Engineering Comments: 1. A Building Permit is required for new buildings. Plans shall be submitted for permit review by the Chief Building Official for conformance with the Ohio Building Code and necessary permits obtained. 2. Site subject to NPDES Stormwater Permit requirements. Copy of permit or permit application required prior to start of construction. 3. Site subject to City stormwater quality requirements. Site plan shall detail the installation and long term maintenance plan of post-construction best management practices to manage stormwater quality per City requirements. 4. Erosion control plan including schedule for installation to be included in construction plans. (Refer to Chapter 1353 of the Mentor Code of Ordinances) Plans to include City of Mentor standard SWP3 notes available at www.cityofmentor.com/live/storm-water-info/storm-water-management. 5. BMP Maintenance Agreement for stormwater management practices shall be submitted with permit application. Final site plan to conform to City standards (available upon request) as part of next submittal. 7. impact study. 8. Southerly aisle van accessible space does not appear to be 18 in depth. Modify drawing accordingly. 9. Provide proposed pavement markings and signage for intersection near the southeast corner of the building. 10. Provide stormwater quality calculations within civil site plans showing water quality volume to be treated with associated drain down time. Show treatment volume of each bio-retention cell on civil site plans. 11. Provide rim and invert information for all proposed storm and sanitary manholes/inlets. Fire Department Comments: 1. The Fire Department strongly supports this project; however in the interest of public safety emergency services will require improved access to allow us to continue to service the existing mall tenants. Therefore the Fire Chief is requiring additional fire lane access and recommends that a re-design provides for adequate turning radius, sprinkler system support, and turn around provisions. Conversations with Curt Tappendorf from Simon Properties are in process with good progress and it appears that there are reasonable solutions to ensure good fire protection and emergency response. Police Department Comments: Would like to see floor plan & details for security / alarms in area firearms sales will take place. Analysis: The applicant is proposing to construct a 56,001 sq. ft. building addition, on the east side of the Great Lakes Mall located between JC Penneys and Macys Department store. The area between the two buildings currently has a 42-ft wide service alley with service entrances to a number of stores in addition to electric and gas meters and two fire risers. The alley is screened from the main parking area by a six (6) foot masonry wall. The proposed addition will be separated from the Mall by 30-ft to the rear (west) and 28.6-ft to the south and will connect to the Mall via a 30ft x 30-ft concourse. The proposed service drive will be 22-ft in width. The Fire Department is requesting additional fire land access to the rear of the building and has been working with the project engineer for Simon Properties in finding a solution to ensure good fire protection and emergency response. In April 2003, the Board of Building and Zoning Appeals approved a parking variance for the mall which allowed for a 4.5 per 1000 square foot ratio to be calculated on the Gross Leasable Area of the Mall. The proposed addition will eliminate approximately 270 parking spaces; however the Mall will still maintain sufficient parking spaces. The Mall currently has approximately 7,006 parking spaces which will be reduced to 6,736 parking spaces with the proposed addition. The new parking code allows the Commission to reduce the amount of required parking for a development if evidence is provided which supports the reduction. The City Engineer has commented that the southerly van accessible parking space does not appear to be 18-ft in depth and will need to be modified. The City Engineer is also requiring additional detail as to the pavement markings and signage for the intersection between the proposed addition and JC Penneys. The City Engineer has commented that the applicant is required to provide stormwater quality calculations within civil site plans showing water quality volume to be treated with associated drain down time; the plans need to indicate the treatment volume of each bio-retention cell on civil site plans. The proposed building elevations indicate the over all height will be 43-4 to the top of the masonry on either side of the entrance feature which is 42-ft high. The overall height will provide a transition between JC Penneys and Macys. The east elevation for the JC Penneys store is approximately 52-ft in height while Macys is 27-ft. The entrance feature will be located between two (2) piers which will be faced with a brick veneer by Belden. The top of the entrance feature will be Hartford Green in color; the material is not specified at this time. The building will be constructed with cement masonry units stained Caen Stone in color. The accent bands on the main body of the building will be stained to match the columns on the east elevation which will be Belden Brick #503-505, which is red in color. To break up the front

elevation there will be six (6) piers 20-ft in height evenly spaced along the front elevation. The piers will match the entrance feature pier in color. The north and south elevations will match the front elevation except for the brick piers. The plans do not indicate any mechanical equipment either roof or ground mounted. The applicant should be aware that all the mechanical equipment is required to be screened from offsite views by either landscaping or a fence a foot higher than the equipment or a parapet wall if they are mounted on the roof. The preliminary landscape plan indicates landscape islands along the re-located drive aisle on the east side of the building. The islands will have two (2) Skycole Honeylocusts each with hollies planted around them. One of the islands will contain different plant materials as it is the one which will serve the handicapped space; this island will have two (2) serviceberries and creeping junipers within it. It is recommended a Honey locust be planted in the area of the island which doesnt have any material. Along the north building wall will be a large bed with landscape containing a mixture of pines, yews and ornamental grasses. The plan does not include any plantings along the front wall (east elevation) or within the large concrete walk in this area. Per Chapter 1162.07 (c) Location Standards, foundation plantings are required along the front of the building. The majority of the concrete area is 34.2-ft in depth, while in the area of the entrance the area is 19-ft in depth. The applicant has submitted a photometric plan which indicates nine (9) of the existing (38-ft tall) light poles will have new lamps installed. The plan indicates four (4) new 36-ft tall poles with lamps to match the new lamps in the existing poles. The new poles are in compliance with the code which has a maximum height of 36-ft. The applicant is required to submit the cutsheets for the new light fixtures which are fully shielded. The outdoor lighting code also requires that the parking lot lighting shall not exceed more than a maximum mean average of 50 lux at ground level. The photometric plan indicates an average of 55 lux which will need to be reduced. The applicant is advised to contact the Economic and Community Development Department at 440-974-5740 for an administrative review of proposed wall signage which shall conform to Chapter 1171 Signs. Conditions: 1. Comments per the City Engineer, Fire and Police Department shall be addressed as part of the final site plan application. 2. A landscape plan shall be in conformance with Mentor Code of Ordinances Chapter 1162 Landscaping, Screening and Buffering 3. Outdoor lighting shall be in conformance with Mentor Code of Ordinances Chapter 1169 Outdoor Lighting. 4. The applicant shall submit an overall Mall site plan indicating the square footage and parking information as part of the Final Site Plan Review. 5. A color rendering / photo showing the relationship between JC Pennys, Macys and the proposed Dicks Sporting Goods shall be provided. Exhibits: Site Plans, Color Building Elevation, and GIS Map.
