Badillo is new chief of Bureau of Immigration Tacloban District Oce


TACOBAN CITY Bureau of Immigration (BI) Commissioner Ricardo David Jr. designated Atty. Marianne Hazel Badillo as the new Alien Control O cer (ACO) in the district by virtue of Personnel Order No. RADJR-2013-676 dated March 1, 2013. As ACO, Badillo is mandated to implement immigration laws and policies, particularly the regulation and registration of the admission, stay, residence and departure of foreigners in her area of jurisdiction. Badillo, who is a lawyer, brings over her knowledge in law and experience in immigration procedures to her new role. Prior to her current designation, Badillo has served as the administrative chief of the Bureaus National Operations Center-Manila from 2008 to 2009. A er which, she became the legal o cer of the Bureaus Airport Operations Division at the NAIA from 2009 to 2011. She became the legal o cer of BI Tacloban on May 2011 and likewise named as a hearing o cer on September last year. BSP closes rural bank


TACLOBAN CITY - The Monetary Board (MB) of the Bangko Sentral ng Pilipinas (BSP) has closed down the Rural Bank of Naval, Inc. on Thursday, the Philippine Deposit Insurance Corporation (PDIC) disclosed in its website. The state deposit insurer also announced that it will conduct depositors-borrowers forums on June 5 and 6, 2013 to inform depositors of the requirements and procedures for filing deposit insurance claims. The BSP stops bank operations if they have insufficient liquid assets to meet liabilities or cannot continue doing business without involving losses to depositors or creditors. The Rural Bank of Naval has its main office located at P. Burgos St., Naval, Biliran. Its lone branch is in Carigara, Leyte with about 446 depositors. As of March 31, 2013, the bank had 2,984 accounts with total deposit liabilities of P137.97 million in both Naval and Carigara branches. Upon takeover, all bank records shall be gathered, verified and validated. The PDIC assured depositors that all valid deposits shall be paid up to the maximum deposit insurance coverage of P500,000, the PDIC said in a statement posted in its website. Of the total number of depositors, 98.7% or 2,944 deposit accounts have balances of P500,000 or less and fully covered by deposit insurance. A PDIC official said in a phone interview that since Friday afternoon, they have been examining bank records in the head office in Naval, Biliran and branch office in Carigara, Leyte. After the examination process, we will immediately start the release of insurance claims. It will main depend on the availability of records, a insurer official said who requested anonymity because he is not authorized to speak on the issue of

closure. Depositors with valid deposit accounts with balances of P15,000 and below need not file deposit insurance claims. For those with small accounts, PDIC targets to start mailing payments to depositors within the next two weeks. For depositors with balances of more than P15,000, they are required to file deposit insurance claims. The PDICs timetable to start claims settlement is no later than the last week of June. The state deposit insurer said that claim forms will be distributed during the Forum. The schedule and venue of the Forum will be posted in the bank premises and in the PDIC website,www. pdic.gov.ph. PPI to re-examine media and award best regional papers


On its 49th year and 17th annual conference, the Philippine Press Institute also known as the national association of newspapers, will re-examine the journalism practice in the country and assess how newspapers are surviving in the digital age in this years National Press Forum (NPF) Watching the Watchdog: Re-examining Ourselves on June 13 and 14 at the New World Hotel in Makati. The annual event highly anticipated by PPI members from Luzon, Visayas, Mindanao and the NCR will gather publishers and editors who will also discuss other issues and concerns related to sustainability and even threats that make it even more difficult for community newspapers and journalists to survive. Also invited to attend are members of the diplomatic community, journalism and communication students and educators, business groups, representatives from the civil society organizations, media executives and government officials. We need to be critical of ourselves too, says Malaya publisher and PPI chairman Amado Jake Macasaet during the final meeting of the PPI Board first quarter of the year. There are those who corrupt and those who are being corrupted. He said the theme goes beyond ethics but more importantly, touches on the survival of newspapers amidst the proliferation of online media and other competitors. Media critic and PPI vice-chairman Vergel Santos, who will do the introduction to set the tone of the conference, said that proficiency should also be the focus. Not only because the quality of professional practice in every aspect is poor, but also because technology has opened the practice to people altogether untrained for it, not to mention clueless about it, he said. Both seasoned newspapermen and long-time PPI trustees agreed that professional values should be revisited and the quality of their observance as well the extent of their non-observance re-assessed. The PPI Boards choice of speakers such as Dean Rolando Tolentino from the University of the Philippines College of Mass Communication (UPCMC), Ramon Tuazon from the Asian Institute of Journalism and Communication (AIJC) foreign correspondent and popular journalistblogger Raissa Robles, press freedom fighter Rowena Paraan from the National Union of Journalists of the Philippines (NUJP), Malou Mangahas from the Philippine Center on Investigative Journalism (PCIJ), and Marites Vitug from Rappler to name a few, will hopefully provide a wide spectrum of insights and lessons from the shortcomings of the media from both practitioners and academic experts as the third party. May not be brilliant Brillantes, but he is sincere and well-meaning!

Yes there were glitches, he admitting to all he is not perfect. If the reaction of these senatorial candidates especially from the United Nationalist Alliance (UNA) who did not make it to the winning circle (except Dick Gordon), and simply accepted their fate, (as of this writing) the 2013 midterm elections was credible. Reversed by the Supreme Court on the issue of limiting bank withdrawals a few days before elections, he acceded. This was an attempt of the Comelec to neutralize, if not stop this obnoxious tradition in Philippine politics on pros-

The merry month of May and the challenging month of June


The merry month of May 2013 has passed, May annual fiestas, was an almost daily celebration but will certainly still be happening in June onwards. It is indeed a merry month of May and by tradition, its childrens month as they enjoy a religious daily observance of Flores de Mayo and/or Sta. Cruz the Mayo. Children partake food and drink immediately after the procession, sponsored by well-meaning Roman Catholic families. It is a daily early evening ritual, which usually at end of the month culminates in the cities and towns proper. They have to go into the bottom of the matter and be honest and open about the issue. On the other hand, Acidre has to account for the trust and confidence people gave him when they entrusted him their votes. The people have to be told the truth, after all, no candidate can just walk away from the trust afforded to him. The votes cast for the An Waray Party List were votes cast for the second nominee. This issue has also to be cleared for the primary reason that the 540,906 votes for the An Waray were votes in support of its next nominee, Jude Acidre, none else.

He was the one who went to the far flung areas like the islands in Samar and other places to talk, cajole and campaign. His contributions to the recent triumph for a seat in Congress were not a joke, he gave his all life soaked in tears, blood and pain. He did the impossible, he wooed people and begged others to come back and support. The word going around is he was allegedly pressured into giving way to the next nominee, the sister of the outgoing congressman. Out of his frustration and disappointment, he tendered his resignation. Naturally, if this was true, he would really be hurt knowing he sowed the seeds, others are picking the fruits. Why cant the sequence be just honored and respected? The organization has some explaining to do, people cannot be just shortchanged. The peo-

The man was one of the pillars of the Party List Organization that carries the name of the Waraynon in its logo. Ever since the organization became known in this part of the country, he was seen going around, meeting agency heads, organizations and the public - introducing, selling and creating links and bridges. His robust frame and deep voice drew people to him instead of alienating or intimidating them; it is because the big man has also a big heart, he had sincerity, an easy gait and humility that is rare in big people. He used to go to the office to talk to one of the bigwigs there, facilitating how the organization could best help the institution that caters to the needs of the poor,

marginalized and vulnerable people. It was him who facilitated assistance of sorts. He was approachable, easy to talk with and has an easy smile to everyone. In short, he was a friendly soul capable of managing situations that need extra consideration; a man who can be depended upon to do the extra mile. During the midst of the recent elections, he surprised me when he sent a private message requesting me to stop writing about the beginnings of the organization, saying that people are talking about it. I understood how he felt and knowing that he was the next nominee that was greatly affected; I stopped and deleted some of the messages. I was not against the party list per se. In his PMs, as usual, he was

VISITATION The Visitation of the Blessed Virgin Mary to Elizabeth was an ordinary event. It is not like events such as the Immaculate Conception or the Assumption. But through an ordinary event, extraordinary things happened. First of all, Elizabeth was filled with the Holy Spirit; secondly, she exclaimed the words, Blessed are you among women, and blessed is the fruit of your womb which form part of the Hail Mary. Thirdly, John the Baptist was also filled with the Holy Spirit. Fourthly, Mary uttered the hymn, the Magnificat which forms part of the liturgy of the hours in the evening prayer of the Church. Thus through ordinary events, extraordinary things can happen. This is true also in our own lives. Through our ordinary actions, we can bring grace, peace and help to others. One of the invocations in Marys litany is Ark of the Covenant. Like the Ark of the Covenant of old, Mary brings Gods presence into the lives of other people. As David danced before the Ark, John the Baptist leapt for joy. As the Ark helped to untie 12 tribes of Israel by being placed in Davids capital, so Mary has the power to unite all Christians in her Son. At times, devotion to Mary may have occasioned some divisiveness, but we can hope that authentic devotion will lead all to Christ and therefore to one another.
