class passengers. Fifteen minutes before flight time on flight

I I also stated that within the last month, an unusual .

amount of passengers with passports from Bahrain traveled frgm
Boston to Orlando, Florida to Los Angeles. The tickets were /

woman. The man stated that he needed to buy a ticket to LA oh

Flight 11. CLARKE found it odd that he would be trying to buy a
ticket at 3:45am for a flight that would not depart until 8:00am. \E advised that it was too early and that they wo

should stand to wait and gave her an "evil look". Subsequently, \E departed the area to purchase a cup of coffe
returned, she noticed that the man was in the wrong ticket line. \E not wishing to further aggravate him, advis
agent, Andrea Rustin, to "just take him" rather than send him to /9/11 Law Enforcement

CLARKE described the man as 35 years old, 5'9"/180-200
Ibs, dark wavy hair, tanned pocked-marked round face, mustache,
white shirt. CLARKE described one woman as 5'2"-5'3", 25-30 years
old with glasses. The other woman was approximately 45 years old
and wore a shift-type dress.
Later on 9/11/01, at 7:00am, CLARKE slated that while she

was checking in passengers for a London flight, she heard another
ticket agent ask rf anyone spoke Arabic. CLARKE'S interest was
.piqued due to her Lebanese heritage. She lookedup..and notftd. a-
Middle Eastern male with his hand near his eye obscuring his face.
Another ticket agent, Anna Zani, suggested that her co-worker call
the information desk for an Arabic speaker./
CLARKE described the man as having short, very dark hair,

dark olive skin, 30 years old, 5'11" and medium build.

or 3 people for AA flight # 11. She distinctly remembers
boarding 2 Middle Eastern men for Flight #11. She believes they
were brothers with the first names of WAIL and WEILIL and the
same last name that she could not remember at this time. Their
last name was Middle Eastern. One brother checked a designer bag
that was profiled X-rayed while the other brother brought along
•..-a-rolt-ert-syitsase-v/ith-hirn.on board the plane.- She recalls-tttat——
one brother had a Gold Advantage AA Card AA frequent flyer.
She said both brothers wore casual business attire, no

ties, solid blue coats, gray slacks, dark hair, and their
heritage were definitely of Middle Eastern descent. One brother
had a narrow face while the other brother had a rounder face.
Both brothers showed Massachusetts drivers licenses as their form
of identification. She said neither brother appeared to be
nervous nor anxious. She believes they sat in the first class
section in Row 3 and occupied seats A and B on AA Flight #11.
If shown a photograph, she believes she could identify

both brothers.

for WAIL ALSHEHRI AND WALEED ALSHEHRI.
WAIL ALSHEHRI AND WALEED ALSHEHRI were passengers on

the same PNR list. Their reservations were divided because their
was a name mismatch. WAIL ALSHEHRI'S name was misspelled. It
was spelled WYAIL ALSHEHRI.
The PNR on WAIL ALSHEHRI provided the following

information:
American Airlines Flight 1 1 , on September 1 1 , 2001

departing Boston, Massachusetts and arriving in Los Angeles,
California. Hold and confirmed for one. Departing Boston at
0745 and arriving Los Angeles 1059. He purchased an electronic
ticket. The plane was out of the gate and ready to push at 0740

PALAVICINI advised she is a ticket agent at the counter

for AA. Her shift on 9/11/01 was 5:00 A.M. to 12:30 P.M. She ''9/11 Law Enforcement
worked at the International Flight counter Miami and San Juan. Privacy
She remembers four businessmen that appeared to be Middle Eastern,
entering Gate 32 AA flight 11. She said all four men were
dressed in business attire and two of the businessmen had carry- .
on luggage with them. She also remembered one passenger of /
Flight 11 who arrived extremely late as he told PALAVICINI that /
he was stuck in traffic and had to run to the gate to make the ,
flight. This passenger's last name was ROSS. She does not/
remember seeing any suspicious people around the gate for Flight
11 nor did she book anyone onto this flight.
PALAVICINI advised that the majority of the individuals

who work Security for American Airlines are from the .Middle East.
She also said that a lot of the baggage handlers are of Middle

September 11,2001. On this date, between 6:15 A.M. arid 6:45

was from a Middle Eastern country. This passenger stood out
because he had an AA Advantage Card for frequent.flyers yet he
went to the wrong counter International instead of the AA
domestic travel counter. He remembers the passenger as having a
long complicated name, he used both his green card and his
passport (he believes it was German or from a European country;
the passport was red in color) as his form of identification. He
said domestic passengers never use a passport as identification
nor does a frequent flyer passenger go to the wrong counter
international for a domestic flight. He described the
passenger as having glasses, short in height, black hair, thick
moustache, and wore business attire. He did not check any bags
but he did have a roll-on carry suitcase that he brought with him
onto the plane.
He believes if he saw a picture of the above described

passengei-QJUsaw his name again, he would be able to, .identify^.,.„
this passenger.

attendant described as a female, in her late 30s or early 40s,

or above in the coach section of Flight 1 1 , she would have worked
the flight. The coach population for Flight 1 1 only reached 53,
so the reserve flight attendant was released. FROMETA did not
know the name of this flight attendant. There were five
indjyj.duaLs wftpwerepn the late boarding list. One.of these________ ___
individuals was a dead heading crew member who/ was either heading
to another assignment or returning to his or her home station.
Another individual was a friend of an employee and was waiting
for a premium upgrade. Another individual traveling coach was
waiting for a business upgrade and a fourth passenger, last name
ROSS, was looking for an upgrade to business class. ROSS was
described as a white male, short, stocky, wearing glasses,
between 40 - 45 years of age, with thinning^ gray hair, wearing
khakis. There were five individuals who Were checked in at the

JAWAHIR has been employed with UNITED AIRLINES for

approximately 13 years. She is currently assigned to Customer
Service and responsible for the ticketing and check in of
passengers. She normally works the 4:30 a.m. to 1:00 p.m. shift.
JAWAHIR arrived to work at approximately 4:30 a.m. Upon

~h6Mimvah-she-disGovered- that she been assi§fied-to-ww
basic check-in of passengers. JAWAHIR advised that she prefers to
work with ticketing and switched job assignments with UNITED
AIRLINES employee KAREN GRIFFITH. JAWAHIR stated that at
approximately 4:30 a.m., UNITED AIRLINES had their normal daily
briefing. This briefing is a discussion about flights, weather,
and assigned positions. The purpose of the briefing is also is to
address any vacancies due to employees calling in sick. JAWAHIR
recalled that everyone was present that morning.
At approximately 5:00 a.m., JAWAHIR opened her counter

and started with the first of the customers. JAWAHIR recalled
checking in a number of people who were scheduled to fly ort UNITED
AIRLINES Flight 175, Boston to Los Angeles. However, JAWAHIR
stated that passenger flow was very slow and she did not check very

JAWAHIR advised that both men subsequently departed for the line to
check-in for flights.
JAWAHIR advised that the two young Mid Eastern men walked
over to stand in the check-in line. JAWAHIR recalled that UNITED
AIRLINES Customer Service Agent MANNY CARREIRO was the
representative who dealt with the two Middle Eastern gentlemen.
JAWAHIR advised that one of the men must have told MANNY that he
wished to buy a ticket, as MANNY sent both men back to JAWAHIR's
counter.
JAWAHIR stated that Subject #1 again said that he needed

to_buy a ticket. JAWAHIR asked to .look at his itinerary and Jgund.
that he was booked on UNITED AIRLINES Flight 175, Boston to Los
Angeles. JAWAHIR added that the gentlemen, whose last names both
started with an "A," were in the business class, row 9, in either
seats A and B or B and C. JAWAHIR added that Subject #1 used a
Florida driver's license for identification, and recalled that the
city listed on the driver's license was "something Beach." JAWAHIR
stated that she then asked both Subject #1 and Subject #2 the
security questions. JAWAHIR advised that both #1 and #2 had
problems answering the security questions. JAWAHIR went over the
~qtiestions-again-very slowly and received the-appropriate-fesponaes:" »•
JAWAHIR advised that #2 had a paper ticket, that appeared

to have been mailed to him. Number 2 utilized a Virginia drivers
license as his form of identification. JAWAHIR stated that both
men checked in one bag. JAWAHIR recalled that each bag was normal
in size and did not appear to be very heavy. JAWAHIR added that
the bags were the size that you would normally utilize if you were
gone for a week. JAWAHIR added that both bags looked new. JAWAHIR
advised that she thought both men had one carry on bag with them.
JAWAHIR advised that she issued the two men two boarding
passes, in row 9, in the business class section. JAWAHIR added
that she asked the men if it would be okay to have her place both
boarding passes in one envelope. JAWAHIR advised that she was
uncertain as to whether the men understood the question, but they
indicated that it would not be a problem. Thus, JAWAHIR placed
both tickets and boarding passes in one envelope. JAWAHIR also
" circled "the gate number, gate 19, on boarding pass. JAw7lHTR~Then

this individual was very well dressed, with well trimmed hair and a
button down shirt. JAWAHIR advised that #1 had dark hair which was
combed back and very short with bangs. He did not have any facial
hair, nor did she recall glasses or jewelry.
JAWAHIR described #2 as shorter than #1, well dressed

wearing what appeared to be a dark suit. He also had short hair
and a dark skin tone.
JAWAHIR recalled that the suitcases that the men checked

in were soft sides with handles you could use to pull the suitcase
behind you. JAWAHIR recalled that the handbags looked like a
briefcase. JAWAHIR did not recall either man emanating any type of

advised of the identity of the interviewing agent and the nature of
the interview, ALLEX provided the following information: /
ALLEX was working the morning of 09/11/2001 and his shift

began at approximately 5:30 am. He was trainirial bnd
-1 bt.the American Airlines main terminal tickelcjByntfi,r.,,
and he worked between the two of them. |__|checked in NAWAF and
SALEM AL-HAZMI and ALLEX looked on while she confirmed their
tickets. ALLEX recalled that just NAWAF spoke during their check-
in and SALEM stood behind him. ALLEX described SALEM as the one
wearing black slacks and he acted very anxious or excited.
ALLEX was shown the ADT Security Systems surveillance

tape from camera #31. The camera is located above the British
Airways ticket counter and points in an easterly direction toward
-the^tmerican-Airlines ticket counterr~ALLEXideiilified'fiuni th« " •• ••"'"—
video two subjects as being the ones that checked in and used the
names NAWAF and SALEM AL-HAZMI. ALLEX was a little unsure about
the size of the luggage that the two subjects checked in. He
thought that the bags that they checked were smaller than the bags
he saw on the video. ALLEX identified NAWAF as the subject in the
blue shirt and khaki slacks and SALEM as wearing the white shirt
and black slacks.
The interview of ALLEX was in reference to a lead set at

Dulles Command Post as #31. No lead number was generated at WFO at
time of interview.

AIRLINES Operations Center at Dulles Airport in regards to the I
hijacking of flight 77 on September 11, 2001. BROWN provided her I

She has been an Operations Agent for twenty'seven years.

Her duties include all matters pertaining to the "ticket lift '
operation" which handles all operations regarding the ticket
counter, boarding and deplaning passengers, baggage service
dispatching flights. She was off on Sunday and Monday and worked
Tuesday, September 11, 2001, from 5:30am until 2:00pm. She worked
at the main ticket counter checking in passengers with tickets in /
First Class and those that had Executive Platinum, Gold and ;
Platinum Club memberships.
BROWN stated that she checked in passengers for flight 77

who were in the first class cabin or had the above memberships.
BROWN recalled checking in Mr. YAMNICKY, an older white male, as he
had a problem with his ticket that had been obtained from a travel
agent. YAMNICKY was not upset over the problem with his ticket,
and she was able to resolve it for him. She also recalled checking
in Mr. DROZ, a middle aged white male. She recalled Mr. DRC-Z as
she knows an individual by the name of DROST and this marf
pronounced his name the same way. BROWN advised that sihe also
checked in a female passenger for flight 77 and may have checked in
one or two others. BROWN explained that ticket agent DIANE LEEDS
worked next to her and also checked in passengers for flight 77.
LEEDS was tied up with a husband and wife who were flying to Maui
and had problems with their tickets and an award coupon they were
trying to use. /
BROWN stated that it was a light travel day,anc

not a long wait in line to check in. BROWN could not recall
checking in any coach passengers, nor could she remember checking
in any Arab males or anyone acting suspicious. BROWN advised that
later in the evening she and ticket aaenJ frvere

not recall seeing anyone in the coach check-in line that appeared
suspicious.
9/11 Closed by Statute
— - -BR0WN stated that approximately two-months-agtrsherwas-

working at a gate and saw a man with a utility knife on top of his
carry on bag. She challenged the man and he said that there were
five or six of them with similar knives. BROWN advised that the
knives all had approximately four inch blades and were the type
used to cut boxes. BROWN stated that he was shocked that airport
security had let these people through. BROWN advised that she
tried to make an issue out of the incident, however the security
people were not interested.
~BRdWN~stated that she has never'be'en arrested. She lives

alone and is not aware of anyone in her family ever being arrested.
No one has ever asked her to put something on an airplane, nor has
anyone asked her to give anything to a passenger. She did not put
anything on flight 77/144, nor did she give anything to a passenger
on flight 77. No one has asked her about security at the airport,
nor has anyone asked for photographs of the cockpit of any of their
airplanes. She has not given anyone a tour of the gate facilities,
nor has she seen any other employee giving a tour of the gate
facilities other than to a new employee or children. She is not,
nor is any member of her family, or circle of friends, a member of
a radical political group, a radical religious group, or a
terrorist group. She has no knowledge of who was involved in the
hijacking of Flight 77.
BROWN advised that she has a green badge that gets her on
the Dulles Airport property and to the gate area of AMERICAN
— A+RblNES. BROWN stated that she has challenged-peepte-ff-she-dees-

was out of sight. She has not encountered any unauthorized
individual in secure space.

two middle eastern males arrived at her counter to check in. I
I [identified the males names from the passenger manifest as
KHALID ALMIHDHAR and MAJED MOQED. Both men provided Virginia
identification. ALMIHDHAR appeared to be in charge and was |
answering all the questions. MOQED did not appear to understand the
security questions when she asked them. MOQED gavel I a small
old leather suitcase, which was not heavy, to check in. The bag was
jsecured with leather straps. ALMIHDHAR had a carry-on bag. Both

security questions she recalled the second male turned to DIPPED and
spoke in another language. MOQED then hesitated in his response to
the question "has anyone given you anything to carry on the

RIZZUTO is the General Manager for UAL AT ^lewark Airport

and is responsible for the daily oversight of UAL operations there.
RIZZUTO provided a general understanding of the boardiflg procedures
that were in place on 09-11 -2001 for UAL FLIGHT 93. Sh$ identified
the location of check-in as well as the UAL employee who conducted
such on each of the four hijackers. RIZZUTO did this by/cornparing
the issuing agent's identification number that was listed on each
of the hijackers' boarding passes with the record of where the ,

related to UAL 93. These reports are as follows;;ACI printout,
Gate reader report, and the ACARS report. /
In addition, RIZZUTO advised that IJAL FLIGHT 92 was a
"turn around" flight for UAL FLIGHT 78 which departed San Francisco
at 7:01 p.m. on 09-10-2001. /

basic check-in of passengers. JAWAHIR advised that she-prefers to

•* IpOJyfJWJWÂ approximately 4:30 a.m., UNJIED. AIRLINES had their normal daily/9/11 Law Enforcement
briefing. This briefing is a discussion about flights, weather, / Privacy
and assigned positions. The purpose of the briefing is also is to,
address any vacancies due to employees calling in sick. JAWAHIR
recalled that everyone was present that morning.
At approximately 5:00 a.m., JAWAHIR opened .her counter

and started with the first of the customers. JAWAHIR recalled
checking in a number of people who were scheduled to fly on UNITED
AIRLINES Flight 175. Boston to Los Angeles. However, JAWAHIR
stated that passenger flow was very slow and she did,hot check very
many people in.
Shortly before 7:00 a.m., JAWAHIR recalled two well
dressed Arabic males approached her ticket counter. JAWAHIR
advised that one of the males Subject #1 indicated that he wished
to purchase a ticket. JAWAHIR advised that he spoke very poor n
English. JAWAHIR stated that she asked, "checking in or buying a ~~"
ticket?" The man, #1, who JAWAHIR identified as being of Mid __
Eastern descent, responded "purchase ticket." JAWAHIR noted that —
she observed that Subject #1 had a UNITED AIRLINES envelope with a ~^
UNITED AIRLINES itinerary in hand. JAWAHIR stated that she ./

informed #1 that he did not need to buy a ticket, that he already

had a ticket and he simply needed to go to the check in area.
JAWAHIR advised that both men subsequently departed for the line to
check-in for flights.
JAWAHIR advised that the two young Mid Eastern men walked
over to stand in the check-in line. JAWAHIR recalled that UNITED
AIRLINES Customer Service Agent MANNY CARREIRO was the
representative who dealt with the two Middle Eastern gentlemen.
JAWAHIR advised that one of the men must have told MANNY that he
wished to buy a ticket, as MANNY sent both men back to JAWAHIR's
counter.
JAWAHIR stated that Subject #1 again said that he needed

to buy a ticket. JAWAHIR asked to look at his itinerary and found
that he was booked on UNITED AIRLINES Flight 175, Boston to Los
Angeles. JAWAHIR added that the gentlemen, whose last names both
started with an "A," were in the business class, row 9, in either
seats A and B or B and C. JAWAHIR added that Subject #1 used a
Florida driver's license for identification, and recalled that the
city listed on the driver's license was "something Boach." JAWAHIR
stated that she then asked both Subject #1 and Subject #2 the
security questions. JAWAHIR advised that both #1 and #2 had
problems answering the security questions. JAWAHIR went over the
questions again very slowly and received the appropriate responses.
JAWAHIR advised that #2 had a paper ticket, that appeared

to have been mailed to him. Number 2 utilized a Virginia drivers
license as his form of identification. JAWAHIR stated that both
men checked in one bag. JAWAHIR recalled that each bag was normal
in size and did not appear to be very heavy. JAWAHIR added that
the bags were the size that you would normally utilize if you were
gone for a week. JAWAHIR added that both bags looked new. JAWAHIR
advised that she thought both men had one carry on bag with them.
JAWAHIR advised that she issued the two men two boarding
passes, in row 9, in the business class section. JAWAHIR added
that she asked the men if it would be okay to have her place both
boarding passes in one envelope. JAWAHIR advised that she was
uncertain as to whether the men understood the question, but they
indicated that it would not be a problem. Thus, JAWAHIR placed
both tickets and boarding passes in one envelope. JAWAHIR also
circled the gate number, gate 19, on boarding pass. JAWAHIR then
directed the two men in the direction of the security gate.

JAWAHIR advised that they departed in that direction. JAWAHIR

added that she did not observed the men with either cell phones or
pagers.
JAWAHIR described Subject #1 as a Mid Eastern male, early

20's, approximately 5'4", with a slim build. JAWAHIR recalled that
this individual was very well dressed, with well trimmed hair and a
button down shirt. JAWAHIR advised that #1 had dark hair which was
combed back and very short with bangs. He did not have any facial
hair, nor did she recall glasses or jewelry.
JAWAHIR described #2 as shorter than #1, well dressed

wearing what appeared to be a dark suit. He also had short hair
and a dark skin tone.
JAWAHIR recalled that the suitcases that the men checked

in were soft sides with handles you could use to pull the suitcase
behind you. JAWAHIR recalled that the handbags looked like a
briefcase. JAWAHIR did not recall either man emanating any type of
scent, and thought that they seemed to be students.
JAWAHIR was asked if she would recognize the name of the

passengers from the UNITED AIRLINES manifest for Flight 175.
JAWAHIR advised that she thought she would be able to pick the
names out, as they had the same last name. JAWAHIR was shown a
manifest and immediately indicated that HAMED ALGHAMDI and HAMZA
ALGHAMDI were the two Mid Eastern individuals who checked in with
her at the ticket counter. JAWAHIR added that she was positive
that those were the names utilized by the two men.
JAWAHIR stated that she recalled the men well enough to

attempt and provide information for a sketch of the two men.

on this list will be sent home according to seniority. At \5 am he was told to go home by his supervisor JOANN
When he arrived at work at 4:45 am, he was assigned to 9/11 Personal Privacy
the UNITED ticket counter - First Class Line. At approximately
7:00 am - 7:30 am, a man came up to him with a "certificate" and
asked him to print him a ticket to get on Flight 175./ He stated
that he did not recognize this 'certificate" and did not know how
to print it and he told the man to go to the Ticket Counter,
where GAYLE JAWAIR phonetic was working. He described this
individual as follows: Male with dark olive skin, late 20's,
dark full head of hair combed back, no facial hair, suit jacket,
skinny, 5' 10", 160 pounds. He does not recall/if this
individual was carrying any luggage. He did nbt see this
individual with anyone else. In addition, this nian's English was
poor and CARREIRO had difficulty in commuhicating with him.
CARREIRO does not recall any unusual activities in the

days preceding this hijacking. He does not know anyone who is
employed by UNITED that may be involved in this activity.

THOMAS provided the following information:
THOMAS was born in Boston, Massachusetts, United States,

of America. He has never been out of the country. He is a
Baptist and has no political affiliations of any sort.
THOMAS has been employed by HUNTLEIGH SECURITY as a,

Pre-Board Screener Supervisor PBSS for approximately three 3
years. His usual days off are Sunday and Monday. His work shift
runs from 0500 through 1300 hours.
On September 11,2001, THOMAS worked from 0500-0600 at /9/11 Law Enforcement

the magnetometer. He does not recall any knives passing through • ' Privacy
the checkpoint.
THOMAS is aware that the FEDERAL AVIATION

ADMINISTRATION FAA regulation for knives passing through
security is 4<", as long as it does not have a jagged edge. If a /
knife exceeds this measurement, he instructs the passenger to,
check the knife or turn it over to security. If they surrender ,
the knife, it is sent to Lost and Found where the passenger rnay
try and retrieve it, upon their return to LOGAN. If something is
taken to the Lost and Found, it has to be logged under ,
confiscated. Knives that are okay to pass through security are
not logged in.
THOMAS stated he will allow a box cutter through the

checkpoint, if the blades are removed.
THOMAS stated knives of different sorts, but mostly

SWISS ARMY knives pass through security every day. He stated the
FAA rules allow it.
THOMAS stated there are no co-workers and have been no

I was advised of the identities^ of the Interviewing agents. Ms.

aore was further advised that this interview concerned the
operation of the X-Ray scanning machine at the United Airlines
Terminal at Terminal C, Logan International Airport Airport,
Boston, Massachusetts. This interview was conducted at the offices
of United Airlines at the Airport.
Ms. Gore stated that she is employed by HUNTLEIGH

Security as the Supervisor in Charge which is colloquially referred
to as the "CSS," in Terminal C of the Airport. She was in charge of
the security checkpoint in the United Airiines Terminal at Terminal
C, from 0500 5:00am to 1300 1:00am on this date. Ms. Gore
stated that the shift at Terminal C was operated without
significant incident until approximately 0815 8:1 Sam when a
dispute with a passenger, described as a Oriental male, over the
passenger's insistence that he be allowed to take two laser
pointers on board the aircraft. Ms. Gore stated that two lines were
in operation at the time, and the dispute caused the affected line
to temporarily cease operation.
Ms. Gore provided a log of the personnel who operated the

X-Ray scanning machine screen during the period from 0500-0930
5:00am thru 9:30am. These X-Ray machines are used to scan and
inspect carry-on luggage and other items carried by passengers on
to commercial airlines. These personnel are:

the interviewing Agent. RICHEY provided the following
information.
RICHEY was hired by HUNTLEIGH on 9/28/00. She attended

2 days of training, each day consisting of 8 hours. She next had
40 hours of on the job training at the security check point.
During this training period another screener was with her at all
times observing her work to make sure it was done correctly. She
said the way to tell if a security check point person is in
training is to|

RICHEY is
currently a security check point supervisor for HUNTLEIGH
SECURITY.
RICHEY prefers to staff her security check point with a i

person in the following positions: magnetometer, hand wand, bag
checker, x-ray and exit. She said the exit person is the
individual who makes sure that individuals are not allowed in the;
secure area without first passing through the security check. ;
RICHEY reported if she encounters a problem with a j

threatening weapon she freezes the site and calls "LEO." She i
said "LEO" stands for law enforcement officer. RICHEY tells the:
passenger to hold on and tries to down play the situation so the
passenger will not know that the security check point people know
the passenger is carrying a weapon. The passenger then wartsj
until a Massachusetts State Trooper arrives to evaluate the !
dangerousness of the weapon. If the weapon is non-threatening,
the passenger is instructed to take the weapon back to the ticket
counter and check it with the rest of their luggage, j

RICHEY advised the FAA and UNITED AIRLINES rule on

knives is if the knife is 4" or less, the knife is allowed on
board the aircraft. If the knife is longer than 4* the passenger
is instructed to return to the ticket counter and check the knife

with their luggage. RICHEY reported knives are a common problem
at the security check point but the knives are generally less
than 4".
RICHEY advised on 3 separate occasions recently married

couples attempted to take a wedding cake knives longer than 4"
through the security check point. Each time she instructed the
recently married passengers to return to the ticket counter and
check the wedding cake knife with their luggage. She said each
time a UNITED AIRLINES representative escorted the married couple
back to the security check point and told the security check
point people to allow the wedding cake knife onboard the
aircraft. RICHEY said she subsequently allowed the married
couples to board the aircraft with the wedding knives.

J The hand wand is used to identify the object on the person

RICHEY stated she works Mondays, Tuesdays, Wednesdays,

Thursdays and Saturdays. She works from 5:00 a.m to 1:00 p.m.
She was working at Terminal C on September 11, 2001. RICHEY said
what she remembers most about the 11th, prior to the hijacking,
was a Chinese man who tried to pass through her security check
point with a laser pointer. RICHEY was unable to convince the
Chinese man to throw away the batteries to his laser pointer.
She subsequently notified the Massachusetts State Police who was
able to convince the Chinese man to discard the batteries. The
Chinese man was then allowed to proceed to his plane. RICHEY
said this occurred at about 6:30 a.m. on the 11th.
RICHEY said box cutter knives are not allowed onboard

an aircraft. She described a box cutter knife as one that has a
thumb operated switch which is depressed to allow the knife to
protrude. The box cutter knives are not allow on the airplane
due to the sharpness of the blade. She said no passengers were
stopped on September 11, 2001 with box cutter knives.

Airlines), was advised of the identity of the interviewing agent and furnished the following
information.
Taylor works the 1 pm- 9pm shift. She worked the afternoons of Sept. 10 and 11,
2001 at Terminal C, Boston Airport and saw nothing suspicious. She has worked for Huntleight for
one year.
On Wednesday August 29, 2001, Taylor was somewhat bothered by a young man
who asked a lot of questions about the X-Ray machine and the magnetometer and took notes. He
was age 25-30, white, dirty blonde hair, Boston accent, 5'6", thin. He was articulate and pleasant.
She asked him for ID and he said he had none. She asked him if he was a reporter or a student.
He said no. He asked questions that she did not want to answer and so she referred him to UA
management. After that, the young man remained seated near the checkpoint for another ten
minutes, taking notes, and t hen he left.

AMERICAN AIRLINES Identification card. HERNANDEZ explained she
works for both GLOBE AVIATION SERVICES CORP. and AMERICAN
AIRLINES. She works part time for AMERICAN AIRLINES Tuesday
afternoons, Saturdays and Sundays. She works for GLOBE AVIATION
on Mondays, Tuesdays, Wednesdays and Thursdays from 5:00 a.m. to
1 p.m. When she works for GLOBE AVIATION she generally works the

HERNANDEZ was working on 9/11/01. She started her day

at the south security check point at about 5:05 a.m. At about
7:15 or 7:20 she moved to the middle check point which had just
opened. She identified the CSS at the south check point as MARY
LOU LNU, who is Asian. She identified the middle security
check point CSS as ROSARITO RIVIRA.
HERNANDEZ explained she predominately works primary

magnetometer, hand wand, benringer and bag check. She changes
position in the above jobs about every 30 minutes. HERNANDEZ
does not work the x-ray machine that much because of an eye
problem,
HERNANDEZ reported she did not observe anything out of

the ordinary on 9/11/01. After the 2 planes were hijacked and
crashed they closed Logan Airport and the GLOBE AVIATION
employees at the middle and south security check points went to
the main check point.

identity of the interviewing Agent. RIVIRA provided the
following information.
RIVIRA has been employed by GLOBE AVIATION SERVICES for

approximately 11 months. She has been a CCS, supervisor, for
approximately 5 1/4 months. She generally works the middle
security check point at Terminal B. On September 11, 2001, she

about 7:15 a.m. The opening time of the check point should be
logged in a book which is kept in the office at the main security
check point. She observed nothing unusual on the 11th.
RIVIRA is aware that a knife which has a blade length

of longer than 4" is not allowed aboard aircraft. She said the
managers of her company as well as FAA rules allow knives 4" or
smaller on aircraft. If she encounters a passenger with a knife
longer than 4", she tells the customer they must return to the
ticket counter and have the knife checked with the rest of their
luggage. RIVIRA checks the length of a knife blade with her
MASSPORT/Logan International Airport identification badge. If
the knife is shorter than the identification badge, the knife is
allowed on board the aircraft. If the knife is longer than the
identification badge, the knife must be checked with the
passenger's other luggage. If a knife is located in a
passengers,c^rry on .luggage, the luggage is visually checked;fpx,_,__
the knife. After removing the knife from the luggage the luggage
is again screened.
RIVIRA is aware of box cutter knives. She described a

box cutter knife as having a button on the top you push down on
and extend to get the blade to extend out of its housing. She
said box cutter knives are not allowed on board aircraft.
Approximately 4 months ago she stopped a man at the security
check point who had a box cutter knife. She made the man remove

throw them away. The passenger was then allowed to take the body

RIVIRA explained it is not unusual for GLOBE AVIATION
employees who work at the security check points to not show up

Somalia and Asia. Several GLOBE AVIATION employees are Islam and
pray at work on their break. She identified ISAMAIL MASTER and
KAMAL KHALID as praying by the pay telephones located near the
middle security check point during their break.
RIVIRA takes a GLOBE AVIATION company van to work each

day. Others who accompany her on the van to work are FARAH
ABDULLE, MOHAMMED YUSSUF, CHRISTOPHER GOSS and BERNARD HARRISON.

PARK arrived in the United States approximately eight 8

years ago from South Korea. She is a Christian, a Seventh Day
Adventist. She has no political affiliations of any sort. She
does possess a resident card.
PARK has been employed by Globe Aviation Services

Corporation as a pre-board screener PBS for approximately one 1
year. Her usual days off are Thursday and Saturday. Her work
shift runs from 0500 through 1300 hours.
PARK is aware that the FAA regulation for knives passing

through security is 4<". If a knife exceeds this measurement she
calls for a supervisor. The supervisor either confiscates the
knife or instructs the individual to check the weapon back at the
main baggage check point. Knives with jagged edges regardless of

that she will not allow a box cutter through the check point and
will call a supervisor for this item as well.
PARK worked the South check point and recalls nothing

unusual about the morning of 9/11 nor any other day. There are no
co-workers and have been no passengers she can recall that have
made her suspicious of their intentions or activities.

interviewing agent and the nature of the interview, KAMINENI
KAMINENI advised that he arrived in the United States in

1995 and first started working at LOGAN AIRPORT in the duty free
shop in Terminal E, as a salesman. In 2000, KAMINENI accepted a
position with GLOBE AVIATION in Terminal E, and was subsequently
trained to provide security services as a Pre-Board Screener PBS
to AMERICAN AIRLINES, who GLOBE AVIATION had a contract with.
KAMINENI advised that after only a couple of months, he was
recruited by HUNTLEY SECURITY, INCORPORATED as a Supervisor.
KAMINENI advised that HUNTLEY SECURITY had just received a contract
to provide security services to UNITED AIRLINES in Terminal C and
wanted him to come work for them as a Supervisor.
KAMINENI advised that in September, 2000, he began

employment with HUNTLEY SECURITY as a Supervisor and was
responsible for the 15 to 20 HUNTLEY employees on each shift who
manned the security checkpoint in Terminal C. KAMINENI advised
that he had a General Manager above him, named SIMON J. ROBINSON.
KAMINENI advised that he usually worked the 5:00 AM to 1:00 PM
shift, and sometimes worked the 1:00 PM to 9:00 PM shift.
KAMINENI made the following observations with regard to

security lapses at the airport:
KAMINENI recalled that on one occasions while he was

headed to the office to begin his shift, he passed an unguarded
door, which led out to the airplanes and observed a Middle Eastern
male attempting to pass through the door. KAMINENI challenged the
individual and asked him if he had a security pass. The individual
did not have a pass and became very confrontational with KAMINENI

came through the gate and were not detected because of careless

KAMINENI advised that, in general, there was a careless attitude at

2 Middle Eastern PBS people, one named| J.NU was employed for
approximately a month at each of the three 3 contract security
companies that provide security services to LOGAN AIRPORT.
KAMINENI advised that one 1 individual worked in January, 2001
for GLOBE AVIATION, then a month for HUNTLEY SECURITY in
approximately February, and then moved to ARGEN BRIGHT in
approximately April of 2001. KAMINENI advised that after this, the
individual basically disappeared and he did not see him anymore.

advised that the first flight on September 11, 2001 was at 6:00 \. People began to arrive at the airport at 5:00 AM.

CORA. FUCIA LNU, DAVID LNU and JEAN NICHOLS. 9/11 Law Enforcement
Privacy
Between 5:00 AM and 5:30 AM, MCCREADY's responsibility,
was to watch the screen. At 5:30 AM, MCCREADY was placed on
standby. At approximately 5:15 AM, while MCCREADY was checking
bags, he had DAVID LNU and GENE NICHOLS check one bag which
appeared to have wires inside of it. The bag was checked and
their was jewelry inside the bag. A second bag was checked at
approximately 5:20. This bag contained a lamp. DAVID L1SIU
checked the second bag. DAVID then took over the screen. Each
security worker watches the screen for approximately one half
hour. MCCREADY watched the screen a second time from
approximately 7:00 AM to 7:15 AM. During this time period, he
ordered no bag checks. MCCREADY advised that there is a second
doorway beside the checkpoint facing the checkpoint off to the
left. AA employees are able to come and go through this doorway
without going through the checkpoint. MCCREADY does not know
where this door leads.

Approximately 50 people came through the AA checkpoint the
morning of September 11, 2001. This gate is an open gate and no
boarding passes are needed to pass through the checkpoint.

MCCREADY advised that he has two Arabic co-workers.
The first co-worker is HAMID LNU. HAMID works at the middle
checkpoint. The second Arabic coworker name is MUSTUFA LNU.
MUSTUFA works at the CTX machine. The CTX machine X-rays the
baggage of particular passengers. Both co-workers were working
the morning of September 11, 2001.
MCCREADY advised that he checked one blue cloth duffel

bag. The duffel bag contained tools. The duffel bag contained a
hammer, pliers and sockets. The hammer was confiscated. The
elderly man was described as Hispanic looking dark skin, gray
mustache, gray hair, glasses, medium build, 5'6"-5'7". He was
wearing a beige straw hat. The younger man was described as
lighter skinned, short black hair, black mustache, height 6'0",
athletic build, wearing a short sleeve shirt. The younger man
translated for the elderly man. MCCREADY believed they were
speaking Spanish.

Main Security Checkpoint. Her normal shift at work is from 4:00
am to 1:00 pm. Ms. GQRA further stated that she worked this /
shift on September 11, 2001 and that nothing unusual or /
suspicious occurred at the Main Checkpoint before or after the
terrorist attacks. Immediately subsequent to when the terrorist
attacks occurred, the Main Checkpoint was shutdown. Ms. CORA
stayed at work until 1:00 pm and then left for the day. /
Ms. CORA advised that an unusual incident occurred; at

the Terminal B Main Checkpoint, approximately three weeks ago.
She was working the Main Checkpoint, when a well dressed
businessman, approximately 5'4" and 60 years old, was asking
questions about security at the airport. He did not appear to be
flying that day and did not press the security people for ;
answers. According to Ms. CORA, the man came through the
Checkpoint area and then went back out beyond the Checkpoint. At
that point Ms. CORA lost sight of him and has hpt seen him since
the incident. . /

Ms. SUMMA stated that she has been employed, for ten
years, by GLOBE AVIATION SERVICES GAS as a Pre-Departure
Screener. She explained that her primary duty is to view the x-
ray machine at the Terminal B Main Checkpoint. Her normal work,
hours are 4:00 am to 1 :00 pm. On occasion, Ms. SUMMA will work
at the South Gate Checkpoint as a Pre-Departure Screener.
On the morning of September 1 1 , 2001 , Ms. SUMMA carfie to

work at 4:00 am and immediately reported to the Terminal B Main
Security Checkpoint. She remained at this Checkpoint from 4:00
am to 6:00 am. Within this period of time, Ms. SUMMA did not
recall anything out of the ordinary at this Checkpoint. She /
added that no individuals stood out in her mind as acting either
suspicious or nervous. At 6:00 am, Ms. SUMMA reported to the
Terminal B South Gate Checkpoint as an exit guard. According to
Ms. SUMMA. the duties of an exit guard included watching items
being taken off the x-ray belt and general observation. /She
remained at the South Gate Checkpoint until 9:30 am reporting
nothing unusual. At 9:30 am, Ms. SUMMA'S supervisor, CARTER
BIBBY, instructed all the security people at the South Gate to
shutdown the Security Checkpoint. Ms. SUMMA went back to the
Main Checkpoint and remained there until 1:00 pm.

information.
AYLWARD has worked for GLOBE AVIATION SERVICES for

approximately 2 years. He is a certified PBS (Pre-Board
Screener). He attended 4 days of training at GLOBE AVIATION'S
training facility on Bremen Street in East Boston prior to
working at the gate security check points in Terminal B. AYLWARD
works the following positions at the security gate: x-ray, hand
wand, "Derringer" and the 1st position magnetometer.
AYLWARD recalls working on September 11, 2001. He does

not recall seeing any Middle Eastern passengers passing through
the security check point. He recalled conducting a hand wand
check on the pilot of AMERICAN AIRLINES Flight 11 when he came
through the security check point. He also recalled doing a bag
check on one of the passengers who passed through the security
check point but could not offer any further details on this
matter.
AYLWARD reported sometimes Middle Eastern employees of

GLOBE AVIATION working the security check points will say
something in a foreign language to passengers from the Middle
East. He does not know what they are saying as he does not speak
or understand the language. None of the Middle Eastern employees
have ever asked him to attend religious gatherings at their
mosque nor have any of them asked him to do anything illegal at
the security check point. He has never been bribed by anyone to
allow unauthorized weapons or contraband through the security
check point. He has never been invited to attend any social
functions which might have been hosted by Middle Eastern GLOBE

GLOBE AVIATION employees outside of work, as in picking up their
pay check, he observed them wearing traditional western clothing.
AYLWARD has not had any problems with Muslims who work at the
airport.

AYLWARD is aware that knives longer than 4" are not
allowed to be carried aboard aircraft. Conversely, knives with a
blade length shorter that 4" are allowed to be carried on
aircraft. If a knife longer than 4* is detected at the security
check point the passenger is instructed to return to the ticket
counter and have the knife checked with the rest of their baggage
which will go in the belly of the aircraft. Passengers also have
the option of leaving the unauthorized knife at the security
check point where it will be thrown away. AYLWARD said the CSS
is the person who determines the blade length of a knife and
whether the passenger is allowed to board the aircraft with the
knife. He said the PBS is just the screener.
AYLWARD is aware of box cutter knives. He worked at

STOP AND SHOP Supermarkets for 17 years and knows what a box
cutter knife is capable of. AYLWARD was not aware of his
company's policy on box cutter knives but indicated if the box
cutter knife was 4" or shorter it would be allowed on board the
aircraft. Box cutter knives are not good for stabbing persons
but rather for slashing them.

GONZALEZ has worked for GLOBE AVIATION for 8 to 9

months. He is a baggage handler who works behind the AMERICAN
AIRLINES ticket counter at Terminal B. He works Mondays,
Tuesdays, Wednesdays, Saturdays and Sundays. Generally, on
Thursdays he works overtime. GONZALEZ regular work day schedule
is from 5:30 or 6:00 a.m. to 1:00 to 2:00 p.m. GONZALEZ places
passenger's baggage on the conveyor belt behind the ticket
counter. GONZALEZ indicated baggage which is fragile is placed
in plastic containers on the conveyor belt. Similarly, a man's
suit bag would also be placed in plastic container on the
conveyor belt. Oversized and overweight baggage, such as baby
car seats, golf clubs and heavy suitcases, go on a different
conveyor belt than the regular passenger baggage.
GONZALEZ was working on September 11,2001 and began

work at about 6:00 a.m. With respect to the number of customers
checking baggage on the 11th, he described business as "so so."
At about 6:00 a.m., GONZALEZ observed a dark skinned man, wearing
glasses, medium height, about 5'10", with black hair and facial
hair on his chin, in line for the AMERICAN AIRLINES ticket
counter. The man had a single crutch under his right arm
assisting him. GONZALEZ could not recall if the crutch was metal
or wooden. GONZALEZ did not see if this individual had on a cast
or bandage on his foot. GONZALEZ spoke with this person face to
face and was only 2'-3' away when he asked the unknown person if
he would like a wheel chair. The unknown man said "no thank you
I'm alright." GONZALEZ could not detect any type of accent in
the man's response. GONZALEZ could not recall what the man was
wearing for clothes or if the man was accompanied by anyone else.
Other passengers were waiting in line with the unknown man but
GONZALEZ did not see the unknown man talk to anyone. GONZALEZ
reported another AMERICAN AIRLINES employee who saw this unknown

ABDRIRIZEK SHEIKH and MOHAMED SHEIKH, two cousins, were
working at the UNITED AIRLINES ticket counter at Logan /
International Airport in the early morning of September 11,2001.
It is a possibility that the SHEIKH and SHEIKH escorted
wheelchair passengers for UNITED AIRLINES flight #17.5 around
security on this day. DAWSON stated that wheelchairjiassengers
are wheeled around the metal detectors by the gates,and manually
pat down by security. UNITED wheelchair passengers are not
required to stand up leaving the seat area of the wheelchair
unchecked.
ABDRIRIZEK SHEIKH and MOHAMED SHEIKH are new employees
to HUNTLEIGH and have only been working at Logan International
for three weeks.
The only strange occurrence which DAWSON observed on
the morning of September 11,2001 was a strange male wearing tan
pants at the Airport T station. DAWSON later saw this same
individual at the UNITED AIRLINES ticket counter. This man
walked around and kept putting his hand strangely to his face.

Ardoo is employed at Huntleigh Security and has been so

for three months. Ardon works the United Airline Terminal at Logan
Airport. Ardon is station at the security entrance, and works the
metal detector.
On 09/11/2001, Ardon worked from 5:00 AM to 6:20 AM when

he left because of over staffing. Ardon was responsible for bag
checks. During that morning, Ardon did not recall checking the
interior of any bags. Ardon did not recall passengers of Middle
Eastern descent. Ardon did not see any weapons or knives. Most of
the morning, Ardon was stationed at the exit, watching people leave
the terminal.
Ardon recalled that mostly flight attendants walked

through security when he was present.
Ardon repeated that he was not asked to check the inside

of any carry on bags while he was stationed at the metal detector
area.
Ardon had no knowledge of the highjackings or the attack

on the World Trade Center.

On 9/11/01, SPAGNUOLO remembered assisting one 1 wheel

chaired passenger to a gate. SPAGNUOLO did not remember taking
that customer to either of the gates of the hijacked United Airline
planes. SPAGNUOLO also assisted the ticket counter load luggage
when they needed help.
SPAGNUOLO advised that HUNTLEIG.H and GLOBE both hire

Muslims to work security at Logan Airport.
SPAGNUOLO advised that construction workers without

badges have been in the airport. The construction workers will get
'screened" by the security checkpoints, but their equipment will
not be screened by the metal detectors.
SPAGNUOLO also advised that the Airport Operations Area

AOA would be the easiest way for someone to get into the airport.
The AOA provides access to all of the different airlines and a
person only needs to have an authorized badge that will allow for
the gates at entrances to open. The AOA has two 2 entrances.

near Gate 12, she was watching the screen for any weapons in
baggage and was working a 5:00 AM to 1:00 PM shift. BALA advised
that her immediate supervisor was CLAUDIA RICHEY. BALA reported

that during this shift, which ended prematurely at approximately
9:30 AM, because the airport was closed, she noticed nothing
unusual and could not think of anything particularly out of the

had not been approached by anybody with regard to helping them
bring any weapon or anything else through a security checkpoint.

security is 4<". If a knife exceeds this measurement, he calls
for a supervisor. The supervisor either confiscates the knife or
instructs the individual to check the weapon back at the main
baggage check point. At that time, he believes the supervisor
will record the incident. He further stated he will not allow a
box cutter through the checkpoint and will call a supervisor for
this item, as well.

SANTA is employed for Huntleigh Security who provides
security for United Airlines and has been employed for j
approximately four months as a gate security and also worked
security in Terminal B, Logan International Airport, for J /
approximately eight months. 9/11 Law Enforcement Privacy
SANTA stated she worked from 5:00 am to 1:00 prri on /
Tuesday September 11, 2001 and her responsibilities include /
working the exit, magnetometer, screener x-ray machine and /
baggage check. SANTA also said that she checked wheelchair and
baby seats when needed. SANTA said that during her time on the
x-ray machine she did not encounter any passenger's baggage ihat
contained knives. / /
SANTA was also asked if she was aware of the FAA rules
and regulations regarding the policies of knives and/or box /
cutters being carried by the security checkpoints. SANTA stated
that any knife that is longer than 4 Inches is not permitted to /
pass through and that she would instruct the/person to go back to
the ticket counter to check the knife there. SANTA also stated
that she would follow the person to the counter to make sure that
the report to the counter. SANTA continued to say that if the
blade was less than 4 inches she allowed the knife through;
SANTA said that if she saw a box cutter she would take the blade
and give the rest of the unit back to the passenger. ::

LAFOREST came to the United States, approximately two

2 years ago from Haiti. His mother, JULIAN BERTHOLD and step-
father, LUCIAN MAXO, reside at the same address as LAFOREST.
LAFOREST is a Baptist and does not have any political

affiliations.
LAFOREST has been employed by HUNTLEIGH SECURITY as a Privacy
Pre-Board Screener PBS for six 6 weeks. He usually works at
the South or Main checkpoints. His usual days off are Wednesday
and Thursday. His work shift runs from 0500 to 1300 hours. He
came to work late on Tuesday, September 11,2001, because of car
trouble. He began working about 0600 hours at the magnetometer.
He was sent home at 0900 hours because they had too many workers.
While working, he focuses on the x-ray screen, so he has little
memory of the faces of people passing through security.
LAFOREST is aware that all knives can not pass through

security. He always call a supervisor for any knife. He has
never seen a knife go through security. He has only seen a box
cutter and that was on another occasion.
LAFOREST stated he recalls nothing unusual about the

weeks before September 11,2001. There are no co-workers and
have been no passengers, he can recall, that have made him
suspicious of their intentions or activities.

On September 11, 2001, MALERBA came to work on the

BOSTON EXPRESS bus. When she exited the bus, she noticed
MOHAMMED ATTA standing on the platform speaking with another man
of his same nationality. She believed he had a dark-colored suit
on. She did not see him come through the security checkpoint.
She does recall a Chinese man causing a problem when denied
passage through security for having a laser pointer. The man
eventually gave up the batteries and was allowed to pass.
MALERBA is aware that the FEDERAL AVfATION

ADMINISTRATION FAA regulation for knives parsing through
security is 4<". If a knife exceeds this measurement, she
notifies a supervisor, who then instructs the passenger to check
the knife or turn it over to security. There is no- record
maintained regarding knives. /
MALERBA stated she will allow a box cutter through the

checkpoint, if the blades are removed.
MALERBA stated there are no co-workers and have been no

passengers, she can recall, that have made her suspicious of

HAJI has worked for Global Security as a security

screener in Terminal B American Airlines for five months. ON
September 11, 2001, HAJI was working her normal 0530-1300 shift at
the main security check point in Terminal B.
HAJI states the normal procedure during screening is to

have a bag inspected by an individual only if the x-ray machine
shows an object of concern. HAJI states knives under four inches
were allowed under normal procedures and that on September 11,
2001, she recalls seeing small pocket knives and/or "box cutter"
type instruments. HAJI did not pay much attention to these objects
nor did they cause any special attention by security as these types
of objects were allowed under their procedures.
At 0735, September 11, 2001, HAJI recalls one male

passenger who became furious with airport security because he was
sent through the magnatometer several times until cleared to exit
the security checkpoint. HAJI states the passenger cleared the
security area and began to walk down the main corridor of American
Airlines terminal B then stopped and changed direction and went
down the wing of concourse B containing gates 27, 28 and 29
only.NFI
HAJI states she and her fellow security screeners have been trained
on ploys designed to distract security personnel.
When shown the photo line-up, HAJI stated the furious

passenger resembled individual #5 on page 5 but the individual was
thinner, had less hair and had no facial hair.

At approximately 1:10 p.m., the investigating Agent

telephonicallv contacted Mvles B. Hemslev. date of birthi
J Hemsley is currently employed by Globe Services as

a Pre-board Screening Agent at Logan International Airport, Boston,
Massachusetts. After being advised of the identity of the
interviewing Agent and the nature of the interview, Hemsley
Hemsley has been employed as a Pre-board Screening Agent

since 1995. At that time, the screening company was operated by
Service Master. On September 1,1998, Globe Services took over
operations. Hemsley's duties range from manning the security metal
detector station and operating the passenger baggage x-ray machine.
Hemsley explained that he typically works a half hour shift manning
the metal detector and then a half hour shift operating the x-ray
machine. Globe Services trained Hemsley to be vigilant in looking
for dangerous objects being carried by airline passengers. If such
objects are identified, Hemsley is directed to contact his
supervisor who subsequently would notify airport police.
Hemsley typically works the night shift at the airport.

However, on September 11,2001, Hemsely began working the morning
shift at 4:43 a.m. Hemsley completed his shift at 3:31 p.m. in the
afternoon. Hemsley arranged to work the morning shift since he
desired to have the evening off in order to attend a special church
service at the Temple Restoration located on Washington Street,
Chester, Massachusetts. The church was having a special cross
dedication ceremony.
During the morning of September 11,2001, Hemsley did not

observe any unusual activity at the security check point. Hemsley
did not observe any individuals carrying any suspicious items such
as knives, blades or any sharp objects. Hemsley did not
specifically recall seeing any individuals of Middle Eastern decent
pass through his security station during the morning of September
11, 2001. Hemsley repeated that everything appeared to be "normal"
during his shift.

8/24/01, or approximately 3 weeks. She is currently in training
at the security check point at Terminal B and indicated the red
dot on her MASSPORT/Logan Airport identification badge reflects
her training status. Upon being hired by GLOBE AVIATlON^she^ _
attended 2 days of training at GLOBE AVIATION'S office on Bremen
Street in East Boston. BURGOS reported the training involved
instructions on how to operate the various pieces of equipment at
the security gate to detect guns, knives and bombs.
After participating in 2 days of training, BURGOS was

required to submit her fingerprints to the Massachusetts State
Police, required to take a drug test, and finally, acquire a
MASSPORT/Logan Airport identification badge.
BURGOS current job title is "PBS." BURGOS works

predominately at the magnetometer. She has not worked on the x-
ray machine at this time. BURGOS reported she is not certain
about her company's policy on the length of knives allowed aboard
an aircraft. She reported any knife she discovers during her
work she immediately reports to "CSS." If she sees a knife which
has been deposited in the basket by a passenger before passing
through the magnetometer, she reports it to CSS. CSS then takes
the knife and tells the passenger they must check the knife.
BURGOS has never seen a gun in her short tenure. She has only
seen toy guns. She does not know what a box cutter knife is.
BURGOS was working 9/11/01 at the main security gate

check point. She does not recall anything unusual happening.

ABREGO stated he is employed by Globe Aviation Security

and works as a gate security guard at American Airlines-Terminal
B, Boston Logan Airport. ABREGO stated he has been employed as
such since April 10,2001. Prior to Globe. ABREGO worked for a
shoe company in Lynn, MA. /
ABREGO stated he normally works Tuesday through /
Saturday, but was out sick on Tuesday, September 11, 2001. He
stated that prior to the attacks he never heard of. or saw
anything out of the ordinary or that would raise his suspicions

With regards to Federal Aviation Administration.. FAA

policy on passengers with knives, ABREGO stated any passenger
with a knife with a blade under 4 inches in length is permitted
to board the aircraft. He further stated that when he encounters
a passenger with a knife with a blade that measures over 4 inches
in length, he informs his supervisor, and he/she addresses the
situation. He indicated that a passenger with a box cutter is

type of technical or specialized schools. He has not attended i

here. He did travel to New York City on August 3,2001 with his
friend HIRSI ALI F/L. ALI is a male/approximately 20 years
old. ALI and FARAH traveled to New York so ALI could obtain a
Visa from the Canadian embassy. ALI did not obtain a Visa from
the Canadian Embassy and the two of them returned to

FARAH could not produce any INS documents which \l Law Enforcement
justified his presence in the U.S. FARAH does hot carry his I-94 \rivacv

He had been employed for five or six months by GLOBE Privacy
AVIATION SERVICES CORPORATION. On the morning of 09/11/2001 /
IHIZAN was on duty at the South Check Point from 5:35 AM until
7:15 AM. From 7:15 AM until the end of his shift he was on duty
at the Middle Check Point. At both locations IHIZAN operated a / _

IHIZAN recalled a dark skinned woman whom he believed

to be Hispanic and carrying plastic bags as the only suspicious,
person he could remember seeing on the morning of 09/11/20.01. He
believed this woman to be suspicious because she was in a hurry
to get through security. The woman caused an alarm to go off at
the security gate. A supervisor was then called over who allowed
the woman to proceed to her gate.
IHIZAN had no other recollection of suspicious events

on that morning, nor could he recall hearing of anyone who may
have information.

Menkar has been residing in the United States since

December 28, 2000. Menkar and his wife, Haji Fouzia, immigrated to
the United States from Morocco in order to have a better economic
future. Approximately five months ago, Menkari and his wife were
successful in gaining employment as baggage handlers for Globe
Services, a contractor for American Airlines at Logan International
Airport. Menkar's responsibility is to sort and place checked
baggage onto carts which are loaded into the airplanes. /
Menkar and his wife were working at the airport during
the morning of September 11, 2001. Menkar began Work at
approximately 5:30 a.m. and he continued to work until

Menkar did not observe any unusual or suspicious activity
