PETITION
We, the undersigned petitioners/proponents, all of whom are residents and registered voters of Barangay __________, __________, __________, and representing more than fifty (50) registered voters of the barangay, in accordance with the pertinent provisions of Republic Act 6735 and Republic Act 7160, also known as The Initiative and Referendum Act and The Local Government Code of 1991, respectively, do hereby propose the enactment of the proposed Barangay Ordinance entitled An Ordinance Establishing the Barangay Social Welfare Fund. And we hereby declare: 1. That the contents or texts of the proposed barangay ordinance sought to be enacted shall be as follows: xxxxxxxx BARANGAY ORDINANCE No. _______ S. of 20___
WHEREAS, there is a need to ensure that the general welfare of the disadvantaged members of the barangay are sufficiently promoted and protected by providing them with special assistance, financial and otherwise, that seek to alleviate their conditions; WHEREAS, in order to achieve the aforementioned objectives, it is necessary that a certain percentage of the Annual Internal Revenue Allotment (IRA) of the barangay be automatically allocated every budget year for social welfare development programs, projects and activities; NOW, THEREFORE, BE IT ENACTED by the people of Barangay
social and welfare services for the disadvantaged, underprivileged, poor and destitute residents of the barangay. Section 2. Fund Use, Composition and Source The Barangay Social Welfare Fund shall be composed of the following funds: a. The Senior Citizen Fund - at least two (2%) per centum of the Internal Revenue Allocation (IRA) of the barangay for the budget year which shall be used to provide or augment social and welfare services to senior citizens; b. Skills Development Fund - at least one (1%) per centum of the Internal Revenue Allocation (IRA) of the barangay for the budget year which shall be used to provide or augment skills training and employment opportunities to unemployed indigents; c. The Childrens Welfare Fund - at least one (1%) per centum of the Internal Revenue Allocation (IRA) of the barangay for the budget year which shall be used to provide or augment social and welfare services to school children; d. The Medical Assistance Fund - at least one (1%) per centum of the Internal Revenue Allocation (IRA) of the barangay for the budget year which shall be used to provide or augment medical aid to poor and destitute people of the barangay. Section 3. Fund Management The Barangay Social Welfare Fund shall be integrated in the Annual Barangay Budget as Mandatory Allocation and transactions in it shall be subject to usual budgetary process. Unexpended balances of the Fund shall be added to the Mandatory Allocation for the next budget year. The Sangguniang Barangay shall take into consideration the proposals of prospective Fund beneficiaries relative to the formulation and adoption of programs, projects and activities for which the Fund shall be utilized. Section 4. approval. Effectivity This Barangay Ordinance shall take effect upon its

That the reasons therefore are as follows: (a) To ensure that the general welfare of the disadvantaged members of the barangay are sufficiently promoted and protected by providing them with special assistance, financial and otherwise, that seek to alleviate their conditions; and (b) To achieve the aforementioned objectives, it is necessary that a certain percentage of the Annual Internal Revenue Allotment (IRA) of the barangay be
automatically allocated every budget year for social welfare development programs, projects and activities; 4. That the proposed barangay ordinance sought to be enacted is not one of the exceptions provided by law and that it is well within the powers of the local legislative body to enact; 5. That enclosed herewith and marked as Annex A is a copy of the form whereon the signatures of the petitioners may be affixed.
