7th week SU Meeting JCR, 4pm, 2nd June 2013

Agenda
A: Officers reports B: Motions
Motion to introduce secret balloting upon request: second reading This SU notes: 1. According to the current SU constitution, a secret ballot can be suggested for any motion in an SU meeting but then must be voted on before it takes place. In order for it to be a secret ballot, the vote must pass by a two-thirds majority 2. This is based on the idea of public balloting for representative institutions. 3. Any member of the SU can vote in an SU meeting, and therefore votes reflect the opinions of individual students, not public representatives. (Even elected SU Officers voting at SU meetings are acting in their own personal capacity, not as elected officials.) This SU believes: 1. Many of the motions we discuss within the SU are controversial and sensitive. The debate surrounding such motions can become heated and the environment of the meeting can be intimidating. 2. Everyone in the SU has a right to vote on issues without being made to feel intimidated. 3. Even if just one person within an SU meeting feels uncomfortable voting the way they actually feel about something, the outcome of the result is swayed and not truly reflective of the views of the SU. 4. Holding a secret ballot as opposed to a public one has no negative impact. The only potential problem can be a slightly more time-consuming vote, however the secret ballot at the 2nd Week SU meeting took only a few minutes. This SU resolves: 1. To introduce a constitutional change specifying that a secret ballot must take place for that particular motion, if it is requested by any one member of the SU.

Proposed by: Jahni Emmanuel Seconded by: Paul Calleja Motion to accept updated college sexual harassment policy This SU notes: 1. A zero-tolerance policy on sexual harassment was passed through the SU earlier this term. 2. It was agreed at a subsequent SU meeting that a working group would continue redrafting this policy before it was submitted for final approval with college. 3. This working group has met several times since the last SU meeting and has redrafted the policy as attached. This SU believes: 1. Wadham College does not and should not tolerate sexual harassment or assault in any form. 2. The best way to tackle sexual assault or harassment is to promote ideas of consent and increase awareness of existing structures in place to deal with any incidents of harassment or assault. This SU resolves: 1. To adopt to attached policy and to propose it to college 2. To promote it among students to the best of the SUs ability Proposed by: Ali Johnson Seconded by: Jahni Emmanuel Motion on protests in Taksim Gezi Park This SU notes: 1. That since 27th of May, protests have taken place against the development of one of central Istanbuls last green spaces- Taksim Gezi Park, 2. That the AKP government of Turkey supports the development of this green space into a shopping centre, 3. That since 28th of May, police action against these protests has included tear gas, pepper spray and water cannon,

4. That reports show that many people have been injured and several have died as a result of police actions, 5. That reports indicate that the police may be removing the ID cards of their victims, or carrying out other activities to purposefully make identifying victims difficult in order to suppress the true death toll of their actions, 6. That various sources deem the police action disproportionate and inhumane, 7. That there is a wider concern about the Human Rights record of the AKP government, after police brutality at other demonstrations, press bans and the imprisonment of journalists, 8. That there has been a call for international solidarity with those suffering at the hands of the police in Taksim. This SU believes: 1. That the use of police violence in regards to the Taksim Gezi Park protests is disproportionate and inhumane, 2. That, in this case, the actions of the police, and the government that deployed them, should be condemned, 3. That it is important to recognise and highlight the situation in Istanbul. This SU resolves: 1. To pledge its solidarity with the Taksim Gezi Park protesters, 2. To instruct the SU Communications Officer to do this via twitter using the #direngeziparki hashtag, 3. To instruct the SU President to write to the Turkish Ambassador in London, Ahmet nal evikz, expressing its condemnation of the actions of the police in Istanbul.
