Dear Mr. Dougan: Your Request for Public Records as referenced is acknowledged. In accordance with RCW 42.56, responses to requests for public records shall be made promptly by public agencies. Within five business days of receiving a public records request, an agency must respond by either: 1) providing the record; 2) acknowledging that the agency has received the request and providing a reasonable estimate of time the agency will require to respond to the request; 3) requesting clarification regarding the request; or 4) denying the request. Please note that the City is not obligated by law to compile information from various records into a specific form, and that certain records are legally exempt from disclosure. Also, as a matter of information, the City charges $.15 per letter-sized, single-sided copy in accordance with State law. At this time, the following clarifications are given or requested: Your Item 1.a) You have requested copy of all existing sustained internal investigation records. This request appears to overlap your records request of September 15, 2011. In that case, records produced in response to the first request will not be produced a second time under this request. Please confirm that you understand and have no objections to this. Your Items 2 & 4) Please be advised that the criminal investigation into the YouTube cartoons is an open, active investigation, and therefore those particular records are not subject to release at this time. Your Item 5) You have asked for a large volume of emails beginning January 1, 2010. Are you wanting each and every email in the Citys system that comes up by each of the keywords you have supplied? Or are you wanting only the items from the Police

Department related to the parody cartoons? Also, should that search be for emails beginning January 1, 2011, instead of January 1, 2010? (We are not aware of any cartoons being posted in 2010 related to this investigation.)

Your Item 6) You have asked for copies of all public disclosure requests from January 1, 2011. Please clarify whether you want copy of all requests related to the cartoons and investigations only, or if you want copy of all public records requests city-wide since January 1, 2011, regardless of department or topic? The City of Renton receives a variety of public disclosure requests. As an example, the Police Department receives hundreds of requests for collision reports; the Public Works Department receives requests on infrastructure use issues, etc. Please clarify the actual scope of this item. Pending your clarifications and possible narrowing of the scope of this request, our preliminary estimate is that it will take approximately 24 months to research and produce all records responsive to this request. Records may need to be provided in increments, as allowed by law, and a deposit for copies may be required. As soon as I receive your clarification on the above, we will begin processing.
