2013 Nomination Guidelines
PREAMBLE
In July 2008 the Australian Government ratified the United Nations Convention on the Rights of Persons with Disabilities (the Convention). The Convention aims to: promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity. All tiers of Australian government now have an obligation to act in accordance with the rights provided for in the Convention. The Convention aims to enhance opportunities for people with disability to participate in all aspects of social and political life, including access to employment, education, health care, information, justice, public transport and the built environment. A change in community attitudes is required that promotes dignity and human rights, and supports participation in all aspects of community life to achieve lasting social change and to improve outcomes for people with disability. On 13 February 2011, the Council of Australian Governments endorsed the National Disability Strategy 20102020 The National Disability Strategy outlines a ten year national policy framework to drive improvement across mainstream policies, programs, services and infrastructure as well as the specialist disability services system, so that people with disability can participate as equal citizens. The National Disability Strategy will help ensure that the principles underpinning the Convention are incorporated into policies and programs to improve access and outcomes for people with disability, their families and carers.

The Australian Government hosts the annual National Disability Awards in the lead up to the International Day of People with Disability on 3 December each year. Celebrating the International Day of People with Disability and the National Disability Awards provide an opportunity to ensure that the achievements and needs of people with disability, their families and carers remain visible. The National Disability Awards recognise the outstanding achievements of individuals, teams and organisations that have improved the lives of people with disability. Aim of the National Disability Awards
International Day of People with Disability is a United Nations sanctioned day that occurs annually on 3 December. The day celebrates and recognises the achievements, contributions and abilities of people with disability. The day also provides an important opportunity to raise awareness about disability issues more broadly across the community and, ultimately, to support the development of an inclusive Australian society. The National Disability Awards (the Awards) are also held each year as part of the International Day of People with Disability celebrations. The Awards aim to honour and recognise the outstanding achievements of individuals, teams and organisations that have improved the lives of people with disability and thereby contributing to increased recognition of equality and human rights for all Australians. The Yooralla Media Award of Distinction is an integral part of the Awards ceremony, with the nomination process for this Award category undertaken separately by Yooralla, and presented at the Awards ceremony. Yooralla is one of Australias largest and most proactive organisations working to support people with disability to live independent and fulfilling lives. Health and wellbeing The Award categories are aligned with these key policy areas of the National Disability Strategy and celebrate and acknowledge people, teams and organisations who demonstrate excellence, passion, vision and a commitment to assisting people with disability to achieve their goals.

Recognising excellence
Members of the public can nominate an individual, team or organisation that has improved the lives of people with disability. Nominations are being accepted across nine award categories. 1. Lifetime Achievement Award in Disability Recognises an individual with lived disability experience who, for a significant period, has demonstrated an outstanding commitment to improving outcomes for people with disability 2. Emerging Leaders Award in Disability Recognises an individual aged 15-35 years at time of nomination, with lived disability experience who demonstrates leadership qualities in their community through raising awareness and/or improving outcomes for people with disability 3. Excellence in Accessible Communities Award Recognises an individual, team or organisation that has made a significant contribution to the community by removing or reducing structural or communication barriers in a community, to help make communities more accessible for people with disability 4. Excellence in Improving Social Participation Award Recognises an individual, team or organisation that has made a significant contribution in improving the social participation of people with disability, including assisting people with disability to participate in sport, recreation, tourism, the arts and other social and cultural activities 5. Excellence in Advocacy & Rights Promotion Award Recognises an individual, team or organisation that has made a significant contribution in advocacy and promotion of the rights of people with disability, including helping people with disability speak up for themselves and their rights 6. Excellence in Improving Employment Opportunities Award Recognises an individual, team or organisation (small, medium or large) that has made a significant contribution in improving awareness of, and providing quality employment outcomes for, people with disability 7. Excellence in Improving Personal and Community Support Award Recognises an individual, team or organisation that has made a significant contribution in providing and/or improving personal and community support for people with disability, including helping people with disability to be independent by providing more choice, information and control 8. Excellence in Improving Education Outcomes Award Recognises an individual, team or organisation that has made a significant contribution in improving education outcomes for people with disability of all ages, including helping people with disability to reach their full potential 9. Excellence in Improving Health Outcomes Award Recognises an individual, team or organisation that has made a significant contribution in improving health outcomes for people with disability, including targeting health promotion to people with disability and giving people with disability more support to make informed choices about their healthcare

Conditions of entry
1. The Lifetime Achievement Award in Disability and the Emerging Leaders Award in Disability categories are only open to individual nominees who demonstrate lived disability experience. 2. All other Award categories are open to people with disability, people without disability, volunteers, teams, public, private and non-government organisations that have taken significant steps to improve the lives of people with disability (private sector organisations can include small, medium or large businesses). 3. All individual nominees must be Australian citizens or be permanent residents of Australia. 4. All organisations must be registered in Australia, with an Australian Business Number. 5. Nominees that are part of a partnership will also be accepted. 6. Employees of the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) and their immediate family, members of the Awards judging panel and members of the National People with Disabilities and Carer Council are not eligible. 7. When nominating an individual, team or organisation for an Award, please ensure that they agree to being nominated. 8. All nominees must agree and be aware that their information may be used for publicity and promotional purposes. 9. Nominations must address each field in the nomination statement. Nominations that are not completed in full against each will not be considered. 10. Nominations should closely consider both the assessment evaluation criteria and the selection criteria outlined below in completing the Nomination Statement. 11. Nominations for more than one Award category must be completed on separate nomination forms. 12. The name and contact details for at least one non-family member or organisational referee must accompany each nomination. 13. Nominations may be submitted online, via email or post by 5pm AEST Friday 28 June 2013. 14. Late nominations will not be accepted.

Privacy and confidentiality
1. Personal information collected during the Awards process will be handled in accordance with FaHCSIAs security policy and is protected by the Privacy Act 1988. 2. The information provided on the nomination form is collected by FaHCSIA and may be made available to the judging panel and other agencies contracted for the purposes of the Awards. 3. The nominees will be requested to give FaHCSIA permission to publish details of the nomination for the purpose of promoting these Awards, including biographies and photographs published on the International Day of People with Disability website and other promotional materials and media releases. 4. Any photographic film, either still or motion, will remain the property of FaHCSIA who shall have free and full rights to the use of the name, photograph or film or recommendation of any nominee in perpetuity.

Judging and Award presentation

An independent judging panel, comprising individuals with an understanding and lived experience of disability, will review the nominations and make recommendations to the Government with finalists announced in a national media release. The judges reserve the right to re-allocate any nomination to a more appropriate category and/ or to select finalists for Award categories 1 and 2 from any other category. The judges decision will be final and no correspondence or discussion will be entered into. A gala dinner and Awards presentation ceremony will be held on Tuesday 26 November 2013, in the Great Hall of Parliament House, Canberra. All finalists will be invited to the ceremony, where Award recipients will be announced.

Assessment evaluation criteria


The Awards will be judged on the following evaluation criteria: 1. Relevance of the nomination to the Award category (the achievement). 2. Demonstrated outcomes, successes and positive impact on people with disability that could include demonstrated innovative, quality or leading practice elements that distinguish the approach from others or that could then be replicated by others (the impact). 3. Demonstrated commitment to upholding the United Nations Convention on the Rights of Persons with Disabilities and consistency with the National Disability Strategy, particularly the priority areas for improved action, including as a high priority, improving access for people with disability to mainstream services, policies, programs and infrastructure.

Award selection criteria
Award Category 1: Lifetime Achievement Award in Disability
Recognises an individual with lived disability experience who, for a significant period, has demonstrated an outstanding commitment to improving outcomes for people with disability In addressing the selection criteria for this Award category, the nomination should: 1. Describe how the nominee has exemplified leadership, is contributing to, or has contributed to, excellence in improving outcomes for people with disability:

examples could include contribution across any or all of the National Disability Strategy outcomes areas, including disability rights advocacy; education; employment; health outcomes and promoting awareness and understanding of the rights of people with disability (summary of the achievement).

2. Demonstrate how the nominee has made a difference to individuals and the community and describe successes (evidence of the impact).

Award Category 2: Emerging Leaders Award in Disability


Recognises an individual aged 15-35 years at time of nomination, with lived disability experience who demonstrates leadership qualities in their community through raising awareness and/or improving outcomes for people with disability In addressing the selection criteria for this Award category, the nomination should: 1. Describe how the nominee is contributing to excellence in improving outcomes for people with disability:

examples could include contribution across any or all of the National Disability Strategy outcomes areas, including disability rights advocacy; education; employment; health outcomes and promoting awareness and understanding of the rights of people with disability (summary of the achievement).

2. Demonstrate how the nominee has made a difference to individuals and the community and describe successes so far (evidence of the impact).

Award Category 3: Excellence in Accessible Communities Award


Recognises an individual, team or organisation that has made a significant contribution to the community by removing or reducing structural or communication barriers in a community, to help make communities more accessible for people with disability In addressing the selection criteria for this Award category, the nomination should: 1. Describe how the nominee is contributing to excellence in improving outcomes for people with disability through, for example:

removing barriers from the physical environment, including public transport, parks, buildings and housing, observing relevant guidelines such as universal design principles in buildings, Disability Standards for Accessible Public Transport, Access to Premises Buildings; or

improving communications, technology and information systems that are accessible, reliable and responsive to the needs of people with disability and that observe relevant communication guidelines (summary of the achievement).

2. Demonstrate how the nominee has made a difference to individuals and the community and describe successes so far (evidence of the impact).

Award Category 4: Excellence in Improving Social Participation Award


Recognises an individual, team or organisation that has made a significant contribution in improving the social participation of people with disability, including assisting people with disability to participate in sport, recreation, tourism, the arts and other social and cultural activities In addressing the selection criteria for this Award category, the nomination should: 1. Describe how the nominee is contributing to excellence in improving outcomes for people with disability through, for example, one or more of the following:

strengthening participation for people with disability in sporting, recreational, social, religious and cultural activities, whether as participants, spectators, organisers, staff or volunteers; increasing participation in community and mainstream activities such as going to a movie, sporting event, theatre, parks or museums or on a holiday; and/or breaking down social barriers to enable emerging and established artists with disability to reach their full potential (summary of the achievement).

2. Demonstrate how the nominee has made a difference to individuals and the community and describe successes so far (evidence of the impact).

Award Category 5: Excellence in Advocacy & Rights Promotion Award


Recognises an individual, team or organisation that has made a significant contribution in advocacy and promotion of the rights of people with disability, including helping people with disability speak up for themselves and their rights In addressing the selection criteria for this Award category, the nomination should: 1. Describe how the nominee is contributing to excellence in improving outcomes for people with disability through, for example, one or more of the following:

promoting awareness and acceptance of the rights of people with disability; contributing to reform around the reduction of violence, abuse and neglect of people with disability; supporting independent advocacy to support the rights of people with disability; and/or

providing greater support for people with disability with heightened vulnerabilities to participate in legal processes on an equal basis with others, including any contact with the criminal justice system (summary of the achievement).

2. Demonstrate how the nominee has made a difference to individuals and the community and describe successes so far (evidence of the impact).

Award Category 6: Excellence in Improving Employment Opportunities Award


Recognises an individual, team or organisation (small, medium and large organisations are encouraged to apply) that has made a significant contribution in improving awareness of, and providing quality employment outcomes for, people with disability In addressing the selection criteria for this Award category, the nomination should: 1. Describe how the nominee is contributing to excellence in improving outcomes for people with disability through, for example, one or more of the following:

facilitating employer awareness of the benefits of employing people with disability; contributing to the reduction of barriers and disincentives for the employment of people with disability; demonstrating innovative approaches to the employment of people with disability; providing comparable rates of retention, working hours and pay rates for people with disability; increasing the employment of people with disability either within a team, organisation or nationally, including in technical, administrative, research, management or leadership positions; improving career paths for people with disability, including in technical, administrative, research, management or leadership positions; and/or implementing successful human resource management practices promoting the employment of people with disability, and thereby promoting the benefits of employment of people with disability which could be replicated nationally (summary of the achievement).

2. Demonstrate how the nominee has made a difference to improving employment outcomes for people with disability and providing greater economic security to help them exercise greater choice and control in their lives (evidence of the impact).

Award Category 7: Excellence in Improving Personal and Community Support Award


Recognises an individual, team or organisation that has made a significant contribution in providing and/or improving personal and community support for people with disability, including helping people with disability to be independent by providing more choice, information and control In addressing the selection criteria for this Award category, the nomination should:

1. Describe how the nominee is contributing to excellence in improving outcomes for people with disability through, for example, one or more of the following:

enabling people with disability to live a dignified life where their disability is not a barrier to the realisation of their potential and to have more choice and control over their lifes direction; increasing independent living for people with disability through the development of assistive technologies or provide, greater access to aids and equipment; the development of, or contribution to, innovative and flexible support models for accommodation for people with disability; promoting community support networks, which provide information and support to people with disability, their families and carers; demonstrating new approaches to long term disability care and support; demonstrating flexible, person-centred and self-directed approaches in engaging with people with disability, their families and carers; and/or acknowledging and supporting the role of families and carers in contributing to better outcomes for people with disability (summary of the achievement).

2. Demonstrate how the nominee has made a difference to individuals and the community and describe successes so far (evidence of the impact).

Award Category 8: Excellence in Improving Education Outcomes Award


Recognises an individual, team or organisation that has made a significant contribution in improving education outcomes for people with disability of all ages, including helping people with disability to reach their full potential In addressing the selection criteria for this Award category, the nomination should: 1. Describe how the nominee is contributing to excellence in improving outcomes for people with disability through, for example, one or more of the following:

providing inclusive high-quality educational programs for people with all abilities from early childhood through to adulthood ; reducing barriers and simplifying access for people with disability to high quality inclusive education from early learning, school and further education; providing access to timely and effective early intervention for young children with disability entering the education system; strengthening pathways for students with disability accessing higher education;

developing innovative learning strategies for students with disability, which are accessible, reliable and responsive; establishing best practice for transition planning and support through all stages of learning and from education to employment; and/or reducing disparity in educational outcomes for people with disability and others (summary of the achievement).

2. Demonstrate how the nominee has made a difference to help individuals to reach their full learning potential and describe successes so far (evidence of the impact).

Award Category 9: Excellence in Improving Health Outcomes Award


Recognition of an individual, team or organisation that has made a significant contribution in improving health outcomes for people with disability, including targeting health promotion to people with disability and giving people with disability more support to make informed choices about their healthcare In addressing the selection criteria for this Award category, the nomination should: 1. Describe how the nominee is contributing to excellence in improving health outcomes for people with disability through, for example, one or more of the following:

strengthening health care planning, training and the capacity of universal health care providers to ensure access to treatment for people with disability; health promotion programs that better target people with disability; demonstrating efforts focused on assisting people with disability to meet their individual potential for physical, social, emotional, and intellectual health; assisting in strengthening the linkages and interfaces between disability services, community services and universal health care professions; providing timely, comprehensive and effective prevention and early intervention health services for people with disability; addressing issues specific to people with disability as part of the national expansion of key public health strategies such as dental programs, nutrition and physical activity, mental health, drug and alcohol and sexual and reproductive health programs, so that they explicitly meet the needs of people with disability; and/or demonstrating innovative approaches to improving access to mainstream health services for people with disability (summary of the achievement).

2. Demonstrate how the nominee has made a difference to improve health and well-being outcomes and life choices for individuals and describe successes so far (evidence of the impact).
