Significant new measures were announced today by the Honourable Diane Finley, Minister of Human Resources and Skills Development, and the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism. Our government is committed to protecting all workers from abuse, exploitation and demeaning work, said Minister Finley. Through collaborative partnerships and preventative action, these new measures will further strengthen Canadas National Action Plan to Combat Human Trafficking, which was launched in early June. Foreign nationals brought to Canada to work in sex trade related businesses are particularly at risk of being exploited or abused. Denying these businesses access to temporary foreign workers will help protect vulnerable individuals by keeping them out of these types of situations. Canadians want an immigration system that is open and fairthey do not want a system that can be used to exploit people, said Minister Kenney. Canadians have told us they want to put a 71

stop to foreign workers entering Canada to work in businesses where there are reasonable grounds to suspect a risk of sexual exploitation. The Government has listened and acted.

(Reuters) - Human trafficking groups have exploited Canada's visa rules to bring victims from Europe and Asia to work in the illegal sex trade, according to a police study released on Monday. Canada is also used as a transit route for victims, mostly women, who are transported to the United States for work as prostitutes, according to a threat assessment released by the Royal Canadian Mounted Police. The RCMP report says there is also sex-trade trafficking within Canada, and recent convictions have mostly involved victims who were Canadian citizens or had permanent resident status.

Kenney said those at highest risk of being exploited are young women, with poor language skills, who are likely to come from Asia or Eastern Europe expecting they will make their fortune when they come to Canada. He said Canada issued about 180,000 permits for foreign workers last year and estimates a "very small percentage" of those ended up working in the sex trade.
