Why this initiative? The goal of this initiative, which was started by a group of serious people with good intentions, is changing conditions in all areas of life because we are too close to general collapse. People are for already very long time, from the strike of so called democracy, abandoned from all in the Governance and serve only for exploitation and heist done by representatives in the Governance and individuals close to the Governance. Government spokes to the People only in election period. Bribing the light-minded ones with the money of the people. This is the key of deception. Special issue is flow of the money to another countries by large trade chains super and hyper trade centers and to that has to be added that the money which, by crime and corruption, is taken by our citizens also flows to another countries. This trend has to be stopped, because, if this continues, we will be doomed. We have strength and will and huge need to stop the robbery, hate and ruin. This country is not Peoples. The goal of the Peoples Party is making the Peoples country. The Country will be Peoples if disables the exploitation: if makes possible to the People to have at their disposal results of their work. The Peoples Party is looking for founders and members:

Who has a will and courage to go forward, because present situation is that we for sure are going down Who is not promoting criminals as decent people Who is willing his idea to expand and for ideas of the Peoples Party fight with all legitimate means

There is no opposition, because if there is, they would long time ago open issues which are opened by the Peoples Party and they would won at least some of the basic rights and statuses of workers, farmers, students, retirees, veterans, families of deceased ones and civil casualties of war, socially handicapped and others And many leaders of the opposition are under serious accusation for the property in their possession, not to mention the leaders of position and people close to them. There are many honest people! Exactly that ones the Peoples Party is looking as its founders. The other ones are not of our interests, and they can stay where they were till now.

Whats new? 1. The Peoples Party is not like any other party out of many similar. Key difference is in a twist to the issues important for living . We will made a class which is disappeared, which is ruined and that is a working class workers and farmers. Farmers existing now, formally, but they work now only to survive. Now, workers are the one who ruthlessly stealing and exploit (work without working period, often without salaries, with no paid contributions and farmers work only to survive, nothing more. In B&H are over 200.000 workers in black market and in Republic Srpska 80.000 workers. So, every third worker works at black market. We are opening the issue of a property as public issue. Whose is it and how it is gained? There is an exit way and it is in elimination of the criminal and corruption, confiscation and nationalization of illegally gained property and work work at any cost but worthy of man. How? By bringing constitutional system laws, which will be voted by two-thirds of the majority, because in that way position could not bring the laws by their will and measure, no matter who is the position. This approach demands changes in Constitution. The Peoples Party is not a leader party. It has a multiethnic character. Target group of the Peoples Party are workers, farmers and marginalized group of citizens. The Peoples Party will pay great attention to education of its members. Vice presidents of the Peoples party will be obliged for areas activities (for example: Vice President for economy, industry and technology, Vice President for education, science, culture and sports, Vice President for agriculture and village development, and other) and not for territory cells. Foundation of progress, according to the attitude of the Peoples Party, has to be set up by intelligence. Accusations that people are inertias, are not taking any actions is unacceptable and harmful. Head of people is intelligence, and the heart, soul and body are the people. Bring the Rules of joining to the Peoples Party: Member of the Peoples Party can become the one who is fulfilling conditions of the joining rules and accept the rule of behavior of every single member. (Key rules are: is not judged for crime acts, is not under interrogation in the Courts, accepts participation for helping a member of the Party in distress, is not in conflict with any member of the Party, to allow different points of view, without discrimination of any kind, no harassment and judging, to comply with all legally adopted decisions of the Party, regardless to the personal attitude, to not show a hate and intolerance to other and different these are only some of directions and there will be more;)

Clear political directions

Peoples Party sees Republic of Srpska (RS) as a part of Bosnia and Herzegovina (B&H) in accordance with Dayton Peace Accords (DPA). This is a principle which cannot be commented. Cannot be discussed. It is respected. Talking about separation of RS from B&H is a way to manipulate poor people and distract their attention from the collapse and burning issues, in order to continue to keep people obedient and ruthlessly plundered. Our clear stand is: There is no B&H without RS, nor there is RS without B&H. Our orientation should be work, while criminals and opportunists should be dismissed from ruling positions no matter whom they are and where they are. If in B&H will not come to the elimination of the criminals and extremists from the politics surely will come to unilateral secessionist moves which will result with new bloodshed. That situation has to be prevented. The goal of the Peoples Party are successful institutions at all levels. RS wants prosperous B&H, under condition that authorities given to entities by DPA are respected and status of District Brcko to be respected. Army in B&H should not be canceled but it should be reduced significantly and equipped with more quality and make it possible to be of use to the people during disasters or conflicts. Changes in B&H can be done only with consensus of three nations. It is totally wrong point of view that RS should not be a part of B&H. It is mission impossible. One is certain that neither ethnic group in B&H has not exclusive right to B&H as state. If this possession right of B&H from one ethnic group do not prevent, regardless which ethnic group, then fully will be realistic circumstances in which by facts other ethnic group will force for secession. This circumstance has to be prevent and make impossible acts of the ethnic groups which collapse Dayton system of B&H without consensus of three nations in B&H. Exactly because of these problems B&H still needs international monitoring. RS wants B&H to become a part of major international organizations ( primarily EU and NATO pact), because peace in B&H and prosperity at international plan can be secured by membership in key international organizations. Eventual conflicts at the territory of B&H are very dangerous for stability of B&H and entities, no matter who provoked these conflicts. All politicians that undermine peace and stability in B&H with their rhetoric should be evicted from political scene.

The Peoples Party sees B&H as RATIONAL state and not as EMOTIONAL state in which ones wants it in their possession. In rational state in first plan is putting life and work (prosperity) of the people and not as in B&H all and everything but not life and life and work conditions. (It is more important who throw stone on whom then kids stating at television that they wish the most to have something to eat.) The Peoples Party will primarily work on normalization of the state in B&H and Entities, and conciliation will be left for the process because conciliation is a process and that was proved in times after all wars in history. The Peoples Party will by priority work to B&H as soon as possible connects to the neighboring countries when the matter of joining the EU and as soon as possible gets the connection to this process, because we will confront with bad consequences which will lasts for at least 15-20 years if we do not do that. The Peoples Party will specially work on building rational relationship to the war in B&H, because this (present) state lead us to the new conflicts or (put it mildly) agony which will last for decades. During interpreting history in B&H has to be approached in the way Germans and Polish are approached after World War II (factual approach) and values has to be left to the science (history) using history distance.

Fight against criminal and corruption the Priority

As priority through fundamental legal procedure determine names of individuals who robbed people and moved their assets to other countries. (After revelation of these criminals, the people will see what was happening. Politics in RS and B&H cannot be led by someone who is with one foot in another country, no matter which country is that. We have to get rid of these criminals and opportunists and bring them to the justice.) Special problem is not only origin of the property, because if stop on that we will be always behind the criminals. It is necessary to bring set of constitutional laws and by the laws solve purchase, sell, inheritance and giving illegally gained property which means that everyone who is buying, selling, giving, inherits, landing property will must to the details prove legal state of the property or money which means it will be state institutions to which this proving will be performed and that state institution in case of regularity will issue certificates for further acting. In case of irregularities by immediate process will be performed confiscation of the illegal property and money by court procedure. Next important constitutional laws which has to be brought in are: Law for property, Law of public goods, Law of education system (in education system is total chaos), Law of foreign investment, Law of shareholding, Law on system responsibility, Law on legislation system, Law of control system, Law of companies of national

interest, etc. (Essence of the constitutional laws is to put system in order, to bring it with two-thirds majority and to put the state above individuals and groups. Those laws do not bring easily, neither can be changed easily, regardless who is government.) 23. Next important task in sanctions of criminal and corruption is determination of names of all individuals who are sold the power to a tycoons and criminals. The power was sold by mighty and influent individuals from the Government. They are the root of a criminal and corruption. The Peoples Party intends this area put in order by laws. By law, put in order that criminal and corruption do not have validity time. The Peoples Party will invite a people not to vote for those who bought they properties in another countries (no matter what countries), and would like to lead the people here. That is the path for downfall of this nation. The ones who bought properties in another countries was rarely bought by their money. This money, in most cases, is a money of this people. Origin of the properties has to be thoroughly investigated to able to vote for these individuals here. This nation needs capable and honest people to lead, which gained here their assets by honest work and have intentions as well as their children to live here. Only those politicians will take care of this nation. Cannot care about our children those who took away their children from here. If they believe in our Republic and State they would not bought properties in another countries and in that way make for them self a shelter in case of unfortunate events on these territories. By bringing the Law of properties along with defining property census and obligatory confiscation and nationalization of illegally gained assets in first three years of participation in a government of the Peoples Party. By illegal will be considered the asset for which owner cannot prove its origin. Origin of the properties above determined census is proved by owners. Property sheets by priority would be filled by all state, entity, canton and municipality officials, members of parliament at all levels, court officials, prosecutors, police officials, tax inspectors and customs inspectors. All by priority filled sheets would be first inspected by the institution determined by law. In first inspection would be included all individuals which were here at determined positions since year 1992 and later would be performed on regular basis at the beginning of each election period. For money transfers of any kind (buying, loan, investment, etc.) above 10.000 euros will be obligatory to prove origin of the money. Sign international contracts with the neighboring countries on information exchange about properties of our citizens in another countries. When we come to these data only then people will see what really happened to them and how much robbed they are. Bring a law which will regulate the way to return illegally gained assets to Republic ownership and to give a workers shares of these companies.

In the Law of properties among others will be regulated that the ones who will take care about illegally gained property firstly to prove origin of their properties. Here we are talking about inspectors, police, judges, employees of the newly formed institution which will enforce the Law of properties. The new government will be obliged to pay at least half of foreign debt with confiscated properties from the ones who gained the properties in illegal way. Attitude of the Peoples Party is that cannot govern the Government which cannot deal with this. (Stolen are huge assets and they have to be returned into legal flows of assets). It is ridiculously to talk publicly in media about how we are robbed by eighty people and make a science with that how to confiscate from those people what is not their possession. HOW TO SOLVE THIS? By legal procedure identify those people and confiscate their assets, then they have to prove an origin of the assets. To realize all of this, it is necessary thoroughly reorganize and by law regulate justice, because present is a suspicion in the people that justice today in significant amount is a support to criminal and corruption.

Regulate areas of vital national interest. Priorities are: education, language, culture, health, food production, energy, water and development of manufacturing companies. Care for children and youth is a priority in vital national interests. Founding INSTITUTE FOR DEVELOPMENT at the level of Republic. Revitalization of villages in Potkozarje, Romanija and Herzegovina (villages in all parts has to connect in development with other villages). At the territory level special attention in development direct to East part of Republic Srpska and to the project Lijevce-Posavina-Semberija (state project for healthy food production). Start a project of revitalization of production in a companies by model one city one factory. Those factories lift primarily by investments of our small shareholders (employees) and share investments (money) of our employees abroad. Stimulate work of innovators and inventors. To proclaim sources of drinking water, ecologically clean rivers, mines, thermal waters, forests and nature parks as the goods of national interest.

To establish the Solidarity Fund for the level of pre-school and primary education. To make schools and pre-schools self-financed institutions and partially connect them to the municipalities (pre-schools, primary and high schools). It is necessary that municipalities co-finance stay of a kids in kindergartens for social categories of residents. Assets would be secured via funds of solidarity of municipalities and cities. Starting production is a primary task of the Peoples Party. Agricultural production will be foundation of development.

To define that political positions up to the level of Minister Assistant, and for eventual determination of some other positions which can be filled, ask decision of the authorized parliament on suggestion of the authorized commission. This decision would be brought by two-thirds of majority of the authorized parliament. All other employment would be performed through the Institute for employment along with obligatory accreditation of diploma and introducing public lists of priorities in employment. Adoption of changes to the Law on Government. The number of Ministries in the RS Government will reduce to eight (8) and all Ministries will have obligation to prepare and publish their Annual Programs at web site of each Ministry. If realization of the Program is less than 70%, mandate of the Minister ceases automatically. Same principle would be applied to lower levels, which would be defined by a Law. (For example: Mayors and Principles of Municipalities). To form the Solidarity Fund for the cities and municipalities of the RS. To form the Service of the State Accounting, by the model of the former SDK. To form at the municipality level centers for free of charge legal services for citizens and review role of legal service providers (lawyers, notaries, ombudsman, public attorneys) and examine negative events that occur in the practice. Institute for development of RS would have specialized departments. Institute would play a key role in all development projects and investments. Loans has to be replaced by share investments and if even have to be taken it will be taken for investments in development and new employment. Privatization is in dead end. State has to take responsibility for events that happened with privatization of

a companies and employees which worked there, because the state performed that privatizations and by own will. There is no and cannot be running away from the privatization which exactly the state and entities have performed. Control of privatization and responsibility for failures has to be undertaken by the ones who performed it. The Institute will take over supervision and care for programs. Cannot all kind of non-expert individuals to manage with money and by that with the destiny of the people. We still have skilled workers and we have to give them place and role. For failures made till today, obligatory has to be responsibility of the government. The Institute would give a consent on regulation plan changes in the cities and municipalities, because in this area were happened huge criminal activities. (For example: Parks are ruined in Banja Luka, and in the cities in rest of the world plants are seed even on the building roofs.)

Care about youth

The Peoples Party will pay special attention to the youth, starting with the position and role in the party up to the quality of preschool, school and university education. Special attention will be addressed to the employment, institutions for organizing of free time use of the youth, residence and sport recreation activities. In the schools will be implemented program Opened doors school and that means that students in own free time would have a possibility (in accordance with own commitment of the parents) activities and recreations under super vision of staff experts during entire week except Sunday. We do not have the right to judge the youth and we do not give them anything.

Agriculture and a village

To form Agro-development stations in villages and at the level of local centers form Agro-development centers, hire engineers which will organize specialized production, take care of production, have obligation to buy out market surpluses of agricultural products which will be sold through previously formed state holding company as shareholding of farmers. State has to create conditions for surpluses in agriculture production and all other market surpluses to be protected from unfair competition and in accordance with the quality to take place in the market. (State has to prove that care about development of village and the agriculture. Village is ruined at the moment. Special priority for construction of the infrastructure in villages.

Large amount of private company owners has enriched by taking from the employees. That cannot be tolerated any more. Individuals cannot be more important than entire nation. By law arrange that denying of employees rights is a felony for which the minimal sentence is from 6 months to 10 years of prison (depending of the volume of the crime, because it is not rare case when violation of the right ends with suicide of the employee. In this field legal experience of other countries should be used, during legislation preparation). By law regulate right of inspection to be able at the First Instance sentence a penalty for employers with high amounts (for example as in Austria) for the ones who violate rights of the employees, especially of a pregnant employees.

The Media Council should have 9 members (2 parliament members, 2 media sector employees and 5 respected citizens with expertise in this field. Council is appointed by authorized parliament by two thirds majority. (So formed media could not become poltroons media serving to the individuals). By law regulate that groundless, and by court proved media accusation, be drastically punished materially and by imprisoning because the current method is ruining entire families and people who stand to imply on problems, and after that comes corrupted media ruining individuals and their families. Some corrupted media by this way ruining public word.

New approaches to responsibility

To introduce obligatory life sentence for serious crimes, drug trade and people trafficking, without possibility of sentence reduction. It should be think of death sentence as well. Crimes and heavy criminal acts are in terrified expansion. In prisons arrange by law that prisoners are obligated to work in accordance with their abilities with a goal of serving their own (food, clothes, shoes, guards, and compensation for victims). Precisely define by law protection of victims human rights. Unfortunately, there is hardly any protection of the victims human rights at the moment. To introduce obligatory recall of judges and prosecutors (for prosecutors who raised charges without arguments) whose verdicts were overturned (introduce a normative when to recall them). In that way we will reduce the corruption in the judgment system. By law regulate that reports has to be submitted by judges and prosecutors about their work to the institution which appointed them. There is no area of life where human rights are not violated (employees, family, farmers, youth, kids, retirees, education, media and not list further, because it should be listed every aspect of life). Adopt the law of the protection of human rights in which will be defined high money penalties for violation of human rights, including imprisoning.

Infrastructure

Health workers should, depending of the need, have possibility and for overtime work. Three health centers in RS to equip with health helicopters. (If now some individuals are driving around by helicopters to the local communities are we supposed to allow people to die, while morally stumble ones drive around by helicopters as by bicycles). The State will provide the means for three IVF (in vitro fertilization) per married couple who have problems for conception, because this is true fight for birthrate and everything else are deceptions. Adopt the new law for health protection by model of the countries in EU which already have ordered system of health protection. By priority invest in education and expertize improvement of high educated staff in health system because we have huge amount of assets directed to other centers and our high educated staff stagnate and by that they are ruined instead to improve themselves as to our citizens could get high quality services in our health centers. It is unacceptable for letting our centers are based only on assets of our Fund for health insurance and the big money from our Fund is leaking to the centers in other countries. Well, is our health system so incapable so much not be able to provide high quality services to the citizens of other countries at least in some segments of health services? Our health system is not incapable that much. Our health system has incapable management as in medical centers as well in Funds of health insurance. That is the main reason of this state.

Rights of deprived categories of the residents

Our own real humanity today we show in relations to children with special needs, blind ones and the ones with muscular dystrophy and etc. We are not miserably poor that we cannot organize more quality help to these categories of residents. Attitude of the Peoples Party is that the rights of this categories of residents cannot solve without founding of a dedicated funds for these categories of residents.

Relation with minorities

Relation with minorities is significant factor of development in every country. In B&H and its entities approach to this problem is superficial and formal. Stand of the Peoples Party is that there is need to be formed on state and entity level a council of national minorities with precise determined authorities. We, in B&H, are acting as we are afraid of democracy.

Relation with religious communities

Permanently to improve relations with Serbian Orthodox Church, Islam Community, Catholic Church and other religious communities with clear goal of mutual trust and respect.
