Hegemony and Balance of power Speaking about the course can not be removed in one instrument called a power.

The word literally means strength power. The linkage between the force as an instrument in the presence of a country starts from the assumption of the realists. The realist claim that in order to maintain the existence of the power of the state as one of the instruments is very important. Morgenthau provides a definition of the nature of power is when there is a relationship between actors in which actor A is able to control and influence the thinking actor actor B that B will do what it wants actor A.1

In his book 'Politic Among Nations', Morgenthau classification divides power into two: tangible and intangible. That is the division of power measurement are divided into nine categories according to Hans J. Morgenthau there are two forms of power that can be 'measured' and not. Things - things that are physical as geographical and military equipment are included in the category of tangible. While that includes intangible is the national character and the quality of diplomacy. However, the power dimension has five sizes, namely: 1). From the concept of the power we turn to the concept of 'Balance of Power'. Balance of Power comes from the thoughts of the realists in which they believe that the world is a state equal strength will cause a peace. In fact according to the liberals Balance of Power is an impossible utopian because each state has a balanced strength because it may also in some aspect, every country has the same ability.

In an article titled 'Introduction: The Enduring axioms of Balance of Power Theory and Their Contemporary Relevance', T. V. Paul had three forms of the Balance of Power, among others: 1). Hard balancing: the means used to achieve the Balance of Power to maintain and increase military power. It is used by the realists in understanding. 2). Soft balancing: one in which the state - the state could raise the intensity of his power with other powerful countries so as to reduce the rising state power that can threaten and cause fear. 3). Asymmetric balancing: the circumstances in which the nation-state efforts to achieve balance, but there are no immediate symptoms from actors outside the state itself as terrorists who could threaten security. Hegemonic stability is a condition in which there is a country that became a hagemon nation against another nation state. Hegemony of one power alone will be able to include other countries by force from that country (TV Paul, nd: 5). Development proceeds from the existence of a hegemony that controls to a hegemony that is able to create a stability. Its meant as a stability is a stability that is able to maintain a stable state - the rest of the world. Example of a country that had become hegemonic stability is England in the 18th century with all kinds of creatures invasion of the region - other regions. However, as the development of the times, the United States became the hegemonic stability later in the 20th century. But it is doubtful now given that the United States has fallen down due to terrorist attacks and the economic crisis hit. In general it can be concluded that the opinion of the realist concept of reasonable power. My conclusion on this topic is the realist assumption of a power which is so 'strategic' is redundant in which a country can not simply be measured from its strengths. The state also does not have to be anarchy for peace, the interests and the various interventions will wipe out the possibility of balance of power, not to mention the difference between the measured power elements will further add to the long list of loopholes for the realists. On hegemonic stability I think it is too utopian view that not all aspects of the country A country B capable owned this has lead to a paradox because as a country hagemon then there needs to be a 'full force' of all aspects.2

Classical realism Realism is a school of political thought that put a man in a state that is always worried about his safety and the trigger to compete with others. Realism focuses on the nature of human beings who are selfish, dare to do anything to achieve their own interests. Hans Morgenthau said, "Politics is the pursuit of power over people, and whatever the final destination, power is the most important goal and the means to obtain, maintain, and demonstrate the technique to determine the power of political action" (Hans Morgenthau: 1965)3 Classical Realism early development of post-World War II. The background of the emergence of classical realism as a criticism of the lack of an idealistic thinker who dinilia too much emphasis on individual rationality and decrease the concentration of power (Jackson & Sorensen, 2005). Humans want to be as a controller or a ruler, do not want harmed by others (Jackson and Sorensen, 1999). Perspective of classical realism has 4 basic idea. First, a pessimistic view of human nature to tend to do well. Second, believes that international relations is full of conflict and conflict can only be diselesikan the war. Third, giving high attention to values and keeksistensian national security of a country. And finally, skeptical of progress in international politics. The main actor is the realist's view state actors and non-state like MNC, WTO, TNCs considered unimportant because of the small influence. Basic normative realism is national security and the survival of the state to carry out its foreign policy. Countries are considered very important because it is a function of the state to provide protection and security for the region, residents, and even elements of other countries. The skeptical realist would formation of world government or world government. Therefore, each country has their own way of interacting with other countries without dictated by a higher power. To get the national interests, the realists would deal with conflicts or problems in order to maintain the existence of the state and national resilience. So necessary precautions against a country has greater strength and prevention of other countries choose a smaller force. This concept is called "Balance of Power". Neorealism which is the latest stream of realism. Kenneth Waltz, the Neorealist contemporary thinkers take some elements of classical and neoclassical realism as a starting point for thinking, for example, that countries that live in the international hierarchy system. Waltz said, "international anarchy is the permissive cause of war." (Waltz, 1979) is that the country is at war because he thinks bad social organization anarchy. According to him, the theory of International Relations is best Neorealist theory that focuses on the structure of the system, its units interact, and sustainable systems change. There are 3 core of the views of the neoralis. First, the political behavior of the international political system is structured (determinism international system). Second, the basic shape of international politics is anarchic structure is no higher sovereignty beyond the state because it all depends on the capabilities of the state itself to regulate themselves (self-help). And third, the war could be a balance to resolve a conflict compatibility problems if not found.

Neo-realism assumes that the structures and systems is central to the analysis, due to the structure of actors forced to work in a certain way. With the power of national states or socalled hegemony, then comes the two different systems, namely bipolar and multipolar. International System of bipolar is a country led by the two major powers in the post-Cold war, the United States and the Soviet Union. Multiploar system is an international system led by more than two great powers occurred before the Cold-war, for example the United States, Germany, France, Britain, and China. Waltz said, "only the two great powers, its power can be expected to act to maintain the system" (Waltz: 1979) Differences realism to neorealism lies in the existence of a second thought. Classical realism. Classical realism see the world from the components contained therein, the state or the people. Morgenthau himself saw human nature as the main effect of the development of realism. Neorealist themselves see the world in a system where there are schools that are in the system.4
