Managed Custom Network Services (MCNS)

9.1 Overview
AT&T will provide Managed Custom Network Services (MCNS) in accordance with the FTSLD Management and Operations requirements to the extent possible for an Emerging Service. MCNS are services provided in response to unique customer requirements. MCNS are services intended to enhance those services already on the contract and will be managed on an Individual Case Basis. MCNS must remain within the scope of the contract. The Management and Operations System (MOPS) requirements associated with the services described in the requirements document C.2.2, C.2.3, C.2.4 and C.2.7.4 may not be applicable as this service is considered an Emerging Service and will include applicable terms and conditions, as necessary.

9.2 Program Administration and Program Management Office


AT&Ts Program Management and Operations approach will be included in the Customer Design Document (CDD). The CDD will identify all service parameters that are required to order, implement, operate, and manage the MCNS for the government customer. The CDD will be provided directly to and approved by the government customer. Copies of all executed CDDs will be provided to the ACO, COTR and the MDRL e-mail address in electronic form via e-mail ||||||||||||| ||||| ||||||||||||||||| ||||||||| after the customer has signed the document.

9.3 Customer Service


The CDD will provide details regarding access to usage, summary reporting data, and other customer related service requirements.

9.4 Service Ordering


The service ordering process will be identified to the customer by the CDD.

9.5 Billing
MCNS may use any of the AT&T billing platforms. MCNS will be available for any government customer and may use either direct customer billing or centralized GSA billing. The billing method and platform will be identified in the CDD. For customers using centralized billing, the billing format will be provided to GSA's Billing Management Office prior to the implementation of any new billing platform.

9.6 GSA Management Fee


AT&T will collect the GSA fee included in the MCNS price each ||||||||||||| and remit to GSA |||||||||||||||||||

9.7 MCNS SCIDs


Managed Custom Network Services offerings will be designated on the Crossover invoice on the summary page utilizing three primary SCIDs for MCNS. Those SCIDs are 8997, 8998, and 8999, for installation, monthly, and usage charges respectively. These SCIDs represent a rollup of standard Crossover SCIDs utilized in the detail pages of the invoice. When customers order value-added services (managed or customized services that are nonregulated from a taxing and surcharging viewpoint) as described in a CDD, the price for the value-added service will appear in the detail utilizing two Value-Added MCNS SCIDs. The purpose of these additional two SCIDs is to (1) provide the customer with additional detail about the components of their overall MCNS offer on the detailed pages of the invoice each month and (2) to assure that value-added service offerings that are not subject to USF charges are not charged the UCC. These two SCIDs are |||||||||| (Value-added MCNS, installation) and |||||||||| (Value-added MCNS, monthly recurring). These value-added SCIDs will also roll-up to the primary MCNS SCIDs as described in the paragraph above.
