JAMMU: Jammu and Kashmir Pradesh Congress Committee (JKPCC) Wednesday denied media reports of clashes between two Congress ministers in the state cabinet meeting. "Spreading of such news in the media is the handiwork of some people with vested interests to create confusion in the state Congress. The news of clashes between two party ministers in state cabinet is totally wrong," JKPCC spokesperson and MLC, Ravinder Sharma, said. Both China and India have the willingness to solve the dispute through peaceful negotiations and consultations. "In the past three days I have repeatedly stressed China's point and now I would like to reiterate that Chinese troops have always acted in strict compliance to relevant treaty and protocol between the two countries regarding the protection of security of the areas around the LAC," she said. JAMMU, APRIL 25: Jammu and Kashmir State Women's Development Corporation(JKWDC) organized two Capacity Building Training Programmes for Self Help Group Leaders of Jammu and Kashmir State. Held under convergence programme in tie with National Agriculture Banking and Rural Development (NABARD), the programme was conducted at Tapwan CORD, Sidhbari, Dharamshalla, Himachal Pradesh through NABARD. The first batch comprising of 25 Group Leaders belonging to District Rajouri, Poonch, Jammu, Kathua and Samba of Jammu Division attended the programme from March 21 to March 25 , 2013. The second batch of 22 Group Leaders hailing from Districts of Ganderbal, Kupwara, Kulgam, Anantnag, Srinagar, Bandipora, Budgam, Shopian, Pulwama and Baramulla of Kashmir Division attended the programme from April 16 to April, 21 2013. pioneer of Bollywood's music fraternity and the voice behind some of its most memorable hits, Shamshad Begum was not the greatest singer we had. But she was definitely the most unique, with her strongly metallic but melodious singing. That set her apart from contemporaries such as Mubarak Begum, Suraiya, Noorjahan, Sudha Malhotra, Geeta Dutt and Amirbai Karnataki - not to forget Lata Mangeshkar and Asha Bhosle. Indeed, unlike some other singers of the time who were swiftly swept aside by the Lata tsunami, Shamshad Begum held her ground and continued to belt out hits well into the late sixties, by which time both Lata Mangeshkar and sister Asha Bhosle were established names. Though Shamshad Begum was one of the top singers of her era throughout the 40s and the 50s, she shunned the limelight and kept herself away from the glamour of the industry, concentrating only on giving full play to the song in her heart. She sang in an unfettered manner and without a trace of inhibition. There was both innocence and mischief in her voice, and her distinct repertoire set new benchmarks for the generation that followed. There was little space for falsetto in her tone. The first female playback singer of the film industry in the real sense of the term (some others like Suraiya were actor-singers), Shamshad Begum captivated the hearts of millions of her fans, not just in this country but across the border as well, with "Saiyaan dil mein aana re" or the teasing "Reshmi salwar kurta jaali ka". One year on is a good time to review the outcome of the confidential letter written by the then Chief of Army Staff, General VK Singh, to Prime Minister Manmohan Singh in April 2012, saying that the Army is unprepared for war. To be sure, he was referring to a war with Pakistan. Within weeks of assuming office in May same year, the new COAS, General Bikram Singh, informed the nation that the Army was prepared for all eventualities, implying military threats from both Pakistan and China. Union Minister for Defence AK Antony has since availed all opportunities, including the recently-concluded Army Commanders conference, to emphasise that modernisation is on track. While achieving so much in so little time is a miracle in itself, what was the fuss about General VK Singh's confidential letter that was leaked to the media?
Unfortunately, the situation has deteriorated further in the last one year. On the one hand, nothing has come so far. On the other hand, missiles and specialised ammunition holdings which have a shelflife, have dipped further. At present, the Army does not have reserve stocks called War Wastage Reserves for most ammunition categories. It is mandatory for the Army to have WWR for 40 days of intense war for long-shelf life category, and 21 days of intense fighting for short shelf-life category like anti-tank, rocket artillery and missiles. If this was not enough, Gen Bikram Singh has recently sought freezing of the 197 helicopters' deal meant to replace the aged Cheetah/Chetak helicopters of the seventies vintage, which are the life-line for troops that live on Siachen Glacier at heights between 12,000 feet and 21,000 feet. He has also asked for the cancellation of Spike Anti-Tank Guided Missiles urgently needed to hit pened. In the case of the 197 helicopters, the finalists after extensive field trials are the Russian Ka226T and the Eurocopter's AS 550 C3 Fennec. However, in an unrelated case of 12 AgustaWestland AW101 helicopters sold to India for VVIP use, an Italian probe has mentioned the name of Indian Brigadier VS Saini apparently asking for money to manipulate the same company's AW119 helicopter to win the 197 helicopter bid. Considering that AW119 was out of the trials at an early stage, why has the Army chief denied replacements of obsolete helicopters by saying that the deal should be placed on hold till Brigadier Saini is cleared by the CBI? Similarly, after extensive trials, the Israeli Spike ATGM has emerged as the best weapon for use in high altitudes to hit bunkers at 18,000 feet. To recall, the present Chief of Air Staff, Air Chief Marshal NAK Browne, had first recommend Spike ATGM when he was the Indian defence adviser in Javelin ATGMs, both of which have been found unacceptable on different counts. The reason given by the Army chief for withdrawing from the ATGM acquisition is that he did not want a single-vendor situation. Stated bluntly, in both cases - 197 helicopters and Spike ATGM - Gen Bikram Singh has covered up for what was the Defence Minister's call. Why has he done this? Is it not his highest moral responsibility to ensure optimal war preparedness of his Army? It can be argued that Gen Bikram Singh has simply followed in his predecessors' foot-steps of making exaggerated claims during peace time. During the 1999 Kargil War, the then COAS, General VP Malik, told an incredulous nation that "we will fight with whatever we have" - really saying that the needed wherewithal was absent. Consequently, more young officers died than should have, and the artillery was pulled from other sensitive theatres leaving operational gaps which would have been disas-
trous had the Pakistan Army enlarged the conflict into an all-out war. There were umpteen media reports about Defence Ministry bureaucrats air-dashing to Russia and Israel, clutching suitcases filled with dollars to procure ammunition. Similarly, during Operation Parakram, the 10-month long military stand-off between India and Pakistan in 2001-2002, the Vajpayee Government decided to finally not go to war. Little known to the nation was the fact that the Northern Army Commander, Lt General RK Nanavaty had told the then COAS, General S Padmanabhan, that he lacked adequate equipment and ammunition for the war. In the aftermath of 26/11 terrorists attacks in Mumbai when New Delhi was mulling over strong retaliatory action, there were reports that the COAS, General Deepak Kapoor, had expressed concerns to both Prime Minister Manmohan Singh and Defence Minister Antony about equipment and ammunition deficiencies. The truth is that since 1993, when then COAS, Gen BP Joshi, raised the Rashtriya Rifles forces for Jammu & Kashmir to quell Pakistan-sponsored terrorism, he used internal resources, depleting the Army's WWR. His successor, Gen Shankar Roychowdhury, has written about this in his book, Officially at Peace, "No COAS has since cared enough, going beyond official communications, to make preparedness for war his top-most operational responsibility." Political parties must now ask the Government the hard question: Is the 13 lakh strong Indian Army, which gets the lion's share of the $49 billion annual defence budget, prepared to fight a war?
TIME TO WORK
uing a declining political culture is no longer enough. With precious days of Parliament vapourized in shrieking and yelling and rushing about - not once but in session after session - the time has come to evolve a system of deterrent measures. True, members of parliament are not schoolchildren. They are supposed to appreciate the weight of the responsibility placed on them by their voters, and to present their arguments with passion, if need be, certainly with force and eloquence, in the debates that form the substance of discussion and dissent within Parliament. Their protests and objections, too, are supposed to have a constructive form -screaming and jostling and walking out, so that no business can be conducted, are not part of that. Rules keeping MPs to the strait and narrow are embarrassing even to think about. But when MPs conduct themselves like ill-behaved, uncontrollable schoolchildren - whom no school would like to claim - and when years of criticism, admonition and rebuke show no result, then serious deterrence is the only possible solution. Not standing in the corner, of course. But a system of penalties should be worked out, at its broadest embracing, rationally, the various perquisites that MPs enjoy. One way to deter improper behaviour in Parliament would be to cancel the daily allowance of MPs if Parliament has been disrupted for the day. Thus begun at the base, the deterrents may grow in proportion to the scale of disruption, that is, repeated disruptions would not only mean an equivalent loss of daily allowance, but also a proportionate decrease in other perquisites, such as free tickets for travel, and so on. If disruption continues beyond certain stated limits, an MP could be debarred from contesting any election conducted under the Election Commission for a period of time, say, two years. Beyond and besides this, any political party identified as the chief agent of disruption for more than one session of Parliament could be treated in the same way, that is, debarred from contesting for a fixed period. These are, of course, suggested solutions to what has become an apparently ineradicable evil in India's political life. Deterrents can be evolved on any single principle, the aim always being to create real pressure on an errant people's representative to behave. Simple indignity means nothing when dignity is a forgotten concept. The deterrence must have material manifestations.
It is hardly surprising that the demonstrations convulsing Delhi over the rape of a five-year-old child a few days ago have targeted Delhi Police; the latter is directly responsible for preventing and detecting crime and successfully prosecuting criminals. Anger against it for the alarming rise in the incidence of rape in the most savage form in the national capital, is all the more understandable because one had expected the police to become more alert and serious in responding to crimes against women following last December's gang rape of a young woman and the explosion of public fury that followed. Its utterly callous reaction to the child's rape and the vicious slapping of a young woman protester by a uniformed officer, suggests that nothing of the sort has happened.

It is time that people both in Government and the civil society gave serious thought to the matter, bearing in mind that no uniform causative pattern can hold good for an extremely diverse country like India. In the case of rape, the causes accounting for it are often very different in rural and urban areas. In urban areas, an important source of crime, including rape, are the increasingly large floating populations of rural migrants in search of livelihood. This is because the fear of familial and societal disapprobation that inhibit delinquent behaviour in villages is when a migrant becomes a part of a group from his own area, members of the latter are often too preoccupied with their own very considerable problems of coping with life's many challenges to keep an eye on new arrivals. Often, older migrants themselves have succumbed to the temptations that urban life offers and to which they, sans the restraining factors at home, are vulnerable. In such cases, they initiate new arrivals into less inhibited city life and even crime where they themselves are involved in it. In the cases of migrants, anonymity is an important contributing factor to crime. The chances of being identified while fewer in the city where they are not recognised in most parts of its vast sprawl, than in their villages where they are known by their faces and names. The realisation emboldens some people. Besides, there are the questions of recognition and identity. By instinct humans are gregarious, seek relationships with others and abhor loneliness. An identity not only gives one a sense of worth but it is also the basis of recognition which, in turn, is the starting point of relationships. Unfulfilled desire for human relationships and recognition can sometimes lead to sub-conscious efforts to extract recognition in the form of violent criminal action and the ephemeral

The commoditification of women as objects of pleasure and the commercialisation of female body in advertisements, films and television serials, facilitate rape. It is robbery of a woman's inviolability as an individual human being. In the sense of its being the most horrific form of robbery, rape is an extension of robbery whose incidence, along with that of theft, has been constantly rising with the growth of advertising, the cutting edge of the market economy, which not only stokes the desire for possession and consumption but makes both measures of a person's worth. One must, therefore, give a cold, hard look at the forms of entertainment flooding big and small screens and of advertisements flooding media. The argument that any curb would be contrary to the norms of sexual and creative freedom will not wash. Sexual freedom and commercial exploitation of sex are totally different things. The former is essentially a question of choice within the ambit of personal morality and consensual relationships.

With the onset of neoliberalism as a sequel to globalisation, a new cultural trend has set in. Money-making by any means, fair or foul, has become the prime objective of one's life. Traditional values have been given a go-bye. Morality, which forms the core of one's life, has now been reduced to irrelevance. Sex and violence are almost integral to entertainment; between them they act as agent provocateurs.
Changes in cultural and social norms lead to the spread of pornography and new forms of prostitution. The Delhi rapist has been arrested and his wife has also joined the chorus for the severest punishment. Stringent law and strict enforcement may help curb incidents of rape. Dear Sir Going by the pace of implementation of the watershed development programmes in various parts of Jammu and Kashmir, it appears that the government is not serious in water harvesting schemes for the benefit of people. Only recently, some of the visitors from the centre have expressed their disappointment over the implementation of the watershed development schemes. The central team had taken a
review of only few schemes which are under implementation in some parts of Kashmir valley. If this is the sad state of affairs at one point in south Kashmir, fate of other schemes in Jammu region can be very well imagined. In the case of Jammu region, most of the schemes have not even taken off because of the dilly dallying tactics of the state government. The necessary floating of tenders and inviting bids for construction of these schemes is yet to done by the state government. The delay on the part of the state government has already taken its toll so far as the welfare of the common masses is concerned. It will not be out of place to mention that n several occasions funds allocated for this purpose lapsed at the end of financial year without even being noticed by the concerned authorities. NEW DELHI: New Delhi will host badminton's two premier events the Thomas and the Uber Cup finals next year. Earlier Monday, Badminton Association of India (BAI) president Akhilesh Das Gupta had announced that the finals of both the tournaments would be held in India but a location was not given. There was speculation that apart from New Delhi, Lucknow and Hyderabad were the other choices. "New Delhi will host the Thomas and Uber Cup finals next year.
