Position of operation being recorded is position four
in severe weather which covers the whole national air
7 space system. I hereby certify that the following is
8 a true rerecording of the original recorded
9 transmissions pertaining to the events of 9-11. My
10 name is Troy Gascoin, and I'm employed as a quality
11 assurance specialist at the command center. Time now
12 is 1230 and 30 seconds. This is the first
13 transmission on this line pertaining to the events of
14 9-11.
15 UNIDENTIFIED SPEAKER: TSDII —
16 UNIDENTIFIED SPEAKER: Primary only.
17 Primary only. Wait one second, boss.
18 MALE 1: I've been trying to reach him,
19 man. I haven't been able to reach him.
20 UNIDENTIFIED SPEAKER: Well, Boston center
21 claims that they lost radio communication with the
22 aircraft and the transponder, and also, they are
23 tracking the primary target at this point. It was
24 last nine at flight level 290. He appears to have
25 turned south, southwest bound and. And also, there
0003
1 was some mention of some sort of a threat being made
2 or, a threat to the cockpit or a threat and, in the
3 cockpit. Boston is uncertain exactly what was said.
4 I guess they are going to try to pull the tapes as
5 quick as they can.
6 MALE 1: Tom, where can I reach you back?

10 (Time Pause.)
11 MALE 1: Severe weather?
12 UNIDENTIFIED SPEAKER: Hey severe weather.
13 This is PTT. Good morning. I'm only calling because
14 I wanted to see what you guys had on tap for the
15 whole day, especially during my shift from 6:30 to
16 2:30. I figure we don't have much weather so if you
17 want to just call us closed --
18 MALE 1: It looks like it. Looks like a
19 little bit of rain in the northeast. Not much. How
20 about that stuff in Miami?
21 UNIDENTIFIED SPEAKER: There is a
22 possibility that it might cause some problem. But
23 anything down in the peninsula, Jackson, Miami, Ohio.
24 MALE 1: Good. This is a good day for me.
25 UNIDENTIFIED SPEAKER: This is a good day
0004
1 for me. After the last few, we need them.
2 MALE 1: Thanks, man.
3 (Time Pause.)
4 UNIDENTIFIED SPEAKER: Hello.
5 UNIDENTIFIED SPEAKER: Boston center here?
6 UNIDENTIFIED SPEAKER: New York center, we
7 just brought them into this conference. Could you
8 give them an update on what you know at this point.
9 UNIDENTIFIED SPEAKER: What we know and
10 that (INAUDIBLE) would have a frequency, frequency
11 127 (INAUDIBLE), aircraft is now down (INAUDIBLE), to
12 try to determine what, we are going to try to
13 (INAUDIBLE).
14 UNIDENTIFIED SPEAKER: This is New York
15 center. We are watching the airplane it's 15 west of
16 Kennedy now. We had one or two confirmations that
17 it's 1 of 29. 1 of 31 couldn't see him. I also had
18 conversation with American Airlines and they told us
19 that they believe one of the stewardesses was stabbed
20 and there are people in the cockpit that have control
21 of the aircraft. And that's all the information they
22 have right now.
23 UNIDENTIFIED SPEAKER: Yes. We do have a
24 couple of transmissions in the cockpit (INAUDIBLE),
25 as soon as we can get that (INAUDIBLE) we'll let you
0005
1 guys know.
2 UNIDENTIFIED SPEAKER: Okay. Meanwhile,
3 has anybody contacted the military?
4 UNIDENTIFIED SPEAKER: Yes. We have.
5 have tried a couple in Atlantic City to try to
6 (INAUDIBLE) --
7 UNIDENTIFIED SPEAKER: Who is that that
8 just said that? Is that Boston? Okay. Command
9 center, you on?
10 UNIDENTIFIED SPEAKER: Terry, Tom, try
11 Otis also.
12 UNIDENTIFIED SPEAKER: We did.

10 UNIDENTIFIED SPEAKER: I said, looks like -~>
11 we lost the primary target about 20 west of Kennedy

15 UNIDENTIFIED SPEAKER: Hey boss, from New
16 York, what type aircraft was the American?
17 UNIDENTIFIED SPEAKER: Shuttle

12 vicinity of the World Trade Center okay.
13 UNIDENTIFIED SPEAKER: Oh, that's a bad
14 sign. Looks like it may have clipped the side.
15 (INAUDIBLE) debris all over the ground looks like.
16 UNIDENTIFIED SPEAKER: It's too much of a
17 coincidence, I think. (INAUDIBLE).

19 leave that up to them.
20 UNIDENTIFIED SPEAKER: We'll leave that up
21 to cockpit (INAUDIBLE).

0016
1 UNIDENTIFIED SPEAKER: Ground stopped.
2 MALE 1: I don't know. They are getting

14 American 77 and United 175?
15 MALE 1: That's correct.
16 UNIDENTIFIED SPEAKER: Do we have their
17 airport of origin on both of those?
18 MALE 1: Back to FBI. It's American
19 flight 77, second flight is 11. Those are the two
20 aircraft believed to be involved with the World Trade
21 Center. Route is reported as Dulles to Los Angeles
22 for 77, Boston to Los Angeles for 11. United
23 Airlines is not believed to be involved in the World
24 Trade Center at this time.
25 UNIDENTIFIED SPEAKER: So American 77 and
0027
1 American 11?
2 MALE 1: That's correct.
3 UNIDENTIFIED SPEAKER: American 11 was
4 Boston to L.A.?

11 UNIDENTIFIED SPEAKER: 77 and 11. That's
12 affirmative. LA.
13 MALE 1: The other report was regarding
14 United 175. We had a report that it was off the
15 radar.
16 UNIDENTIFIED SPEAKER: So United Airlines
17 was not involved. Where was that United 175 from?
18 MALE 1: We are getting conflicting
19 reports on that, FBI.
20 UNIDENTIFIED SPEAKER: On the 175? We
21 need to -- (INAUDIBLE) 17 -- stand by, please, back
22 to FBI.
23 MALE 1: I have got a report from eastern,
24 FAA eastern region air traffic that it dropped off
25 radar over Indiana. United 175. That's correct.
0028
1 UNIDENTIFIED SPEAKER: It appears to be
2 negative. That's not correct. That's American 77
3 that dropped off of radar in Indiana center.
4 MALE 1: Who's that reporting, please?
5 UNIDENTIFIED SPEAKER: Air traffic systems
6 command center in Herndon, Virginia.
7 MALE 1: Thank you, sir. Copy FBI?
8 UNIDENTIFIED SPEAKER: Yes, sir. So we
9 have American 77 -- where are they commencing?
10 American 11 was the first one Boston to LAX, United
11 175, Boston to LAX. The third aircraft American 77
12 was Dulles to LAX is lost off radar in southern
13 Indiana, whereabouts are still unknown. They are

23 UNIDENTIFIED SPEAKER: Flight numbers
24 again only because there was some confusion. In
25 exactly which two went to world trade and which other
0030
1 two are missing?
2 MALE 1: Okay. From our understanding at
3 this time, American 11 was the first at world trade.
4 It was originally Boston-LA United 175 we believe the
5 second aircraft, Boston to L.A., 767. The other two

16 Center 1227 flying into the Trade Center, we played
17 the radar and tracked it up from Westchester and
18 Stewart and we had traffic Poughkeepsie at 1203. The
19 tower says the only thing they had outbound at that
20 time was a Sikorski helicopter which is consistent
21 with the speed that we followed it down. It was call
22 sign 7601 Sierra. They also had an IFR Cherokee go
23 to New Bedford. I haven't been able to track that
24 flight yet.

20 had left already but he tells us that a November 7760
21 Sierra Sikorski departed Poughkeepsie airport at
22 (INAUDIBLE) tracked southbound and the speed was 160
23 miles which was consistent with the aircraft that
24 they saw hit the world trade building.

0055
