Let’s start off by citing the fact that Richard Cockrem of CORS [Concentric Risk & Security Management] readily admitted to the Board of Referees he had a source at Selkirk Mental Health Center where the young female worker was employed next [see Part III, Appendix 1].

Author’s Note: The young female worker remembers that a CORS employee working at Selkirk Mental Health Center by the name of Cory DeGraves came into her training session on August 23 rd and August 24 th although there was no reason for him to do that?

Why did some of the CORS employees at the young female’s next work site harass her, isolate her and treat her unequally, asks the father?

Well, the answer seems to be that apparently the CORS employee was instructed to harass this young female worker in retaliation for the letter the father wrote to the Justice Minister about the owners of CORS [see Part III, Appendix 2 cited below].

Author’s Note: Just to give the reader an inkling of the harassment experienced by the young female at her new employment site [Selkirk Mental Health Center], the following is cited:

-12 December 2010, S.F. [apparently also a CORS employee] knowing full well that SMHC has a ‘same sex’ search policy still protested to Bob that she was not searching male patients / visitors, and even held everyone up because he had to email Bob Lechow right away to make a [bogus] complaint, while the PNAs were ‘demanding’ he hurry up with his email to Bob Lechow [incident cited in her evidence book, and mentioned in her email to CEO dated 09 January 2011].

-Around the same time, B.S. said to her that “if she couldn’t do male searches than why bother (doing the job)” [mentioned in email to CEO dated 09 January 2011].

-On 24 December 2010 when the CORS employee told her to stay out of the control room, go on patrol so to keep busy she spent a good number of hours doing patrols; she was on patrol from 11:50 to 16:45 in the frigid cold [incident cited in her evidence book, and mentioned in her email to CEO dated 09 January 2011].

[Note: a control room roster was implemented by the CEO to prevent anyone, including the CORS employee from hogging the control room].

-On 29 December 2010 the CORS employee again told her to stay out of the control room so to keep busy she again spent a good number of hours doing foot patrols, from 09:00 to 14:25 in the frigid cold [incident cited in her evidence book, and mentioned in her email to CEO dated 09 January 2011].

-29 December 2010 Security Manager Bob Lechow mentioned that he had [bogus] complaints from the CORS employee that she was not searching male patients / visitors, some of the complaints apparently dating back to October 2010 and these could lead to her dismissal [where Bob Lechow did not reply to any of her emails

dated 30 December 2010, 31 December 2010, 02 January 2011, 03 January 2011all sent to Security Manager Bob Lechow about these bogus complaints].

- 08 January 2011, J.M. when he found out she was coming in for a ‘sick’ shift said:

“Why is she coming in”; “She can’t do anything”; “I have to do the searches” (i.e., the male searches); “We don’t want any female SO … as they cannot do the work” (i.e., search male patients / visitors) [incident cited in another S.O.’s evidence book, and mentioned in her email to CEO dated 09 January 2011].

[Note: a call-in roster was implemented by the CEO to ensure everyone got an equal crack at available shifts, although people like J.M. still seem to be circumventing it]

-08 January 2011 when she arrived on duty she was told by J.M. to stay out of the control room because he was busy playing with his ‘ipod’ and ‘lap top’ [mentioned in email to CEO dated 09 January 2011].

In response, the young female worker made a complaint to the Manitoba Human Rights Commission about this sex-discriminatory / unequal treatment behavior.

Author’s Note: Whereas these “birds”, as the father calls them, treated this young female like this, the most senior security officer at Selkirk Mental Health Center [SMHC] had this to say about her:

Dear Sir,

I cannot stand fabrication, especially from an employer, and neither do my children.

As a previous Legislative Assistant to the Minister of Labour, you may appreciate what kind of poor behavior was exemplified by these two birds from Concentric Risk & Security Management Inc. [CORS].

I have given these two birds [Robert Kroeger and Brian A Evans] owners of CORS

sufficient time to explain their deplorable unprofessional behaviour toward a couple of young workers [my daughter and son], where they verbally harangued my two

young children and refused to give them their final pay cheques until my son threatened to call the police on them!.

You would think that two adults would act professionally, not these two “wack jobs”. Their behavior should be documented in your file on them and their company.

My children are onto much better positions elsewhere.

As cited by the author of the report, what it currently appears to be, as far as the author can see, “how dare the first female security officer hired at Selkirk Mental Health Center [SMHC] complain to the Deputy Minister Milton Sussman about sex discrimination and / or unequal treatment”!

The game then apparently became, let’s conspire to get the first female security officer hired at SMHC!

The only trouble is that, although 21 employees were interviewed by the HR department at SMHC, HR and the Ministry used information from only 3 of the “cool kids gang” members?

And, it’s very apparent that none of these 3 “cool kids gang” members had dates, times, or specific details – in other words apparent rehearsed ‘fabricated crap’.

The question is, was Selkirk Mental Health Center management and the Ministry of Health ‘duped’ by these 3 “cool kids gang” members to get rid of the first female security officer hired at SMHC?

The author is waiting for the decision by the Manitoba Human Rights Commission file # 11 EN 027, which will form one of the last chapters in his book Vindictive Employers [see Appendix 85 & 86, cited below].

In addition, although the Manitoba Government, the Ministry of Health, Selkirk Mental Health Center and the Employee’s union indicates that no discrimination, no harassment, no isolation, no sex- discrimination and / or no unequal treatment of females occur, that was not the case for the first female security officer hired at the Sel;kirk Mental Health Centre as the following chapters will detail [see Appendix 87 to Appendix 91, cited below].

Another “fly-by night” security department, surprisingly this time run by the Manitoba Government, the Health Ministry at Selkirk Mental Health Center?

As will become apparent, whether a “fly-by night” security private company or a “fly-by night” government run security department, they can all turn out to be vindictive with lies, fabricated statements, and attempts to cover-up their dastardly behavior.

Until now, SMHC’s Governance Model included a Management Team who reported to a Chief Executive Officer (CEO). The CEO oversaw SMHC’s programs and operations and directly reported to the Associate Deputy Minister of Primary Care and Healthy Living.

SMHC is moving to a new model of governance that will provide opportunities for stakeholders to have input into how the Centre is managed. The Management Team will still report to the CEO, but the CEO will now report to a nine member Governing Council that is made up of department, regional health authority, consumer and family representatives. The Council is chaired by the Associate Deputy Minister for Primary Care and Health Living and will report directly to the Deputy Minister for Health and Healthy Living. The Associate Deputy Minister will also chair a new 12 member stakeholder advisory committee, where representatives from the department, regional health authorities, mental health and brain injury organizations, the Winnipeg Regional Health Authority’s aboriginal health services and the Government of Nunavut will provide information, advice and recommendations related to program and service delivery.

The changes in the name from “Goal”, to “Manitoba Asylum”, to “Selkirk Insane Hospital”, to “Selkirk Hospital for Mental Diseases”, to “Selkirk Mental Health Center”, reflect the changes in attitude, philosophy and function that mark the course of progress in the care and treatment of the mentally ill.

Well, as we shall see, apparently security manager Bob Lechow was relying on only 3 “Cool Kids Gang Stoolies” to get rid of the first female security Officer hired at Selkirk Mental Health Center?

What were the nature of the first female security officer’s complaints to the Deputy Minister of Health Milton Sussman on 05 January 2011 and 11 February 2011?

“formal complaint that I am being pressured to violate SMHC same sex search policy

and nothing has been done or is being done to correct the problem” [see Appendix 135a & 135b Part V, cited below].

“In an e-mail dated 18 October 2010 by Robert (Bob) Lechow, Manager, Security Services, Selkirk Mental Health Center clearly indicates it is SMHC policy that only “same sex” searches be done [18 Oct. - “current policy dictates that the search to be performed by a same sex staff member male for male female for female it can be witnessed by a staff member of either sex”].

The only time “opposite sex” searches are allowed according to Bob Lechow’s further e-mail dated 03 November 2010 is during an emergency [03 Nov. in an emergency I would say it would be ok for a female to search a male policy states ‘same sex’ – if anyone does otherwise and a complaint is received you could be viewed as a breach in policy”].

On 29 December 2010 Bob Lechow told me that he had received complaints that I was not doing male searches of patients / visitors and that these complaints were being included in my file.

For me to do male searches as a female security officer would violate SMHC policy

that only “same sex” searches be done as per Bob Lechow’s e-mail dated 18 October

2010.

Although Bob Lechow apparently advised all security staff at SMHC in October 2010 of SMHC policy that only “same sex” searches be done as per his e-mail dated 18 October 2010, Bob Lechow has continued to accept complaints from other security that I am not doing male searches of patients / visitors.

As a result, I am being ostracized and prevented from doing my security officer duties as the first female S.O. at SMHC jeopardizing my being in line for the next F/T position.

Obviously, my trying to carry out SMHC’s “same sex” search policy has led to erroneous complaints as revealed to me by Bob Lechow on 29 December, 2010.

On 29 December 2010 Bob Lechow revealed to me that C. has apparently complained that I was not searching male patients / visitors?

As security manager Bob Lechow should have returned the complaint(s) that I was not searching male patients / visitors as null and void as this would violate the Centre’s same sex search policy?

Bob Lechow should have also corrected C.’s behaviour for making these complaint(s), as the complaints violated the Centre’s same sex search policy!

Center’s policy about “same sex” searches – so why has he complained about me and why has Bob Lechow accepted C.’s complaint(s)?

And, as C. is apparently being groomed to become a supervisor what kind of example is he giving, basically brow-beating me into violating Centre policy by basically demanding that I search male patients / visitors in violation of the Centre’s “same sex” search policy?

I might also add that apparently C. is “ticked off” with me for not violating Centre policy and performing searches on male patients / visitors in violation of the Centre’s “same sex” search policy as all other security say hi and talk with me, but this C. appears to ignore me?

Giving me the “cold shoulder” because I am not willingly to breach the Centre’s “same sex” search policy doesn’t seem very respectful to me?

On 23 December 2010 at approximately 15:30 C. told me not to go into the lunch room for security presence / cutlery count because 2 male staff were needed, although there were already 2 male staff [PNAs or Nurses] so I think B. took my rightful place and went into the lunch room?

On 24 December 2010 C. told me to stay out of the Control room, go on patrol so to keep busy I spent a good number of hours doing patrols in “freezing” weather [From my evidence book on 24 Dec I started my patrol at 11:50 to 16:45].

I’m aware that several PNAs and Nurses have complained about the “sexist comments” that some of the security make while in the control room, over heard by staff and possibly patients.

One PNA even asked me how I could put up with the “sexist comments” being made [From my evidence book – “asked of sexist complaint” by PNA (T.?) on November 2010 at 22:00]?

Bob Lechow is aware of this complaint by PNAs and Nurses as he spoke to me about this staff complaint as well.

C. has also apparently indicated that I do not get on with the other security / not a team player?

However, I work well with the other security and staff [PNAs and Nurses] on all the units, and I willingly perform any duty that the other security direct me to do.

In fact, on several occasions staff [PNAs and Nurses] in other units have expressed surprise that I have come into their units while I am on my patrol(s) to see how things are going and to make a security presence known many saying they rarely see security staff come into their unit during the evenings.

I think what C. is referring to is that I will not violate Centre policy about “same sex” searches, especially as C. and S.F. and B. have apparently complained that I am not doing male searches [except emergencies as directed in Bob Lechow’s email dated 03 Nov. 2010].

What C. should have done was to put a stop to S.F.’s and B.’s complaint that I was not searching males, as this violated the Centre’s “same sex” search policy

However, instead of doing this C. processed these erroneous complaints to Bob Lechow and, according to Bob Lechow on 29 December, 2010 these erroneous complaints are part of my file?

What should have been a simple process has, again thanks to Cory DeGraves, turned into another of his fiascos – apparently because of his ‘big mouth’?

I am really not surprised to find that Cory DeGraves is apparently again trying to downplay my role in an incident that occurred today [March 9 th , 2011] involving one of the patients that was present at the “Winter Games” [as revealed to me by another security officer Jason this evening].

Apparently this Cory DeGraves said that I stood back while he and Bill S. handled the incident?????

Cory DeGraves then radioed for assistance from Bill S. and one of the working mobile units on site.

Once Mobile and Bill S. arrived, I assisted Cory DeGraves and Bill S. in bodily getting the female patient into the mobile SUV.

While Cory DeGraves went around to the passenger side as a means of hooking the female patient under the armpits and bodily hauling her into the truck both myself and Bill S. were pushing the patient into the van from the other side.

It was during this period that the patient was really ‘freaking out’, kicking Bill S. and myself, trying to pull my hair, etc.

As there was no means to straighten the female patient out in the Mobile unit and there was no room for anyone else, Cory DeGraves went with the escort staff to A8.

Because Cory DeGraves still had the security van keys, Bill S. and I had to run over

to A8 / Tyndell.

Once at Tyndell, DeGraves and Bill S. grasped hold of the female patient by either arm while I followed behind [in case they needed assistance] to A8 where the nurses [Vivian and Terry] gave instructions for the patient to be taken to seclusion in A4.

I don’t know if this is the part of the incident that Cory DeGraves is talking about, where according to him, I wasn’t doing much where I was following behind them, but

unless Cory DeGraves wanted me to grab the patient’s legs and carry her that way, it was impossible for me to be “hands on” at this point.

Once we arrived at the seclusion room in A4, I assisted Bill S. in getting the female patient undressed and I assisted nursing staff member Vivian in getting the female patient’s undergarments [shoes and pants] off.

The entire incident ended by 12:18 pm when I returned to the control room.

If I was just ‘standing by’ as this Cory DeGraves has told another SO, then why did I volunteer to handle another incident at 13:05?

This second incident involved another female patient who is well known to security staff as someone who usually fights during almost every security-involvement with her.

In this incident, however, it turned out to be a simple escort to self-requested seclusion as the patient knew she was on the verge of ‘freaking out’ - it may have been due to my good rapport with patients, most refer to me as “Patty” that this patient went quietly.

However, there are a few concerns I have with this Cory DeGraves and his apparent comments that I hadn’t done much during the first incident:

Has Cory DeGraves never been informed of the ‘respectful workplace’ government policy or is Cory DeGraves just not interested in a ‘respectful workplace’ when it comes to me - spreading bogus complaints bogus rumours?

Isn’t Cory DeGraves the guy that made bogus complaints to you that I was not searching male patients / visitors, apparently dating back to October 2010, as revealed by you when I saw you on 29 December 2010 – even though SMHC has a ‘ same sex’ search policy?

Aren’t Cory DeGraves’ bogus complaints the reason that I am not being appointed to the vacant full-time vacancy as all the male SOs were appointed from my competition unequal treatment of myself resulting [in part] for MHRC file # 11 EN 027 against the Ministry of Health?

Aren’t Cory DeGraves’ bogus complaints the reason that, since I am not being appointed to the vacant full-time vacancy as all the male SOs were appointed from my competition, SMHC security is running short-staffed?

Aren’t Cory DeGraves’ bogus complaints the reason that, although SMHC is supposedly doing an investigation of my complaint to the DM in my email dated 05 January 2011, HR is apparently asking all SOs some apparent ‘anti-female’ questions as one of the other SOs called them:

Author’s Note: Selkirk Mental Health Center touts that it follows Non-Violent Crisis Intervention techniques way back in its annual report for 2007 to 2008:

“Non-Violent Crisis Intervention, Suicide Prevention and Leadership Training/Mentoring were ongoing initiatives from the previous fiscal year.”

Author’s Note: Even in Selkirk Mental Health Center’s advertisement for security officers it says quite clearly:

“Will be able to handle difficult or stressful situations in an appropriate and safe manner using Non-Violent Crisis Intervention (NVCI) techni ues.”

Hi Bob,

On the advice of my Union rep following my 11 January 2011 meeting with the CEO, he advised to cc copies to all concerned.

The reason I write today is that the CEO during my 11 January meeting mentioned:

are you searching the rooms also’, with respect to my being a ‘team-player’ indicating that this aspect is also something the other security officers have complained about.

This is the first I’ve heard of these complaints.

Isn’t an employee supposed to hear about complaints at the time they happen?

My reply to this information from the CEO is this:

I have been taught by the other security officers the general procedure with respect to body-searching is for one [same sex] security guard and one of the staff [usual a PNA] to attend to the patient or guest.

Usually the PNA is the individual whom at this particular point in time will search any of the patient’s/visitors’ personal belongings - bags while the person is getting body-searched by a [same sex] security officer.

If there are a number of patients to be searched and there are additional security officers around they may go and assist the original officer do body searches [if the same sex] otherwise they can do belonging - bag searches, which I always do to assist my fellow SOs.

The only time I couldn’t assist in doing belongings - bags searches [and this applies to my male SO counterparts] is when there is only two security officers on duty and one has to be in the control room [as per policy] in these situations the same sex SO leaves the control room and does the body searches, while the PNAs do the belonging bag searches.

So, I don’t see where the complaint is being made that I am not a team player and that I do not search belongings and bags?

I might also add that I have never skirted my responsibilities, including my fair share of room searches.

What I have even proposed to all the male SOs is that, if they have males to search, to ‘even out the work’ I will do the room searches.

This, however, has obviously not appeased those male SOs that do not want me on site because I cannot do male searched.

If this is not correct procedure, please advise.

In fact, if truth be told – I’ve been the brunt of double duty when it comes to some of these same male SOs that do not want me on site because I cannot search males.

For example, on December 30 th , 2010 one of the PNAs [C.] was annoyed that, although I had just returned to Area 15 after a 2 ½ hour patrol, the other male SO who had sat in the control room for those 2 ½ hours immediately told me to do a room search.

What appears to be the case is that the same male SOs who have clearly indicated they do not want me on site because I cannot search male patients / visitors have embellished their complaints about this [you revealed their male search complaints

on 29 December 2010] with the above ‘revelation’ that I am not searching belongings or rooms, which is not the case whatsoever!

Jeremey Matovich [spelling?] on 08 January 2011:

“Why is she coming in”; “She can’t do anything”; “I have to do the searches” (i.e., the male searches). “We don’t want any female SO on the weekend as they cannot do the work” (i.e., search male patients / visitors).

Cory De Grave [spelling?] still gives me the “cold shoulder” because I am not searching male patients / visitors.

According to the Manitoba Government Labour and Immigration Workplace Health and Safety new safety regulations implemented just at the beginning of February 2011, I believe I have been harassed or bullied on the job based specifically and only on the fact that I am the brother of a fellow government employee who put a complaint into SMHC to investigate the fact that she was "being discriminated by other SOs because of her performance".

I understand that the CEO got involved in my sister’s complaint because my sister had a meeting with the CEO in the beginning of January and I know this because I was able to pick up my boots from you at the same time.

With my sister's complaint I got involved only when I recorded "accurate" comments from Jeremey Matvichuk, as he was having a hissy fit, witnessed by the night-time Nurse in Charge stating he "did not want my sister coming in on a Saturday morning shift" …

I suspect, Jeremey Matvichuk, who had a Human Resources meeting before this day-

time rotation, I assumed over him leaving SMHC but now I believe he was informed that I provided "minor information" to my sister's complaint targeted me by not speaking to me at all or providing me debriefing on all shifts that I replaced him during this daytime rotation which culminated with him telling me this morning as I was relieving him on February 21st, 2011 as he passed me (last day??) to "blow me", a sexually offensive comment which according to the Manitoba Government Labour and Immigration Workplace Health and Safety regulations.

I believe that this comment was directed to harm my psyche as it was an extremely sexually offensive comment.

And since I had an awesome relationship with Jeremey until his HR meeting and I provided comments in relation to a discrimination investigation I can only assume that this disgusting comment was directed at me because of my minor participation in

the "discrimination" complaint of my sister and it has upset me greatly which violates (2) Manitoba Government Labour and Immigration WorkSafe Policy regulations that were implemented at the beginning of the month.

Were you the one that requested that HR Manager Debbie Kelly to ask [during her investigation of my sex discrimination complaint to the DM on 05 January] all male security officers “do you feel safe working with the first female security officer hired at Selkirk Mental Health Center”?

I don’t see a personal email for you.

I have been harassed for not violating Selkirk Mental Health Center ‘same sex’

search policy, I have been the subject of false complaints because of this, I have had a reduction in my hours because of this, and I am not being ‘promoted’ by SMHC

because I complained to the Deputy Minister of Health Milton Sussman.

I would like to make a formal complaint under the Manitoba Civil Service Act [Respectful Workplace Policy] irrespective of my Human Rights complaint, as the Manitoba Civil Service Commission can immediately address and remedy this treatment whereas the MHRC may take some time.

My emails to the Deputy Minister of Health appear below to help highlight the extent of the harassment / unequal treatment / unfair treatment because I am female!

In fact, after my first email to Mr. Milton Sussman on 05 January 2011 and my meeting with SMHC CEO Danah Bellehumeur / HR Manager Debbie Kelly matters at SMHC got a lot worse!

For example, despite Security Manager Bob Lechow clearly indicating in an email dated 19 November 2010 that “I will get any / all hours that come up … until the next FT position to be filled” –

And regardless of my commitment to SMHC, they are apparently rewarding me by giving the available full-time shift promised to me by Security Manager Bob Lechow to someone else [Bob Lechow has apparently already told a new male SO Neil Alexander hired after me that he would recommend Neil for the available full-time shift]

All the male SOs hired during my competition were simply appointed to the available

full-time shifts, but when it comes to me as the first female SO at SMHC the CEO says

I will not be appointed to the available full-time shift

CEO Danah Bellehumeur in an email dated 18 February 2011 has confirmed that she

/ SMHC is treating me differently to my male SO counterparts hired during my

competition who were all simply appointed to full-time status [some with no shifts at SMHC], but when it comes to me as the first female SO at SMHC I will not be

appointed to the available full-time spot?

Where I have well over 500 hours at SMHC, I have completed Mental Health First Aid, Hearing Voices Workshop, Psychosocial Rehabilitation, Responding to Psychiatric Emergency Calls / Incidents of Aggression / Seclusion Room Escorts at SMHC, as well as NVCI and Sheriff training [required for an FT position at SMHC], none of the SOs hired after me have completed this training].

I have bills just like male SOs who have all been appointed to full-time spots, so why should I have to put up being treated differently as a female?

Because my union can do nothing for me Diana Delroy email dated 16 February 2011 makes it clear that the union is limited:

The problem we are faced with is that due to the fact that you are a casual employee and Article 11 Recruitment and Selection is not listed as one of the Articles applicable to casual employees, we “technically” are on shaky ground for a selection grievance as the Employer is not obligated to provide you with work. Having said this, as I mentioned to you previously, the ability to grieve on your behalf is not “clear cut”.

From our discussion yesterday I just wanted to confirm what I wrote down in my notebook is accurate.

I informed you yesterday that since I sent you an e-mail with regards to “isolation” a couple of months ago, I have not had any problems with Scott Foster or Bill Sinclair but that I have had continued issues with Cory Degraves, and one incident occurred yesterday.

Incident;

At 1033 I was requested by Nurse Mika A15 clinical nurse to provide presence while she and Dr. Kremer had meeting with patient D.L in lounge room while a male PNA Fredrico would provide clinical support inside the room. Just before 1100 Cory asked me to come to the control room which I quickly did and he re uested that I search “patients” who had returned. I informed him of my requested task and said he could radio one of the other guards. He said “yeah whatever” and rolled his eyes.

This was disrespectful to me as I indicated to you in our discussion, as the request by Nurse Mika [and Dr. Kremer] was a very important security task that Cory Degraves should have comprehended.

In our discussion you informed me that the first female security officer’s investigation is almost complete and during that investigation several other Security Officers brought concerns and complaints about an individual (Cory Degraves?) and that these complaints are “of a general nature” [about this individual’s behaviour]. You also indicated that Human Resources will attempt to correct this issue with this individual that has come to light from the first female security officer’s investigation.

Therefore, you suggested that I should wait for the completion of the Human Resources investigation to be completed, and solutions implemented, but if any issues or incidents occur with this Cory Degraves [“any that are tangible”] I am to report them to you and if they continue to occur after HR solutions then you will step in to correct Cory Degraves’ behaviour.

I am willing to wait for HR investigation to be complete and see if situation improves with this Cory Degraves.

But if these incidents continue I will document and come back and report to you.
