TRAINING PROGRAMME FOR GRADUATES IN JAMMU & KASHMIR AND RECRUITMENT FOR THE POSTS OF PROBATIONARY OFFICERS & PROBATIONARY CLERKS THE SPECIAL INDUSTRY INITIATIVE-JAMMU & KASHMIR SCHEME Special Industry Initiative for the State of Jammu & Kashmir (SII-J&K) Udaan aims at;

Skill development and employability of the youth in Jammu & Kashmir; Unemployed residents of J&K who have done Graduation or above will be covered under this scheme; A Residential Training Programme for Skill development will be conducted for the identified graduate youth of J&K, from amongst those enrolled for the training;

300 Candidates will be shortlisted initially for Training based on academics / written test and /or interview, in co-ordination with National Skill Development Corporation (NSDC) and Govt of Jammu & Kashmir;

Duration of the training will be 3 months leading to a certification at the end; Bank will be conducting selection process for successful candidates for recruitment to the posts of 135 Probationary Officers and 15 Probationary Clerks; and

Canara Bank,a leading Public Sector Bank with Head Office in Bangalore and pan India presence with over 3680 branches, as part of its Corporate Social Responsibility, is participating in the Special Industry Initiative - Jammu & Kashmir (UDAAN) Scheme launched by the Ministry of Home Affairs,Government of India.

Note :
a. The 300 candidates selected for training will be imparted the training in 2 batches of 150 each. Accordingly, the recruitment post training will be done in two batches of 75 each, depending upon candidates availability & eligibility to the posts. b. The number of posts and the reservations provided are provisional and may vary according to actual requirement of the Bank, subject to availability of suitable candidates. c. 3% of the total posts @ 1% each for VC, HI & OC candidates are reserved for the Persons with Disabilities. 2. ELIGIBILITY CRITERIA & OTHER DETAILS (All the eligibility will be reckoned as on
01.03.2013 inclusive): This entire process is applicable only to the youth of Jammu & Kashmir, who have completed Graduation or above as on the cut-off date mentioned above. Duration of Training is 3 Months - a mix of Class Room training for 2 months at Canara Bank Regional Staff Training College, Sector-18, Plot No.-80, Near IFFCO Chowk, Gurgaon-122015 and On-the-Job training for 1 month at our bank branches in the states of Delhi & Haryana; or a suitable mix of classroom & on-the-job training as decided by the Bank. The exact dates of the training will be communicated to the shortlisted candidates subsequently. Candidates depending on their eligibility may opt for either Probationary Officer or Probationary Clerk post, or both while enrolling for training. The eligible candidates who have enrolled for training will be shortlisted based on the post they opted for, their academic record and suitability to the post. For such shortlisting, Bank may conduct a written test and/or Group Discussion and/or Interview etc., if required. Candidates have to read the eligibility criteria stipulated for each post carefully and should ensure their eligibility for the post.

(i) Qualification:
For both the posts: Degree in any discipline from a recognized University or any equivalent qualification recognized as such by the Government of India and the result should have been declared on or before Date 01.03.2013. For clerical post, the candidate should preferably have proficiency in official language of the state

(ii) Age as on 01.03.2013:


For Probationary Officer : Minimum - 21 Years and Maximum - 30 Years For Probationary Clerk : Minimum - 20 Years and Maximum - 28 years Relaxation in Upper Age Limit to reserved categories is applicable as per Government guidelines. Please refer Point No.6 for details.

NOTE:
COMPUTER LITERACY: A test will be conducted on computer knowledge after completion of training and pass in that test will be deemed as having computer knowledge.

HINDI KNOWLEDGE: The candidates shall acquire working knowledge of Hindi, if not possessed already, before completion of probationary period, if appointed.

3. STIPEND (during Training) / Salary & Emoluments (applicable only if appointed in the Bank):
During the Training Period,candidates will be paid a stipend of 2500/- per month. On appointment in the Bank,candidates will be paid Salary & emoluments as under;

Dearness Allowance, HRA, CCA, Medical Aid, Hospitalization expenses, Leave Fare Concession etc. for both the posts and Perquisites like Conveyance, Quarters, Furniture etc. for JMGS-I posts, depending on the place of posting shall be available as per rules. Approximate Cost To Company (CTC) per Annum for a new recruit at Metro Locations (variable depending on place of posting) is as below: JMGS-I: 5.32 Lakhs Per Annum and Clerks: 2.27 Lakhs Per Annum

4. DEFINITIONS:
Reservations for Persons with Disabilities:
Reservation is available for Persons with Disabilities under Section-33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights & Full Participation) Act 1995

Visually Challenged [VC]:


(i) Blindness refers to a condition where a person suffers from any of the following conditions namely (a) Total absence of sight or (b) Visual acuity not exceeding 6/60 or 20/200 {snellen} in the better eye with correcting lenses; or (c) limitation of the field of vision subtending an angle of 20 degree or worse. (ii) Low Vision means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.

Hearing Impairment [HI] means loss of 60 decibels or more in the better ear in the conversational
range of frequencies.

Orthopaedically Challenged [OC]


of Locomotor Disability or Cerebral Palsy.

All the cases of OC persons are covered under the category

Locomotor Disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any forms of cerebral palsy. Cerebral Palsy means a group of non-progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal or infant period of development. Only such persons would be eligible for reservation in services / posts who suffer from not less than 40% of relevant disability.

5. NATIONALITY / CITIZENSHIP:
A candidate must be either i] a citizen of India or ii] a subject of Nepal or iii] a subject of Bhutan or iv] a Tibetan refugee who came over to India before 01.01.1962 with the intention of permanently settling in India or v] a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African Countries of Kenya, Uganda, United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia & Vietnam with the intention of permanently settling in India provided that a candidate belonging to categories (ii), (iii), (iv) or (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. A Candidate in whose case a certificate of eligibility is necessary may be admitted to the Group Discussion/interview conducted by the Bank, but on final selection the offer of appointment may be given only after the necessary eligibility certificate issued by the Government of India, is produced.

6. RELAXATION IN UPPER AGE LIMIT:


(i) Scheduled Caste / Scheduled Tribe candidates - by 5 years; (ii) Other Backward Classes candidates - by 3 years; (iii) Persons with Disabilities - by 10 years; (iv) All persons who are ordinarily domiciled in Kashmir Division of J&K State during 01.01.80 to 31.12.89 - by 5 years; (v) Widows, divorced women and women judicially separated from their husbands; who have not remarried up to the age of 35 Years

NOTE :

a] The relaxation in upper age limit to SC/ST/OBC candidates is allowed on cumulative basis with only one of the remaining categories for which age relaxation is permitted as mentioned above in Point No. 6 (iii) to 6 (v). b] Persons eligible for age relaxation under 6 (iv) above must produce the domicile certificate at the time of interview from the District Jurisdiction where he / she had ordinarily resided or any other authority designated in this regard by the Government of Jammu & Kashmir to the effect that the candidate had ordinarily domiciled in the Kashmir Division of the State of J&K during the period from 01.01.80 to 31.12.89. c] Women eligible for age relaxation under 6(v) above must produce Death Certificate of Husband / Documents in support of Divorce or Judicial Separation and an Affidavit that they are not remarried.

7. SELECTION PROCEDURE: a. Shortlisting of Candidates for Training:


The eligible candidates who have enrolled for training will be shortlisted based on their academic record and suitability to the post. For such shortlisting, Bank may conduct a written test and/or Group Discussion and/or Interview etc., if required. Total of 300 candidates will be shortlisted for imparting a residential training on skill development for a period of 3 months. The shortlisted candidates shall be allowed for training only on receipt of appropriate verification of antecedents and necessary clearance from Government Authorities / NSDC. The Training will be imparted by the Bank through internal faculty of the Bank or, with the help of other identified Training Institutes, at Banks Regional Staff Training College (RSTC), Gurgaon and identified branches / locations. After completion of training, candidates will be examined and successful candidates will be awarded with a certificate.

b. Selection Process for Recruitment:


Bank will be conducting Written Test, Group Discussion and Interview for the candidates who have been certified successful in training for recruitment to the posts of Prob. Officers and Clerks, depending on the option given by them and their eligibility for the respective posts. The selection process (Written Test, GD and interview) will be done by the Bank for these posts after completion of each batch. Bank reserves the right to alter the selection process, if required. The total marks allotted for Group Discussion and for Interview are 100 each.The minimum qualifying mark in the Written Test, Group Discussion and Interview are 40% for Unreserved category and 35% for SC/ST/OBC/PWD candidates. Only those candidates who secure the minimum marks as above at each level of selection process will be considered for preparation of final rank lists. The final selection for these posts shall be on the basis of rank lists drawn taking in to account the marks obtained by the candidates in Written Test + Group Discussion + Interview, with the following weightages;

General (applicable for both the posts and for training & final selection):
The centre & address of the venue, time & date for Group Discussion and/or Interview will be informed to the shortlisted candidates in the call letter. The shortlisting and call for interview will be on the basis of the details provided in the on-line application through NSDC website / physical application submitted by the candidate. If at any stage of the selection process, the details provided in the application are found to be false or if the candidate fails to submit the required documents to prove his/her eligibility at the time of interview, the candidature will be summarily rejected and the candidate will not be allowed for interview. The details of shortlisted candidates for Group Discussion and/or Interview will be hosted in our Banks website as well as NSDC portal. Request for change of Centre will not be entertained. However, the Bank reserves its right to change/add/cancel the date, time, centre, venue of the Group Discussion and / or Interview and to call the candidates for the Group Discussion and / or Interview at any other Centre or hold supplementary selection process for particular date / session / venue / centre / set of candidates at its discretion, under unforeseen circumstances, if any. Change of interview schedule, if any, will be announced in our website / by email. Mere eligibility / admission to the GD / Interview and/or, pass in GD / Interview do not imply that the Bank is satisfied beyond doubt about the candidates eligibility and shall not vest any right in a candidate for selection. The Bank would be free to reject the candidature of any candidate at any stage of the training / recruitment process, if he/she is found to be ineligible and/or furnished incorrect or false information / certificates / documents or has suppressed any material facts. If appointed, such a candidate may be summarily removed from the services of the Bank.

8. IDENTITY VERIFICATION:
While appearing for the GD and Interview (at the time of training & selection process), the candidate should produce original of any one of the valid photo identity proofs such as PAN Card / Passport / Driving Licence / Voters Card / Aadhaar Card etc., for verification. If the identity of the candidate is in doubt, the candidate will not be allowed for GD and Interview.

10. HOW TO APPLY (Enrolling for Training):


Candidates are requested to read the contents of the advertisement carefully and ensure their eligibility before applying for training.Candidates should have a valid personal e-mail ID. This e-mail ID should be kept functional till completion of this project. All the communication will be sent to the candidates on this e-mail ID only.

The eligible candidates have to register in www.nsdcudaan.com and apply for this programme during 29.04.2013 to 15.05.2013. All candidates who have applied on-line have to bring with them a filled-in physical application form as per application format provided in the Annexure.

Candidates can also apply by submitting physical application, as per application format provided in the Annexure, to the designated branches of Canara Bank or to the Nodal Officers at the designated Degree Colleges on or before 15.05.2013. When called for GD and/or Interview or any other process, candidates have to bring the originals along with self attested copies of the following documents, for verification; (i) Proof of Date of Birth along with proof of certificate for applicable age relaxation, if any, under the relevant category; (ii) Certificates and Marklists from SSC / SSLC / X std, 10+2 / PUC / Intermediate, Graduation, Post Graduation (if any) etc. (iii) Caste Certificate in case of SC/ST/OBC category candidates & Disability Certificate in case of PWD candidates (iv) Character certificate from the college / Institution last attended by the candidate (v) Any other relevant documents Candidates will not be allowed to take up GD and/or Interview etc., without production of the documents

11. CALL LETTERS:


The candidates who have been shortlisted [as mentioned in Point No. 7] will only be called for the Group Discussion and/or Interview and the schedule for Group Discussion and/or Interview etc., will be made available in Banks website www.canarabank.com and also in www.nsdcudaan.com.

All the communications viz., call letters for Group Discussion / interview etc., will be sent to the registered e-mail ID given by the candidate. The shortlisted candidates will also be notified through SMS to their registered mobile number. Bank will not take responsibility for late receipt / non-receipt of call letter / any communication e-mailed /SMSed due to technical reasons or whatsoever to the candidate. Hence candidates are requested to keep track of their application status by visiting Banks website as well as checking of their registered e-mail account from time to time during the process.

12. ACTION AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT:


Candidates should not furnish any particulars that are false, tampered, fabricated or suppress any material information while registering the application and submitting the certified copies / testimonials. At the time of Group Discussion/interview/during selection process, if a candidate is or has been found guilty of using unfair means or impersonating or procuring impersonation by any person at any stage of selection process; or misbehaving in the GD / interview hall or taking away any documents from the venue; or resorting to any other irregular or improper means in connection with his/her candidature for the selection; or obtaining support of his/her candidature by any means, such a candidate may in addition to rendering himself/herself liable to criminal prosecution, shall be liable (a) to be disqualified from the GD / interview / selection process for which he / she is a candidate (b) to be debarred, either permanently or for a specified period from any examination or selection held by the Bank.

13. GENERAL INSTRUCTIONS:


a) Call for/ admission to the Group Discussion / interview is purely provisional without verification of age / qualification / category etc. of the candidates. Mere receipt of call letter for Group Discussion / interview does not imply that the Bank is satisfied about the candidates eligibility. Candidates should ensure their eligibility before applying / attending the Group Discussion / interview etc. Bank reserves right to reject ineligible candidates applications at any stage. b) Applications which are incomplete in any respect will be rejected. c) Candidates will have to appear for the Group Discussion and/or interview or any other process, at their own expenses. However, outstation SC/ST/ Persons with Disabilities category unemployed candidates called for Group Discussion and/or interview will be paid Second class to & fro train fare or actual expenses incurred, whichever is less, by shortest route on production of proof of travel.

d) Candidates willing to serve anywhere in India only should apply for the post of Prob. Officers and candidates willing to serve any where in the state of J&K only should apply for the post of Prob. Clerks. e) Decision of the Bank in all matters regarding eligibility of the candidate, the stages at which such scrutiny of eligibility is to be undertaken, the documents to be produced for the purpose of the conduct of GD and/or interview, selection and any other matter relating to recruitment will be final and binding on the candidate. Further, the Bank reserves right to stall / cancel the recruitment partially / fully at any stage during the recruitment process at its discretion, which will be final and binding on the candidate. f) Candidates belonging to SC / ST / OBC / Persons with Disabilities categories should keep ready an attested copy of certificate issued by competent authority in the prescribed format as stipulated by Government of India. In case of candidates belonging to OBC category, certificate should specifically contain a clause that the candidate does not belong to creamy layer section excluded from the benefits of reservation for Other Backward Classes in Civil post & services under Government of India. OBC caste certificate should not be more than one year old. PWD Certificate should be in prescribed format. Originals are to be produced for verification. THE COMPETENT AUTHORITY FOR THE ISSUE OF THE CERTIFICATE TO SC / ST / OBC / PERSONS WITH DISABILITIES IS AS UNDER: I) For Scheduled Castes / Scheduled Tribes / Other Backward Classes: (i) District Magistrate / Additional District Magistrate / Collector / Deputy Commissioner / Additional Deputy Commissioner / Deputy Collector / First Class stipendary Magistrate / City Magistrate / Sub-Divisional Magistrate (not below the rank of First Class stipendary Magistrate) / Taluk Magistrate / Executive Magistrate / Extra Assistant Commissioner (ii) Chief Presidency Magistrate/ Additional Chief Presidency Magistrate/ Presidency Magistrate (iii) Revenue Officer not below the rank of Tahsildar (iv) Sub-divisional officer of the Area where the candidate and or his family normally resides. II) For Persons with Disabilities: Authorised certifying authority will be the Medical Board at the District level consisting of Chief Medical Officer, Sub-Divisional Medical Officer in the District and an Orthopedic / Ophthalmic / ENT Surgeon. III) Prescribed Formats of SC, ST, OBC, PWD certificates can be downloaded from Banks website www.canarabank.com. Candidates belonging to these categories are required to produce the certificates strictly in these formats only. g) Appointment of selected candidates is subject to his/her being declared medically fit as per the requirement of the Bank & receiving satisfactory report from referees ,State Government, Government of India, police authorities, NSDC or any other agencies as decided by the Bank. Bank reserves right to verify the antecedents of the candidates at any stage at its discretion. h) Appointment of selected candidates are subject to the Service and Conduct Rules of the Bank

i) Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the Courts situated in Bangalore. j) Canvassing in any form will be treated as disqualification. k) The Bank / agency shall not be responsible for an application being rejected which is based on wrong information provided in any advertisement issued by an unauthorized person / institution. l) In case any dispute arises on account of interpretation in versions other than English, English version will prevail. m) No candidate is permitted to use Calculator, Cell Phone, Pager or any other instruments in the GD / Interview hall / during selection process. Candidates in their own interest are advised to register on-line and submit their applications well in time before the last date for submission, to avoid the possibility of dis-connection / inability / failure to log on the NSDC /Banks website on account of heavy load on internet / website jam. The Bank does not assume any responsibility for the candidates not being able to submit their applications within the last date on account of the aforesaid reasons or for any other reasons beyond the control of the Bank.
