Cricket icon Sachin Tendulkar Friday described the Indian Premier League (IPL) spot fixing scandal as shocking and disappointing as police continued their probe and a Mumbai court extended the police custody of Gurunath Meiyappan and Vindoo Dara Singh Randhawa. Tendulkar spoke for the first time on the issue that has taken the game by storm. It has always hurt me when the game of cricket is in the news for the wrong reasons. The developments in the last two weeks have been shocking and disappointing, he said in a statement. India Shining to Bharat Nirman


Political strategists like to quote the failure of NDAs 2004 campaign of India Shining as a blunder of the century. Given the benefit of hindsight and experience NDA may not have been wrong in projecting its achievement in catapulting the economic growth rate from 5% at the beginning of the term to 8% plus at the end of the same. In comparison to that, UPAs Bharat Nirman stands out as a sore thumb to the populace. The advertisement campaign has come concurrently with the worst annual growth rate of 4.8%, over the last 10 years. The poll managers of UPA would hardly relish going into elections after having brought the growth rate back to the levels of late nineties. Bharat Nirman is reflective of governance inertia and corruption that has come to plague the current regime. Theme of the campaign revolves around social sector spending and subsidy schemes of the union government. The campaign misses the all important point of growth buoyancy and income increase. The NDA faced the problem of equity and redistribution of the fruits of growth. UPA has focused solely on the equity and distribution bit while losing focus on the growth. One can divide a cake as long as there is a cake in the first place. Economic growth is like the presence of a cake, a necessary but not sufficient condition for development. In presence of low economic growth and economic deceleration, the talk of Bharat Nirman sounds ironical and sarcastic.

It is a shame that we allow people to grow on corruption and one day they become so fat that they are beyond all of us. This is what exactly happened with the game of cricket and those who manage the game in this country. The best example of the control was the way the media was insulted in a press conference called by the same board , but the media houses have been cashing on the now vicious net. No one from the media has spoken much about the way they were snubbed and brushed aside , they are still giving publicity to the game just as before . The main strength that the Board has is money power, that it has amassed out of the unsuspecting masses of this country who follow the game . They could never even think that the idols they adore are just enacting an orchestrated show on the field while another large group of people were being cheated in the name of trying their luck on the outcome of the game. There is no harm in betting till the time it is clean but it is never wise to expect anything good from an act that can ruin us due to its addictive nature. Whatever unfolded in this season of the now infamous IPL could never have happened had the board played its role better and more so the government should have kept an eye on them. The present story reminds us of grannys tale of the two friends , one blind and the other lame helping each other. Whatever it is , we have understood the game of controlling games in India and till the time we nail this rot , we can never even win a good bet ,not even with all the luck on your side because someone can still hang a towel and spoil it all. By Deepak Bhojwani Colombias President Juan Manuel Santos took a leaf out of former Chinese leader Deng Xiaopings book. Host to the Pacific Alliance (Alianza del Pacifico) in the salubrious city of Cali, he inaugurated the VII summit with the words: The Asian Pacific is the new global pole for development and Latin America wants to be a partner. He spoke on behalf of his three partners in the Alliance the Presidents of Mexico, Chile and Peru. Launched in June 2012 in Chile, the Pacific Alliance is the latest regional grouping, with 209 million inhabitants and a GDP amounting to 35 percent of Latin America. The four members account for 50% of all the trade of this region, with exports over US$556 billion and imports over US$551 billion in 2012. They also received 26 percent of all foreign direct investment in Latin America. The presence of 400 leading businessmen of the region, a day prior to the Summit, was evidence of their collective economic weight. The Summit witnessed the finalisation of an agreement to abolish tariffs on 90 percent of trade within the bloc, effective June 2013. They have also agreed to common Pacific Visas, which can be issued by all the four members to foreigners, valid for travel to all the four countries. Travel and work within the Alliance is also virtually free of regulation for their citizens. The stock exchanges of Colombia, Peru and Chile are already integrated, and Mexico is expected to follow suit. The Pacific Alliance was barely heard of at the beginning of the decade. Its rapid formation and achievements have earned its members the sobriquet Puma, a species of cat found in the western mountain ranges of the Americas. As distinct from the Asian tiger, the puma is rapid, agile, intelligent, independent and strong. The motive force of the Pacific Alliance is clear: it has embraced globalization and is working to incorporate its members within worldwide production and commercial networks. It distances itself from the radical rhetoric and policies of the left-wing Bolivarian Alliance of the Americas (ALBA), founded by Venezuela and Cuba. It also challenges the predominance of Brazil-led Mercosur in Latin America. Far reaching decisions at the Summit included the establishment of common embassies, starting with Ghana and Singapore. A joint fund is to be established for tourism promotion; science and technology; scholarships; convergence in finance, telecommunications, maritime and air services. The Alliance has captured the attention of Canada and Spain, whose Prime Minister and President respectively were present as Observers. Also present were Presidents of Costa Rica and Panama, both prime candidates for early membership of the bloc. Other states with observer status included Australia, Japan, New Zealand, Guatemala and Uruguay. The Summit admitted Ecuador, El Salvador, France, Honduras, Paraguay, Portugal and the Dominican Republic as observers, raising the total to 16. The criterion for membership stipulates that a country must have Free Trade Agreements with all other members. Indias trade with Latin America as a whole was US$46.67 billion in financial year 2012-13, according to the provisional statistics of the Ministry of Commerce. It accounts for around six percent of Indias global trade, which is significant when we consider that it barely reached four percent the year before. All four countries of the Pacific Alliance had significant trade with India in 2012-13: Chile US$3.67 billion; Colombia US$3.25 billion; Peru US$1.16 billion; and Mexico US$5.67 billion. Growth in trade ranged from 13 percent (Peru) to 110 percent (Colombia) over the previous year. All four countries are suppliers of important raw materials to India, mainly fuel and minerals. Chile has a Preferential Trade Agreement with India, recently amplified, and has offered us a Comprehensive Economic Partnership. Colombia and Mexico have been approached by the Ministry of Commerce but will take longer. Both countries have bilateral agreements with India on investment and taxation. India is negotiating similar agreements with Peru, which is willing discuss a Free Trade Agreement. Important Indian companies - automotive, software, engineering, pharma, even consumer goods - are profitably present in these countries, some of whose enterprises are returning the favour. Mexicos Cinepolis has 65 cineplexes all over India and hopes to reach 100 by next year, with further plans beyond. A Peruvian company has been bottling and selling Big Cola in Maharashtra for years. The Indian community in these countries is small, but growing. All four economies are powering ahead with bilateral, regional and multilateral agreements to lower barriers and facilitate reciprocal trade and investment. Chile has over 60 FTAs; Mexico 44. Peru and Colombia are catching up. China, Japan, South Korea, even ASEAN, have seen the writing on the wall. They have accelerated their economic diplomacy with these countries and participate in, or at least attend meetings of regional multilateral banks and organizations. Indias lackadaisical presence, as observer in the Organisation of American States, based in Washington, is precisely that and no more.

By Sheikh Qayoom A fake soul healer who allegedly sexually abused four minor girls in a seminary in Jammu and Kashmirs Badgam district and used the religious centre as a centre for other sordid escapades has pushed politics in the Valley to the backburner, at least for the present. Public discourse in Srinagar and other parts of the Valley, where Sufism has a large following, has moved to Gulzar Ahmad Bhat, who was arrested last week from Shamasabad village of Badgam district. Bhat, who claims to heal the souls of people through spiritual powers, was nabbed after four minor girls from the seminary run by him deposed before a local magistrate that he had been sexually exploiting them. There was a public outcry as news spread that he had used religion to mentally overpower his victims. Bhat had been running a sex racket in addition to abusing girls in his seminary, sources in the special investigating team (SIT) formed to probe the crime told IANS. He was believed to be supplying girls to people at resorts in the Valley besides inviting guests to his seminary for sexual escapades. While Bhat was remanded to police custody for another week, another victim deposed before a court in Badgam against him. On expected lines, senior separatist leader Syed Ali Geelani blamed intelligence agencies for the creation of such fake saints to divide Kashmiri Muslims. Interestingly, Bhats village Shamasabad is named after famous Kashmiri Sufi saint and poet Shams Faqir.

Fake soul healer shocks Sufi oriented Valley


Kashmirs saints and Sufis are held in high esteem by locals. The historical blend of tolerance and coexistence formed by the synthesis of Buddhism, Hinduism and Islamism came to Kashmir in historical succession. With the growth of the Ahlehadith school of thought in the Valley during the last two decades, many educated local Muslims are questioning the relevance of saints and Sufis in a highly codified religion like Islam. The moderate face of religion takes a beating each time such a scandal surfaces. The fact that Bhat exploited the simplicity and religious devotion of innocent girls comes in handy for those arguing against debatable and credulous practices followed by Kashmiris to invoke divine blessings from ordinary mortals. Anger is also growing against hundreds of Bhats followers, who are spread in different parts of the Valley. At least two imams have been disallowed by people from leading the daily prayers because they were seen closely associated with the fake saint. Questions are also being raised against those parents who send their children to a religious seminary like that of the fake saint before fully verifying the antecedents of those running them. The legal process to bring Bhat to justice would take its own time. But the brainstorming has already started in society - with many questioning the rationale of young girls and women going to invoke the blessings of so-called saints and soul healers.

Khan granted the police plea, rejecting the defence lawyers arguments that the offences under which the accused were booked were bailable, and they had already spent sufficient time in police custody. Police said a team has been sent to Goa to bring bookie Paresh Bhatia to Delhi, allegedly linked to some of the accused in the case. In a related development, Chennai hotelier Vikram Agarwal appeared before Mumbai police in response to a summons issued two days ago, and recorded his detailed statement. Agarwal, who was allegedly running a betting a syndicate in Chennai, is said to be a link between Meiyappan, Vindoo and other Bollywood celebrities. A senior police official said in Delhi that Rajasthan Royals cricketer Siddharth Trivedi was being questioned in connection with investigations into spot fixing. Siddharth Trivedi was asked to spot fix in 2012 IPL


New Delhi Rajasthan Royals cricketer Siddharth Trivedi, who is a prosecution witness in the 2013 Indian Premier League (IPL) spot fixing scandal, was asked by several bookies to spot fix matches, a police officer said Friday. Trivedi, 30, a right-handed batsman and medium-pace bowler, revealed the information during his questioning by Delhi Police. Trivedi, who had played for Gujarat in the Ranji Trophy and for Rajasthan Royals in the IPL, was questioned by Delhi Police Thursday. During questioning, his role in criminal activities like spot fixing has been ruled out. As he had provided several information about some fixers and players, he has been made a prosecution witness, said the official. Trivedis statement was noted in the Saket court Friday. Trivedi recorded his statement under 164 of Criminal Procedure Code before a magistrate in Saket court after he was conveyed about the procedures of recording the statement, said the official. He is in a borderline role. We do not have evidence to make him an accused. He is an insider who knows things. We have decided to make him prosecution witness, the official added. Investigators believe that Trivedis deposition will make their case stronger. The official said that Trivedi, whose IPL teammates S. Sreesant, Ankeet Chavan and Ajit Chandila have been arrested, was offered money for spot fixing. Trivedi was contacted by former Rajasthan Royals player Amit Singh for the first time in 2010. Singh was arrested as a bookie in the IPL spot fixing. During a J.P. Atray Memorial Cricket tournament played in Chandigarh in September 2010, Trivedi was contacted by some bookies -- including Deepak Kumar, who has been arrested by Delhi Police. Sunil Bhatia, another arrested bookie, had also contacted Trivedi.

The Indian Premier League (IPL) spot fixing scandal took a new turn as two top Board of Control for Cricket in India (BCCI) officials resigned from their posts on moral grounds. BCCI secretary Sanjay Jagdale and treasurer Ajay Shirke resigned saying that they were hurt, disturbed and not comfortable in continuing, piling on the pressure on board president N. Srinivasans ouster. There are also reports that all five BCCI vice presidents -- Niranjan Shah (west zone), Sudhir Dabir (central), Chitrak Mitra (east), Arun Jaitley (north) and N. Shivlal Yadav (south) -- will also resign. I have resigned from the post of secretary of the BCCI. I am deeply hurt with the recent developments in Indian cricket. Let some new faces come and take the responsibility. I was not feeling comfortable. Those who are guilty should be punished, Jagdale said to a leading TV news channel. Trivedi had also refused to accept an invitation by Chandila to attend a party arranged by the bookies. Chandila had approached Bradd Hodge and Kevin Cooper of Rajasthan Royals to attend the bookies party, but they had also rejected the invitation. Asked whether he informed BCCI or any other cricketing authorities about the approaches of bookies, the official answered in the negative. A total of 26 people were arrested from various parts of the country in the IPL scandal. Besides the three Rajasthan Royals players, Bollywood actor Vindoo Dara Singh and the Indian cricket board presidents son-in-law Guru Meiyappan for spot fixing and betting in cricket have also been arrested.

IPL scam: Two hotels owned by Vikram Aggarwal searched


Chennai Tamil Nadu Police searched two hotels owned by Vikram Aggarwal, who is allegedly involved in cricket betting, police said. Aggarwal, who appeared before Mumbai police Friday in response to their summons, owns two hotel properties - the 129-room Fortune Select Palms near here and the 162-room Radisson Blu Hotel City Centre here. He had not appeared before the Tamil Nadu Police Crime Branch Crime Investigation Department (CBCID) despite a summons issued to him. His application for anticipatory bail was dismissed Thursday by the Madras High Court. It is said that the hotelier, known as Victor in betting circles, has links with Bollywood actor Vindoo Dara Singh, who has been arrested for his role in cricket betting.

Late Friday, Srinivasan called for a working committee meeting to discuss the corruption issues in the IPL. The day of the meeting is yet to be confirmed.

Mumbai President Pranab Mukherjee called for the revival of Indias proud traditions in morality, ethics and social conduct as a tribute to Swami Vivekanandas call for rebuilding Indias national character. We seem to be losing our sense of right and wrong, and good and bad, as we pursue our short-term objectives. As a result, not only is the greater public good being sacrificed but even the private search for success and happiness is yielding shortlived, illusory and often counterproductive outcomes, President Mukherjee said here. He was speaking at a commemoration to mark the 120th anniversary of Swami Vivekanandas epoch voyage to the west, which started from Mumbais Appollo Bunder (where the Gateway of India stands now), May 31, 1893. To remember Swami Vivekananda is to remember his call for rebuilding Indias national character and his call to the countrys youth to be daring, courageous, adventurous, strong and above all, unshakably strong in their morals and ethics, the president said. SC declines early hearing of Sheila Dikshits ad campaign spend


New Delhi The Supreme Court Friday declined to hold an early hearing of a PIL seeking to restrain the Delhi government from continuing with its advertisement campaign focusing on Chief Minister Sheila Dikshit and her administrations achievements. As advocate M.L. Sharma, who filed the public interest litigation (PIL), told the court that the Delhi government was spending huge amounts of public money for its ad campaign, the apex court bench of Justice Gyan Sudha Misra and Justice Madan B. Lokur said the matter was not one which should be taken up during the vacation, and the same could come in due course. Pressing for an early hearing, Sharma told the court that the Delhi government intended to spend another Rs.100 crore on the ad campaign through radio, TV, newspapers and other mediums in the run-up to the elections for the state assembly, slated later this year. Dec 16 gangrape case: Cop identifies three accused


New Delhi A woman police officer and a prime witness, who had arrested the Dec 16, 2012 gang-rape accused, Friday identified three of them in a fast-track court. The investigating officer (IO), the last prosecution witness in the case, identified Vinay Sharma, Pawan Gupta and Mukesh Singh, whom she had arrested within hours after the crime. She told Additional Sessions Judge Yogesh Khanna that Ram Singh, who was found hanging in his cell in Tihar Jail, was the first to be arrested. He tried to run away from the bus but was overpowered by the police team, she added. The trial against him has been abated following his death. Another accused in the case, Akshay Thakur, was arrested from Aurangabad in Bihar. As we reached the bus, a man got down from the bus and tried to run away. He was apprehended by us (the IO and her team). He said his name was Ram Singh, the officer said. On being asked by the prosecutor whether the accused were present in the courtroom, she said: All the accused are present in the courtroom except Ram Singh (since deceased) and a juvenile facing trial before the Juvenile Justice Board. The IO added that Ram Singh had himself pointed towards the bus by saying that it was the vehicle in which the offence was committed. In her statement, she said that at the instance of the accused, she seized the rods used by the six accused for brutally assaulting the victim and her friend on the night of the incident. The victim and her friend were later thrown on the road. On Ram Singhs disclosure Vinay, Pawan and Mukesh were arrested who have also accepted their offence during the interrogation, she further deposed in court. Vinay, who was admitted in a hospital here since May 4 after he complained of high fever, sore throat and mouth ulcers, was presented before the court Friday and attended the proceedings. He was later taken back to hospital. The 23-year-old woman was brutally tortured and gang-raped in the bus by five men and a juvenile. She died Dec 26.

Planning Commission approves Rs.16,000 crore for Delhi


New Delhi The Planning Commission raised Delhis annual plan outlay from Rs.13,229 crore to Rs.16,000 crore -- an increase of 21 percent over last year. The Planning Commission has fixed Rs.16,000 crore as the size of 2013-14 Annual Plan outlay for Delhi, Chief Minister Sheila Dikshit said here after a meeting with Deputy Chairman of Planning Commission Montek Singh Ahluwalia. An amount of Rs.626 crore under the public sector unit plan was also approved by the commission which includes Rs.106 cr for Delhi Transco Limited (DTL), Rs.500 crore for Pragati Power Corporation Ltd. (PPCL) and Rs.20 crore for Delhi Financial Corporation (DFC). Ninety-three percent of the Annual Plan for 2013-14 would be financed through Delhis own resources. The chief minister also said that her government would continue to generate its own resources to make Delhi a welfare state. Delhi has been spending 65 percent of its allocation on social sector. Dikshit stressed upon the need of allocation of due share in lieu of central taxes imposed in Delhi. Our share has been frozen at Rs.325 crore since 2001-02, the chief minister said. She also requested the Planning Commission to look into the difficulties being faced by the city government owing to non-commissioning of Munak Canal, delay in completion of peripheral expressways, nonavailability of gas for Bawana, and the proposed Bamnauli plant.

Heat wave continues across India
New Delhi Heat wave conditions continued across India with no respite in sight. According to the Andhra Pradeshs Department of Disaster Management, 524 people have died of sunstroke since April 1 across the state. After a cloudy and windy Monday, it was back to being scorching hot in the national capital as the maximum temperature settled three notches above average at 43 degrees Celsius. The heat wave will continue more days, the skies will be sunny, an official of the India Meteorological Department (IMD) said. The maximum and minimum temperatures are likely to hover around 43 and 28 degrees respectively. Heat wave conditions continued to prevail in the desert state of Rajasthan with the mercury hovering between 40 to 45 degrees celsius. Churu at 45.2 degrees Celsius was the hottest in the state and Sri Ganganagar was also close at 44.4 degrees celsius. State capital Jaipur was scorching at 41.9 degrees and the minimum temperature was at 32.4 degrees Celsius, almost five degrees above normal. Bikaner was also hot at 41.9 degrees Celsius.

Girls outshine boys once again in CBSE Class 12 exam
New Delhi Girls once again outperformed boys in the Central Board of Secondary Education (CBSE) Class 12 exams this year, with the pass percentage for girls being 87.98, compared to 77.78 for boys. The results of the Class 12 examinations were declared on Monday by the board. The pass percentage increased by 1.91 percent. Girls have outshone boys this year too with their pass percentage 10.20 percent more compared to the boys, Rama Sharma, CBSE spokesperson said. Vidhit Bhargava, who topped the Delhi Public School (DPS), R.K. Puram in south Delhi securing 97 percent in the science stream, said: I am proud and happy. I was preparing for IIT side by side. I started concentrating solely on the board exams one month before the preboards. I was confident that I will do well. He aims to go to IIT-Delhi. Girls performed better than boys from abroad as well, with 97.60 percent of girls set to get the qualifying certificate as compared to 92.57 percent boys. This year, 9,44,721 students took the Class 12 board examinations in India and abroad. According to the CBSE, the number of cheating cases in this years examinations saw an increase with 63 cases, as compared to 47 cases reported last year.

Goa church to drape indecently dressed visitors

Panaji The indecently dressed visitors to the 16th century Basilica of Bom Jesus in Goa, a must-do on most tourists itineraries, will now be offered shawls to cover themselves up before they enter the shrine, a priest said. We had been receiving complaints that tourists were not dressing properly for the church. Many people felt offended by it. We were forced to take this step, Fr. Savio Barretto, rector of the church. Last year, the church authorities had put up signboards and sought help from guides to ensure that tourists were appropriately dressed when they visited the baroque-style church, endorsed by the United Nations Educational Scientific and Cultural Organisation (Unesco) as a world heritage site. However, the efforts did not make much difference. Now we have volunteers who will ask those inappropriately dressed to drape shawls, which we will provide, Barretto said. The shawls and stoles will have to be returned to the volunteers after the tour to the Church is over, he added. Barretto said the grouse over inappropriate clothing was common both with women and men. Even men come here wearing beachwear. They would have to wear the shawl too, he said. The church, some 15 km from here, holds the mortal remains of Spanish Saint St. Francis Xavier, who evangalised large parts of Portugueseheld Goa and is known as the regions patron saint. Hindu temples in Goa, especially those in the temple town of Ponda, 30 km from here, too have put up signboards asking visitors to come wearing decent clothing, failing which they would not be allowed into the temple.

Aruna Roy leaves National Advisory Council


New Delhi Noted social rights activist Aruna Roy has decided to leave the National Advisory Council (NAC). Her letter of resignation has been accepted by NAC chairperson Sonia Gandhi, who also heads the United Progressive Alliance (UPA). The task of the NAC is to provide inputs in the formulation of policy by the government, and to provide support to the government in legislative business. In her letter to Sonia Gandhi, Roy listed differences with the government, specially over the refusal to give minimum wages to beneficiaries under the Mahatma Gandhi Rural Employment Guarantee Scheme (MGNREGS). The noted social activist said that despite its contribution to changing the lives of the rural poor, implementation of this crucial flagship programme remains a challenge. There is a huge group of MGNREGS beneficiaries who are critical, but supportive of the law. They are losing public and political space to a small, vocal, and powerful minority determined to undermine the basic objectives of the MGNREGS, Roy said in her letter. New Delhi A 16-year-old girl who was brought to the national capital on the pretext of getting her a job was gang-raped repeatedly by her cousin and his friends, police said. The girl was brought from Gumla in Jharkhand by her cousin and his friend. According to police, the girl was found unconscious near a temple near Kashmiri Gate metro station in north Delhi. Her cousin had got her a job in Patel Nagar where she was working as housemaid. Her cousin used to take her to his house, where he and his friends would rape her, said an official. The victim was traumatised and fled from her employers house. She fell unconscious near Kashmiri Gate metro station, said the officer. The police is on the lookout for the culprits.

Goa rape: Smriti Irani to enquire about case status


Panaji Bharatiya Janata Party (BJP) vice president Smriti Irani said, she would take up with the Goa government the case of a minor rape victim, who is awaiting justice for the last four months as the accused is yet to be arrested. I will enquire about it and find out the status (of the case), Irani said while responding to a question as to why the BJP government in the state failed to nab the culprit despite forming a special investigating team to crack the case. The seven-year-old girl was raped by an unknown person in the toilet of a school run by the Mormugao Port Trust in January. The schools headmistress and other staffers have already been arrested for the delay in reporting the crime to police and destroying evidence by washing the victims private parts and the toilet in which the rape took place. On the law and order situation in the state, Irani, who was made the BJPs in-charge of Goa ahead of the 2014 general elections, said as far as crimes against women were concerned the situation was same throughout the country. Toronto The mother and uncle of an Indo-Canadian victim of an alleged honour killing appeared in a court in the Canadian province of British Columbia for the first of five witness hearings in an extradition trial. Jaswinder Jassi Sidhu, 25, was found slain in a canal in Punjab state of India in June 2000 when she was in that country in a bid to bring back her husband Sukhwinder Mithu Sidhu whom her family strongly disapproved of. Malkit Kaur Sidhu, the mother of Jassi and Jassis uncle Surjit Badesha appeared in a prisoners box in the British Columbia Supreme Court to hear a co-worker of the victim testify against them, Canadian media reported. Jody Wright, who worked as a receptionist in a beauty salon at Coquitlam in British Columbia, where Jassi worked as an esthetician, described how the latter spent the last days of her life in fear being closely watched by her family. There was always someone there watching her, the Vancouver Desi quoted Wright as telling the court, recalling how she would routinely see a member of Sidhus family seated on a bench in front of the salon. We were always concerned about (Sidhus) well-being we felt like her life was in jeopardy, she said. According to Wright, Jassi married Mithu in March 1999 secretly but her family discovered the fact by the end of that year. She admitted to marrying Mithu after intense interrogation by her family, who did not like the latter as he was poor. The marriage had come to light after Jassis previous boss called her home to say that she had left some personal items in her office that needed to be taken. It was then that the family came across a marriage certificate. She was happy with Mithu, but she knew she had to keep it a secret because her family disapproved of him, Wright was quoted as saying. Disapproved completely, because the family (of Mithu) wasnt rich. Jassi was then made to sign papers annulling her marriage to Mithu. Wright said she and Jassi worked out a code - I am sick or I have the flu - as the latter was kept locked up in her room at home. Once Jassi said these words over the phone, Wright was supposed to call up the police, something she said she had to do twice. In the weeks leading up to her murder, Jassi fled from her home for a co-workers apartment. Since her bank accounts were frozen, she borrowed money from her friends to go to India with the hope of bringing back Mithu and the duo living together in a separate apartment in Canada. On June 8, 2000, Mithu and Jassi were attacked by a group of eight men in Punjab. While Mithu was badly beaten up, Jassi was abducted and her body was recovered the next day. The extradition trial in the Canadian court will continue with a total of five witnesses expected to testify. EU lifts arms embargo against Syria to aid rebels


Brussels The European Union (EU) decided to lift arms embargo on Syria to support the opposition forces in the country, said an EU statement following its Foreign Affairs Council meeting. According to the statement, at the beginning of August, the EU Foreign Affairs Council will adopt for a period of 12 months restrictive measures which include export and import restrictions with the exception of arms and related material and equipment which might be used for internal repression. To avoid the arms or equipment which might be used for internal repression flowing to the Bashar alAsad regime, the EU insisted that the sale, supply, transfer or export of military equipment will be for the Syrian National Coalition for Opposition and Revolutionary Forces and intended for the protection of civilians. Member States shall require adequate safeguards against misuse of authorizations granted, in particular relevant information concerning the end-user and final destination of the delivery, said the statement . The EU member states were also requested to assess the export license applications on a case-by-case basis, taking full account of the EU common criteria in governing control of exports of military technology and equipment. Except the arms embargo, all financial sanctions against Syria including restrictions on financing of certain enterprises, infrastructure projects and freezing of funds and economic resources were to be extended, said the statement. Following the violent repression of anti-government protests in Syria from mid-March 2011, the EU took a number of measures including arms embargo, financial sanctions and restrictive measures on oil trade which was lifted last month.

Russian government seeks stricter penalties for extremism


Moscow A Russian government commission is considering increasing criminal punishments for extremism-related crimes and wrongdoing by religious organizations, the cabinet said. The government legislation commission has approved for consideration a draft law establishing a legal basis for neutralizing the destructive activities of religious organizations in Russia, the cabinet said in a statement. Larger fines and longer prison terms will be handed down for offences under several articles of the Criminal Code, including those relating to destructive activity by religious organizations, extremist activity, and inciting hate crimes as well as organizing an extremist group. WHO targets illnesses caused by bad habits


Geneva The 66th World Health Assembly approved a plan for preventing and controlling non-communicable diseases, such as illnesses caused by alcohol consumption, smoking and obesity, which account for 60 percent of the deaths in the world and 69 percent of deaths in Latin America. The plan sets nine new voluntary goals for preventing and controlling these illnesses, but the assembly urged member states to establish programs to deal with risk factors related to bad eating habits and lack of exercise. Unhealthy habits and behaviors can lead to cardiovascular and respiratory diseases, such as hypertension, diabetes and cancer, causing 36 million deaths a year, the World Health Organization, or WHO, said. Deaths related to smoking, a poor diet and bad exercise habits could rise to 55 million by 2030 if action is not taken, the WHO said.

The human rights situation here is fraught with challenges, she told the UN News Centre in a recent phone interview, before listing an array of problems ranging from the continuing armed conflict to violence against women. The challenge has been attempting to document very clearly and very accurately what the situation is for the Afghan people; what types of human rights violations they are experiencing, she explained. And then, of course, taking that to the Government and international partners and working with them on agreeing to different kinds of recommendations and solutions and then trying to implement them. Geneva The United Nations Human Rights Council (UNHRC) adopted a resolution, condemning the intervention of foreign combatants i n Syrian city of Al Qusayr. The resolution, adopted after an urgent debate held during the councils 23rd session, expressed deep concern that their involvement further exacerbates the deteriorating human rights and humanitarian situation, which has a serious negative impact on its region. Originally drafted by the US, Turkey and Qatar, the resolution also condemned all human rights violations and abuses and called upon all parties to comply strictly with their obligations under international law, including international humanitarian law and international human rights law. Migration policy in the European Union (EU) must incorporate a human rights approach instead of solely focusing on security concerns, a United Nations independent expert today stressed. Within EU institutional and policy structures, migration and border control have been increasingly integrated into security frameworks that emphasize policing, defence and criminality over a rights-based approach, the Special Rapporteur on the human rights of migrants Franois, Crpeau, told the UN Human Rights Council in Geneva. I regret that within the EU policy context, irregular migration remains largely viewed as a security concern that must be stopped, Mr. Crpeau said. This is fundamentally at odds with a human rights approach, concerning the conceptualization of migrants as individuals and equal holders of human rights. Mr. Crpeau undertook a one-year study to examine the rights of migrants in the Euro-Mediterranean region, focusing in particular on the management of the external borders of the EU in key transit countries namely Turkey and Tunisia as well as two of the main entry points, Greece and Italy. The Special Rapporteur stressed that, the systematic detention of

irregular migrants has come to be viewed as a legitimate tool in the context of EU migration management, despite the lack of any evidence that detention serves as a deterrent. He called on EU authorities to address factors that address irregular immigration in Europe, such as the demand for a seasonal, low-skilled, easily exploitable workforce, and instead open up more regular immigration channels, including for low-skilled workers, that more accurately reflect the labour needs of the EU. In his report to the Council, Mr. Crpeau also said there has been an externalization of border control, through which countries of departure or transit bear all the responsibility for preventing irregular migration, and underlined that the EU must share this responsibility among its Member States. Mamata seeks central security forces for rural polls

Following a bitter legal battle with the Banerjee government over the conduct of the polls, the SEC Monday notified the rural polls to be conducted in 17 districts of the state, barring Kolkata and Darjeeling. While the ruling Trinamool Congress wanted a two-phase polls with only state security forces, the SEC has been clamouring for a three-stage polls with the deployment of central security forces. Earlier this month, a division bench of the Calcutta High Court had asked the state government to compensate shortfall of security personnel, if any, by procuring forces from other states or the centre. The court had also spelt out a scheme of deployment of security personnel in the 57,000-odd poll booths.

Guwahati Prime Minister Manmohan Singh was re-elected to the Rajya Sabha from Assam for the fifth straight term, officials said. There were three candidates for the two Rajya Sabha seats from Assam: Manmohan Singh, Kujur and Aminul Islam of the All India United Democratic Front (AIUDF). I am very happy I got the support of all my colleagues. I thank all Congress members for my victory, Kujur said. Kujur said a total of 112 votes were cast in the polls. While Manmohan Singh received 49 votes, I got 45 votes, he said, adding that Islam got only 18 votes. BJP expels Jethmalani for six years


Hyderabad The BJP said it had expelled senior lawyer and MP Ram Jethmalani from its primary membership for criticising then party president Nitin Gadkari and other issues. Citing breach of discipline, BJP general secretary Ananth Kumar said in a letter to Jethmalani that the decision was taken Monday by the partys parliamentary board. He also indicated further action against Jethmalani, 89, for violating the party whip. The central parliamentary board, after considering all your replies, responses and letters, was of the unanimous opinion that you have indulged in a breach of discipline, the letter said. The parliamentary board, therefore, decided to expel you for six years from the primary membership. Jethmalani had in November last year demanded Gadkaris resignation over allegations of financial wrongdoing in companies linked to him. Hyderabad Nara Chandrababu Naidu was Tuesday unanimously re-elected as the president of the Telugu Desam Party (TDP) for the ninth consecutive term. The former Andhra Pradesh chief minister was re-elected as party chief on the second and last day of Mahanadu or the state-wide annual conclave of the party. It was only a formality as no other leader had filed nomination for the top post. Naidu has completed 18 years as the party chief. He had taken over the reins of the party in 1995 after unseating his father-in-law and TDP founder N.T. Rama Rao from power. TDPs conclave ended with the passing of political resolution. The resolution moved by MP N. Nageswara Rao claimed that the party had taken a clear stand on Telangana. He said the TDP stood by the letter submitted to Pranab Mukherjee committee in 2009, supporting the demand for separate state of Telangana. It asked the cadre to counter Telangana Rashtra Samithi (TRS), which was targeting the party by spreading falsehood. In his concluding address, Naidu said the party would continue its uncompromising fight over peoples issues and against corruption. New Karnataka assemblys first session begins


Bangalore The 14th Karnataka assembly, elected early this month with Congress getting a majority and forming the government, Wednesday started its first session here with those elected taking oath as members of the house. On the first day, over 140 members took oath and the remaining would do so Thursday. The assembly has 225 members including one nominated. The Congress won 121 seats in the election held May 5 wresting from the Bharatiya Janata Party (BJP) which managed just 40 seats. The Janata Dal-Secular won 40 seats and the rest went to smaller parties and independents. One constituency, Periyapatna in Mysore district, voted Tuesday as the May polling was countermanded following the death of the BJP candidate. Its result would be out Friday.

The two belong to Maharashtra Ekikaran Samiti (Forum for merger of Marathi speaking areas with Maharashtra) and are elected from Belgaum district. Belgaum has large number of Marathi speakers and the Samiti has been demanding its merger with the neighbouring Maharashtra.

She was referring to Sarins report indicting her for misusing public funds for political purpose as the Delhi government had released newspaper advertisements ahead of the 2008 assembly elections. She said if there was any misuse of public funds in the poll campaign, the Election Commission would have pointed this out. Besides, if a political party or individual violates the law, the Election Commission stops them... I hope that explains the issue, Dikshit said. The Lokayukta recommended to President Pranab Mukherjee that he should ask Dikshit to reimburse through the Congress party or personally Rs.11 crore being half the cost of the advertisements, or any amount the president thought adequate. Shimla The Congress central leadership has cleared former MP Pratibha Singh, wife of six-time Chief Minister Virbhadra Singh, as the partys candidate for the June 23 Mandi parliamentary by-poll in Himachal Pradesh. Congress president Sonia Gandhi cleared Pratibha Singhs name, Congress spokesperson Naresh Chauhan said. Pratibha Singh, who was elected to the Lok Sabha in 2004 after she defeated the BJPs Maheshwar Singh, is now pitted against BJPs former minister and sitting legislator Jai Ram Thakur. Sources in the Congress said she would file her nomination papers May 30 in Mandi town, while fourtime legislator Thakur would file his papers June 1. The Mandi seat, the Congresss pocketborough, fell vacant following the resignation of Virbhadra Singh from parliament after he was elected to the state assembly in December 2012.

Panchayat members in J&K Daler Mehndi to perform at feel deceived


Jammu The main organisation of elected panchayat members, All Jammu and Kashmir Panchayat Conference (AJKPC) has accused the state government of being insensitive and deceiving over 33,000 panches and sarpanches - village council members and chief - in the name of empowering panchayats. Anil Sharma, general secretary of AJKPC, said Monday: The state government is not showing any sincerity on the issue of empowerment of Panchayati Raj Institutions in the state. The 73rd Amendment to the Indian constitution that gives powers to the panchayats has not been extended to Jammu and Kashmir. He also accused the state government of not paying any heed to the security of panchayat members. A total of over a dozen members, including panches and sarpanches, have been killed by militants in the state since panchayat elections concluded in June last year. This, and the continuing threat of militants, forced about 400 elected village panches and sarpanches to resign in the state till date, in different phases. Sharma said, During our (AJKPC members) meeting with Rahul Gandhi last year, he had assured the delegation that his party would do everything to give panchayats their due share. Unfortunately, the state leaders of the Congress have totally disregarded the promise of their top leader. The state unit of the Congress party has totally surrendered itself to the coalition partner National Conference (NC) for reasons best known to them. He also said that the enhanced monthly honorarium for panches and sarpanches announced by the government has not been implemented so far. Sharma alleged, It now appears that the state government just wanted to have panchayats in place to get crores of rupees that were denied to the state in the absence of these village-level elected bodies. The panchayat elections in the state concluded in June 2011. Since then, not only the opposition, but even the ruling alliance partner, the Congress, has been demanding empowerment of panchayats and implementation in the state of the 73rd Amendment to the Indian constitution. However, state Rural Development Minister and senior leader of the National Conference Ali Mohammad Sagar says there were enough provisions in state laws for empowering panchayats, and other provisions too could be incorporated.

Jammu and Kashmir has 2,542 protected people


Jammu In Jammu and Kashmir, the authorities say security is provided to only 2,542 people facing threats from militants. An official reply to a Right to Information query said 2,542 people faced threats and as such have been provided security cover. It said a total of 4,074 security personnel provided security to these people. It added that Rs.55.4 million worth of fuel was spent in 2012 on vehicles deployed with these 2,542 people. Though the reply said that many families of those getting protection were also provided security, no details were offered. A police officer insisted that these statistics didnt make sense. The official told IANS on the condition of anonymity that there were over 1,000 people getting security cover in just two north Kashmir districts -- Kupwara and Baramulla. And we have 22 districts in Jammu and Kashmir, he said. Each cabinet minister moves with at least two security vehicles with at least two dozen security personnel... So, the number of protected persons and those giving protection is underplayed. The cost incurred on security too is not rightly reflected, the official said.

The star attraction in the International Shimla Summer Festival will be Punjabi singer Daler Mehndi, who will perform on the last day of the festival (June 5), says the Shimla Deputy Commissioner Dinesh Malhotra, who heads the Shimla Summer Festival Committee. Major events during the festival, which begins June 1, include Miss Shimla beauty pageant and a fashion show on June 4. Punjabi comedian Bhagwant Mann is to perform June 3. The annual summer festival is being organised here since early 1960s. It has seen performances by the likes of Mohammad Rafi, Hema Malini, Jagjit Singh, Mahendra Kapoor and Suresh Wadkar in the past. The Himachal Pradesh tourism department is expecting an increase of 25-30 percent in the arrival of tourists during the festival. Shimla Himachal Pradesh has notified four senior secondary schools in the state as inclusive institutions where the physically challenged will be provided education, according to Shimla-based public welfare trust Umang Foundation. The government has notified four senior secondary schools as inclusive where disabled students will study along with other children. Eight more schools are to be made inclusive schools soon, foundation chairman Ajai Srivastava said in a statement. Srivastava said the four schools notified are in Shimla, Nagrota Bagwan, Nahan and Jogindernagar towns. Umang Foundation Monday organised a film festival on disability with the support of internationally renowned We Care Film Fest in the Government Girls Senior Secondary School in Portmore in Shimla, which has been notified as inclusive institu-

tion. It honoured 26 physically challenged students to sensitise people about inclusive education. Srivastava said 20 girls with visual and hearing disabilities are studying in the Portmore school. Interestingly, it was the same school which had denied admission to the disabled girls in 2011. Later, on the intervention of the Himachal Pradesh High Court, the school gave admission to three blind girls and waived off their entire fee. Roy was the chief guest at the film fest and the principal secretary of social justice and empowerment, P.C. Dhiman, presided over the programme. As many as 19 award winning short films on disability were screened. More than 2,000 children watched the films. Srivastava said the film fest was an effort to change the traditional perception about disability.

Satluj Nigam enhances dividend by Rs.8.28 crore

The SJVNL board at its meeting in New Delhi declared a dividend of Rs.397.12 crore against Rs.388.84 crore paid in the last financial year, a companys official said here. SJVNL is a joint venture of the government of India and the Himachal Pradesh government and has more than 100,000 retail shareholders. From the dividend, the government

Helped by a large volume of material from bacteria-specimen from infected Indian patients, the researchers have succeeded in identifying two different stafylokock-toxins that kill the cells in the lungs, said Norrby-Teglund. We have, for this purpose, constructed an artificial lung-model, in a laboratory environment where we can study infections. Now we are concentrating on testing different treatments against the toxins and hope to discover an effective medicine, said the professor.

MAOIST. Wonderful as we are as a nation of title givers and title seekers , the labels of NAXALS and MAOISTS have also stuck. In a way we have given an identity to those who may not have deserved it. In a democratic nation it is but obvious to have difference of opinions , nobody has the right to pick up the weapon and start killing . The reality is that for there own vested interests or for the sake of petty politics , usually for localized gains those in power put labels on those who differ from them and do not endorse their ways . It may be the easiest way to eliminate opposition or dissent but it certainly does not pay in the long run and also it is not a good practice in the nations interest. The same seems to be happening in the case of the now labeled Maoist movement in the country. They seem to be the protectors of the tribals. They are related to the jungles. But if Maoism is a movement , it should be guided by some ideology , some theory . Why then that they are localized

The Maoists wiping out the top leadership of the Chhattisgarh Congress is a setback but the party is ready to face any challenge in the pollbound state, Congress party leaders say. We are ready for any challenge. The Congress has a tradition of making sacrifices for the cause of the nation, Congress general secretary in-charge of Chhattisgarh B.K. Hari Prasad said. Chhattisgarh, which was carved out of Madhya Pradesh in 2000, will witness assembly polls by year-end along with Madhya Pradesh, Delhi and Rajasthan, where the Congress would be locked in a direct fight with the Bharatiya Janata Party (BJP). The BJP currently rules the state under Chief Minister Raman Singh. The Congress is livid after its state unit chief, Nand Kumar Patel, along with party legislator and Salwa Judum founder Mahendra Karma and 22 other leaders, besides four policemen, were killed when a large number of Maoists ambushed a party convoy in Sukma district May 26. Senior party leader and former Madhya Pradesh chief ministser V.C. Shukla was severely injured and is battling for life in a super-speciality hospital in Gurgaon. According to informed sources, the challenge for the Congress, which was gaining ground over the past few months through its outreach programmes and Parivartan Yatras, is to soon appoint a new state unit chief and give a new direction to the demoralised workers. We will take it forward. There is no dearth of leaders in the Congress, Hari Prasad said. Local Congress leaders described the killings as a serious setback but vowed the show will go on and the sacrifices would not go in vain. It is a serious setback. It will take us a while to recover from the shock but the sacrifice will not go in vain, Congress Legislative Party leader in Chhattisgarh Assembly Ravindra Choubey told. A new strategy will have to be worked out for the assembly polls. The people are with us and they are very angry with the BJP government, said Choubey, who represents the Saja assembly constituency. According to local Congress leaders, the party was getting its act together in every assembly constituency down to the booth level. We had started Parivartan Yatras in April and have covered more than half the assembly constituencies, Congress legislator from Palari constituency Shiv Kumar Dahariya told. The success of our rallies had put the BJP on the backfoot and forced it to launch a Vikas Yatra last month which was supported by the government machinery, he added. Congress leaders speak of a BJPMaoist nexus in the Bastar region as the party is wary of the Congress gaining ground there. The BJP rigged the 2008 polls in rural areas of Bastar where polling suddenly shot up from 20-25 percent to over 80 percent, said a local Congress leader. According to local Congress leaders, in 2008 the Congress had a lead in other regions but lost as the BJP swept the Bastar area, winning 11 of its 12 assembly seats. The BJP has 49 seats in the 91-member house, followed by 38 of the Congress, two of the BSP and one nominated member. One seat is vacant.

Chhattisgarh violence could put civilians at risk


Condemning the deadly Maoist attack in Chhattisgarh, Amnesty International said the violence could put more civilians at risk. We unequivocally condemn the taking of hostages and murder of civilians in Chhattisgarh, which constitutes a serious human rights abuse, said Shashikumar Velath, Director of Programmes at Amnesty International India. The killing could further escalate violence in the state, putting more civilians - including local Adivasi communities - at risk, he added. Intentionally directed attacks against civilians, and violence to life and person go against fundamental principles of humanity.

New IAF chopper unit to help fight Maoists

The Indian Air Force (IAF) will deploy a squadron of its latest Mi-17 V-5 helicopters in Nagpur for assistance of security forces fighting Maoists in Chhattisgarh, Air Chief Marshal N.A.K. Browne said here Wednesday. The squadron, which would be in

place by next month, will help reduce time in providing air support during day and night for evacuation and other needs. Speaking to reporters on the sidelines of a Defence Research and Development Organisation (DRDO) function here, Browne said the squadron will

be an add-on fully operational dayand-night unit. Browne said technology should be used as an aid in tackling Maoist violence. Air force officials said there was already a helicopter unit in Gorakhpur with detachments in Ranchi, Raipur and Jagdalpur and its task was spread out. They said the new unit will be able to meet future requirements more effectively. Officials, however, said the decision on a new helicopter squadron was not linked to the recent brutal attack by Maoists on a Congress convoy in Chhattisgarh. They said the decision about setting up a new helicopter squadron in Nagpur had been taken earlier. The officials said there would be no change in rules of engagement and standard operating procedure will be followed which prescribes firing in self-defence only.

Ending the Maoist insurgency is not a mission impossible


Ending the Maoist insurgency requires different strategies towards different layers of the insurgents, argue Manu Sharma and Raja Karthikeya The Dantewada ambush of April, 2010 resulting in the death of 80 CRPF jawans shocked the nation; while the derailment of the Jnaneshwari Express last month led to 148 casualties. There is no doubt that in Maoist insurgency, India is facing one of its hardest internal security challenges yet. Despite the growing strength displayed by the Maoist insurgents, ending the Maoist insurgency is not a mission impossible. Experiences of several nations suggest that such insurgencies can be brought to an end by the state through a deft application of political and security strategies. The Maoist insurgents do not recognize the Indian state. They decry its democratic system, pointing out its many flaws, and prefer to pursue a peoples revolution. Most Maoist insurgents today have only a rudimentary plan for post-revolutionary governance, and ad hoc rule is the norm in areas controlled by the insurgents. However what the Maoists lack in terms of agenda, they make up in terms of ideological fervour as well as hard-learned tactics of guerrilla warfare. Mao Tse Tung believed that if the countryside was liberated, the cities would fall by themselves. It is his ideology, rather than the tactics of Che Guevara and other Marxist revolutionaries, that guides the insurgents leadership. Todays Maoists have inherited the experience of their predecessors such as the Peoples War Group in guerrilla warfare. Although police in various states cracked down on the arms supply routes of the Maoists at various points in time, lack of coordination between the various states police forces has helped the Maoists. The Communist Party of India (Maoist), created through the merger of the Peoples War Group and Maoist Communist Center (MCC) in September 2004, is currently active in 20 states and 180 districts of India. There are multiple reasons for the rapid expansion of their presence. The cohesion in the Maoist ranks stems in part from the fact that it is well funded. The Maoist insurgency is believed to make as much as Rs150 crore annually primarily through extortion, with foot soldiers getting a stipend of up to Rs1,500 per month. rapidly extend their base of supporters and sympathisers in the urban areas both in India as well as abroad through adept use of technology for propaganda. In addition to traditional print media, several Maoist blog sites have sprung up which use sophisticated methods to hide IP addresses and resurface with different names if blocked by the authorities. In order to reach their target population in the tribal areas with propaganda, Maoists in Chhatisgarh have even started an FM radio station. For now, the government is losing the information war against the Maoists. In the tribal heartland, over the course of the late 1990s, by sending small squads of men into the forests such as Dandakaranya, Maoist cadres won over the confidence of the indigenous tribal population, recruiting them to provide intelligence on police movements and foot soldiers for the insurgency. What propels a youth in the tribal heartland to take up arms against the state and join the Maoists? Deprivation, unemployment and exclusion from national mainstream are common grievances among the rural population in east and central India (especially east of the so-called Kanpur-Chennai meridian). States such as Chhattisgarh, Orissa, West Bengal and Jharkhand are the most mineral-rich states in India and yet Indians living in these states count among the poorest. For instance, as against Indias national per capita income of Rs24,295, the per capita income of Chattisgarh (2008-09) stands at a mere Rs16,740. Jharkhand and Orissa are not much better off, at Rs15,303 and Rs16,149 respectively. West Bengal has a more respectable per capita income of Rs23,229. Some grievances are a by-product of the nature of the Indian federal system itself. For instance, tribals (adivasis) in mineral-rich districts such as Bastar in Chattisgarh do not get a fair share of the revenues from mining in the forests that they inhabit. The central government corners the lions share of royalties from mining in India. Till a few years ago, the freight equalisation policy of the government hampered these states from translating their natural resources advantage into industrial growth. The lack of investment in industrial skill development by successive governments has rendered the local population unemployable. Firstly, the Maoists are not an ethnic or region-specific entity that can be dealt with in isolation. The Maoist agenda serves as a platform for a section of the population disaffected from or opposed to globalisation, poor governance and corruption. Secondly, unlike regional separatists, the Maoists have not declared war against India, only against the Indian state. This distinction makes the use of force against them a less popular option among policymakers. Thirdly, the demands of the Maoists are not only disparate but inasmuch as they demand the change of the very nature of governance in India, ie democracy, they are impossible to reconcile with. This however does not mean that the causes of disaffection cannot be addressed. It is clear therefore that only a mix of security and development approaches can end the Maoist insurgency. prove information sharing between the police forces of different states, this is yet to deliver comprehensive results. Schemes such as the National Rural Employment Guarantee (NREGA) have been implemented in the insurgency affected areas but have not delivered expected results since the Maoists have been more than ready to allow schemes that involve direct cash transfers in areas controlled by them. What is now needed is a coherent new strategy, ideally led by the central government, which can deal with the insurgency at various levels. schemes can and lead to real, tangible change in governance by ensuring transparency. A responsive and responsible government can go a long way towards alleviating grievances and restoring the rule of law in the Maoist affected areas.

International precedents

Given the highly organised and multi-state nature of this insurgency and the complicating factor of centrestate relations, there is no precedent in India of eradicating such an insurgency. However such precedents exist in other countries. Columbia, after a two-decade long struggle with the FARC Marxist rebels, used sustained military action including airpower to defeat the insurgency. Philippines which fought the CPP-PLA (Huk Balaha) formed special paramilitary forces, enlisted local leaders and undertook reforms to eradicate the Huk militia and their support base.

The Maoists links with the Nepalese Maoists has, among other things, been a source of concern, primarily because the latter have much experience in fighting against the royal Nepalese army which was trained along Indian lines which they could share. In addition, political parties in various Maoist-afflicted states have used the movement and disaffected people to gain tactical political objectives. In some cases, these political parties have inexcusably ignored the Maoist infiltration of protest movements organised by them, as seen in the case of the Peoples Committee Against Police Atrocities (PCPA) in West Bengal. After the Senderistas enforced a widespread boycott of elections in 1980, the government declared an emergency and gave extensive powers to the army. The authorities there created a peasants militia called Rondas (similar to Chattisgarhs Salwa Judum militia) which only led to an escalation of violence. Ultimately the movement was eliminated through military action and decapitation of the leadership. The British experience in Malaya in the early 1950s is often considered a copybook case for counterinsurgency. A national liberation struggle launched by the Leftist guerrillas against the British led to widespread violence and human rights abuses from both sides. The strategy eventually adopted by the British had two key elements. Extensive propaganda warfare was launched against the guerrillas and the testimonies of captured guerrillas were deftly used to sow dissension in the guerrillas ranks. The British also adopted an oil spot strategy (often used when the guerrillas have extensive control over a large swath of territory) in which small pockets were liberated by the government, and provided focused rapid development, which slowly reduced the guerrillas support base in the neighbouring districts and helped the government then extend its control over them. The oil spot strategy has been employed by the French in Algeria and the Americans in Iraq with mixed results. While learning from international precedents, the government must also note that state borders and jurisdictions have little meaning for the Maoists. The government needs a strategy that recognises the different strata to the insurgency. There are at least three layers apparent to the Maoist insurgency. The first layer consists of the sympathisers and ideologues that are above ground and often resident in cities and urban areas (such as Kobad Ghandy and Gaddar). The second layer consists of operational commanders at various levels (Kishenji is one of the more senior ones among them). The third layer consists of foot soldiers who are mostly semi-literate or illiterate youth. These three layers have different reasons for being part of the movement, and different levels of motivation, and hence need to be addressed through different strategies. Implementing the layer-based strategy would involve several policy reforms. The intellectuals of the first layer are hanging on to irrelevant and redundant ideologies and are suspicious of every move of the state and distrustful of democracy in general. While their propaganda networks should be disrupted, these individuals should in general be simply ignored. The operational commanders in the second layer are vital. They can be attracted into the mainstream through co-option into democratic governance at various levels of the government. If necessary, quasi-autonomous bodies such as Tribal Area Development Councils under the sixth schedule of the Constitution could be created to accommodate some of these leaders. The third layer of the Maoists, the foot soldiers, can be separated from the insurgency through socio-economic initiatives in the region, such as programmes which involve better distribution of mining royalties as well as a sustained de-radicalisation programme to prevent recidivism. The foot-soldiers also need to be offered a general rehabilitation package which consolidates various local amnesty schemes. Surrendered foot soldiers must be provided security guarantees against retribution, but where feasible, should also be used in crafting an aggressive information warfare campaign against the Maoists. Encouraging civil society activists to use the Right to Information Act to force local authorities to yield information about developmental

Solutions composed of military force have only been partly successful at ending insurgencies in India. That the Naxalbari Andolan was finished through ruthless application of force should not be adequate reason to implement the same against the Maoists. Creation of civilian militias such as Salwa Judum should be shunned because they expose civilians to unnecessary danger, and only translate into an abdication of security responsibility by the state. While the Army can be used for training paramilitary forces, it should not be deployed against the insurgency itself. Instead a special recruitment drive should be launched to take in tribal youth into the police and army from the insurgency affected areas. If wielded well, a carrot and stick policy can wean away less motivated Maoist cadres into the mainstream. The deprived population of the mineral rich regions should be provided conditional cash transfers that focus on hindering the inter-generational propagation of poverty, thus reducing the recruitment pool of Maoists. A self-sustaining economic scheme funded largely by mining revenues of the state can be implemented to provide skills, literacy, healthcare, employment and above all dignity and social justice to the people on the fringes of the national mainstream. Civil society organisations comprising of intellectuals, eminent citizens, businesses, politicians, spiritual leaders and NGOs need to step forwards and mediate between the union government and the Maosists. Instead of consistently taking the path of mere protection of human rights or intercession in large scale development projects, civil society organisations should act as neutral mediators at the local/district level to persuade the insurgents to give up arms and convince authorities to deal justly with those that surrender. The consequences of the Maoist insurgency are severe enough to warrant any kind of action and use of resources by the Indian state. India cannot afford a lost generation in the insurgency-affected areas even as it takes rapid steps towards becoming a major power in the international arena. Ending the Maoist insurgency cannot be a subject of partisan political debates. It has to become the pre-eminent national priority. Kolkata Rituparno Ghosh, one of Indias best and versatile filmmakers in the postSatyajit Ray generation, who started a new wave in Bengali cinema exploring human relationships with bold depictions of sexuality against social themes, died following cardiac arrest at his city residence Thursday. Winner of 12 national and several international awards during a twodecade journey spanning 19 movies, Ghosh was suffering from pancreatitis and died following a heart attack at 7.30 a.m. Ghosh, maker of acclaimed and award-winning Bengali films like Bariwali, Asukh, Utsab, Shubho Mahurat, Chokher Bali, Dosar, Shob Charitro Kalponik and Abohoman, excelled in treating both contemporary issues and period pieces. Born Aug 31, 1963, Ghosh time and again called Ray his mentor and inspiration. Just like the master, Ghosh shifted to filmmaking from advertisements. And both enviably picked up awards with almost every film they made. Ghoshs death left people within and outside the film-world in shock and grief as rich tributes poured in from all across, while celebrities and commoners thronged his house to pay their last respects. West Bengal Chief Minister Mamata Banerjee, one of the first to pay homage to him said: The entire state is saddened at the lost of a golden artist of a golden era. She later garlanded Ghoshs photo at the state secretariat. Kept in a glassed coffin, Ghoshs body was first taken in a convoy to a studio in the commercial film hub Tollygunge, and later kept for public viewing at the state-run film and cultural centre Nandan where film personalities and commoners paid their obeisance. In the evening, his body was consigned to flames at a South Kolkata crematorium as police personnel reversed arms and gave a gun salute, with the bugle sounding the mourning post. Banerjee was present throughout the last rites. In 1992, Ghosh made his first film -Hirer Angti - a movie for children -- but it never got released. However, he shot into prominence two years later with Unishe April that bagged the national award for best feature film. Three years later came another award winning film Dahan showing the trials and tribulations of two contemporary women - one of them molested by goons, and another who had rushed to help her. From then on, it was only a success story for the filmmaker, known for his alternate sexuality, and one who enjoyed cross-dressing and had fascination for make-up. Mumbai Actress Tisca Chopra says initially she had turned down Ankur Arora Murder Case as it was very tough for her to essay the role of a mother whose child is dead. She cried a lot after signing the film. Written and produced by Vikram Bhatt and directed by Suhail Tattari, the film is said to be based on a reallife incident where a boy dies on the operation table due to medical negligence. I almost said no to Ankur Arora Murder Case because it is such a zone in which no one wants to delve into. No one wants to think about his childs death even in the worst nightmare. So, I almost said no to Vikram and Suhail, said Tisca. But Suhail, who is also a good friend, pushed me to do this film. After I said yes to the film, I used to cry at night. It was such an uphill task that it took Advani six years to complete the project he started in 2006. It went on for six years because the money ran out, and also because thats the kind of time it takes to do quality animation. So, when the film came out, the first thing people could not believe is that it was made by an Indian animator, it has been done by an Indian company... because the quality of animation is equal to any Hollywood standard, said the director.

Comparing the Indian film industry with Hollywood, he said their marketing budgets are very high, and we had no money to promote the film. According to a report by FICCIKPMG, the estimated size of the Indian animation industry is around $200 million (about Rs.1,100 crore) but there is little focus on the genre. Some recent hits include Roadside Romeo, Bal Ganesh, and Return of Hanuman.

Although the song is of similar genre of the others, it is the singers voice that adds meaning to the number and will make listeners pay attention to the lyrics. Jholuram, the last track has made headlines for bringing back singer Altaf Raja of Tum to thehre pardesi fame back to movies. Compared to the others in the album, it fails to meet the expectations of the listeners. It is a character-driven song and might not have a mass appeal. Short, crisp, crazy and entertaining is how music album of Ghanchakkar can be described. Most of the tracks are replete with fun elements and are a treat for those who enjoy meaningless wacky songs.

New Delhi When Gaurav asked for a mobile phone, with all his classmates showing off their smartphones, his mother was unwilling to spend too much on something she believed was only good for making calls. She bought him a smartphone from a lesser known brand, for just upwards of Rs.4,000. But, did she consider how safe it was? One key aspect of mobile phone safety that most people are unaware of is its SAR or Specific Absorption Rate value. It is a measure of the amount of energy absorbed by the body when exposed to radio frequency (RF) electromagnetic waves such as those emitted by mobile phones. SAR is expressed in units of watts per kilogram (W/kg). The lower the SAR value the safer the phone is. Each mobile phone emits radio waves while connecting to the mobile towers, which itself also emits these waves. A part of the energy of these waves is absorbed by the body tissue, and this amount is depicted by the SAR value. While Gaurav and his mother were elated with his new smartphone, which functioned better than even a branded one costing upwards of Rs.10,000, a chance remark by a friend on the SAR value got them thinking. A close check of the phone showed it had no information on the radio waves being emitted by the mobile set. Though the effects of radio frequency exposure on human health are still inconclusive, a higher SAR value can mean a potential health hazard. Since mobile phones have become widespread only in the past decade, their effects on human health in the long term are yet to be determined. Even the disappearance of the sparrows is widely believed to have been caused by radio waves emitted by mobile phone towers. The World Health Organisation urged limits on mobile use last year, calling them a Class B carcinogen, or a cancer causing agent. Currently, the SAR value limit in India is set at 1.60 W/kg in 1g tissue mass. I had to choose between a low end device from a well-known brand

and a premium budget device from a lesser known local phone brand, said Delhi University student Vipin. I chose to go with the better known brand as the SAR value of the local phone appeared to be fairly high. International mobile phone brands give the SAR value on their phone information menu as well as the official website. A phone stating a higher SAR value need not mean that it is always more unsafe to use as the phone operates on highest value only when connecting a call. Otherwise it operates on low SAR values. India is planning to become strict in regulating the amount of radio waves that mobile handsets emit from Sep 1, 2013, and will make it mandatory for phone companies to display the SAR value. Indian Cellular Association president Pankaj Mohindroo told IANS that from Sep 1 it will become mandatory for all handsets to display the SAR value and only phones adhering to the lower emission rates will be allowed. The phone brands that do not adhere to the norm will be rejected, Mohindroo said.

African leaders launch app


Addis Ababa Senegalese President Macky Sall and African Union (AU) Commission chair Nkosazana Dlamini-Zuma have launched a web-based portal on regional infrastructure projects. The app, called VPiC (Virtual PIDA Information Center), will allow easy access to up-to-date information on the implementation status of the 51 Program of Infrastructure Development in Africa projects, and users to the site will be able to search for projects by name, country or regional economic community, according to a statement released Sunday. The idea was initiated at a breakfast meeting of the New Partnership for Africa Development Agency convened in Addis Ababa, Ethiopia on the sidelines of the AUs Golden Jubilee celebrations Saturday, reported Xinhua. Sall stressed the importance of VPiC as a critical tool to gather and provide information for all stakeholders, from policy makers to investors. The statement said PIDA regional projects would be implemented between 2020 and 2040. The intention was to encourage regional integration and interconnection, which would facilitate improved trading and, in turn, lead to greater socioeconomic development.

India opens navigation centre for satellite Chinese hackers compromise system US weapon designs
Bangalore The state-run Indian space agency opened a navigation centre near Bangalore for a proposed Indian Regional Navigation Satellite System (IRNSS), a constellation of seven spacecraft that will enable users to know their location and time accurately. Located in the Deep Space Network (DSN) complex of the Indian Space Research Organisation (ISRO) at Byalalu, about 40 km from here, the navigation centre will function as the main ground station for the satellite system. The satellite system will be equipped with high precision atomic clocks and transmit navigation signals to multiple users round the clock. Union Minister of State in the Prime Ministers Office (PMO) V. Narayanasamy inaugurated the centre in the presence of ISRO chairman K. Radhakrishnan, other space scientists and officials of the space department. The first of the navigation satellites (IRNSS-IA) will be launched in the wee hours of June 12 onboard the space agencys home grown rocket (PSLV-C22 XL) from its spaceport at Sriharikota off the Bay of Bengal in Andhra Pradesh, about 90 km from Chennai. The 1,425 kg navigational satellite will provide terrestrial, aerial and marine navigation services and help in disaster and fleet management across the region, after it is positioned in geostationary equatorial orbit about 36,000 km away from the earth, Radhakrishnan said on the occasion. The navigation centre will also be responsible for the time reference, generation of navigation messages and monitoring and control of ground facilities, including ranging stations. Key to the global positioning system (GPS)-based navigation support is the time reference to which all ground-based systems and satellite clocks are synchronised. The time reference is generated by the high precision timing facility at the navigation centre, which is equipped with high stability, high precision atomic clocks, Radhakrishnan said. A network of 21 ranging stations located across the country will provide data for the orbit determination of the satellites and monitoring of the navigation signal. The data from the ranging and monitoring stations is relayed to the data processing facility at the centre on real-time basis to generate navigation messages, which are in turn transmitted to the satellites through the spacecraft control facility of the space agency at Hassan in Karnataka (180 km from Bangalore) and Bhopal in Madhya Pradesh. The IA satellite will be tested in its geostationary orbit for about six months before commissioning for operational use. It will have a 10year lifespan. The remaining six satellites of the IRNSS constellation will be launched by 2015 at the rate of every six months, Radhakrishnan said. The navigational satellites will provide an accurate real time position, navigation time (PNT) services to users in air, sea and land on a variety of platforms under all weather conditions. The navigation satellite system will provide two types of services - standard positioning service for civilian use and restricted service, which is encrypted, for authorised users (military and security). Washington Chinese hackers have compromised the designs for many of Americas most sensitive advanced weapons systems, according to a media report citing a confidential report prepared for US defence officials. Among more than two dozen major weapons systems whose designs were breached were programmes critical to US missile defences and combat aircraft and ships, the Washington Post reported citing a report by the Defence Science Board. The electronic intrusions gave China access to advanced technology that could accelerate the development of its weapons systems and weaken the US military advantage in a future conflict, warned unnamed experts cited by the influential US daily. Citing a confidential list of compromised weapons designs, the Post said some of the weapons form the backbone of the US defence departments regional missile defence for Asia, Europe and the Persian Gulf. Indonesia to create its own cyber army


Jakarta The Indonesian defence ministry plans to create a special force called cyber army to tackle attacks by hackers against the states Internet portals and websites. A senior official at the ministry said that it would propose a law to legalize the operation of the cyber army. The plan to set up the special force was formulated after rampant attacks against government Internet portals and websites were reported during the last three years. Pos M. Hutabarat, director general of security potentials at the ministry, said that there is an urgent need for a law to create the cyber army in Indonesia. According to Pos, the cyber army will be manned by uniformed soldiers specially trained in information technology. He said that similar cyber units are already operational in several countries, including the US, China, South Korea and Iran. Indonesian Defence Minister Purnomo Yusgiantoro said earlier that establishment of the task force would need the full support of the Communication and Information Ministry. The ministry is expected to provide telecommunication infrastructure management system, equipment and trainers for the members of the proposed cyber army, Purnomo

Business survey index (BSI) for June, a gauge of business environment outlook for the upcoming month, declined 2.6 points from a month earlier to 97.2, according to the survey of the countrys 600 largest corporations by sales taken by the Federation of Korean Industries (FKI). In recent months, we have taken a number of steps to revive the economy. We have started to bring the fiscal deficit under control and also outlined a medium term path for fiscal consolidation. We have accelerated the implementation of large infrastructure projects by setting up special mechanisms to ensure that various regulatory clearances do not lead to delays. We have taken tangible steps to enhance incentives for investments, he said. We have liberalised foreign investments in areas like multi-brand retail, power exchanges and civil aviation and further rationalization and simplification is being planned. We have introduced further reforms in the financial markets. The central bank has indicated that it will start the process of expanding grant of new bank licenses, he pointed out. Aiming to give a boost to trade and investment between India and Japan, the prime minister said that Japanese banks were being given licenses to open branches in metropolitan areas in India and added that his government was willing to resolve problems relating to long term swap arrangements. Tata Global Beverages Q4 net up 76.65 percent


Kolkata Tata Global Beverages announced a 76.65 percent rise in its consolidated net profit to Rs.95.76 crore for the quarter ended March 31, 2013, from Rs.54.21 crore for the like period last year. The firms income from operations during the fourth quarter last fiscal increased to Rs.1,849.50 crore from Rs.1,738.62 crore for the corresponding period of the previous fiscal, it said in a filing to the BSE. Income from operations increased by six percent compared to the corresponding period of the previous year, reflecting improved performance coupled with favourable foreign exchange translation impact, the company said in a statement. The firm continued to make steady progress in the tea, coffee and water categories, through innovation, category expansion and strategic alliances, it added. For the full year, the group posted a consolidated net profit of Rs.372.75 crore for the year ended March 31, 2013, as compared to Rs.356.14 crore for the year ended March 31, 2012. According to Rao, average realisation from eauction had, however, been slightly lower during the period under review compared to previous year because of slightly lower volumes. He said coal supplies to power utilities during 2012-13 grew by 10.7 percent over 312.07 mts achieved in 2011-12. The coal behemoth, which began the fiscal with a pithead stock of 70.88 mts, was able to liquidate 12.97 mts stock. The ground stock as of April 1, 2013 stood at 57.91 mts. Pune The worlds largest food processing and packaging solutions firm, Tetra Pak, opened a Rs.700 crore ($127.27 million) production facility in India, aiming to capitalise on the modernising retail business in Asias third largest economy as it liberalises overseas investment norms. Through the new production facility located at Chakan, Pune, nearly 150 km from the countrys commercial capital Mumbai, Tetra Pak also plans to export to South and Southeast Asia, and the Middle East. After inaugurating the plant, Tetra Pak group president and chief executive officer Dennis Jonsson said the company was bullish on Indian market and plans to double the production capacity in the near future. The new unit has the production capacity of 8.5 billion packages a year. This is the largest production unit of Tetra Pak outside Sweden and second largest globally. New Delhi Indias economic growth slumped to a decade-low of 5 percent in the financial year ended March 31, 2013, due to poor show of mining and farm sectors, official data showed. According to data released by the Central Statistics Office (CSO), the countrys gross domestic product (GDP) registered a feeble recovery in January-March quarter posting a growth of 4.8 percent. It had expanded by 4.7 percent in the previous quarter. The economic growth remained below five percent in the second half of the year, even as the government took a number of steps to revive investments and growth. Reacting to the data, Planning Commission Deputy Chairman Montek Singh Ahluwalia said it did not give any indication of strong recovery. The Indian economy had expanded by 6.2 percent in financial year 201112. The growth declined to 5.4 percent in the first quarter of 2012-13 and fell further to 5.2 percent in the second quarter. The farm sector grew at a sluggish 1.9 percent in 2012-13, while the mining sector contracted by 0.6 percent. Effective mining bans in some states and environmental clearance issues have been plaguing the sector for quite some time and focused intervention is necessary, said Anis Chakravarty, senior director, Deloitte in India. The growth rates in various sectors during the fourth quarter of 2012-13 were -- agriculture, forestry and fishing 1.4 percent; mining and quarrying minus 3.1 percent; manufacturing 2.6 percent; electricity, gas and water supply 2.8 percent; construction 4.4 percent; trade, hotels, transport and communication 6.2 percent; financing, insurance, real estate and business services 9.1 percent; and community, social and personal services 4.0 percent. Government spending had contracted during the quarter and farm output was also expected to remain damp. It is good to see manufacturing output being marginally higher than the previous quarter, Chakravarty said. The disappointing data dashed hopes for early rate cuts next month plunging the equities markets. The benchmark Sensex of the BSE tumbled 455 points or 2.25 percent, while the wide-based Nifty of the NSE also fell more than 2 percent. We do believe that growth is bottoming out but the recovery is likely to be gradual with a lagged pick-up in consumption and investment and we expect real GDP growth at about 5.8 percent going into 2013-14, said

ONGC Q4 net profit falls 40 percent


Mumbai State-run Oil and Natural Gas Corp (ONGC) Wednesday reported a 40 percent fall in net profit for the fourth quarter ended March on the back of a drop in oil and gas output. ONGC chairman Sudhir Vasudeva told mediapersons here that net profit for the quarter in question was Rs.3,387 crore as against Rs.5,644 crore in the same period of the previous fiscal. Oil output during the quarter fell to 5.62 million tonnes from 5.78 million tonnes in the same period a year ago. Natural gas production also dropped to 5.58 billion cubic metres (bcm) from 6.03 bcm in January-March 2012, Vasudeva said. Further, there was a steep rise in the companys outgo on account of statutory levies. The cess on crude oil as well as royalty payments rose by Rs.1,043 crore in the quarter. During the previous financial year, the government had raised cess on crude oil to Rs.4,500 per tonne from Rs.2,500. An additional provision of Rs.1,698 crore was made towards increased operating expenditure due to the employee benefit scheme. The Q4 GDP growth figures at 4.8 percent is disappointing, but on expected lines, said Chandrajit Banerjee, director general, Confederation of Indian Industry (CII). With no visible pick up in any key levers of the economy, the situation remains grim. Demand in the system is weak with low levels of consumption, government expenditure and investments, he said.

Kingfisher Airlines 2012-13 net loss at Rs.4,301cr US tops 2013 world


Mumbai Debt-ridden Kingfisher Airlines Friday reported a net loss of Rs.4,301.11 crore for the financial year ended March 31, 2013 against a loss of Rs.2,328.01 crore the previous year. The airline has been defunct after its scheduled air operators permit was suspended by the Directorate General of Civil Aviation (DGCA) due to safety concerns and labour problems since October, 2012. According to a regulatory filing at the Bombay Stock Exchange (BSE), the airline said it had incurred a loss of Rs.2,141.80 crore in the fourth quarter of the last fiscal -- up from 1,151.52 crore during the corresponding quarter of 2011-12. The companys scrip at the BSE fell 4.98 percent or 0.31 percent around 3.00 p.m. at Rs.6.03 per share from its previous close of Rs.6.34. The airline currently has accumulated losses of about Rs.16,023.46 crore as of March 31, 2013 and its net worth stood at a negative Rs.12,919.81 crore. The airline has an estimated debt of around Rs.8,000 crore, which it owes to a consortium of banks, aircraft leasing companies, airport operators, oil marketing companies (OMCs) and other vendors. It has also failed to clear its employees dues for several months. The airline said in the filing that it has come up with detailed plans for renewal of operations. Based on the detailed evaluation of the current situation, plans formulated and active discussions underway with prospective investors, the management is confident of raising adequate finance, obtaining renewal of permit, rescheduling of debt and receiving continued support of the (United Breweries Group) group, the airline said in the filing. On April 10, 2013 the airline had submitted to the DGCA a plan to restart operations but the aviation regulator said the plans were incomplete. India, Thailand want FTA at the earliest


Bangkok Emphasizing that India and Thailand stand to benefit from increased trade, the prime ministers of both countries directed their respective commerce ministers to work out the India-Thailand Free Trade Agreement (FTA) at the earliest. Senior officials said here that the FTA could be in place before October, reflecting the seriousness of both the governments. Stating that the trade and investment levels between both countries were yet to reach their full potential, Prime Minister Manmohan Singh, who is on his first bilateral visit to Thailand, said: We have directed our ministers to quickly resolve the few outstanding issues to achieve a comprehensive and balanced IndiaThailand Free Trade Agreement at the earliest. Secretary-east Ashok Kanth said that both the prime ministers directed their commerce ministers to take charge and get the comprehensive FTA in place preferably by October this year. There is a strong commitment on both sides to take this relationship forward, Kanth said. The commerce ministers have been asked to resolve all pending issues to make way for the FTA. The prime ministers advised their respective negotiators to show the required flexibility in concluding the long pending negotiations to give a further fillip to the bilateral trade which has shown healthy growth even during the current economic slowdown, the joint statement by both the prime ministers said. This is my last IPL. I had taken the decision before the start of the tournament, 40-year-old Tendulkar said two days after his former India teammate Rahul Dravid called it quits from the cash-rich league. Tendulkar, who retired from ODIs in December last year, missed Sundays final against two-time champions Chennai Super Kings due to a left wrist injury he picked up May 13 while batting against Sunrisers Hyderabad.
