"About city's behaviour as a living Organism


The main subject in "design a City" is first of all to understand the city as a complex system which is connected as a great interwoven of variables which in his totality they form a big complex pattern. "The city works as a interwoven form for differents aspects related with life style and projection as well".

RAYN CITY _____________________________________________


Rayn in mapudungun (chilean indian language) means blooming. The city is located in the Region of the Lakes is one of Chiles 15 regions. The region contains the countrys second largest island.

The Big Four Theses of Co-Existence:
1. Representative democracy City council consists of 60 members, elected for 4-year period. The parties and the independent candidates are equally allowed to participate in the elections. The council members have to present annual reports about their activity to their fellow-citizens. Citizens can remove their representatives in the Council if dissatisfied with their work. 2. Grassroots democracy Beyond representativeness principle, citizens have right of social initiative. Each community and neighborhood might initiate local referendum regarding their immediate issues, at the request of 10 6

percent of the group members. If 10 percent of the voters in Rayun wish a referendum, the City council is obliged to organize it and deliver such referendum. Also citizens can submit specific proposals for discussion in the City council. 3. And (social) justice for all The benefits of democracy are for all. The decision making process must consider that every social group, community and neighborhood has access to and is provided with relevant public goods, social services, environmental rights, right of labour and payment, and freedom of speech. The local citizens pay taxes, based on the quality of life in the neighborhoods. 4. Conflict resolution - No one should be ignored The people of Rayun admit that diversity is a social force which enriches and drives forward the city's development. In case of a social contradictions and conflict, the interests of the majority are considered as dominant, at least if they do not confront thesis 3 - Social justice. In a situation of harsh disagreement between majority and minority, negotiations and consensus must be the basic tools for decision making. If negotiation seems impossible, the City council has to search for external mediation. The immediate political efforts of the citys Program 2020 are focused on: I. Attracting external investors by ensuring a three-year period without charging with local fees and taxes. The priority industries freed of charge are: high education, services, tourism, arts and culture, technologies, and organic farming. II. Developing Rayn as a brand. Permitting local producers to use the name of Rayn for their production. A special public fund will give small interest-free loans with a repayment period of 5 years to these local producers of organic food, craftsmen, artists, fishermen, who use traditional regional techniques and recipes to produce stuff with Rayn brand. III. Celebrating diversity. Accent on multiculturalism as city's asset. Supporting the spirit of cosmopolitanism among the Raynians. Establishing an international annual festival Rayn blossoms flourish, presenting the variety of world cultures and the different ethnic, religious, and language communities which coexist in the city. Providing support for the creation of community centers, especially in the neighborhoods with more immigrants. ______________________________________________________________________

Self-sufficient Thecitywillbeselfsufficientanditslogicofconsumptionwillbebasedonthecontributionofall tothegoodoftheentirecity.Projectswillbeencouragedurbanfarmsandpermacultureasa meansoffoodconsumption.Familieswithexcessresourcescanexchangetheirproductsfor cashbonuses. 5.Tourism as a help for the economy Theenvironmentinwhichthecitysetshasgreatpotentialecotourismwhichisthestrongofthe city.Theyreceivetouristsfromallovertheworldandthatenhanceinterculturalrelations. 6.Future sources of energy and Raw resources Globalwarmingandpracticalapplicationofresearchwillmakepossibleinfuturetounclock todaysinaccessiblesources.Rawresourcesoffrozensouthandalsominingonaseaand oceanbed.
