MethodologyadoptedinarrivingatTechnicalExperienceintermsofpoints

TechnicalCapacity:

For demonstrating Technical Capacityandexperience(theTechnicalCapacity), theApplicantshall, have: (i)Paidfor,orreceivedpaymentsforconstructionofEligibleProject(s)and/or (ii) Commissioned and paid for execution of BOT (Build Operate Transfer),BOLT(BuildOwn Lease Transfer), BOO (BuildOwn Operate), BOOT (Build OwnOperate Transfer) or other similarPPPprojectsthatqualifyasEligibleProjectsand/or (iii) Collected and appropriated revenues of BOT/BOLT/BOO/BOOT or other similar PPP projects that qualify as Eligible Projects, such that the sum total of the above is more thanRs.4000Crore(the ThresholdTechnicalCapability). ProvidedthatatleastonefourthoftheThresholdTechnicalCapabilityshallbefromtheEligibleProjects inCategoryIorCategory3.

The following categories of experience would qualify as Technical capacity and Eligible experience in relationtoEligibleprojects:

Category1:ProjectexperienceonEligibleprojectsinspecificsector Category2:ProjectexperienceonEligibleprojectsincoresector Category3:constructionexperienceonEligibleprojectsinspecificsector Category4:constructionexperienceonEligibleprojectsincoresector Here, Specificsectorshall meanRailwaysector(railwayssectorshallmeanrailways,metro,high speed railway including Maglev and other rail related projects including tracks, bridges, tunnels, signaling and overhead equipment or Passenger Terminals (Railway stations, Metro stations,

Airportterminals,Busterminals) Coresectorshallmeanhighways,power,telecom,ports,andairportsotherthan passengerterminals,industrialparks,petroleumandnaturalgas,pipelines,irrigation,watersupply, sewerageandrealestatedevelopment.

FortheprojecttoqualifyasanEligibleprojectunderCategories1&2:

ItshouldhavebeenimplementedonBOT,BOLT,BOO,BOOTorothersimilarPPPbasis Theentityclaimingexperienceshouldhaveheld,inthecompanyowningtheEligibleProject,a minimumof26%equityduringtheperiodforwhichEligibleExperienceisbeingclaimed ThecapitalcostoftheprojectshouldbemorethanRs._x_Crore Theentityclaimingexperienceshall,duringthepast5(five)financialyearsprecedingthe ApplicationDueDate,have(i)commissionedtheconstructionworkoftheprojectandpaidfor it,and/or(ii)collectedandappropriatedtherevenuesofsuchprojectaftercommencementof commercialoperation. Applicantshouldhavepaidforexecutionofitsworksorreceivedpaymentsfromitsclient(s)for worksexecuted,fullyorpartially,duringthe5(five)financialyearsimmediatelyprecedingthe ApplicationDueDate onlythepayments(gross)actuallymadeorreceived,asthecasemaybe,duringsuch5(five) financialyearsshallqualifyforpurposesofcomputingtheExperienceScore. However,paymentsmadeorreceivedinrespectofprojectshavingacapitalcostoflessthan Rs._x_CroreshallnotbereckonedaspaymentsforEligibleProjects.

ExperienceScore: Applicantsexperienceshallbemeasuredandstatedintermsofascore (theExperienceScore).

TheExperienceScoreforagivencategorywouldbetheprojectcostsorcertifiedpayments/ receipts,dividedbyonecroreandthenmultipliedbytheapplicablefactorinTablebelow. IncasetheApplicanthasexperienceacrossdifferentcategories,thescoreforeachcategory wouldbecomputedasaboveandthenaggregatedtoarriveathisExperienceScore.
