Carole Terry and Roger Umbdenstock were married on August 18, 2008. The wedding took place at the Win-
dermere Inn overlooking the ocean in Indialantic, Florida. Carole's granddaughter was married the day before
on the 17th at Cocoa Beach so the children and grandchildren plus Roger's cousins from Florida were able to
attend. August has proved to be an exciting month as they also moved into their new home at 120 South New-
port July 28th,then Roger left for a fishing trip (planned a year ago) to Alaska on August 3rd returning on the
8th in time to get packed and leave for Florida on the 13th. After their wedding on the 18th tropical storm Fay
trapped them in their hotel at Cocoa Beach for three days. Needless to say, they were very happy to get home
on the 220d and resume unpacking and getting settled. Roger is a volunteer with the Highway Patrol and also at
the Queen of the Valley. Carole loves to play bridge and golf, and they both love entertaining and being on the
water boating and fishing.

The election and General Meeting has been set for October 3, at 6 PM (before the evening pot-
luck).
Other nominations may be made by petition of ten voting members, provided such petition is filed
with the Secretary of the Club not less than fifteen days prior to the election (September 18). No
nominations shall be made from the floor at the election meeting. (Club by-laws)
Each member unit has a vote. Please attend the General Meeting of October 3, 2008 and cast your
vote for the 2009 leadership of our club. New officers will be installed at the Change of Watch on
December 13, 2008 to be held at Napa Valley Country Club.

PICYA/ RBOC Celebrate


The hottest issue for the Recreational Boaters of California recently has been trying to
win an exemption from the federal Environmental Protection Agency, Clean Water Act
for recreational boaters. Some time ago a federal judge had ruled that the “assumed” ex-
emption that had been on-going for a number of years was not valid. Recreational boat-
ers did need to obtain water discharge permits to pump bilges, wash decks, or any other
activity that created a discharge to open water. The deadline for compliance was set for
Oct 1, 2008.
PICYA discussed the ramifications of this judicial order and its impact on recreational
boating. RBOC joined with Boat US to find a legislative method to make it clear that
the Clean Water Act did not mean separate permits for every boat. This year this legisla-
tion was introduced as S 2766 in the Senate and HR 5949 in the House.
The good news is that the federal legislation did pass and was signed into law by the
President in August. That means that the threat of having to apply for, and keep current,
a Discharge Permit has been removed. The responsibility of not adding pollutants to our
waterways remains. Please remain vigilant about keeping oil, sewage and toxic cleaners
separate from our water. Embrace the “Clean Marina” efforts that are promoted through
out this state and others and continue to demonstrate that a permit is not necessary for
the large body of recreational boaters who care very much about having clean water.

Vernaccia (this is also the name of the grape) is usually a well
