Sources in the department said the case was not taken up by the Bandhavgarh tiger reserve management because a senior official was on the verge of promotion. "Death of a tiger is taken very seriously by the government and perhaps the park management did not want it to cast a shadow on the promotion of the senior officer," said an officer on the condition of anonymity . The Katni forest division had also claimed that it had sent a show-cause notice to the East Zone Power Distribution Company officials holding them responsible for not maintaining the 11KVA line that led to the death of the tiger.

Chouhan said benefit of maternity assistance would be given on birth of the third child as well. Even if a labourer from Madhya Pradesh dies outside the state, his kin would get financial assistance. Assistance for last rites has been increased from Rs 2000 to Rs 3000. Now, labourers can use their registration card lifelong, without renewal. Contractors would be responsible for providing lodging facility to labourers. The CM reiterated that BPL families would be provided wheat at Re 1 per kg and rice at Rs 2 per kg from June 1. Lease right of the land on which poor people are residing for a long period will be given to them. If such land is required for public purpose then the ocupants will be resettled. Former union minister Prahlad Patel demanded that labour laws should be simplified and arrangements should be made to issue identity cards after registration of labourers. BJP state president Narendra Singh Tomar said in democracy the government had added responsibilities towards the weaker section.

n an interesting turn of events that points to passing of the buck by forest department officers, a tiger poaching case in Katni district in November 2012 has been handed over to the Bandhavgarh tiger reserve management. Initially, the tiger reserve management had denied that the area where the tiger died was located within the park. Sources in the forest department said the Bandhavgarh tiger reserve management not taking up the case was deliberate even though it was known at the time of the incident that the area was within the park. A tiger had been electrocuted by a hanging wire from an 11KVA line in compartment 499 in Katni district in November 2012. The tiger had been chasing a cow that got electrocuted by the line, which in turn electrocuted the tiger. Officials from the Katni territorial forest division and the Bandhavgarh tiger reserve management reached the spot after the incident. The tiger reserve management claimed that the incident had taken place in the area falling in the jurisdiction of Katni territorial forest division. On the other hand, the territorial staff insisted that the

Cong gears up for polls, party leaders say BJPs popularity diminishing
BHOPAL The election bugle has been sounded. Congress is testing waters at the ground level with Parivartan Yatra and if the body language of Congress leaders is any indication, they are finding it quite comforting and cool. State Congress president Kantilal Bhuria and leader of Opposition in the state assembly Ajay Singh are touring rural Madhya Pradesh as part of the yatra, with local leaders. At times, top-guns like Digvijaya Singh also joins them -- as he did in Ujjain on Tuesday - making 'Diggy-style' remarks on the much-hyped cheap foodgrains scheme of the state government and poking fun at state industries minister Kailash Vijayvargiya's "expertise" in collecting donations on one pretext or the other. The state Congress continues to hammer in the message that chief minister Shivraj Singh Chouhan is misleading people on welfare schemes which are actually being run with finances coming from the Centre. According to them, the massive response to their Parivartan Yatra is for everyone to see. "Maybe the media, drowned by advertisements singing paeans of Chouhan, is refusing to acknowledge this," one Congress leader said. "Maybe newspapers you read or news channels you watch are not reflecting it, but severe anti-incumbency sentiments exist against the Shivraj Singh Chouhan government at the ground level," Ajay Singh said. A senior party leader, not wishing to be
named, said: "When you are preparing for election, you should not use official machinery to gather crowd. All the 'panchayats' of Chouhan or his rallies with LK Advani or Rajnath Singh are actually being organised by the government. He can't attract a crowd of even 10,000 at a rally on his own, using just his party apparatus. On the other hand, crowd at Congress rallies is swelling. I don't think Chouhan is even aware of his falling stock." However, the Parivartan Yatra has so far covered areas mainly in Vindhya region and as it progresses to other parts of the state, its impact would become clearer. In addition to Parivartan Yatra, Congress is also organising party workers' convention at all the divisional headquarters to take feedback from them and also give them tips for electoral preparations. And last but not the least, visit of AICC vice-president Rahul Gandhi has raised hopes that he would personally monitor preparations for election in MP, including candidate selection. He spoke of unity among the party 'satraps' of the state - something that's music to the ears of the ordinary party worker who is always the first man standing, never in victory but only in defeat. Meanwhile, in what can be seen as a 'Rahul Effect' and the first efforts towards projecting a united face, Congress general secretary Digvijay Singh recently exhorted party men in Ujjian to bury the hatchet and "work unitedly for the party ." He even went to the extent of declaring that he was not in race for the
post of chief ministers, nor was he going to contest the forthcoming assembly elections in Madhya Pradesh. "I want to make it clear that come what may I am not in the race for chief ministership and I am surely not going to contest the Assembly elections," he told reporters in Ujjain on Tuesday . "However, I would contest the next year's Lok Sabha elections, if the party allows me to do so," he added. The Congress general secretary, who was here to appear in a court case, later addressed the party's 'Parivartan' rally . "How long will you suffer? You have been suffering for the last nine years. But, now we will not allow any further damage to the party and have asked all partymen to work for the party," he said at the rally . "I am free till November and am going to spend maximum time in the state now," he added. Asking party activists to take advantage of the "growing resentment among people towards the ruling party," he asked them to extract information through RTI and disseminate it to the grassroots level. "Chief minister Shivraj Singh Chouhan believes only in making announcements," he said, adding that the scheme to provide 24-hour power supply has not changed the scenario. "The power situation remains the same." The former chief minister also targeted Leader of Opposition in Lok Sabha Sushma Swaraj. She is very vocal about rapes in New Delhi, but does not say a word about atrocities against women in Madhya Pradesh, Singh alleged.

Uma attracted big crowds at her meetings and she is, no doubt, an effective orator..Her association with BJP began when she was very young .She was born to a very religious Lodhi family of peasants in Tikamgarh District ,MP. Later, when Uma Bharti was in her early twenties, the late Rajmata Vijayaraje Scindia of Gwalior, took her under her wings and raised her into the woman that she is now. Rajmata was her political mentor and under her influence she became a party member of the Bhartiya Janata Party in her early twenties. Uma Bharti got national recognition, or notoriety, when she became one of the abiding faces of the Ramjanmabhoomi movement in days leading up to the demolition of the Babri mosque in Ayodhya on December 6, 1992. she played a major role in getting the Babri Masjid demolished with her slogan "Ramlala hum ayenge, mandirwahinbanayenge" meaning: Dear Ramlala we will come and make the temple there itself. Owing to her religious background, it was not very surprising that she did what she did. She is said to be fluent in the teachings and recital of the Gita and the Ramayana. She is known to be an avid reader of books on religion, philosophy and science. In the 2003 elections she was elected as the Chief Minister of Madhya Pradesh. This was primarily because there was a compulsion that the Chief Minister should have a OBC background, which explains the position of the current Chief Minister of Madhya Pradesh. However her tenure lasted only for one year, an arrest warrant issued against her regarding the 1994 Hubli riot case was followed by her losing her position as the Chief Minister. Later she went against Lal Krishna Advani
and also was dead against the election of Shivraj Singh Chouhan as the Chief Minister, following which she was forced to leave the BJP. She later founded her own party and named it BJSP, or Bhaitiya Jana Shakti Party . This party was relatively unsuccessful in getting to the primary goals that Uma Bharti had started the party for. With the passing of time, the Indian media dwelled a lot on the return of Uma Bharti to the Bhartiya Janata Party.She herself declared in an interview that she want to be a part of an established political organization, or could work in social sphere.She admited that her meteoric rise in saffron politics had developed a sense of arrogance in her. It was, however, only after six years of leaving the party that Nitin Gadkari, the party president announced her return to the party . The act of 1906 confined Bribery to agents. The agents were of public or private sector was not a matter of discussion. The terms like Bribe and corruptly had no clarity and were vague. The pressurization for the reform came into being from various sources. For instance in 1974, Red Cliff Maud Committee reported in response to wide spread disquiet about conduct in local government after several prosecutions for offences of corruption. There was an examination of local government law and its effect on the conduct of members and officers in situation wherein there is a conflict between public functions and private interests. There were recommendations being made that had a recommendation of extension of presumption of corruption under prevention of corruption act 1916. There were series of public corruption scandals that took place and then came the First Report of Committee on standards in Public Life called as Nolan Committee. It examined and took into consideration all the concerns about the standards of conduct of public offices or those who hold public office and to ensure high standards of propriety in public life. So the Public Corruption scandals that took place in UK after the 1974 led to establishment of Nolan Committee in 1995.The conduct in public life was scrutinized more carefully . Nolan committee bought in the 7 principles that the holders of public offices had to follow were Selflessness, Integrity , Objectivity , accountability openness honesty and leadership. Practices Act 1889 was only concerned with the public bodies while the Prevention of Corruption Act 1906 with all the agents. Hence it was a problem to check over the fact that what body constitutes public. The degree of Justification was a matter of concern. The difficulty in categorizing judges into a particular category was a matter of question. For instance were they agents or in a public body . The third party recipients were ignored in toto. These all matters called upon for a review of Law of corruption in UK. There have been number of initiatives on International level to deal with the anti corruption measures from OECD, IMF, WTO, G7, UN.The OECD published Recommendation of council for further combating Bribery of foreign public officials in International business transactions, on 26 Nov 2009 that called over all the signatories to strengthen the fight against foreign Bribery . This could be done through awareness in public and private sector to detect foreign bribery . In UK the Law Commission report in 1998 considered the UK's law of Bribery to be outdated .The criticism was that: 1) The law was drawn from a multiplicity of sources 2) The offences of common law got overlapped. There was a vague and hastily preparation of legislation and it was not comprehensive, clear or consistent. 3) The law depended much more on distinction between public and non-public bodies. 4) Difficulty in ascertaining to whom the present legislation applied Law Commission suggested replacing common offence of bribery and statutory offences of corruption by a modern statute. It also defined the word corrupt. Then in 2002 after the Queens speech came this bill focusing on retention of the agent/principle relationship as the basis of the
offence which was being criticized by the Joint Committee in 2003 and got rejected therein. In December 2003, when the government responded to the Joint Committee report and disagreed with some points but by the way of compromise the home office issued a consultation paper that set out a new agenda for the Bribery Law. In November 2007 came the Law Commissions further consultation to deal with the same and recommended to deal with a new offence that is the bribery of a foreign public official. Then came the Law Commission Report in the year 2008 which was on reforming Bribery and it recommended: 1) To replace the current fragmented law by 5 offences and recommending defenses and extra territorial application of these offences. 2) As discussed earlier the main problems with the current law were fragmentation, lack of clarity among the instruments; legislative and regulatory, the imperfect distinction between private sector bribery and public sector one. The Ministry of Justice Draft Legislation in March published the White Paper and this was the one that led to the enforcement of the bribery act. Lord Chancellor, Jack Straw stated, Bribery by its very nature is insidious if not kept in check it can have potentially devastating consequences. It was the White Paper that dealt with the modernization of the Law with the effectiveness and the one that deals with those who offer and accept Bribes in business or in public sectors and to bring out fair transparency and accountability to UKs International business transaction .It was then the birth of Bribery Act 2010 that came into force on July 2011 that received its royal assent on 8th April, 2011 in United Kingdom.

He will be the new chancellor of the Assam University. We got the information from the university three or four days back." Established in 1994, the Assam University campus is situated in Dargakona, about 20 km from Silchar. In his career of over five decades, Gulzar, whose real name is Sampooran Singh Kalra, has penned thought-provoking lyrics for songs like "Raah pe rehte hain", "Do deewaane shehar mein", "Hazaar raahen mud ke dekhi", "Tujhse naraaz nahin zindagi" and "Mera kuchh saamaan". INDORE: In a bid to give thrust to the agriculture sector and achieve 20% growth rate, a horticulture corridor would be developed between Indore and Bhopal, besides a modern nursery would be set up at Manpur at the cost of Rs 2 crore within a year. It was also decided the Mhow area, which is famous for production of good quality potato, would be developed into a potato cluster. Also, a database of 2.5 lakh farmers would be prepared by agriculture science centres. This was informed at a high-level meeting held at the Residency Kothi on Wednesday. The meeting was presided over by the additional chief secretary and agriculture production commissioner MM Upadhyay . Farmers' welfare and agriculture development department principal secretary RK Swai, divisional commissioner Sanjay Dubey and district collectors of the Indore division and chief executive officers (CEOs) of district panchayats were also present in the meeting. On the occasion, Upadhyay gave citations to the divisional commissioner Sanjay Dubey and the eight collectors of the Indore division for promoting agriculture, as a result of which the state achieved the highest agricultural growth rate (18%) in the country . Speaking on the occasion, Upadhyay said the achievement of the farmers of Malwa and entire the Indore division should be taken to a higher level. The programme for Kharif-2013 was also decided at the meeting. About 21, 23,740 hectares would be sown during the Kharif season in the division and the average target yield has been kept at 1,816 kg. Under this, soyabean would be grown in 8,56,480 hectares, cotton in 5,36,670 hectare, corn cob in 2,79,450 hectares, jawar in 1,19,950 hectares, 'urad' dal in 89,540 hectares, groundnut in 45,530 hectares, 'arhar' dal in 45,150 hectares, bajra in 29,780 hectares and 'moong' dal in 25,600 hectares. It was decided that the farmers of division would be given loan of Rs 2,555 crore. Speaking on the occasion, Sanjay Dubey said that in the past two years, additional two lakh hectares had been brought under irrigation and the rise in production is a direct result of this. He said farmers are being given information about modern methods of agriculture on a regular basis. The agriculture department is going to organise panchayatlevel symposia to give information about Kharif-2013 to the farmers. Storing of fertilisers has already started so that farmers are able to get them through cooperative societies.

The Centre has asked all state governments to prepare action plans so that freak changes emanating from the pollution can be tackled with remedial measures. The Chhattisgarh government has begun the exercise though the industrial clusters in Raipur, Raigarh and Korba pose no threat to the environment. The state government has formed a committee of scientists and experts associated with Green India Mission and Indian Institute of Forest Management under the chairmanship of chief secretary Sunil Kumar. Additional principal chief conservator of forest Dr AA Boaz is the nodal officer to coordinate heads of different core sectors. "As the central government has issued directives to all the states to form action plan, we are in compliance with it. Air pollution caused by factories in the country has made holes in the ozone layer making it unprotective to the harmful ultraviolet rays of the sun. This has resulted in freak climate change. Recently, a freak gale at 45km speed an hour hit Chhattisgarh paralysing the entire region. We have organised seminars in three cities including Raipur and Bilaspur and discussed the ways and means to tackle changes in the climate. We are now holding regional conferences to chalk out the action plan," Dr Boaz said. The panel headed by the chief secretary would review the suggestion and the opinions forwarded by the members in the workshops and the conferences and would send the report to the Centre within two to three
months. Prime Minister Manmohan Singh, who is chairman of the environment committee, is likely to take a decision in this regard. The state government has identified seven to eight sectors that are causing pollution. These include mining of coals which emit harmful gases, electricity generating plants that produce carbon, and factories that give rise to greenhouse gases and carbon di-oxides. Public relations officer (PRO) of the state pollution control board AP Savant said, "Over the years we moved courts of law against 175 industrial units for not adhering to the norms prescribed by us to check pollution. Some of them shut down and reopened after following the rules," he added. However, the level of air pollution in industrial clusters in Raipur, Raigarh and Korba is not alarming, according to a recent survey undertaken by the Central Pollution Control Board (CPCB). Out of 88 polluted industrial cities in the country, Korba is placed at 48th position while state capital is nearly at the rock bottom being ranked at 72. Dr Boaz said, "The development process initiated in the country will not be hampered as the Centre wants to contain the hazardous side effects of the scientific progress. In New Delhi, the CNG gas operated vehicles are plying, which are eco-friendly . Similarly, the environment-friendly cars that are operative by hydrogen gas have hit the roads in Europe." He added that the country can adopt the positive changes occurring abroad in this regard.
UJJAIN: The court of additional sessions judge (ADJ) Ujjain on Tuesday granted bail to Congress general secretary Digvijay Singh and party MP Prem Chand Guddu in a case filed against them and others for allegedly thrashing BJP youth wing workers in Ujjain in 2011. Guddu is Congress Lok Sabha MP from Ujjain. The two Congress leaders appeared in the court and on producing a surety of Rs 25,000 each, were granted bail by ADJ Dipesh Tiwari. The next hearing of the case will take place on July 2. On April 3, the session court at Ujjain had issued non-bailable warrants against Digvijaya Singh and Guddu after they failed to appear before it in connection with a case related to assault on Bharatiya Janata Party (BJP) leaders. The two leaders were earlier granted anticipatory bail by the Indore bench of Madhya Pradesh high court on April 17. The case relates to an incident on July 17, 2011, when Bharatiya Janata Yuva Morcha (BJYM) activists were allegedly assaulted by Congress workers and leaders. The BJYM workers were chased and beaten up by Congressmen, including Singh and Guddu, when they tried to show them black flags protesting against a remark by the Congress general secretary . Besides Digvijaya Singh and the MP, others named as accused are Congress leaders Jai Singh, Anant Narayan Meena, Mukesh Bhati and Amar Lal. Following this, a case was registered against these Congress leaders. Later, in November 2012, an application was moved in the local court with a plea to make Digvijaya Singh, Guddu, Hemant Chouhan and Dilip Choudhary accused in the case, after which the court had asked the police to register cases against the Congressmen, including Digvijaya Singh and Guddu, under IPC sections 307 (attempt to murder), 326 and 324 (voluntarily causing grievous hurt by dangerous weapons or means), among others. Except Digvijaya Singh and Guddu, others were granted bail by the court when they appeared in the case.

New Delhi: The Income Tax department has detected alleged tax evasion to the tune of Rs 7 crore in the business transactions of Purti group of companies related to former BJP President Nitin Gadkari. Probing the alleged dubious transactions of the Purti Power and Sugar Limited (PPSL) since last year, the department has completed assessments pertaining to the last two financial years and has found evasion to the tune of more than Rs 7 crore, top official sources said. The Purti group, in its reaction, said it has not received any notice in this regard. A notice is not any indicator of any wrongdoing, it said, adding that Gadkari was not associated with the Purti group for the last two years. "Our attention has been drawn to reports in a section of media that the Income Tax department is serving a tax assessment notice to the Purti Group for the last two assessment years. We would like to make it clear that neither the Purti group nor any functionary of the Purti group has received any notice so far," Nitin Kulkarni, PRO of Purti Group said in a statement. "If any tax assessment notice is received, our MD Sudhir Dive in consultation with our tax advisors will give an appropriate response. However, a tax assessment notice is a routine procedure. There are different levels of appeal at various stages. The Purti group will deal with the matter. "The tax assessment notice is certainly not any indication of wrong doing. We would like to place on record the fact that Nitin Gadkari has not associated with the Purti group from last two years," Kulkarni added. The I-T department has begun the final scrutiny of documents of all the Purti group companies and the other assessments would be completed by the year end, the official sources said. While preparing the final assessment orders, the department has taken into cognisance the statement of Gadkari and other senior officials of Purti group. The assessment report, prepared by compiling the probe dossiers of various I-T units present in Mumbai, Pune and Nagpur, the department says, has found that a number of small entities had invested or routed their money through the Purti group which was not reported for the "purposes of tax". Late last year and early this year, the department had conducted a search on a number of units and business firms which have reportedly invested or transacted in the Purti group. Gadkari could not get a second term as BJP President after the allegations of tax evasion and financial irregularities had cropped up in the Purti group. He had earlier also submitted a 25-page document in reply to questions by the I-T department regarding his personal transactions and investments related to the Purti group of companies and others. Earlier this year, Income Tax officials had visited eight locations in Mumbai linked to 24 different firms that invested in or did business with the Purti Group. (Agencies)
