IMPROVING SOCIAL INFRASTRUCTURE Key area of intervention 3.2 REHABILITATION/MODERNIZATION/DEVELOPMENT AND EQUIPPING OF SOCIAL SERVICES 2.2 PROJECT LOCATION Romania North-West Region Bihor County Oradea 2.3 PROJECT DESCRIPTION 2.3.1 Project Objective The project aims at contributing to the development and the protection reform child by creating a day center in Oradea which adresses to children from 0-7 years from families with risk of abandonment or neglect. Objectives: - Providing child care and education during the day - Prevention of child abandonment - Keeping childs in families and reduce family rupture premises - Operation of counseling and support services for children - Preventing and combating child neglect 2.3.2 Context The project was tought in the context of current situation of small children from families with social problems, most of them being neglected by their parents. This particular project is a part of the national programme for Child Protection. Regional projects like this have been implemented in all major cities of the country, in order to improve the life of small children, and help parents who are working and cannot afford to pay a kindergarden or a private day care. 2.3.3 Justification of the need for project implementation Currently, there is an increase in the number of persons seeking social support or other forms of social support, individuals / families at risk of social exclusion,

homeless or about to lose your home. Note that unemployment, financial crisis emphasizes the social problems facing many families who reside in Oradea. Children from disadvantaged families in need is an important part of providing social services requiring specialized. The main reason behind this project is the financial crisis that has affected the people of Oradea, so there has been a dramatic decrease in the number of preschool children with access to pre-school. They have no access to public preschool kindergarten because of the small number - about 30 kindergartens exist within Oradea, which provide an average number of 5000 places reported over 9000 requests. Note that, currently, the number of preschool children registered in Oradea stands at around 11,000. Please note that access to education in the private kindergarten - about 25 private kindergartens exist within Oradea - for preschool children from disadvantaged families is nonexistent because of high costs. Children from disadvantaged backgrounds not only encounter financial problems of parents restricting their access to education, but also for the family circle and micro multiple educational gaps, which does not provide development opportunities specific practical procurement plan required at this age. In this sense, the project Kiddy Day Care aims to: provide social services to disadvantaged families in the community (information, counseling, family counseling) to avoid the risk of dropout installation / family among marginalized children; prevention of social exclusion, parents' motivation for profit and promotion of provide appropriate education for their children; Unfortunately, many of the children from such backgrounds have no access to preschool education in a kindergarten because of the lack of financial resources of the parents or possibly because not knowing th importance of this activity, lack of education or their convenience. Nowadays, a child who comes to school doesnt have too many chances to successfully adapt to school activities unless he previously attended at least one year of kidergarten. This project is an effective, positive solution for the needs of children living in families at risk of abandonment and / or neglect or who have a busy work schedule. It was found that in Oradea are families who are unable to supervise children during the day for many reasons (both parents work and have no other means of solving the problem of supervision of children, child is raised by a single working parent, children from disadvantaged families with modest financial situation and want to institutionalize their children and so on). For these reasons it is necessary to set up "Kiddy Day Care" in which children receive care and education during the day. The creation of this center will help solve many problems faced by this category of beneficiaries and through special counseling programs that address both children and their parents - related programs "counseling and support for children and parents." Programs conducted in "Kiddy Day Care" will focus on preventing child abandonment and institutionalization, preventing and combating child neglect, school dropout prevention and control.

Forming a team for the day care centre: 1 manager, 1 psychologist, 5 teachers, 1 social worker, 1 driver, 2 cooks, 3 carers. 5. Starting of the activity 6. - 10 computers to be placed in an IT room, in order to be used by the older kids - 1 mini-van to pick up and take back home the kids - kitchen tools - food suplies - beds and furniture for the rooms - supplies for teaching (paper, pens, flipcharts, projector, tv, internet access) 2.3.8 Expected results "Kiddy Day Care" will create a working model for helping the integration of children with family problems. It aims to reduce, or even eliminate school dropout children subjected to violence and abuse support of family or social integration in this school project, health institutions, local communities and families, restore human dignity of persons in an advanced state poverty. 2.4 PROJECT MANAGEMENT 1. Carers 3 helping the teachers, cleaning 2.5 PROJECT TIMEFRAME 24 months 2.6 PROJECT SUSTAINABILITY The project will be able to sustain itself after the grant by developing a partnership with the local authorities and NGOs. The day care will contiunue its activities, will continue to support the children with social problems and their parents. Financially speaking, local authorities have shown interest in this project much needed, and offered their support after the 2 year period. A local NGO also offered its support, by offering foods supplies and volonteer theachers.
