Peace, Chairman Standard Chartered PLC 1 Basinghall Avenue London, EC2V 5DD Dear Sirs: Belarusians in Exile is a human rights organization founded by Belarusians who are fighting to end repression in Belarus. It has come to our attention that Standard Chartered is providing banking services to Belarus Potash, a company 100% owned by the State of Belarus. Belarus Potash Company is now the largest earner of foreign currency for the Lukashenko regime. Funds earned by Belarus Potash Company finance repression, kidnapping and murder. There is no polite way to express this. Providing banking services to such a company enables Lukashenkos regime to earn the hard currency it needs to supports these activities. Enabling such a regime is not socially responsible and we do not believe it fits with the corporate culture of Standard Chartered nor do we feel it is an activity that would be supported by its shareholders. We hope that Standard Chartered bank will support our efforts to stop the flow of money to the Lukashenko regime by breaking off its banking relations with Belarus Potash Company. We would be happy to meet with you to speak about the situation in Belarus. We also invite you to learn more about the situation in Belarus by joining us on press night at on June 6th at the Young Victoria Theater for a performance of the Belarus Free Theater to be followed by a discussion with some of the most famous human Belarusian Human rights figures. This is the first of many events we will be staging in various countries during the summer of 2013 to increase public awareness about the situation in Belarus and the sources of the Lukashenko regimes finances. We will be calling upon governments and the public to cut off the flow of money to the regime until political prisoners are released and rehabilitated and until the worst of the human rights abuses are stopped.

In any case we urge you to break relations with Belarus Potash Company as it is not in the long-term interests of Standard Chartered to provide banking services to a company financing repression and human rights abuses. Sincerely, Dima Shehigelsky, Director Belarusians in Exile
