The agenc,Cs recent rule& Safety Standards for Scaffolds Use in the Construction Industry rule
aims to $rotect workers using scaffolding in construction work( Scaffolding hazards continue to
rank high on the list of the most fre-uentl, cited standards in the construction industr,( Scaffold'
related fatalities account for a significant num"er of fatalities in the construction work$lace( This
"ooklet addresses some of the most common -uestions a"out )SH*Cs scaffold standard( Dt is all
$art of the agenc,Cs effort to $ro%ide guidance to em$lo,ers who need hel$ in com$l,ing with
)SH*Cs standards to $rotect the working men and women across the nation( This "ooklet is
organized in a -uestion and answer format to highlight $ertinent information that em$lo,ers and

<hen is a co!petent person re1uired for scaffoldin$=
)SH*Cs scaffolding standard defines a com$etent $erson as Fone who is ca$a"le of identif,ing
existing and $redicta"le hazards in the surroundings or working conditions& which are unsanitar,&
hazardous to em$lo,ees& and who has authorization to take $rom$t correcti%e measures to
eliminate them(F
The standard re-uires a com$etent $erson to $erform the following duties under these
circumstances1

<hat are the capacit re1uire!ents for all scaffolds=
Each scaffold and scaffold com$onent must su$$ort without failure its own weight and at least
four times the maximum intended load a$$lied or transmitted to it(&3)456'&*a-*&-
* -ualified $erson must design the scaffolds& which are loaded in accordance with that
design( &3)456'&*a-*4-
Scaffolds and scaffold com$onents must not "e loaded in excess of their maximum intended
loads or rated ca$acities& whiche%er is less( &3)456'&*f-*&-
?oad carr,ing tim"er mem"ers should "e a minimum of 6&:44 l"'fGin3 construction grade

Scaffold Platform Construction
<hat are scaffold platfor! construction re1uire!ents=
Each $latform must "e $lanked and decked as full, as $ossi"le with the s$ace "etween the
$latform and u$rights not more than 6 inch 23(: centimeters5 wide( The s$ace must not exceed 7
inches 23E(6 centimetersm5 when side "rackets or odd'sha$ed structures result in a wider

Scaffold $lanking must "e a"le to su$$ort& without failure& its own weight and at least four times

Solid sawn wood& fa"ricated $lanks& and fa"ricated $latforms ma, "e used as scaffold $lanks
following the recommendations ", the manufacturer or a lum"er grading association or ins$ection

include fall hazards& falling o"Bect hazards& electrical hazards& $ro$er use of the scaffold& and

Are there re1uire!ents for suspension scaffolds=
Some of the re-uirements for all t,$es of sus$ension scaffolds include1
Em$lo,ers must ensure that all em$lo,ees are trained to recognize the hazards
associated with the t,$e of scaffold "eing used( &3)456'&*d-*&-
*ll su$$ort de%ices must rest on surfaces ca$a"le of su$$orting at least four times the
load im$osed on them ", the scaffold when o$erating at the rated load of the hoist& or at
least one'and'a'half times the load im$osed on them ", the scaffold at the stall ca$acit,
of the hoist& whiche%er is greater( &3)456'&*d-*&-
* com$etent $erson must e%aluate all direct connections $rior to use to confirm that the
su$$orting surfaces are a"le to su$$ort the im$osed load& &3)456'&*d-*&-
*ll sus$ension scaffolds must "e tied or otherwise secured to $re%ent them from swa,ing&
