OPEN PUBLIC MEETING STATEMENT: This meeting is being held in conformity to the Open Public Meetings Act N.J.S.A. 10:4-6 et. seq. Proper public notice of the meeting was published in the local papers on May 11 and May 12, 2013. If any Board member or member of the public in attendance believes that the meeting is in violation of the Open Public Meetings Act, the Hoboken Board of Education requests that they make a statement at this time. The Board wishes to make those in attendance aware that this meeting is being recorded on video and will be broadcast by the Board at a later date on CATV Channel 77 and Fios Channel 46. RESOLUTION NO. GP-0014-12-13 SUBJECT: APPROVAL OF SBYSP SUMMER PROGRAM AT HOBOKEN HIGH SCHOOL RESOLVED, that the Board of Education, upon recommendation of the Superintendent, approves the SBYSP Summer Program at Hoboken High School. " Camp Redwings 2013" is a summer program which is required by SBYSP contract between the Hoboken Board of Education and NJ State Division of Children and Family Services. The entire program will run for six weeks beginning on July 1, 2013. The program will provide students with a variety of learning support, healthy youth development, recreational activities and a student orientation component. The program will take place at Hoboken High School and include a variety of approved field trips pending renewal of the grant. Salaries from #20-436-200-10013-1027-000.

RESOLUTION NO. GP-0016-12-13 SUBJECT: APPROVAL OF MOCK CAR DISPLAY AT HOBOKEN HIGH SCHOOL RESOLVED, that the Board of Education, upon recommendation of the Superintendent, approves Hoboken High School to display a crashed vehicle outside of Hoboken High School from May 28, 2013 until May 30, 2013. The purpose of this display is to demonstrate to our students the dangers of drinking and driving. The Hoboken Police Department will have police caution tape around the display for safety precautions. In conjunction with this Ms. Maria Estevez (Mothers Against Drunk Driving) will speak to 12th graders in a one hour assembly on May 29, 2013.

RESOLUTION NO. FI-0025-12-13 SUBJECT: APPROVAL OF MEMBERSHIP IN THE NEW JERSEY STATE INTERSCHOLASTIC ATHLETIC ASSOCIATION

RESOLVED, that the Hoboken Board of Education approves membership in the New Jersey State Interscholastic Athletic Association (NJSIAA). The annual dues for 2013-2014 are $2,150.00. HOBOKEN BOARD OF EDUCATION MEMBERSHIP IN NJSIAA RESOLVED, that the Hoboken Board of Education, in the County of Hudson, New Jersey, as provided for in Chapter 172 Laws 1979 (N.J.S.A. 18A:11-3 et seq. and Policy 2431) herewith enrolls Hoboken High School as a member of the New Jersey State Interscholastic Athletic Association to participate in the approved interschool athletic program sponsored by the NJSIAA; and BE IT FURTHER RESOLVED, that this resolution will continue to be in effect until or unless rescinded by the Board of Education and shall be included among those policies adopted by the Board. RESOLUTION NO. FI-0026-12-13 SUBJECT: APPROVAL OF TRAVEL RESOLUTION FOR THE 2013-2014 SCHOOL YEAR

WHEREAS, the Hoboken Board of Education is required pursuant to N.J.S.A. 18A:11-12 to adopt policy and approve travel expenditures by district employees and board members using local, State, or Federal funds to ensure that travel is educationally necessary and fiscally prudent, and WHEREAS, the Hoboken Board of Education has determined that the training and informational programs submitted for board approval are directly related to and within the scope of district employees and board members duties, and WHEREAS, the Board of Education has determined that the training and informational programs submitted for board approval are directly related to and within the scope of the travelers current responsibilities and the boards professional development plan, and WHEREAS, the Board of Education has determined that participation in training and informational programs requires school district travel expenditures and that this travel is critical to the instructional needs of the district and/or furthers the efficient operation of the district, and WHEREAS, the Board of Education has determined that the school district travel expenditures to these programs are in compliance with State travel guidelines of $.31 per mile reimbursement as established by the Department of the Treasury and within the guidelines established by the federal Office of Management and Budget; except as superseded by conflicting provision of Title 18A of the New Jersey Statutes, and

RESOLVED that the Board of Education approves the following resolution regarding Procurement of Good and Services through Cooperative Pricing Agreement: WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to enter into Cooperative Pricing Agreements; and WHEREAS, the Board, on May 14, 2013 duly adopted resolution to enter into a Cooperative Pricing Agreement through Educational Data Services, Inc. with Educational Services Commission of Morris County as Lead Agency; and WHEREAS, the Hoboken School District has the need, on a timely basis, to procure goods and services utilizing Cooperative Pricing Agreements, and WHEREAS, the Hoboken Board of Education desire to authorize its purchasing agent to make any and all purchases necessary to meet the needs of the school District throughout the 2013-2014 school year. WHEREAS, a State Health Benefits Program Coverage Waiver/Reinstatement Form and Active Employee Health Benefits Application must be submitted through the Human Resources Office to the SHBP in order to waive SHBP medical and prescription coverage, and WHEREAS, to reinstate coverage under the SHBP, an employee must once again complete a State Health Benefits Program Coverage Waiver/Reinstatement Form and Active Employee Health Benefits Application, and WHEREAS, the employee must notify the SHBP within 30 days of the loss of the other coverage and provide proof of loss of that coverage. And WHEREAS, reinstatement will be effective immediately following the loss of the employees other health plan coverage, NOW THEREFORE BE IT RESOLVED that the Hoboken Board of Education offers the opt out plan to all active eligible employees, and BE IT FURTHER RESOLVED, those active eligible employees who are eligible for other health care coverage, and waive coverage with the Hoboken Board of Education, will receive an incentive payment of either 25% of the amount saved by the employer or $5,000, whichever is less, and BE IT FURTHER RESOLVED, the incentive payment will be made twice a year on the closest pay date to December 15 and June 15 each year. The decision of the Hoboken Board of Education to allow its employees to waive coverage, and the amount of incentive to be paid, cannot be subject to the collective bargaining process.

RESOLVED, that the Hoboken Board of Education ratifies the declaration of an emergency by the Interim Business Administrator due to structural issues with the facade of the Brandt School effecting the health and safety of the Hoboken community, in accordance with the N.J.S.A. 18A:18A-7, and BE IT FURTHER RESOLVED, that the Board approves the continuation of an emergency contract with T&M Contracting Company Inc. of Hoboken, New Jersey in an amount not to exceed $50,000 from September 2012 through June 2013, to include emergency installation of the protective sidewalk bridge (erecting, dismantling, lights, rental of materials) and the determination of the extent of the problem in concert with the architect to determine the specifications for repair (includes the cost of the equipment to complete the site analysis); and BE IT FURTHER RESOLVED that the Interim Business Administrator be authorized to submit the declaration of emergency to the Executive County Superintendent for approval.
