Massive vote-buying noted in Tacloban

TACLOBAN CITYAmid accusations of massive and rampant vote-buying, a former city ocial claimed that the recent electoral exercise was the dirtiest and most expensive so far in this city. This came after he learned that vote-buying was noted to reach up to the third wave with the actual payment done house-to-house and in front of the polling centers during the Election Day.

TACLOBAN CITY- With no major hitches encountered as of morning of the balloting, the Commission on Elections (Comelec) here in the region declared the elections as generally peaceful. 2 slain in pre-election killings


TACLOBAN CITY Two persons were killed while two others were wounded in what the police say could be election related incidents in various parts of Eastern Visayas a day before the elections. In Calbayog City, a supporter of gubernatorial candidate Sharee Ann Tan was shot dead by still unidentified men in Barangay Canjumadac. Police Supt. Marvin Ordonia identified the victim as Romulo Dealagnon, of legal age, and a resident of nearby village of Tambalan. Ordonia said several empty shells of still undetermined firearms were recovered from the crime scene. The victim was carrying a hand bag full of money. It was however turned over to the police for proper disposition, Ordonia said. In Hilongos, Leyte, a barangay kagawad was seriously wounded when unidentified armed men shot him around 1:00 p.m. on May 12. Police Insp. Shevert Allan Machete, Hilongos PNP chief identified the victim as Manuel Aniscal, 49, and a barangay kagawad of Barangay Protection in Hilongos. The victim was brought to Seventh Day Adventist Hospital in Hilongos, and later to OSPA Farmers Hospital in Ormoc City. He was transferred to the Eastern Visayas Regional Medical Center (EVRMC) yesterday. In Catarman, Northern Samar, a former village council member sustained multiple gunshot wounds when unidentified assailants sprayed bullets on his house in Barangay Libjo. The victim, identified as Arturo Gallano, was brought to Northern Samar Provincial Hospital but was later declared dead. Meanwhile, an explosion occurred early morning on May 12 in front of the house of Celso Malaguis, the village chairman of Barangay Conalum, Inopacan, Leyte. Police Insp. Allan Oliveron said two unidentified men riding in tandem towards the direction of Baybay City lobbed a still undetermined explosive on the house of Malaguis. No one was hurt in the incident. Meanwhile, police arrested Sunday four armed men suspected to be hired goons in a checkpoint in Naval. Biliran. Police Insp. Romuel Nacar, PNP-8 regional information officer, said recovered from the suspects were one cal. 45, one M16 armalite rifle, assorted ammunitions and bladed weapons. The suspects were on Sitio Bagacay, Barangay Hagikhikan, a far-flung barangay of capital town Naval. Nacar said the suspects are now detained at Naval PNP. In Merida, Leyte, three persons wearing camouflaged uniforms on board an Isuzu pick-up were apprehended for violation of election gun ban and threats. PRO8 assures peaceful polls


CAMP KANGLEON, Palo, Leyte -- Eastern Visayas top cop Police Chief Superintendent Elmer Ragadio Soria assured the public that security measures in all polling centers in the region are in place and expects the midterm elections to be peaceful and orderly as Waraynons troops to different precincts to cast their votes . The situation is manageable as we have not received any report of violent incidents since the voting started this 7:00 a.m., Soria said. PRO8 established security assistance desks to provide appropriate security with close to 5,000 policemen deployed to render election duties while Reactionary Standby Support Forces (RRSFs) are ready to respond to any eventualities. Soria has been closely monitoring implementation of election security measures and electionrelated events at the PRO8 Regional Election Monitoring and Action Center (REMAC). A total of 2,576,250 registered voters troops to 3,773 voting centers with 17,328 established precincts and 5,135 clustered/grouped precincts today wherein there are 3,239 candidates vying for different local elective posts in the region. Meanwhile, Soria informed that 7 more persons were arrested by the police in Naval, Biliran and Merida, Leyte for violation of the gun ban. At around 6:30 A.M. today, policemen arrested in Brgy. The law enforcement official also called on the public to help them arrest individuals who will engage in vote buying even as he directed his men to conduct operations against vote-buying, and if necessary, entrap votebuyers and vote-sellers. Comelec-8 encounters only minimal problems during election


TACLOBAN CITY Despite malfunctions of few precinct count optical scanning (PCOS) machines, voting was pushed through in all areas of the region yesterday, the Commission on Elections (Comelec) said. Comelec Regional Director Veronico Petalcorin said all villages in the region were able to hold elections, although voting was delayed in few areas of Samar Island due to defects of four PCOS machines. The Comelec regional office has yet to receive reports of specific areas with machines failure problem. There are also reports of PCOS machine malfunctions in Tacloban City and Palo, Leyte but the election official said these are minor problems. The problem is only minimal but and we were able to immediately replace those machines. The Philippine Army has also airlifted contingency PCOS machines to far flung municipalities of Gamay in Northern Samar and Maslog in Eastern Samar as mitigation measures, Petalcorin told Leyte Samar Daily Express. Petalcorin said the malfunctioning machines are just a tiny fraction of the total 5,135 PCOS machines sent to 4,390 barangays of Eastern Visayas. TACLOBAN CITY Election Day was generally peaceful in Eastern Visayas despite some isolated cases of violence two days before the midterm polls. Police Regional Information Officer Chief Insp. Eufronio Obong said the situation in six provinces as of yesterday afternoon has been manageable. The situation in the entire region is manageable and under control. Although there were reports of violence days before elections, the actual day of voting is peaceful and orderly, Obong told Leyte Samar Daily Express. Three shooting incidents in Northern Samar towns were reported in late Saturday night and Sunday leaving two persons dead and another wounded. In Catarman town, unidentified gunmen shoot to death Arturo Gallano, a former councilman of Barangay Libho. 4 Filipino peacekeepers held in Syria freed


MANILA (Updated) -- The Philippine government welcomed Sunday the release of four Filipino UN peacekeepers who were abducted last Tuesday in Al Jamla, Syria. The Department of Foreign Affairs (DFA), in a statement, said the peacekeepers were brought to the United Nations Disengagement Observer Forces (UNDOFs) base in the Golan Heights, Camp Ziuoani, for medical check-up and stress debriefing. The DFA thanked the United Nations and all those who have exerted and contributed to the collective efforts to effect the safe release of all four UNDOF members. The Philippines stresses the impartiality of UNDOF and its mandate to monitor the Disengagement of Forces Agreement between Israel and Syria, and strongly reiterates its call on all parties to respect the freedom of movement and safety and security of peacekeepers in UNDOF, the department said. andidates never lose during elections; they are just being cheated by their opponents. This is what politicians have in mind, explaining why election-related protests immediately follow, as if these were part of the electoral process. It is common knowledge among politicians themselves that, in order to win, various sorts of gimmickry and fraud have to be employed to win the votes of the electorate. But the application of these means varies in degree, and it is most often dictated by money. And so those who lack this element usually end up as losers, unable to beat their rivals. Come the proclamation of winners, then, losers resort to uproarious complaints instead of admitting defeat. This in part is caused by that knowledge that, just like they did, trickery has been employed, causing their defeat. As if they are not guilty of the same, they turn

against their victorious opponents using their knowledge on that cheating allegedly used by the latter. The truth of the matter is, they all are guilty of the same modus operandi, only that the winning candidates are enjoying an edge for being endowed with more, like more money, more resources, more influence, more supporters, etc. But as regards the employment of fraudulent schemes, they all have had their share, hence the dirty politics that we have. Now that the mid-term election is over, it is expected that, as usual, protests are going to surface. As they tend to proliferate, perhaps the issue that should be entertained is not whether the winners had cheated; it should be how intense their cheating was as against their defeated opponents.

Abused empowerment
In the face of frequent violence committed against women, laws had been legislated to protect and empower these weaker sex against abusive men. This indeed is a commendable, heroic act coming to the womens rescue, something that shouldnt be ignored. But while these laws are there to protect women, we cannot deny the fact that some women of different breed, personality, and drives; women who are strong, malicious, and equally abusive, can actually use these same legislations to victimize weak and unsuspecting men who are just carrying out daily chores in good faith. the fact that some notorious women, with family backgrounds as being spoiled brats, quarrelsome, and sore against, say, men for their perhaps ugly looks that turn men off, can actually make use of these laws to ruin the lives of the men they pick on. A slight, unintentional offense that a man does, say in his sleep, can be manipulated by a woman of this caliber just for sheer adventurism, sadistic vengeance, destructive intent, and attraction of peoples attention to herself, especially if the man has a to page 5

Why, when these pro-women laws were hatched, they imply as if only men are capable of savage and notorious treatment of women, making the men appear as the monstrous villains who should be guarded for their animalistic tendencies. Women, on the other hand, are portrayed as harmless, tender, and

spotless lambs not in any way capable of doing foolishness but are merely the objects of criminal offenses. In perceiving women as generally like this, lawmakers were overacting or showing off in their so-called heroic act of saving and protecting the female gender. They must have closed their eyes to

After the zarzuela of the poll fray, the bickering, though momentarily shelved, is dug up come next elections. With index crimes constantly escalating in stat charts, violence related to elections never ceases, just as what is going on in the Philippines this current election imbroglio. After the elections, as every would talk, candidates should kiss and make up, forgive and forget the squabbles that paint the countrys political tapestry. But while it is so, at most in philosophy, the pain remains and is harbored in the depths tions. Many of those who were included in the administration slate in this midterm elections are people who are far from straight if not downright crooked. The accommodation of senatorial bets that fall short of the advocacys exacting standards would certainly compromise the campaign against graft and corruption. People are fully aware that some of the big names in the administration lineup are up in line for investigation and prosecution. The link between those who live the advocacy of the straight path with those that are identified wallowing in the crooked path will eventually cause crookedness in what once was an ideal straight line. Forgive with healed memories


Is it possible to forgive and forget both at the same time? Theoretically the answer could be an affirmative adopting the dictum forgive and forget. However, for Rev. Fr. Nestor Caber, chaplain of the Bureau of Jail Management and Penology in Eastern Visayas, the reply is an emphatic No! No contractualization, says Digitel


Digital Telecommunications Philippines (Digitel) said that there was no contractualization as alleged by some quarters when the company decided to implement a redundancy program following the migration of its landline subscribers to parent firm PLDT. Contrary to reports that almost all of these redundant employees were offered jobs as contractual personnel with the same salary, same position, same job description and same work location, PLDT and its subsidiaries or affiliate companies have actually hired a total of 388 employees from Digitel as regular, not contractual, employees. More importantly, the facts show that the Digitel case is actually a situation where redundancy, not contractualization, has unfortunately become unavoidable, Digitel Spokesperson Reuben Pangan said. After PLDT acquired Digitel in late 2011, it conducted a review of the operations of the different businesses of Digitel and its subsidiary Sun Cellular. It found that Digitels landline network had reached its end-of-life stage. There are no more spare parts for these facilities, much of which were acquired from the old telephone network of the government dating back to the 1980s. Digitel had attempted to modernize its network in 2011, but only 5% of the facilities have been upgraded. These facilities now have to be replaced, otherwise Digitel subscribers will have to endure progressively deteriorating service, Pangan pointed out. Given this situation, it is better from the standpoint of public service to retire the old Digitel network and migrate our customers to PLDT which has just completed its network transformation, he added. This way, Digitel customers would continue to be served at the same rates, with the same subscriber number, and with better quality and wider range of services. TACLOBAN CITY- At least 19 PCOS machines across Leyte were found to have developed some problems during the Mondays balloting. However, the precinct count optical scan machines that have bogged down did not affect the conduct of the elections as balloting continues as these were later fixed, lawyer Richard Japzon, Leyte elections supervisor, said. These PCOS machines either stopped or did not read the ballots fed to the machines. The balloting machines that developed some problems were in the towns of Isabel(Barangay Apale and Matlang); Tanauan(Cabalaguan); MacArthur(District 2); Matalom (Alta Vista and Tag-us); Mahaplag(Maguganao); Barugo(District 4 and 5); Capoocan(San Joaquin,Gagad and Giuna diongan),Calubian(Poblacion,Gudlayun, Pula and Jubay);Palo(Buri,Guinapondan, Caloogan and San Antonio); Burauen(Tagadtaron); Leyte(Tadol) and in the city of Baybay (Villa Solidaridad). He also said that during the balloting, some marking pens in different precincts in Leyte also did not work. Japzon said that his office immediately provided marking pens used during their previous seminar. He also said that his office received some of massive vote-buying in Leyte but admitted that they could not act on them as no one has come to out to formally report the incident. Japzon said that these vote-buying incidents are only reported in the media and not at their office.
