National Education Blueprint 2006-2010

The National Education Blueprint 2006-2010 which was launched on 16 January


2007 contains 6 strategic thrusts and one of it, which is Thrust 4 should be
emphasized to produce a quality education for all.

The first approach is to improve rural infrastructure and education facilities. This is
done through providing each and every school; a computer lab. In this existing
world, teachers have to equip themselves and the pupils the knowledge of using
computers. Pupils should be taught on how to use PowerPoint Presentation to
deliver their presentations or else, our Malaysian pupils might be left out behind by
other countries in terms of present knowledge. Besides, government should
upgrade all the libraries in Malaysia. The NILAM project which is implemented in
schools required pupils to write a synopsis either in Malay Language or English
Language. Therefore, if the case of borrowing and returning books is done online, it
can give benefit for both teachers and pupils.

The second approach is to increase schooling attendance and reduce drop-out risk.
Pupils may be scared to go to schools when the teacher scolded them if they are
doing mistakes in the classroom. The pupils might be weak in learning so to
overcome this problem, the teacher can refer them to remedial classes in school.
Besides, perhaps the pupil has no money to further his study. Therefore, PK HEM
should go to the pupil’s house and find out about his background. If the pupil is
interested to study but he is poor, the school can provide an allocation for this pupil.

The third approach is to increase the number of option teachers in the interior.
Today, government has implemented a program to overcome this problem. The
teachers who attend ETEMS courses are given 10% salary as a benefit for them
because they are willing to teach Science and Mathematics in English. If they do not
know how to pronounce certain words in English, their peers in Buddy Support
System (BSS) will help them. In conclusion, the teachers are capable of teaching
Mathematics and Science in English even if they are sent to the interior. This thus
will ensure pupils in urban and rural areas obtain the same level of education.

The last approach is continuous improvement of subsidy allocation for poor pupils.
For instance, Rancangan Makanan Tambahan(RMT) is given to poor pupils. The
pupils are given free food provided by the canteen during their recess. Besides, the
government also provided Skim Baucer Tuisyen (SBT) for them. The tuitions are
taught by the school’s teachers and last but not least, KWAMT is given to poor
pupils whose parents’ salary is between RM500. The school will give them RM200-
RM300 depends on their backgrounds or the pupils may also be given clothes.

All in all, to ensure the successful implementation of National Blueprint Education,


it is not the responsibility of the Ministry of Education solely. The commitment and
collaboration of the entire fraternity is also crucial.
