AFSCMES International Executive Board voted to endorse President Barack Obama and Vice President Joe Biden for a second term. The vote was unanimous. The board acted after a substantial majority of AFSCME members indicated in a large telephone poll that they wanted the union to endorse the president. President Obama is the only candidate for president who is fighting to put people back to work, make the wealthiest Americans pay their fair share, and protect vital public services. Mitt Romney has a different agenda. He has been traveling the country attacking your work, your benefits and your salary. He opposes your right to collective bargaining and a voice on the job. He wants to privatize your job. Mitt Romney has targeted the modest pension you earn after a career of public service, falsely claiming that pensions are a major part of the budget problems facing communities across the country. Mr Romney is dangerously rously wrong. Mitt Romney is opposed to President Obama American Jobs Act which would put millions of ions o f

people to work. He also rejects the Presidents proposal to ask the wealthiest 1 percent to pay a little more in taxes. Mr Romney wants to end the guarantee of Medicare and privatize Social Security. He puts the interest of wealthy corporations and billionaires above the interest of working Americans, the poor and the middle class. President Obama believes in pulling together to find real solutions to our problems. He is standing up to the top 1 percent and fighting to get America moving again. No one knows how important elections are than the members of our great union. You know what can happen to your job, your rights, and the services you provide when antiworker politicians win elections and take the reins of power. That is why we must win the 2012 election. ELECTS SAUNDERS AND REYES


On Friday June 22, 2012 delegates to the 40th International Convention of the American Federation of State County Municipal Employees (AFSCME) elected Lee Saunders as president, and Laura Reyes to be secretary-treasurer of the union representing 1.6 million public service workers. In his first address as President Saunders told delegates to the unions 40th International Convention members that, Both Laura and I are committed to our members and cherish this union. We had a vigorous and energetic campaign, but now the union will pull together to win victories for working families and our members all across this great country. We must work our hearts out to re-elect President Obama to meet the tough challenges facing labor and working families, and that the union will hold all politicians accountable for their treatment of public workers.Our union does not work for any political party, Saunders said.We work for justice and fairness in the workplace. If someone takes us on, it does not matter whether they are a Democrat or a Republican, conservative or liberal. We are taking you on and we will take you out. The stakes are too high to do anything but, Saunders said. Secretary - Treasurer elect Laura Reyes said that she would work day and night for the working families of America. Together, we can and will stand up for fairness and for an end to the scapegoating of public service workers. We will pull together in communities across America to find real solutions to the problems facing so many families. After, 31 years of service Gerald McEntee who retires as AFSCME president says: The decision to elect Saunders and Reyes strengthens our leadership and will enhance our ability to face the challenges that await us around the country. Saunders will be the fourth president of AFSCME since the unions started 75 years ago.

Obama's Affordable Care Act Protects Womens Health

ifty-six percent of AFSCME members are women. And this past summer, eight new provisions of Pres. Barack Obamas Affordable Care Act went into effect that protect womens health. Insurance companies now have to cover, without co-pay or deductible: 1. Annual well-woman visits 2. Screening for gestational diabetes 3. Testing for HPV 4. Counseling for sexually transmitted infections 5. Counseling and screening for HIV 6. Contraceptive methods and counseling 7. Breastfeeding support, supplies and counseling 8. Public-Sector Job Losses: A Drag on Economic Recovery


The public sector has now cut more than 680,000 jobs since 2009. Thats the worst three-year period on record. Without those public sector cuts, the unemployment rate would be a full-point lower. Its something to keep in mind when state and local politicians tell us theyre all about job creation and economic recovery, yet are slashing and privatizing public jobs.

SPECIAL SESSION ON GAMBLING BILL


Maryland lawmakers gathered in a special session to make final approval on gambling legislation. New legislation authorizes six casinos in Maryland with the latest location in Prince Georges County. This bill will allow table games at all state casinos, with a new bid on National Harbor Casino. Lawmakers created a budget deal that includes income tax increases for individuals making $100,000 or more and households making $150,000 or more. AFSCME Maryland Council 67 supports the legislation because it will support job creation, educational cuts, and enhance other critical services. Voters will be able to accept or reject any expansion of gambling bill in the November, 6th election.

U.S. FAMILIES NET WORTH PLUMMETS NEARLY 40 PERCENT


The Great Recession brought on by Wall Street greed and the related housing market collapse erased almost two decades of accumulated prosperity for the average American family, according to the Federal Reserve. The median family (theyre richer than half of the nations families and poorer than the other half ) had a net worth of $77,300 in 2010, down from $126,400 in 2007, the Fed said.The crash of housing prices explained three-quarters of the loss.This vast loss of wealth was compounded by a loss of income, as the earnings of the median family fell by 7.7 percent over the same period.

QUESTION 4 Referendum Petition


Public Institutions of Higher Education Tuition Rates Establishes that individuals, including undocumented immigrants, are eligible to pay in-state tuition rates at community colleges in Maryland, provided the student meets certain conditions relating to attendance and graduation from a Maryland high school, fi ling of income taxes, intent to apply for permanent residency, and registration with the selective service system (if required); makes such students eligible to pay in-state tuition rates at a four-year public college or university if the student has first completed 60 credit hours or graduated from a community college in Maryland; provides that students qualifying for in-state tuition rates by this method will not be counted as in-state students for purposes of counting undergraduate enrollment; and extends the time in which honorably discharged veterans may qualify for in-state tuition rates.

Establishes that Marylands civil marriage laws allow gay and lesbian couples to obtain a civil marriage license, provided they are not otherwise prohibited from marrying; protects clergy from having to perform any particular marriage ceremony in violation of their religious beliefs; affirms that each religious faith has exclusive control over its own theological doctrine regarding who may marry within that faith; and provides that religious organizations and certain related entities are not required to provide goods, services, or benefits to an individual related to the celebration or promotion of marriage in violation of their religious beliefs.

ANNUAL LEADERSHIP CONFERENCE


AFSCME Maryland Council 67 held its annual leadership conference Friday, September 21, 2012. Local leaders participated in presentations and open discussions that focused on membership development, politics, and the importance of voting. Guest keynote speaker, Michelle Lewis discussed the issues that AFSCME is supporting in Maryland; Dream Act and Marriage Equality. Executive Director, Glen Middleton considered the call for new approaches to leadership, new types of leaders and the ability to be able bring forth new solutions to membership issues. Leaders were encouraged to engage membership in the 2012 upcoming election with the vision of a better union in mind.

AN IMPORTANT MESSAGE FROM AFSCME COUNCIL 67

Hundreds of AFSCME members from across Maryland traveled to meet with their elected officials, to speak up for the working class and speak out against recent attacks on workers rights. AFSCME members assembled in front of the state Capitol in a sea of green to kick-off the annual Lobby Day. A conference was held in the Calvert House to discuss pension and retirement vested rights. During this legislative session the stakes could not be higher. All across the country reckless agendas threaten to dismantle workers rights that took decades to achieve. In Baltimore County, AFSCME members stood in solidarity and courage as we stopped County Executive Kevin Kamenentz from attempting back door deals that would cut- out legislation written in our contract. AFSCME along with Federal Order of Police, Metro Baltimore AFL-CIO, and Baltimore County Public Sector Unions forced the County Executive to go back to the bargaining table and negotiate in good faith. All day long members visited legislators to express the importance of investing in Maryland public services that keep the state moving forward. We know the attacks on the middle class will continue, but AFSCME Maryland Council 67 with the support of the national union, will work to defend workers rights and keep the middle class strong.

back-to-school season, and in addition to fussing over new backpacks and textbooks, some students and parents are feeling the added anxiety that comes from school bullying. Will this year be like last year? Will anyone step in to help if it starts? AFSCME members who work with young people across the country are committed to making sure that someone steps in when bullying starts. That includes Charles Martin, an AFSCME Local 44 member in Baltimore, Md., who is a Hall Monitor at Freedom Academy. Hes responsible for keeping students safe, from the time the students walk in the door until they time they go home. Hes seen it all: eighth graders towering over sixth graders and demanding use of cell phones, students refusing to let another student sit near them at lunch, and students who cling to their bully, almost as part of their entourage.

FSCME Maryland Council 67 members and members across the country joined thousands of others from the labor, civil rights and faith communities on the National Mall to celebrate Dr. Martin Luther King Jr.s legacy as a civil rights leader. AFSCME President Lee Saunders, Rev. Al Sharpton, president and founder of the National Action Network, and American Federation of Teachers Pres. Randi Weingarten lead the event, which came one day before Dr. Kings National Memorial was officially unveiled. The march not only reflected on Dr. Kings accomplishments but, also re-dedicated the work that still remains to fulfill his dream of a nation united in equality. Executive Director Glen Middleton says, young people are keeping Martin Luther King Jr.s vision for workers rights and equality alive. Kings last campaign for justice was in support of 1,300 striking sanitation workers, represented by AFSCME Local 1733, in Memphis, Tenn. He was assassinated there before the strike ended, but even in death he inspired the workers to press on, and they ultimately won their fight for dignity and respect on the job. Similar fights for worker justice continue today in places like Michigan, Ohio and Wisconsin.

They feel safer if they are around them than if they arent, Martin said.
In recent years, school bullying has garnered increased national attention, following a number of student suicides attributed to bullying at school and online after school. President Obama has championed anti-bullying efforts, stating Bullying can have destructive consequences for our young people. And its not something we have to accept. As parents and students; teachers and communities, we can take steps that will help prevent bullying and create a climate in our schools in which all of our children can feel safe. Even with the presidents advocacy, the most dangerous place for some students is still at school. And the adults there can be a vital lifeline. Im in the hallways, the playground and the cafeteria, Martin noted, These are the most bullied areas. Martin has become something of an expert on bullying, studying children day after day, making him able to see patterns and prevent bullying when possible. As the new school year approaches, Martin knows that there will be certain kids he has to keep a special eye on kids who will be bullied. Within the first few days of school, Ill know which children will be bullied, Martin said. One little girl used to get in fights all the time, he said. One day, I was filling out another incident report and I noticed that she got in a fight every Monday. The next Monday, I watched her. It turned out that she lived with her grandmother who wasnt focused on having her hair done. So, every Monday, she was beating up younger girls who had their hair done over the weekend. The Baltimore City Public Schools Code of Conduct defines bullying as repeatedly over time engaging in intentional negative behaviors that adversely affect another students ability to participate in or benefit from the schools education or extracurricular programs. Th is bullying, which includes cyberbullying, can be reported via form by students, parents or school staff. Martin is one of many AFSCME members working in schools to prevent bullying, realizing President Obamas dream of building schools in which all of our children can feel safe. The historic U.S. Supreme Courts decision affirming the constitutionality of Obamacare is a victory for middle class working families.Thanks to the Supreme Courts decision, Obamacare will continue to ensure that children in Maryland cannot be denied coverage due to pre-existing conditions, seniors will pay less for prescription drugs and students and young adults can remain on their parents plans. Now is the time to put partisan politics and political posturing behind us. This law is not only constitutional, but also critical to the lives of the people in Maryland that can now access the health care they deserve. While the court ruling stipulates that Congress cannot withdraw existing Medicaid funding to states that do not comply, it would be wrong for any politician to hold peoples health care hostage because of a political grudge.

LOCAL 44
Board of Education Employees After months of negotiations, AFSCME Local 44 was able to secure fourty-seven promotions for the Baltimore City Health Department aide. The health aide promotion to civil service status will enable aides to receive bargaining rights and benefits. Congratulations!

LOCAL 1453 NEW PRESIDENT City of Rockville AFSCME Local 1453, City of Rockville, has a new president. Following the promotion of President Robert Joey Pritchard out of the bargaining unit, Vice President Roger Jones assumed the office. President Jones looks forward to working with all local members and the rest of AFSCME Council 67. LOCAL 1802 RETIREMENT OF PRESIDENT Harford County Government Longtime President Michael Harrison, Local 1802, Harford County Public Employees, retired this June. Mr. Harrison, or Big Mike as he was affectionately called, worked tirelessly for his members and gained the respect from both labor and management. Council 67 wishes him well in his retirement. Vice President Michael Silva has been the Interim-President since Big Mikes retirement. LOCAL 2741
Carroll County Board of Education Council 67 welcomes new Local 2741, Carroll County Public Schools, President Larry Paul Harpster. President Harpster is a custodian in the school system and a longtime AFSCME member. His goal is to maintain positive energy and a focus on growing the local membership. Council 67 thanks former President Marjory Dellospedale for her long service. Ms. Dellospedale is staying with AFSCME in a reduced roll, having accepted a trustee position.

LOCAL 44
Baltimore Municipal Employees Last year, DPW wrongfully terminated an AFSCME Local 44 member. AFSCME fought hard to get him back to work and the success of these efforts did not go unnoticed. The AFSCME Local 44 member - who remains anonymous - returned to work and secured a back payment award of $20,000 along with leave credits.

LOCAL 241 RATIFIED CONTRACT


Prince George's County Crossing Guards No Cola or merit increases during FY12 and FY13. Eligible employees shall recieve a one time lump sum payment.

LOCAL 434 RETIREMENT OF PRESIDENT Baltimore County Board of Education On August 17, Lora Williams, President of Local 434, Baltimore County Public Schools, retired as president and from the school district. Ms. Williams has a distinguished history of service to AFSCME, twelve years as Local President, and ten more years in other executive board positions. In a challenging political time Ms. Williams grew the union, brought financial stability, and protected the hard-fought rights of all employees. In addition to her service with Local 434, Lora also served as Co-Chairwoman of the Council 67 Womens Committee. Her dedication, experience and service will be missed, all of Council 67 wishes her the best in her retirement. Current Vice President David Basler will be the Interim-President.
