It is alleged that there has been widespread abuse and misuse of public property and public asset Management related to such as the use of vehicles, government housing and buildings etc including those related to the various scientific research outputs and intellectual Property related matters. Our Prime Minister is very much concerned about such matters. He strongly believes that in a poor and resource scarce country as ours, he does not want to see either mismanagement or a waste of the countrys public resources. Our Prime Minister has set up a THINK-TANK GROUP (a body of experts providing
advice and ideas on specific political or economic problems) whose objectives include

finding ways and means of: a) Substantially reducing the misuse sand abuse of government vehicles b) Government housing and buildings c) Other public assets Management You have been selected and appointed (based on merit and patriotism) to clean up the mess and to come up with a serious POLICY DOCUMENT that eventually will be transformed into a legal framework. The TOR is as follows: 1) What are some of the legal loopholes that you see and observe in the existing legal framework related to Public Property Administration and Public Asset Management? 2) What type of Legal and administrative changes would you like to be introduced to the existing legal framework and practice? 3) What kind of concrete and stringent policies and measures will you introduce to minimize the misuse and abuse of public property administration and asset management? 4) Given the alleged widespread misuse and abuse of power and corrupt practices what is claimed to exist on matters related to public property administration and asset

management, what should be done to promote a high degree of INTEGRITY, TRANSPARENCY AND ACCOUNTABILITY to this field? This take home exam is due at the day, starting hour and room decided/assigned/ by our Institute. NB: When answering the questions please be as clear and as comprehensive as possible. You may also use bullet points if and when necessary. The papers must be typed in 1.5 inch space. NUMBER OF PAGES: A minimum of 10 pages and a maximum of 20 pages although you can write more if you wish. Please focus on problem identification and finding concrete solutions behind EACH question. Do not repeat or restate the questions. Simply write the number of the question and give straight answers to EACH QUESTION and do not go around the bush. Mode of Delivery: Preferably in both hard and soft copy. However, it might be cheaper for you to deliver in Soft copy either in CD or by emailing your assignment to me via fissehatsionm@gmail.com as soon as you have finalized it. This will give me some time to read them on first come first served basis. When you email me please indicate in the subject the Course Code (TXA 502) and Assignment Nr. This assignment counts 30% of the total grade. NB: The more precise and concrete response you give and the more innovative, creative and imaginative you are in providing concrete and well organized answers and solutions, the more you will get extra bonus marks.
