As part of the drive to improve public protection, North Wales Police have sought to maximise the use
of all available legislation.This has resulted in a significant increase in applications for SOPO's

increase over last year of 1.64%. This compares with the national figure (for Wales and England) of 60.

Offenders included in this category are those released from prison who have been sentenced to more
than 12 months’ imprisonment for a relevant violent or sexual offence (but are not RSOs).This figure
does not identify those cases managed at MAPPA level 1.
There has been a significant reduction in the number of Category 3 cases discussed.This is due to some
extent in the commencement of Domestic Violence risk assessment conferences across North Wales
where agencies work together to reduce the risk of harm to victims of domestic violence.These multi-
agency meetings are separate from the MAPPA process.

LAY ADVISORS Section 8
During the last twelve months as lay advisors we were instrumental in instigating an attempt to
rollout Leisurewatch in the North Wales MAPPA area. Leisurewatch is a tried and tested
initiative to train leisure centre personnel to identify and deal with persons that frequent
leisure centres with the sole purpose of grooming children and young people for their personal
sexual gratification. Unfortunately, due in the main to a lack of resources progress on this
matter has been very slow.
Consistency from area to area in the role of lay advisors is something that has been lacking but
as the role develops this should become less of an issue. In order to tackle this on a short
term basis we in North Wales have with the full co-operation of the S.M.B put together our
own plan of action.
Having appeared to have gained acceptance from the “Duty to Co-operate” agencies that form
the MAPPA arrangements in North Wales, we feel that we need to build on that acceptance
and trust in a positive way. Having looked long and hard at how we can assist in making the
MAPPA arrangements even more efficient we feel that there are two areas that we need to
concentrate on in the next twelve months
a) Greater clarity of inter-agency arrangements.We are confident that each agency involved in
MAPPA carry out their duties in an efficient and professional manner and can reassure the
public that this is so.We do however feel that a greater understanding of each other role in
the “big picture” would untimely benefit the agencies and the public whom they are there to
serve.We hope that we will be able to assist in bringing this about in the near future.
b) None of the “Duty to Co-operate” agencies involved with MAPPA are by their nature
publicity seeking organisations. However it is vital that the public are fully aware of what the
official role of MAPPA is and how they attempt to achieve their objectives in connection with
this role. Success only comes with the support of the public. In the next twelve months we will
make it our priority as part of a wider team to inform the public on what MAPPA is about.
Finally we would like to complement all the agencies involved with MAPPA in North Wales on
the dedicated and professional way they carry out their often difficult duties on behalf of the
public.
