purpose, besides focusing on their education, various skill development courses are being offered to enable them to grow and become financially independent. The Minister, as Chief Guest, was speaking at a function organized by Jammu Urban Development Agency (JUDA) to distribute certificates and Sewing machines among the female trainee pass outs trained in nine Centres of Kalamkari Centre Society. JAMMU, APRIL 25: Minister of State for IT Dept, Mr. Feroz Ahmed Khan today inaugurated Jammu and Kashmir State Data Centre (SDC), an important element of the core infrastructure for supporting eGovernance initiatives in the J&K State. The Centre has been setup by the IT Dept under National e-Governance plan (NeGP). The Data centre has been developed as a reliable and secure infrastructure for hosting and managing eGovernance application for different departments and delivers services quickly and effectively. This is first IT infrastructure project being commissioned in the State. In the beginning some departments started work through their own small setups of servers as per their application requirement or some kind of storage for their digitized date etc. But, global safety norms could not be followed in such type of setups. Therefore, concept of State Data Centre as core infrastructure was evolved under the National eGovernance Plan for running e-governance activities. State Data Centre (SDC) is one of the important elements of the core infrastructure for supporting eGovernance initiatives in the J&K State. State Data Centre will provide many facilities like central repository of the State, secure Data storage, Disaster Recovery. The most important data set of National Population Register (NPR) will also be stored by the IT Dept. in this data centre.

JKWDC organizes Capacity Building courses for SHG leaders

JAMMU, APRIL 25: Jammu and Kashmir State Women's Development Corporation(JKWDC) organized two Capacity Building Training Programmes for Self Help Group Leaders of Jammu and Kashmir State. Held under convergence programme in tie with National Agriculture Banking and Rural Development (NABARD), the programme was conducted at Tapwan CORD, Sidhbari, Dharamshalla, Himachal Pradesh through NABARD. The first batch comprising of 25 Group Leaders belonging to District Rajouri, Poonch, Jammu, Kathua and Samba of Jammu Division attended the programme from March 21 to March 25 , 2013. The second batch of 22 Group Leaders hailing from Districts of Ganderbal, Kupwara, Kulgam, Anantnag, Srinagar, Bandipora, Budgam, Shopian, Pulwama and Baramulla of Kashmir Division attended the programme from April 16 to April, 21 2013. The Group leaders, during the course of extensive trainings and interaction programmes, were exposed to the working of Self Help Groups with specific focus about the rules and regulations governing formation of Self Help Group, its sustenance, procedure for convening of monthly meetings, inculcating in them a sense of saving habits. The group leaders were thoroughly trained with regard to maintenance of SHG records and day-to-day accounts of SHGs, besides issues relating to inter-loaning, linkage with banks etc. The programme aimed at providing detailed guidance and exposure to the leaders which will help them in establishing and framing more and more Self Help Groups in their areas of operation .

Sham seeks support of civil society for conservation of natural resources


JAMMU, APRIL 25: Minister for PHE, Irrigation & Flood Control, Mr. Sham Lal Sharma has sought the support of various stakeholders for conservation and judicious use of water. He has stressed the need for coordinated efforts to deal with this sensitive issue, saying that conservation of water is need of the hour and this can only be possible with the support of entire society. Speaking at the Annual General Body Meeting (AGM) of Central Government Pensioners' Welfare Association (CGPWA) held at Police Officers' Mess here today, the Minister said that Government has already decided to protect all traditional sources of water like, ponds, bowalies, nullahs for domestic use, whereas the check dams will be constructed in kandi areas of the State to raise the water table. He said Government will launch a massive awareness campaign for conservation, sanitation and judicious use of water through different mediums. He sought support of the entire society to save this precious resource to meet the ever growing need. Maintaining that water is the fundamental need of every human being, Mr. Sham said that Government will make every possible effort to provide safe drinking water to all uncovered areas. He said Central Government has been providing sufficient funds for the essential sectors, including PHE and a well-thought strategy will be devised to make optimum use of resources to create sustainable water resources in all three regions of the State. He said Government will introduce social audit for each work/scheme to bring transparency in the functioning of the department. Functioning of the entire department will be fine-tuned to improve the work culture and to make every one accountable so that people can get better service, the Minister maintained. SRINAGAR, APRIL 25: Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar today urged upon officers to execute developmental works in a transparent and judicious manner so that the funds earmarked for the purpose are utilized in the interest of masses and benefits of the schemes trickle down to the grass root level. The Minister was addressing a review meeting of works undertaken by various departments in district Pulwama here today. He said that government has taken in hand a massive programme of development of all the three regions of the state by virtue of liberal funding by central government. He said that the government led by the Chief Minister, Omar Abdullah is committed for the welfare and upliftment of the weaker sections particularly the people living in remote and far flung areas of the state and in this direction a network of developmental schemes are under execution in different sectors like PDD, PHE, Health, Education and above all the road connectivity to uncovered areas so that the socioeconomic conditions are improved and the prosperity is ensured. The meeting was informed that during last fiscal, Rs. 60.58 crore against an allocation of Rs. 61.79 crore were spent on execution of various developmental works in the district. Similarly, Rs. 15.49 crore were spent under MG NREGA while as 2966 works were completed under the scheme. The meeting was also informed that 35438 job cards were distributed and 6.44 lakh mandays were provided to the concerned beneficiaries of the district.

Rs. 5.26 Cr expended under NRHM in Pulwama


PULWAMA, APRIL 25: Rs. 5.26 crores were incurred under National Rural Health Mission (NRHM) out of the allocated funds of Rs. 5.77 crores for providing better medicare facilities to the people of the district during previous financial year. This was disclosed at a meeting held here today under the Chairmanship of the District Development Commissioner, Pulwama, Mr. Shafat Noor to review the physical and financial achievements under NRHM in Pulwama during last physical. SRINAGAR, APRIL 25: The Minister of State for Technical Education, Power and Information, Mr. Vikar Rasool today urged upon the officers of Power D e v e l o p m e n t Department(PDD) to render services with zeal and enthusiasm besides utilizing their skills and talent so that power scenario of the valley is improved. He urged upon them to adopt latest and effective measures to reduce transformer damages besides put in all out efforts in reducing power losses so that people do not face unscheduled and elongated power cuts. The Minister was addressing a high level meeting of officers to review the power scenario of the Kashmir Division here today. Among others, Principal Secretary PDD, Mr. Arun Kumar Mehta, Development Commissioner PDD, Mr. Manzoor Ahmad Salroo, Technical Secretary PDD, Mr. Asgar Ali Majaz, Chief Engineer M&RE, Mr. Mohammad Muzaffar Mattoo, Chief Engineer System Operations, Sheikh Ayaz Gul, Superintendent Engineers and Executive Engineers of Kashmir Division attended the meeting. He said that government is committed to provide all basic amenities including better electricity on priority and various steps have already been initiated in this regard. To curb the menace of power theft, the Minister directed the officers to change the Meter Readers and Linemen on rotational basis. He also stressed for the speedy realization of electricity charges so that target can be achieved well in time. Mr. Vikar enjoined upon officers to make frequent inspections of concerned areas and have check for unregistered connections besides fines should be imposed and accordingly recovered. He also stressed that electric bills should be checked and verified by the authorized officers so that transparent and accurate billing system is ensured. The Minister directed officers to provide safety gears to the ground level employees to ensure their safety at all levels. The Minister was apprised that during last fiscal Rs 612.67 crores were realized as revenue by the PDD in Kashmir Division which was 28% more than the previous year.

Omar's war cry attempt to hide failures: Baig


Srinagar, April 25: Ridiculing Omar Abdullah's war cry over India-China face off in Ladakh, Peoples Democratic Party (PDP) today said this is yet another attempt by the Chief minister to provide a rhetorical cover to his stark failures. In a statement senior PDP leader and former deputy Chief Minister said while PDP believes that government of India has the desired competence and concern to resolve the situation along the LAC ensuring that another war is not foisted on the state, the Chief Minister's 'brave talk' on the issue does not match his diminishing stature as the Chief Minister. Baig said it seems Omar Abdullah's speech at Bani was actually to vent his anger generated at the failed cabinet meeting which he had presided over earlier in the day. He said the fact that Chief Minister failed to convince his cabinet of his choice of an SP should have inspired him to look inwards and improve the functioning of coalition and administration rather than advising the central government to open a war front against China. "You can't befool people by such sloganeering any more" Baig cautioned. Baig said the failures of Omar Abdullah government are too abvious to hide under any hyperbolic stances the chief minister may take. He said the chief minister behaved as a meek subordinate when the issue of Afzal Guru's hanging faced the state as a psychological and political crisis.

CBSE to introduce Theatre Studies for classes 11, 12 from 2013-14


NEW DELHI: With the view that theatre can play an important role in reinforcing and furthering the learning of other academic subjects which are taught in conventional ways, the CBSE plans to introduce "Theatre Studies" as a pilot course on first come first served basis to CBSE affiliated schools in class XI from the current academic session 2013-2014. Theatre Studies will be e offered as an elective subject with any combination of three other electives and a language. It will have a 70 marks theory paper with 30 marks for case study based project and viva voce. The course will expose students to a wide range of theatrical forms and genres especially those of their immediate cultural region, and also of the larger national and international contexts.

94.17 percent students pass Kerala's SSLC exam 2013


KERALA: The State Secondary Leaving Certificate (SSLC) exam in 2013 has registered a pass percentage of 94.17% as compared to last year's 93.64%. This year, a total of 4.51 students were declared eligible to pursue higher studies. The Kerala SSLC 2013 Result was declared on Wednesday, 24 April, 2013 at 11.30 a.m by the Kerala Board of Public Examination (Pareeksha Bhawan.) Out of nearly 4.8 lakh students who took the SSLC 2013 exam, 10,073students achieved A+ grade in all subjects. A total of 861 schools (274 government schools, 327 aided and 260 unaided schools) registered 100% pass percentage. Kottayam district recorded the highest pass percentage of 97.74%, while Palakkad ended last with 87.99%. 1,413students from the Kozhikode district got A+ making it the district with the highest number of A+ grades. The SSLC certificates are expected to reach the respective district education offices by 15 May, 2013 for distribution to students. Students can apply online for revaluation, scrutiny and photocopies of answer sheets from 26 April to 30 April, 2013. At the same time, a hard copy of the exam result and fee should be remitted at the students' respective schools. "Save A Year" (SAY) exam will be conducted from 13 May to 18 May, 2013 for students who could not clear the exam the first time. Kerala's education minister P. K. THE BEGUM OF SINGING

pioneer of Bollywood's music fraternity and the voice behind some of its most memorable hits, Shamshad Begum was not the greatest singer we had. But she was definitely the most unique, with her strongly metallic but melodious singing. That set her apart from contemporaries such as Mubarak Begum, Suraiya, Noorjahan, Sudha Malhotra, Geeta Dutt and Amirbai Karnataki - not to forget Lata Mangeshkar and Asha Bhosle. Indeed, unlike some other singers of the time who were swiftly swept aside by the Lata tsunami, Shamshad Begum held her ground and continued to belt out hits well into the late sixties, by which time both Lata Mangeshkar and sister Asha Bhosle were established names. Though Shamshad Begum was one of the top singers of her era throughout the 40s and the 50s, she shunned the limelight and kept herself away from the glamour of the industry, concentrating only on giving full play to the song in her heart. She sang in an unfettered manner and without a trace of inhibition. There was both innocence and mischief in her voice, and her distinct repertoire set new benchmarks for the generation that followed. There was little space for falsetto in her tone. The first female playback singer of the film industry in the real sense of the term (some others like Suraiya were actor-singers), Shamshad Begum captivated the hearts of millions of her fans, not just in this country but across the border as well, with "Saiyaan dil mein aana re" or the teasing "Reshmi salwar kurta jaali ka". These and other songs were frequently aired on AIR, Lahore. Her hit parade, many of which have been re-mixed and are considered top of the party chart-busters today, include: Leke pehla pehla pyar and Kahin pe nigahen kahin pe nishana (C.I.D); Kabhi aar kabhi paar (Aar Paar), Mere piya gaye Rangoon (Patanga), and Kajra mohabbatwala (Kismat) - in the last instance she sang not for the heroine, but for the hero, played by Biswajeet, in drag! Does one need to recall the magic that Begum wove in those songs! She broke the glass ceiling at a time when for women, to get into films, much less sing for a gair audience, was frowned upon in conservative Muslim society. But for a supportive uncle, Begum, as she came to be fondly known, would have remained confined to home and hearth. It is said that she promised her father that she would never appear before the camera. So faithfully did she keep her promise to her father that the public at large did not know what she looked like till well into the 1970s. Truly a versatile singer before versatility became a fashion, Begum won the hearts of legendary composers such as Ghulam Haider, Naushad and OP Nayyar. There will never be another like her. Today's generation, fed on the likes of Sheela ki jawani and Chikni chameli, need to listen to her songs to understand what a 'voice with a character' really means.

Unfortunately, the situation has deteriorated further in the last one year. On the one hand, nothing has come so far. It is mandatory for the Army to have WWR for 40 days of intense war for long-shelf life category, and 21 days of intense fighting for short shelf-life category like anti-tank, rocket artillery and missiles. If this was not enough, Gen Bikram Singh has recently sought freezing of the 197 helicopters' deal meant to replace the aged Cheetah/Chetak helicopters of the seventies vintage, which are the life-line for troops that live on Siachen Glacier at heights between 12,000 feet and 21,000 feet. He has also asked for the cancellation of Spike Anti-Tank Guided Missiles urgently needed to hit pened. In the case of the 197 helicopters, the finalists after extensive field trials are the Russian Ka226T and the Eurocopter's AS 550 C3 Fennec. However, in an unrelated case of 12 AgustaWestland AW101 helicopters sold to India for VVIP use, an Italian probe has mentioned the name of Indian Brigadier VS Saini apparently asking for money to manipulate the same company's AW119 helicopter to win the 197 helicopter bid. Considering that AW119 was out of the trials at an early stage, why has the Army chief denied replacements of obsolete helicopters by saying that the deal should be placed on hold till Brigadier Saini is cleared by the CBI? Similarly, after extensive trials, the Israeli Spike ATGM has emerged as the best weapon for use in high altitudes to hit bunkers at 18,000 feet. To recall, the present Chief of Air Staff, Air Chief Marshal NAK Browne, had first recommend Spike ATGM when he was the Indian defence adviser in Javelin ATGMs, both of which have been found unacceptable on different counts. The reason given by the Army chief for withdrawing from the ATGM acquisition is that he did not want a single-vendor situation. Is it not his highest moral responsibility to ensure optimal war preparedness of his Army? It can be argued that Gen Bikram Singh has simply followed in his predecessors' foot-steps of making exaggerated claims during peace time. During the 1999 Kargil War, the then COAS, General VP Malik, told an incredulous nation that "we will fight with whatever we have" - really saying that the needed wherewithal was absent. Consequently, more young officers died than should have, and the artillery was pulled from other sensitive theatres leaving operational gaps which would have been disas-

trous had the Pakistan Army enlarged the conflict into an all-out war. There were umpteen media reports about Defence Ministry bureaucrats air-dashing to Russia and Israel, clutching suitcases filled with dollars to procure ammunition. Similarly, during Operation Parakram, the 10-month long military stand-off between India and Pakistan in 2001-2002, the Vajpayee Government decided to finally not go to war. Little known to the nation was the fact that the Northern Army Commander, Lt General RK Nanavaty had told the then COAS, General S Padmanabhan, that he lacked adequate equipment and ammunition for the war. In the aftermath of 26/11 terrorists attacks in Mumbai when New Delhi was mulling over strong retaliatory action, there were reports that the COAS, General Deepak Kapoor, had expressed concerns to both Prime Minister Manmohan Singh and Defence Minister Antony about equipment and ammunition deficiencies. The truth is that since 1993, when then COAS, Gen BP Joshi, raised the Rashtriya Rifles forces for Jammu & Kashmir to quell Pakistan-sponsored terrorism, he used internal resources, depleting the Army's WWR. His successor, Gen Shankar Roychowdhury, has written about this in his book, Officially at Peace, "No COAS has since cared enough, going beyond official communications, to make preparedness for war his top-most operational responsibility." Political parties must now ask the Government the hard question: Is the 13 lakh strong Indian Army, which gets the lion's share of the $49 billion annual defence budget, prepared to fight a war?

uing a declining political culture is no longer enough. With precious days of Parliament vapourized in shrieking and yelling and rushing about - not once but in session after session - the time has come to evolve a system of deterrent measures. True, members of parliament are not schoolchildren. They are supposed to appreciate the weight of the responsibility placed on them by their voters, and to present their arguments with passion, if need be, certainly with force and eloquence, in the debates that form the substance of discussion and dissent within Parliament. Their protests and objections, too, are supposed to have a constructive form -screaming and jostling and walking out, so that no business can be conducted, are not part of that. Rules keeping MPs to the strait and narrow are embarrassing even to think about. But when MPs conduct themselves like ill-behaved, uncontrollable schoolchildren - whom no school would like to claim - and when years of criticism, admonition and rebuke show no result, then serious deterrence is the only possible solution. Not standing in the corner, of course. But a system of penalties should be worked out, at its broadest embracing, rationally, the various perquisites that MPs enjoy. One way to deter improper behaviour in Parliament would be to cancel the daily allowance of MPs if Parliament has been disrupted for the day. Thus begun at the base, the deterrents may grow in proportion to the scale of disruption, that is, repeated disruptions would not only mean an equivalent loss of daily allowance, but also a proportionate decrease in other perquisites, such as free tickets for travel, and so on. If disruption continues beyond certain stated limits, an MP could be debarred from contesting any election conducted under the Election Commission for a period of time, say, two years. Beyond and besides this, any political party identified as the chief agent of disruption for more than one session of Parliament could be treated in the same way, that is, debarred from contesting for a fixed period. These are, of course, suggested solutions to what has become an apparently ineradicable evil in India's political life. Deterrents can be evolved on any single principle, the aim always being to create real pressure on an errant people's representative to behave. Simple indignity means nothing when dignity is a forgotten concept. The deterrence must have material manifestations.

In urban areas, an important source of crime, including rape, are the increasingly large floating populations of rural migrants in search of livelihood. This is because the fear of familial and societal disapprobation that inhibit delinquent behaviour in villages is when a migrant becomes a part of a group from his own area, members of the latter are often too preoccupied with their own very considerable problems of coping with life's many challenges to keep an eye on new arrivals. Often, older migrants themselves have succumbed to the temptations that urban life offers and to which they, sans the restraining factors at home, are vulnerable. In such cases, they initiate new arrivals into less inhibited city life and even crime where they themselves are involved in it. In the cases of migrants, anonymity is an important contributing factor to crime. The chances of being identified while fewer in the city where they are not recognised in most parts of its vast sprawl, than in their villages where they are known by their faces and names. The realisation emboldens some people. Besides, there are the questions of recognition and identity. By instinct humans are gregarious, seek relationships with others and abhor loneliness. An identity not only gives one a sense of worth but it is also the basis of recognition which, in turn, is the starting point of relationships. Unfulfilled desire for human relationships and recognition can sometimes lead to sub-conscious efforts to extract recognition in the form of violent criminal action and the ephemeral

It is robbery of a woman's inviolability as an individual human being. In the sense of its being the most horrific form of robbery, rape is an extension of robbery whose incidence, along with that of theft, has been constantly rising with the growth of advertising, the cutting edge of the market economy, which not only stokes the desire for possession and consumption but makes both measures of a person's worth. One must, therefore, give a cold, hard look at the forms of entertainment flooding big and small screens and of advertisements flooding media. The argument that any curb would be contrary to the norms of sexual and creative freedom will not wash. Sexual freedom and commercial exploitation of sex are totally different things. The former is essentially a question of choice within the ambit of personal morality and consensual relationships.

Changes in cultural and social norms lead to the spread of pornography and new forms of prostitution. The Delhi rapist has been arrested and his wife has also joined the chorus for the severest punishment. Stringent law and strict enforcement may help curb incidents of rape. Dear Sir Going by the pace of implementation of the watershed development programmes in various parts of Jammu and Kashmir, it appears that the government is not serious in water harvesting schemes for the benefit of people. Only recently, some of the visitors from the centre have expressed their disappointment over the implementation of the watershed development schemes. The central team had taken a

review of only few schemes which are under implementation in some parts of Kashmir valley. If this is the sad state of affairs at one point in south Kashmir, fate of other schemes in Jammu region can be very well imagined. In the case of Jammu region, most of the schemes have not even taken off because of the dilly dallying tactics of the state government. The necessary floating of tenders and inviting bids for construction of these schemes is yet to done by the state government. The delay on the part of the state government has already taken its toll so far as the welfare of the common masses is concerned. It will not be out of place to mention that n several occasions funds allocated for this purpose lapsed at the end of financial year without even being noticed by the concerned authorities. 'Proposed Land Acquisition Bill is a concern for the industry'


NEW DELHI: Expressing its concerns over the Land Acquisition Bill, Ficci today said the proposed legislation should balance the interests of the farmers and the industry. "The proposed Land Acquisition Bill is a concern. We remain very uncomfortable with the Bill as it was tabled and some of the changes being proposed add to that discomfort and we do believe that this will stand in the way of growth and employment," Ficci President Naina Lal Kidwai said here. The chamber said that there are major concerns of the industry which remain unaddressed. The industry is in favour of fair compensation for land owners but at the same time we need to ensure that land is available to industry at competitive rates, without delays and with certainty, it said. The Bill proposes the payment of compensation that is up to four times the market value in rural areas and two times the market value in urban areas. "There is a need to ensure that people unaware in the past are now properly compensated. But at the end of the day, if you are not going to have any industry, no jobs, then that won't be right, Kidwai said. Stating that there is a need for more industry engagement on the issue, she said, "There is a need for a balance. At the moment our worry is that the balance is titled away from the industry... If it is balanced, it is still okay, so we need to have a balance...." In the All Party Meeting, on April 18, a broad consensus was reached among political parties over the much-awaited Land Acquisition Bill after the government gave in to a key demand of BJP for 50 per cent compensation to farmers and sorted out certain other sticky issues. The consensus paved way for consideration and passage of the significant but contentious bill in the second part of the budget session of Parliament. Further, Kidwai said, the application of Rehabilitation and Resettlement (R&R) to private transactions on willing buyer willing seller basis defies economic logic. In the All Party Meeting, the government also agreed to another demand of the BJP, which had suggested that instead of acquisition, land could be leased to developers so that its ownership will remain with the farmers and would provide them with regular annual income. It has agreed to amend the Bill to provide for an enabling provision for states to enact laws in this regard as leasing of land is a state subject. "A lease may reduce the front-outlays but on the other hand it has got uncertainty factor attached to it. Leases have inherent uncertainty regarding renewals, particularly where the period is short," Ficci Senior VicePresident Sidharth Birla said. Besides, he said, leased lands will impact mergers and acquisitions. "All this needs to be evaluated before making it a part of the Bill."

DSP murder: 7 accused remanded in 5-day police custody


LUCKNOW: Seven persons arrested in connection with the murder of KundaDSPZiaul-Haq were today remanded in five day police custody by a special CBI court here. The order was passed by Special Judicial Magistrate (CBI) Mirza Jeenat on an application moved by the agency. The police remand would start from 10 AM tomorrow. The CBI yesterday arrested the seven accused in Pratapgarh district. CBI sources had said the seven persons allegedly incited the mob to kill the DSP, who had arrived on the scene after getting information about the murder of village head Nanhe Yadav. They said one of the persons, who allegedly led the mob to kill the officer, was Bhulle Pal. Those arrested include Chhote Lal Yadav, Ghanshyam Saroj, Ram Lakhan Gautam, Ram ashray, Shivram Pasi, Munna Patel, besides Bhulle Pal, they said. Yadav, Saroj, Gautam and Ramashray were associates of village head Nanhe Yadav, who was murdered hours before the killing of the DSP, while Chhote Lal Yadav and Munna Patel were his neighbours. CBI sources claimed Haq, who was posted as Deputy Superintendent of Police at Kunda, had reached Nanhe Yadav 's house after getting the news of his murder on March 2. By the time he approached the site, the news of Yadav's murder had spread and a large crowd gathered outside his house which was angry at the alleged apathy of the police and protested the police's alleged failure to stop the murder.

'Not much progress' by states in beefing up intel set up: MHA


NEW DELHI: Against the backdrop of Bangalore blast, Centre today said it has been advising states on the need to strengthen their intelligence set up but has "not seen much progress" on that front. 16 persons including 11 personnel were injured in a blast outside BJP office in Bangalore on April 17. In a statement laid in the Rajya Sabha on the blast, Minister of State for Home Affairs RPN Singh made a strong pitch for setting up NCTC to strengthen intelligence gathering. He also said the Home Ministry was working towards putting in place an explosive tracking system. "We also need to strengthen the intelligence set up of the states. We have been advising the states on this, but we have not seen much progress," Singh said. He said the government was also trying to strengthen human intelligence component of intelligence agencies, which is expected to start yielding results. "We also need to quickly put the NCTC in place. We have now a revised formulation of NCTC which takes care of the objections of the states," he said. The setting up of the National Counter-Terrorism Centre (NCTC) has been a bone of contention with several states contending that it affected the federal structure of the Constitution. Underscoring the need for tighter checks on explosives, he said the Home Ministry was working with the Department of Industrial Policy and Planning and the National Institute of Smart Government to create an explosives tracking system. "But the problems will remain till District Magistrates and Superintendents of Police have the stocks and consumption of the licensed explosive users checked more often and more stringently," he said.

NEW DELHI, APR 25:In further trouble for the chit fund scam-hit Saradha group of Kolkata, the Enforcement Directorate (ED) has registered a money laundering case to probe the allegations of financial irregularities by numerous depositors against it. The ED has registered a regular case under the provisions of the Prevention of Money Laundering Act (PMLA) at its Guwahati office as the Assam police has registered an FIR against the group after allegations were made by investors that they were duped of their hard earned money. The group and its investments are already being probed by a host of agencies like the SEBI, Income Tax department and investigation units under the Ministry of Corporate Affairs. "The agency is looking for proceeds of crime and the illegal funds which could have been laundered by the agents and promoters. The probe will be in close coordination with other investigative agencies and police," a source said. The ED will also go through the FIRs registered by West Bengal police in this case. The Saradha group has hit the headlines recently for allegedly defrauding thousands of depositors. The ED, according to sources, will also go through the business and personal transactions of the Saradha group Chairman Sudipto Sen and his close associates and the business dealings of the groups' various investment schemes. 7% growth not contingent on new reforms: Montek


NEW DELHI: Government will need to take decisive action to remove and unclog some of the bottlenecks to help the economy recover to 7% growth as new reforms alone will not be sufficient, planning commission deputy chairman Montek Singh Ahluwaliasaid. Speaking at The Economist conference on Wednesday, Montek said 90% of all the government's energy in next 12 months should be spent on this problem. "The task of bringing 5% economic growth (in 201213) back to 7% is not contingent on new reforms. You need to take decisive action age economic growth rate of 8% is not possible with business as usual approach," he added. Montek pitched for an internal system by government for settling disputes with private sector players to improve business climate in the country, suggesting an agency or an arbitrator for resolving disputes. LPG susbsidy: Banks seek Aadhaar number for payment


NEW DELHI: Following direction fromFinance Minister P Chidambaram, banks have initiated the process of linking account with Aadhaar number for cash transfer of LPG and other subsidies. Banks have started informing customers through different mode of communication including SMS about linking of Aadhaar number with the account number to facilitate subsidy transfer. "For getting LPG, MGNREGA and other subsidies direct to your account, please get your account linked with Aadhaar number,"Canara BankBSE 0.39 % said in an SMS to its customers. Earlier this month, the Finance Minister P Chidambaram asked banks to gear up for the rollout of direct cash subsidy scheme for cooking gas (LPG) consumers throughout the country. As a pilot project, the government has decided to give cash subsidy to LPG consumers under its ambitious Direct Benefit Transfer (DBT) scheme soon, and will cover 20 districts by May 15. LPG consumers will get about Rs 4,000 per annum in cash from the government, and they will have to then buy LPG at market price of Rs 901.50 per 14.2-kg cylinder. Currently, each consumer is entitled to 9 cylinders of 14.2-kg each at subsidised price of Rs 410.50. On each of these cylinder the government bears a subsidy Rs 435. There are about 14 crore LPG consumers in the country. The government has already capped the number of subsidised cylinders at nine per household per year and beyond that a consumer has to pay the market price. However, some of the state governments are providing more subsidised cylinders and bearing the burden themselves. The government expects that the DBT will eliminate all ghost LPG connections and diversion of cylinders. In the first phase of DBT that started in January, 43 districts are being covered. Under the DBT scheme, subsidies and other benefits are transfered directly into the Aadhaar linked bank account of the beneficiary.

NEW DELHI: A majority of business executives expect sales volume to improve in the coming six months as economic situationhas somewhat improved, a study has said. Over 61 per cent of business executives surveyed felt that their sales volume would increase in the next six months while 64 per cent of respondents said selling prices would be more or less at the same level as the pricing power of the companies will not change, the study conducted by Assocham-Bizcon said. "The survey showed that economic situation has somewhat turned better in the last six months. Further, there is an expectation of situations to improve further in the short to medium term horizon at both industry as well as firm level," the study added. However, profit margins would remain constant at the present level as companies would not be able to raise the selling price. Regarding fresh investment, as many 36 per cent of the respondents felt investment levels are "bound to remain" at current levels. "Drop in commodity prices, mainly that of crude oil, coal and gold, has helped the sentiment turning better. However, exports prospects still remain worrisome and the rupee may not considerably improve despite continuous inflows in the stock markets which have turned better," Assocham President Rajkumar N Dhoot said. "Few factors such as weak demand in export market, rising imports in the home market, poor infrastructure, high cost of credit and increasing raw material prices continue to adversely affect the business performance thereby slowing down the pace of growth of the industry," the study added. The study, conducted in March, showed that 64.1 per cent of the firms were engaging at high level of capacity utilisation whereas in December, only 48.2 per cent seemed to be doing so. Additionally, over 56 per cent of the respondents were of the opinion that their order books position would further improve in the coming six months. The survey showed increasing wage costs continue to be a worrying factor for the industry, with 69 per cent of the respondents expecting this would adversely impact their performance. "There seems to be some improvement with regards to the availability of credit as the survey results show that 44 per cent of the industry believes that limited availability of credit is not a cause of concern for them," Dhoot added.

Mukherjee optimistic of revival of India's economic growth


BHUBANESWAR: President Pranab Mukherjee t o d a y expressed confidence that the country would be able to return to the 7 to 8 per cent growth level in the next two to three years. "I am confident that with the measures being taken, we would return to 7 to 8 per cent growth level in the next two to three years," Mukherjee said in his address at the 45th convocation of Utkal University here. Stating that India's strategy of inclusive economic growth has shown positive results, he pointed out that average annual economic growth during the last 10 years was 7.9 per cent though it has decelerated to 5.0 per cent in 2012-13. "We have to make economic growth work for the betterment of our people, especially those at the bottom of the socio-economic pyramid," Mukherjee said.

Integrated Action Plan spend Rs 4,177 crore during 2010-13


NEW DELHI: Funds to the tune of Rs 4,177.65 crore were spent during 2010-13 under the Integrated Action Plan (IAP) covering 82 districts in nine states. The cumulative releases towards IAF during 2010-13 were at Rs 6,090 crore, Minister of State for Planning Rajeev Shukla said in a written reply to Rajya Sabha. The nine states under the plan are-- Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Uttar Pradesh and West Bengal. IAP was formulated as an additional central assistance scheme on 100 per cent grant basis in November 2010 for development of areas affected by Left Wing Extremism (LWE) besides tribal and backward districts. "Integrated Action Plan initially approved for 60 districts was subsequently extended to 82 districts of nine states," Shukla said. Under the scheme, the expenditure on Odisha was the highest during 2010-13 at Rs 1,050.59 crore (against release of Rs 1,455 crore), followed by Jharkhand Rs 964.46 crore (1,370 crore), Chhattisgarh Rs 633.70 crore (Rs 850 crore), Madhya Pradesh Rs 534.89 crore (Rs 740 crore) and Bihar at Rs 375.11 crore (Rs 635 crore), the Minister said. The funds under the scheme are placed at the disposal of the committee headed by district collector and consisting of the superintendent of police of the district and the district forest officer. The development commissioner/equivalent officer incharge of development in the state is responsible for scrutiny of expenditure and monitoring of the IAP in the state. Regular monitoring of the IAP is being carried out by the MemberSecretary, Planning Commission through video conferences with the district collectors/district magistrates and development commissioner of the states concerned.

Haryana govt increases amount of interest-free wheat loan


CHANDIGARH: The Haryana government has increased the amount of interest-free wheat loan to its employees from Rs 10,000 to Rs 11,000 during the current financial year. The move would benefit about 60,000 employees in the state, Finance Minister H S Chattha said, according to an official release here. The loan is given to Class-IV employees, and Class III employees who are getting basic pay plus dearness allowance up to Rs 7,000 in pre-revised scale and up to Rs 8,000 in revised scale. He said the loan would be recovered in 10 equal monthly instalments. The wheat loan would not be sanctioned to daily wage employees or employees who are on deputation in Corporations or Local Bodies, he said, adding that in case both husband and wife are government employees, either of the spouse would be granted this facility.

NBA to help in earthquake relief efforts in China


BEIJING: The National Basketball Association (NBA) on Thursday announced that teams and players will donate one million yuan to support earthquake relief efforts in Southwest China. DYSS releases annual calendar of activities


JAMMU: Department of Youth Services and Sports (DYSS) Thursday released the annual calendar of activities to be held at the district, division and state level starting from first week of May. However, activities at the zonal level (inter-school) have already got under way in different events. The calendar of activities was released by Minister for Sports, Taj Mohi-ud-Din in presence of Director General of DYSS, Naveen Aggarwal and other senior officers of the department. While the inter-zone district level competitions shall take place in Kashmir Division in the first week of May, the annual activity at Jammu shall begin from May 15.

Nadal beats Berlocq in Barcelona


BARCELONA: Spanish tennis player Rafael Nadal beat Argentina's Carlos Berlocq 6-4, 6-2 in the second round of Conde de Godo. The 26-yearold Nadal had no trouble at the beginning of the match and quickly broke serve before racing to a 5-3 lead in the first set on Wednesday. BANGALORE: Kolkata's Mohammedan Sporting qualified for the next edition of the I-League (2013-14) when they were held to a goalless draw by Kolkata's Bhawanipore FC in their penultimate League match of the final phase of the 2nd Division League being held in Bangalore. After playing 9 matches and bagging 18 points, Sporting, who sit pretty at the top of the table, are back in the top tier after a gap of four years.
