TheCentralGovernmentisresponsibleforprocurement,allocationandtransportationoffoodgrainsuptothe designateddepotsofFoodCorporationofIndia. TheoperationalresponsibilitiesforliftinganddistributingtheallocatedfoodgrainswithintheStates/UTs, identificationofeligibleBelowPovertyLine(BPL)families,issuanceofrationcardstothemandsupervisionover distributionofallocatedfoodgrainstoeligiblecardholdersthroughtheFairPriceShops(FPSs)areoftheState/UT Governments. Stepstaken takinganumberofmeasureswithaviewtoreducingthecurrentaccountdeficit,improvinggrowthprospectsof theeconomy,andreducingthefiscaldeficit. stepstorestricttheexpenditureoncentralsubsidiestounder2%ofGDPin201213andtofurtherbringitdown to1.75%ofGDPinthenextthreeyears. hasmadeadeterminedattempttocomebacktothepathoffiscalconsolidationbyreducingthebudgetedfiscal deficitto5.1%ofGDPinBE201213from5.9%ofGDPinRE201112.

III. GovernmentofIndiahasnotifiedimportantamendmentsinrulesundertheAct,including: 1. EmploymentofchildrenasDomesticservantandinDhabas,restaurants,teastalls,etc.hasbeenbannedw.e.f. 10.10.2006. ChildLabourisanoutcomeofvarioussocioeconomicproblemssuchaspoverty,economicbackwardnessand illiteracy,beingaddressedintheNationalChildLabourPolicyannouncedin1987.Theactionplanunderthis policyismultiprongedandmainlyconsistsof: o LegislativeActionPlan o Focusongeneraldevelopmentprogrammesforthebenefitofthefamiliesofchildlabour;and o Projectbasedactioninareasofhighconcentrationofchildlabour.
