00-SAIP-51 Electrical Inspection

Scope This SAIP provides functional guidance for Electrical Inspectors performing inspection in all Saudi Aramco Facilities. Included are all industrial plants, commercial buildings, public buildings, residential buildings, and any other permanent or temporary facility within Saudi Aramco operating areas.

Responsibilities 3.1 The following external inspection of all industrial plant electrical equipment shall be made at time of installation and/or at the intervals specified in the attached EIS DE-14949: 3.1.1 3.1.2 3.1.3 3.1.4 Conduit, Tray and cable systems for support and continuity. Enclosures for covers, conduit seals and drains. Equipment for physical damage, oil leaks, overheating. Integrity of the ground grid system and equipment grounds. The internal inspection of plant equipment shall be made as required at installation, upon request of the Operations Supervision or during scheduled test and inspections (T&Is). 3.2 The following inspections of all community and Operations Support Facilities shall be made at the intervals specified in EIS DE-093684 of SAEP-309: 3.2.1 Fire detection and alarm systems and electric driven fire pump

Review Construction Schedules, Maintenance Work Orders, Daily Work Schedules, Preventive Maintenance Test and Inspection Schedules, that pertain to electrical work and plant/facility modifications. Report immediately to Operations/Construction Supervision, unsafe operations of the facility or life and safety issues and follow up with a worksheet. Maintain a file of plant electrical drawings and equipment manuals Ensure that craftsmen making high voltage splices or terminations have current valid certificates per GI-0002.705, prior to commencing work on cable repairs. Report substandard workmanship of contractor personnel to the Project Engineer or Area Maintenance Engineer for action. Inspect major renovation and upgrade of existing facilities to approved engineering drawings. Inspect all work to the latest codes and standards and approved drawings. Review the area classification when plant modifications are made.

Conduct special inspection programs, i.e., Infrared scanning of electrical equipment and arrange X-raying of conduit seals fittings.

Records 6.1 6.2 Inspectors shall maintain a daily log book of inspection activities. Inspection worksheets documenting electrical discrepancies shall be written on Saudi Aramco Form 2643-ENG and structured to include the following: 6.2.1 6.2.2 6.2.3 6.2.4 6.2.5 6.2.6 Budget Item, Job No., Engineering Plant number and location Equipment number and/or description Action for, i.e., Project Manager/Operations Supervisor Observations Recommendations Conclusions (If Required)

Project Manager/Project Engineer Loss Prevention Engineer (If Required) For Existing Operating Facilities: Superintendent / General Supervisor, Engineering Plant Area Maintenance Engineer Plant Inspection Files Loss Prevention Engineer (If Required) 6.2.8 6.3 Discrepancies shall be defined and referenced by the applicable paragraph in the Code or Standard.

A follow-up worksheet shall be issued for all discrepancies noted on worksheets that have not been corrected within a reasonable time.
