Late this month, he attended an event in San Antonio where he was joined by Rep. Gutierrez, a coauthor of the House immigration bill, to discuss the work they've done for the last four years. He also joined his Texas colleagues on an invitation that was sent out to gun manufacturers, encouraging them to move their businesses to Texas.

Carter and Gutierrez speak on House Immigration Working Group bi-partisan reform efforts

WASHINGTON D.C..- A discussion on immigration reform was held Monday in San Antonio by Congressman John Carter (R-TX) and Rep. Luis Gutierrez (D-IL), two members of the House Group of Eight working on an immigration reform bill. During the Left. Right. Forward. bipartisan conversation, the two congressmen discussed their roles on the bills development, touching on how the group of House members worked together secretly for nearly four years on comprehensive immigration reform. We have four conservative Republicans and four liberal Democrats that have spent nearly four years, meeting privately and without distractions, hammering out a comprehensive immigration bill. The American people want to see Congress work together and this bill will show that it can be done and done right, said Congressman Carter, Chairman of the Homeland Security Appropriations Subcommittee. Evan Smith, Editor of the Texas Tribune, moderated the luncheon event and asked the two Congressmen about the impact immigration reform will have on the U.S.. economy. This bill is about finding a compassionate yet firm and law-abiding solution to immigration reform. It also means bringing an estimated 11 million people out from the shadows and directly into the work force, where they will pay taxes, pay into social security, and contribute positively to our nation. We can do this without granting amnesty and without granting a new pathway to citizenship, said Chairman Carter. Chairman Carter and Rep. Gutierrez also met with elected officials from South

Texas and members of the Texas Border Coalition to listen to their concerns on border security. The event was co-hosted by the Greater San Antonio Chamber and the San Antonio Hispanic Chamber, along with the National Immigration Forum and IBC Bank. DHS Ammo Buy Draws New Scrutiny by Homeland Security Appropriations Subcommittee Chairman John Carter
(ROUND ROCK, TX) The controversial Department of Homeland Security (DHS) purchase orders for as many as 1.6 billion rounds of ammunition over a 5year period will be the subject of new accountability requirements in this years DHS Appropriations bill, due to legislative language to be introduced by Homeland Security Appropriations Subcommittee Chairman John Carter (R-TX31). After a months-long investigation by my office into this matter, it is apparent that while DHS has legitimate needs for a large long-term ammunition purchase order for training purposes, there is a lack of spending accountability and public transparency on these purchases that demands corrective action by this committee, said Chairman Carter said Monday in Texas. Carter says that while his internal investigation shows that over 100,000 federal law enforcement officers under DHS jurisdiction have legitimate needs for large quantities of ammunition for training and quarterly weapons certifications, and that there is no attempt by DHS to stockpile ammunition, there is a lack of accountability on how much ammunition each agency uses, with wide variances in usage between the various agencies under DHS jurisdiction. The Carter investigation revealed that while most agencies use between 500-1000 rounds annually for each law enforcement officer, some have used multiple times more with little explanation. The Carter investigation also determined that current federal ammunition orders are not a factor in the on-going nationwide ammunition and firearms shortages at the consumer level, according to major ammunition manufacturers and the National Rifle Association. Perceived threats to the 2ndAmendment by the Obama Administration and the Democrat-controlled Senate following the Newtown, Connecticut shootings are instead responsible for spurring a consumer buying spree that has exhausted manufacturing capacity. Inventory levels are expected to recover in coming months as demand subsides as it did eventually after the 2008 elections when the public similarly feared an assault on the right to keep and bear arms. Inquires by the Chairman further determined that media reports of a DHS fleet of tanks is false. The rumors were found to be based on DHS acquisition of 32 Department of Defense surplus Mine-Resistant Ambush Protected (MRAP) armored trucks at no cost. 16 each were allocated to Customs and Border Patrol (CBP) and Immigration and Customs Enforcement (ICE) respectively for use in active shooter situations. Chairman Carter says that while public fears over the recent reports should be allayed by the findings, he is committed to fully investigating any future reports of oversteps by the Administration or the Department of Homeland Security, and in following up on the current concerns.

We must be ever-vigilant on this subcommittee to ensure that the taxpayers money for homeland security is well-spent, that there are no oversteps of federal authority,or challenges to the civil rights of American citizens in the process, says Carter.

Congressman Carter tours Cedar Park oncology center


U.S.. Representative John Carter visited the Texas Oncology Cedar Park Cancer Center Wednesday to tour the facility and meet with staff. Carter, representing the 31st district of Texas, toured the facility and greeted patients, doctors and nurses as he went. We want him to see what the oncology patient experience is like, Texas Oncology practice administrator Kristen Kanipe said. We have a lot of pride in our community care. Texas Oncology staff were also eager to talk to Carter about Medicare cuts caused by sequestration and how the cuts will affect oncology centers. Sequestration cuts are across-the-board general spending cuts that automatically go into effect if Congress fails to make budget cuts by a certain deadline. On April 1, all transactions paid out by Medicare were automatically reduced by 2 percent. Many people dont realize how community oncology will be affected by these cuts, said oncologist Dr. Lakshmi Balasubramanian. Chairman Carter announces Congressional Art Contest Winner


(ROUND ROCK, TX) Congressman John Carter (R-TX31) congratulates the winner of the 2013 Congressional Art Contest and thanks all participants for their involvement. The winners were announced Saturday by Congressman Carter at the Round Rock Art Councils Art Space.This year's winner is Kemely Gomez from Georgetown High School. Each year, the U.S.. House of Representatives hosts the nationwide event that

allows high school students from every Congressional District in the U.S.. to showcase their artistic ability. Entries are judged by a panel of distinguished artists in each district. The winning artwork from each of the 435 Congressional Districts will be displayed for one year in the Cannon Office Building tunnel that leads into the U.S.. Capitol. In addition, the winner will be awarded two roundtrip airline tickets and accommodations for two nights in Washington D.C. Our young men and women in District 31 are truly talented artists. I am honored to host the winner in Washington D.C. Walking by their artwork as I move to and from the Capitol each day will remind me of the bright future we have back in Texas.
