CRITERIA OF SUPPORT

Criteria for Short-listing the proposals under FIST Program as approved by FISTAB The Program of FIST support would be at three levels: Level 0, Level - I & Level II. The criteria for short-listing for these three levels are as follows: Level 0: College should be accredited by respective Accreditation Agency, Minimum number of PG & UG students shall be 15 per program and 30 per program respectively, Minimum number of Faculty at PG level shall be 4 per Department with good quality, Evidence of research in the PG Department (s) of the College.

Level I: At this level funding up to Rs 3.0 Crores for 5 Years Nature and Type of Institution : Teaching & Academic Research Active post-graduate teaching & research department Evidence of Extra-mural Research grants received in last 5 years Performance in last 5 years Publications, Patents etc

Awards received by the Faculty Members of the Department/ Centre Projected Research Plan for next 5 Years Department should have existed at least for 3 years. Number of core faculty members having Ph D degree should be five (5) or more. In case of Self-financed Private University/ Institute/ College, department should have more than 50% students at PG level with national level test e.g. NET, GATE, qualifications

Level - II: At this level funding level up to Rs 10.0 Crores for 5 Years Nature and Type of Institution: Teaching & Academic Research Well established Department/ Centre and should be Internationally competitive Preferable COSIST/ SAP/ CAS supported Department/ Centre Should have received reasonable amount of Extra-mural Research grants in last 5 years Performance in last 5 years Publications in SCI Journals, Patents etc. Awards received by the Faculty Members of the Department/ Centre Projected Research Plan for next 5 years Number of core faculty members having Ph D degree should be eight (8) or more. In case of Self-financed Private University/ Institute/ Colleges, department should have more than 50% students at PG level with national level test e.g. NET, GATE, qualifications Department should have existed at least for 3 years.

TYPES OF SUPPORT
Support in Three Levels

Level-0 o Colleges with relatively active teaching & research o Moderate funding for improving teaching quality Level-I o University/Institute departments with active teaching and research o Moderate funding for improving teaching and research quality Level-II o Well Established Department o Substantial Funding for State-of-The-Art Equipment & for GLP o Departments /Colleges of self-finance or private shall received support for only research in 50:50 mode in any levels

Support Limit Level-0 : Upto Rs.100.00 lakhs for Level-I : Upto Rs.300.00 lakhs for Level-II : Upto Rs. 1000.00 lakhs for 5 years 5 5 years years whole for colleges for a department

METHODOLOGIES
Advertisement in National Newspapers, Journals Website for seeking fresh proposals sometime in January/February every year Screening of Proposals by respective Subject Expert Committees On the spot visit by relevant expert members and presentation of the department indentified in screening for support for more than Rs. 4 crores Presentation of all screened in proposals before the respective subject expert committees for recommendations to FIST Advisory Board (FISTAB) 3rd round presentation of Departments identified in 2nd round for support for more than Rs 4 crores before FISTAB. FISTAB will finally recommend support to all proposals including proposals recommended by respective Subject Expert Committees.

MONITORING OF PROJECTS
FIST 2000-FIST 2005 Category A: Project cost up to Rs. 25 lakh Assessed the progress based on the Progress report submitted by the department. Category B: Project cost in the range of Rs. 26 lakh to Rs. 50 lakh Presentation by the department before the respective subject expert committee. Category C: Project cost Rs. 50 lakh & above Visit of the department by one or two expert member (s) of the respective subject expert committee.

[In case of Mathematical Sciences, the Category A is limited to Rs. 25 lakh & above] From FIST 2006 the limits of project cost in each category has been revised: Category A: upto Rs. 50 Lakh Category B: Rs. 51 Lakh to 200 Lakh Category C: Rs. 201 Lakh and above.

Ministry of Science & Technology Department of Science & Technology Fund for Improvement of S&T Infrastructure in Universities and Higher Educational Institutions (FIST) Program 2013 Proposals are invited for consideration of support under the Scheme Fund for Improvement of S&T Infrastructure (FIST) of the Department of Science & Technology (DST), Government of India. The Scheme is intended to provide basic infrastructure and enabling facilities for promoting R&D activities in new and emerging areas and attracting fresh talents in universities & other educational institutions. Nature of Support: The Scheme will provide optimal infrastructure facilities for post-graduate teaching and research, such as, renovation of existing laboratory space (no fresh constructions) and cold room, modernization of laboratories involved in PG teaching and research, acquisition of essential equipment, up-gradation of existing facilities, networking & computational facilities including software & databases, scientific & technical books (no journals), maintenance & refurbishing of existing and new facilities etc.. The facilities provided under the Program are intended to support the efforts of the Department as a whole or a number of faculty members in the Department. Proposal towards individual R&D support would not be accepted under this Scheme. Duration: The duration of support for each project will be for a period not exceeding 5 years. Eligibility: For University / Academic Institutions, the support will be considered for the 'Department / School / Center' as a unit. All Science (including Medical & Agriculture) and Engineering Departments/ Centres having strong postgraduate teaching and research programs which have existed for at least 3 years or more in universities and other higher educational institutions are eligible. The Department/ Centre/ School already supported under FIST Program may submit fresh proposal after completion of the ongoing project provided such projects completed in all respects and obtained `Completion Certificate whose copy may be attached in the current proposal. Progress of ongoing project of the Department/ Centre/ School will be monitored as per monitoring schedule of the Program and any additional requirements will be considered as a part of that exercise. For College, the support to 'College as a whole' shall be considered for the post-graduate S & T departments which are not self financed. For Self-financed post-graduate departments and Private Universities/ Academic Institutes including Colleges, support shall be considered only for research, having National Level Test (NET/GATE) qualified post-graduate students (more than 50 %) and such department would need to contribute 50 % of total recommended budget. Type of Support: (1) Level 0: Proposals from College of Govt./ Govt. aided shall be considered for a maximum support up to Rs. 100 lakhs for Teaching as well as Research facilities to the non-self financed S & T departments for 5 years. (2) Level I: Proposals from relatively small but active post-graduate S & T Department from State & Central Universities & academic Institutions requiring moderate funding for improving quality of teaching & research. The support would be up to Rs 300 lakh for 5 years for augmentation of teaching and research facilities to a Department/ School/ Centre. (3) Level II: Proposals from well established S & T Department from State/ Central Universities and academic Institutions with high repute requiring substantial funding (upper limit Rs.1000 lakh for 5 years) for acquiring state-of-the-art equipment and setting up laboratories for conducting internationally competitive research. Selection: The selection will be through a peer review mechanism and visit to the laboratories, if

necessary. An Advisory Board of Experts will assist the DST in making final selection. Application: Applications are invited from eligible post-graduate Departments at universities and other higher educational institutions in the prescribed format which can be downloaded from www.fistdst.org. SUBMISSION OF PROPOSAL OTHER THAN THE PRESCRIBED FORMAT SHALL SUMMARILY BE REJECTED WITHOUT ANY FURTHER PROCESSING AS PER PROGRAM NORMS. A Summary Sheet in a separate page containing Level, Subject Area, Name of Department/ Centre & University/ Institute, Year of Establishment, Status of Institute/ University/ College, complete Postal Address for correspondence including name of Head/ Contact Person, Pin Number, State/ UT, Telephone no., Fax & E-mail and the total budget may also be attached. Please note that incomplete Proposal/ Proposal not in the prescribed Format/ Proposal received after the due date would summarily be rejected and no correspondence in such cases would be made in this respect. The name of the successful departments shall be displayed in the Website after completion of the process. The envelope should mention on top No PROPOSAL UNDER FIST in Subject Area -----------/ Level -----------. [E.g.
