statesman news service KOLKATA, 28 MAY: With no response from other states to its letters seeking forces for the rural poll 24 hours prior to nomination for the first phase, the state government today shot off a letter to the state election commission hinting that it was keeping its options open for requisitioning Central forces to safeguard the poll process. Home secretary Basudev Banerjee sent the letter to the SEC giving a detailed account of the shortfall of armed forces and mentioning the need for deploying Central forces. The SEC received the letter only after the commissioner had left for the day. The SEC secretary, Mr Tapas Roy, said: "Well examine the contents of the letter tomorrow and respond accorddetails on page 5 ingly."

statesman news service CHENNAI, 28 MAY: The Crime Branch CID of Chennai Police cases has summoned city hotelier Mr Vikram 'Victor' Aggarwal, asking him to appear before it on 30 May. Addressing mediapersons today, Mr Venkatraman, DSP, CB-CID, said Mr Aggarwal, who owns Chennai's Radisson Blu, was active in betting circles. While Mr Aggarwals lawyer has been claiming that Mr Aggarwal had been taken into custody by CB-CID, Mr Venkatraman denied the charge. "The lawyer is free to say whatever he wants," said Mr Venkatraman. He further said Chennai Police has, in all, arrested 10 people in connection with the IPL betting case. "We are questioning five persons and expect to decipher more details over the next few days," he noted. CB-CID sources said Mr Aggarwal was introduced to Mr Gurunath Meiyappan, the sonin-law of BCCI president Mr N Srinivasan, by small-time actor Mr Vindoo Dara Singh, now in the custody of Mumbai Police. Mr Aggarwal is believed to have strong links with Mr Meiyappan as well as the actor. It is also believed that Mr Aggarwal holds the key to the entire scandal. Meanwhile, the Mumbai Crime Branch team searched Mr Aggarwal's house in the city today. A four-member team of the Mumbai Crime Branch also conducted a raid on the Chennai residence of Mr Meiyappan. The team, however, remained tightlipped and did not disclose what they had recovered during the raid. This was the second time the Mumbai Police raided Mr Meiyappans residence. more reports on page 3

NEW DELHI, 28 MAY: Delhi Police today told a city court the IPL fixing scam had links with underworld don Dawood Ibrahim as one of his close associates was in continuous touch with arrested bookie Ashwini Aggarwal. The court, meanwhile, remanded cricketers S Sreesanth and Ajit Chandila, besides bookies Ashwini and Chandresh Patel, in judicial custody till 4 June. There are certain phone numbers which seem dubious. Those are associated with Dawood. It was while following those numbers that police stumbled upon the fixing scandal, said a Delhi police officer. There was a link between Dawood and bookie Ashwini whose identity cannot be revealed in public, senior public prosecutor Rajeev Mohan told Chief Metropolitan Magistrate Lokesh Kumar Sharma. He said interception of various calls suggested several big names may be involved. "There are some missing links and they are working on it, he said. The court rejected the investigators plea for two more days of custodial interrogation of Sreesanth in connection with the IPL spot-fixing scandal saying he cannot be held liable for what happened behind his back. Police had said that immediately after Sreesanth's arrest, his hotel room was cleaned up and some articles were removed by Abhishek Shukla, who has been detained by Delhi police. The court pulled up investigators for not showing any fresh grounds to take custody of Sreesanth. How will you establish the removed articles belong to Sreesanth as anyone could have planted them to falsely implicate him? it asked. statesman news service RAIPUR/NEW DELHI, 28 MAY: Three days after a deadly ambush on a Congress convoy on Saturday that took the lives of 29 people, including key party leaders and security personnel, heads rolled in Chhattisgarh, with Chief Minister Raman Singh suspending the Bastar police chief and transferring the Inspector General of Police, Bastar range and the District Collector. The move came as the Congress launched a blistering attack on the state government for the massive security failures and lapses that it said led to the incident, and sought Dr Raman Singh's immediate resignation. The man widely seen as responsible for not putting in place an adequate security net for the Congress leaders, Bastar Superintendent of Police Mayank Shrivastava, was suspended tonight; he will be replaced by Mr Ajay Yadav. District collector Alabangan P has also been transferred to Raipur, while Inspector General of Police (Bastar Range), Mr Himanshu Gupta, has been removed. The state government has also appointed Justice Prashant Mishra, a sitting judge of Bilaspur High Court, to investigate the Maoist attack. Speaking in New Delhi, All India Congress Committee spokesman Charan Das Mahant said the state administration and the police failed to provide proper security to the Congress leaders returning from the party's Parivartan Yatra rally in Sukma when the heavily-armed Maoists ambushed them. Sharma, former defence secretary, as the Comptroller and Auditor-General of India, a constitutional functionary higher in status than the Central Vigilance Commissioner or the Chief Election Commissioner, the government of Mr Manmohan Singh has thrown to the winds accountability in public life and transparency in decision making. Ever since the UPA came to power in 2004, Sharma had been a key functionary in the defence ministry, as joint secretary, director-general (acquisition), officer on special duty and ended as defence secretary. He was a key figure in all purchases and procurement made by the defence ministry for the armed forces. Many of these deals have become controversial and have been under the scanner of the CAG. Appointing Sharma as the CAG is to make him sit in judgment on his accountability in military procurements made during his almost 10-year tenure in the defence ministry. What credibility will the audit of defence purchases have under the new CAG? A little known fact about Sharma but ignored by the Prime Minister while recommending to the President to appoint him as the CAG

The defence ministry deputed Commodore Sukhjinder Singh to Russia from 2005 to 2007 to oversee the Gorshkov retrofit project where he was honey-trapped by an intelligence agent to give details of Indias negotiating position. press trust of india NEW DELHI, 28 MAY: Rebel BJP MP Ram Jethmalani, who had been critical of the BJP leadership and had revolted against the then party chief Nitin Gadkari, was today expelled from the primary membership of the party for six years on charges of breach of discipline. The expulsion of 89-year-old Mr Jethmalani, who is a member of the Rajya Sabha, by the BJP Parliamentary Board comes weeks after he had barged into a Parliamentary Party meeting and questioned his continued suspension. He had also asked if he could be issued a whip when he has been suspended. In a letter to Mr Jethmalani, BJP leader Ananth Kumar said the party's Parliamentary Board, which met here yesterday, had taken a unanimous decision to expel him from primary membership of the party, after going through his replies made in response to a showcause notice in November 2012. The Central Parliamentary Board after considering all your replies, responses and letters was of the unanimous opinion that you have indulged in a breach of discipline. The Parliamentary Board, therefore, decided to expel you for a period of six years from the primary membership of the party, the letter said. 2G: Tatas lost race, ineligible Swan got spectrum, says Radia
pti & sns NEW DELHI, 28 MAY: .ormer corporate lobbyist Niira Radia today told a CBI court that Tata Teleservices Ltd, which was ahead in the queue for allocation of the 2G spectrum, lost the race while an ineligible Swan Telecom, said to be owned by ADAG Reliance Communications, was granted the radiowaves. The 53-year-old Radia, who appeared for the first time in the court in the case as a CBI witness, said she was advising the Tatas on telecom issues and the Tata Teleservices Ltd (TTSL) had opposed the allocation of spectrum to Swan Telecom Pvt Ltd (STPL) and Reliance Communications Ltd. She said TTSL had applied for dual technology licences in 2007 which was granted in 2008 but it did not get the spectrum. The CBI, in its charge-sheet, had alleged that Reliance Telecom Ltd (RTL), an accused in the case, used Swan Telecom, an ineligible firm, as its front company to get licences and the costly radio waves. During the time of grant of licence and spectrum, there was a very strong public perception, created by the media, of eligibility and noneligibility. Through the public perception and advice of Tata's advocates, I came to know that this company was not eligible, Ms Radia told Special CBI Judge O P Saini. Ms Radia, who was warned against being evasive to the questions, also said, at that time, there were dossiers in circulation stating that the company (STPL) belonged to Reliance Communications, though I do not have any authentic or personal knowledge. STPL and its promoters, Shahid Usman Balwa and Vinod Goenka, who were arrested and are at present on bail, are facing trial in the case. TTSL had opposed allocation of spectrum to STPL and Reliance Communications. However, they were advised that they were in the queue and as and when the spectrum would be available they would get it. This was the only reply we got from the DoT, she, whose recording of statement remained inconclusive, said. She was answering a question how STPL and Reliance Communications got Ms Radia's statement, which assumes significance as she, in her statement recorded during the probe under Section 161 of the CrPC (dealing with examination of witnesses) before the CBI, had said that STPL, facing trial in the 2G case, was not eligible to get the Unified Access Service (UAS) Licences. Spectrum refarming issue will be placed before EGoM The telecom minister, Mr Kapil Sibal, today said the issue of spectrum refarming which may lead to telecom operators like Airtel, Vodafone and Idea Cellular bearing high costs will be placed before the next meeting of the empowered group of ministers (EGoM). The change in frequency for transmitting mobile signals could cost telecom firms over Rs 1 lakh crore cumulatively, a study said. The matter is going to EGoM. The EGoM is slated to meet very soon, Mr Sibal said. Telecom operators, mainly Airtel, Vodafone and Idea Cellular, have opposed spectrum refarming as they will need to vacate 900 megahertz frequency band, in which cost of providing service is less compared to other frequency bands, or pay high price for continuing services in the band.

The report adds that planning failures will leave the warship with no air defence upon delivery and only a Close-In Weapon System (CIWS) when one is retrofitted in 2017. The Rs. 3,546-crore Agusta Westland VVIP helicopter deal was signed in January 2010 when Sharma was director-general (acquisition). In 2005 when key parameters for choosing the helicopters were tweaked to enable Italys Agusta Westland to participate in the tender, he was the joint secretary (Air), responsible for IA. acquisitions. Yet his role did not come up for scrutiny and the entire responsibility has been shifted to former Chief of the Air .orce, Air Marshal SP Tyagi, and his cousins. The Tatra trucks scandal is not the biggest in terms of money but has been going on since 1986, involving politicians, generals, bureaucrats and officers of the public sector BEML, and escaped detection for a quarter of a century. When former Army chief V K Singh tried to break the chain and refused to accept a bribe of Rs. 14 crore to extend the yearly contract at highly inflated prices, and complained to the defence minister, all that A K Antony did was, according to his own admission in
Parliament, to beat his forehead and forget the issue. According to impeccable sources, Sharma signed the contract and business as usual continues in Czech-made Tatra trucks while at least three Indian companies have the technical know-how and are ready to supply similar vehicles to the Army at less than half the price. The entire gang of beneficiaries, led by Sharma, conspired and succeeded in cutting short the tenure of General V K Singh by arbitrarily manipulating his year of birth. It is a tragedy that both the Congress and the BJP are not interested in keeping the office of the CAG free of political influence. Although Arun Jaitley, leader of the Opposition in the Rajya Sabha, and Sushma Swaraj, leader of the Opposition in the Lok Sabha, issued a pro forma statement on the appointment of Sharma as the CAG, saying the policy of the UPA has been callous disregard for all democratic institutions, they are not serious about changing the entrenched system. As far back as 23 November 2012 , when it was anticipated by the cognoscenti that the Congress president would opt for Sharma to succeed Vinod Rai as the CAG, director of Common Cause, Kamal Kant Jaswal, sent a memorandum to Murli Manohar Joshi of the BJP who is chairman of the Public Accounts Committee of Parliament, to call for a healthy convention by constituting a high level committee comprising the Prime Minister, Speaker of the Lok Sabha, leader of the Opposition in the Lok Sabha, and the .inance Minister, with the chairman of the PAC as convener, to select the CAG. Intriguingly, Joshi, who made so much noise about the CAGs report on the 2G Spectrum scam, chose to ignore it. The Constitution has given an independent status to the CAG under Article 148. The CAG is appointed by the President and can be removed only by a motion in Parliament. BR Ambedkar, chairman of the drafting committee of the Constituent Assembly, described CAG as the most important officer under the Constitution. Rajendra Prasad, chairman of the Constituent Assembly and the first President of India, was of the opinion that the CAG had the power to call to account any officer, however highly placed, as far as State monies were concerned. If the CAG were to discharge the onerous responsibility of his office, he must be a person of the highest professional competence and unimpeachable integrity. Unfortunately, the UPA government has followed an opaque and arbitrary method in appointing Sharma as the CAG. During the last three decades, the government has been following an unwritten convention that only an officer holding the post of secretary to the government of India should be appointed to the post. Such a policy is conceptually flawed and may give rise to serious situations of conflict of interest, as it has happened in the present case. It may be recalled that the question of laying down qualifications for the post of CAG was discussed in the Constituent Assembly in 1948 and in 1949. Though no formal qualifications were prescribed, it was generally accepted that only persons having a thorough knowledge of audit and accounts would be appointed. Since 1978, the government has found it expedient to appoint only serving secretaries belonging to the IAS to the office of the CAG. And in the present case government has chosen one with a humungous conflict of interest even when many secretary-level officers with no conflict of interest were available. The Supreme Court had enunciated the concept of institutional integrity while quashing the appointment of P J Thomas as the Central Vigilance Commissioner. A criminal case under the Prevention of Corruption Act was pending against him in a Kerala court at that time. A contempt of court case is pending against Sharma in a court in Ernakulam now. The selection procedure must be open and transparent and all relevant facts must be taken into account in the appointment of all constitutional posts. The remit of the CAG far exceeds that of the CVC. Impeccable integrity of the appointee is the sine qua non of good governance. In this the UPA has repeatedly betrayed the nation

PM pitches for Japanese investments


simran sodhi TOKYO, 28 MAY: Prime Minister Manmohan Singh today made a strong pitch to woo Japanese investors to India with an assurance that the long-awaited Goods and Services Tax (GST) regime, which is facing opposition from states within India, will be in place in an appropriate type" by 2014. Mr Singh, later in the day, while speaking at another occasion, spoke extensively about the need for both India and Japan to join hands to foster a climate of peace, stability and cooperation and to lay an enduring foundation for security and prosperity. Even though there was no direct reference to China, Mr Singh's speech did seem to suggest that India and Japan need to come together in the region to ensure peace and stability, in an effort to counter China. "At the same time, this region faces multiple challenges, unresolved issues and unsettled questions. Historical differences persist despite our growing inter-dependence; prosperity has not fully eliminated disparities within and between states; and there are continuing threats to stability and security," the Prime Minister said while addressing the Japan-India Association, Japan-India Parliamentary .riendship League and International .riendship Exchange Council. He spoke at some length about the situation existing in the region and said: "India's relations with Japan are important not only for our economic development but also because we see Japan as a natural and indispensable partner in our quest for stability and peace in the vast region in Asia that is washed by the Pacific and Indian Oceans " Mr Singh suggested three areas of co-operation between India and Japan. .irst that the two nations should "strengthen regional mechanisms and forums that will help develop habits of consultation and cooperation, enable us to evolve commonly accepted principles for managing differences, reinforce congruence in the region and allow us to address common challenges". His second suggestion was that both countries should "promote wider and deeper regional economic integration and enhance regional connectivity". Thirdly, the PM spoke about maritime security. "Maritime security across the linked regions of the Indian and Pacific Oceans is essential for regional and global prosperity. We should, therefore, uphold the principles of freedom of navigation and unimpeded lawful commerce in accordance with international law, resolve maritime issues peacefully and work together more purposefully to harness the potential of the seas and address common sea-based challenges such as piracy". Earlier in the day, while addressing leading business honchos at the Keidanren, the premier chamber of commerce and industry, Mr Singh said: "India is a federation and there are difficulties to bring states to agree to surrender tax power but I am confident we will overcome the hurdle. Mr Singh, however, struck a positive note by saying: "So, I cannot say we can deliver tomorrow but if you ask me, by 2014, once the elections are out of the way, whichever government comes to power, it will be a general agreement of appropriate type in place to help propel India's growth story."

press trust of india NEW DELHI, 28 MAY: The Supreme Court today dismissed dentist couple Rajesh and Nupur Talwar's plea against the CBI for dropping its 14 witnesses in the Aarushi-Hemraj murder case trial. A Bench of Mr Justice B S Chauhan and Mr Justice Dipak Misra said the CBI cannot be compelled to summon all its witnesses in the case and the couple can file an application for examining those witnesses, including ADG (Law and Order) of Uttar Pradesh and then CBI joint director Mr Arun Kumar. How can you compel the other party? Law permits you to examine those witnesses, the Bench said. Why are you in a hurry? Recording of your statement is going on. After that you try to examine them, the court said. The Talwars had moved the apex court challenging the Allahabad High Court order refusing their plea to summon 14 witnesses in the case. The trial court had dismissed their petition on 6 May and ordered recording of statements of Rajesh and Nupur, who are the main accused. The statement of CBI Investigating Officer AGL Kaul, the last prosecution witness, has already been recorded. The CBI case is that the murder of 14-year-old Aarushi five years ago was carried out by her parents and that no outsider was present. In his deposition before the special court, Mr Kaul, who headed the CBI probe, had submitted that the agency's investigation had revealed no evidence of any third person's entry into the Talwar residence. Aarushi was found dead with her throat slit in her bedroom on 16 May, 2008. The initial suspicion was on Hemraj whose body was later found in the terrace at their residence in Jalvayu Vihar in Noida on the outskirts of Delhi.

statesman news service PATNA, 28 MAY: Two persons were burnt to death in broad daylight in the past three days in Purnia district of Bihar, creating apprehension that the state may be plunging into another phase of lawlessness. A teacher, Ranjit Kumar Rajak who comes from the Dalit community, was allegedly burnt to death in the toilet of a government school in Purnia district on Monday. The victim was posted at Uffrail middle school at Manranga and is said to have accused the school principal as being behind the attack in his dying declaration. According to reports, some unidentified people doused the victim with kerosene while he was in the toilet and set him afire. Hearing his cries, other teachers reached the spot and rushed him to a local hospital, but he succumbed to his injuries. In his dying declaration before police, the victim has accused the school principal of hatching the conspiracy to kill him. The police have registered a case against the principal and are investigating the case. The incident comes close on the heels of another incident from Purnia reported last week when Jainandan Mandal, a JD-U leader and husband of a local Mukhiya, was badly beaten up and then thrown into his own brick kiln by villagers. An old land dispute the victim had with the tribal villagers is said to be the reason behind the killing. The police have registered a case against over 50 people in this connection. The Opposition parties slammed the NDA coalition government over the incidents. There is total anarchy in Bihar the overall situation is worse than Jungle Raj for which Lalu Prasad was always blamed, alleged Bihar Congress spokesman Mr V K Thakur. Annoyed by the allegation, Mr Yusuf Ali has conveyed to the port trust that he is withdrawing from the convention centre project and sought to repay the lease amount of Rs 70 crore. He, however, made no comment on the mall which is doing a roaring business. The land for both projects was allotted during the last CPM government led by Mr Achuthanandan. The former chief minister today said there was no violation of rules in allotting land to the projects. "Those who have attended the inauguration of the mall are raising the allegations now. I welcome any genuine issue on the project," Mr Achuthanandan, who is the Opposition leader now, said. Mr Paloli Mohammed Kutty, the Urban Development Minister in the V S government and belonging to the Pinarayi faction, has clarified that land was released for the projects in strict accord with the norms. Separately, the Congress-led government has allotted the Kovalam palace and five acres of land around it to Mr Ravi Pillai, a MiddleEast-based Malayali businessman. The palace is adjacent to the fivestar hotel which he had bought from the Leela group. The draft Bill for the enactment of Punjab Horse Race (Regulation and Management) Act, 2013, provides for setting up, management and operation of race courses, betting activities and intermediaries involved. It also provides for licencing, regulation, control and management of horse races on race courses, maintaining and keeping of horses at race courses, exhibition of horses and other processes of horse race and all matter connected with it. In a bid to increase its revenue, the state government has been mulling to set up an international racecourse in Ludhiana, known as the Manchester of and regulated as per the provisions of the Lottery Regulation Act, 1998 and Punjab State Lotteries Rules, 1998. The on-line lottery system was envisaged to offer lottery games played through a network of computer terminals or such other devices as may be approved by the government, installed at retail locations, with the terminals connected to a main data centre at a Central headquarter. .or this purpose, the government would appoint a distributor or selling agent who would carry out activities required for setting up and managing the on-line lottery. At a joint Press conference addressed by Mr Akhilesh Yadav today at around 5 p.m. at Kalidas Marg, the latter chose to put the ball in the UPA government's court when he said that quota for the minority community was not possible without an amendment to the Constitution. But stressing his stand he said SP president Mulayam Singh Yadav was also of the view that reservation for Muslims required a Constitutional amendment. The UP CM gave ample indications that his party was willing to support any such move by the Centre. The background to this suggestion had deftly been laid by Mr Azam Khan. He said that reservation formed the only solution to the socio-economic uplift of the Muslims. He urged the union minister to table a Bill in the Parliament to see who all oppose the same. Mr K Rahman Khan on his part regretted that Muslims were being treated as a religious group rather than as a social sector. Without naming the BJP he said some people were giving a religious colour to the demand for quota for Muslims. In a hard-hitting editorial in Tuesday's Saamna, Mr Thackeray firmly ruled out any political understanding with his estranged cousin Raj in the near future as he asked the BJP and the RPI to first settle their own intra-party differences and make their three-party alliance stronger. DEHRADUN, 28 MAY: A group of women and a local NGO have finally succeeded in getting justice for a mentally retarded girl who became the mother of a rape child. The district sessions court announced a ten years imprisonment to the accused and slapped him with a fine of Rs 1 lakh, besides providing for Rs 80,000 compensation to the victim. The district sessions court judge Pankaj Tomar in a decision on Monday sentenced the accused to ten years imprisonment for raping a mentally retarded woman and denying any financial support to her when she became the mother of his son. He also slapped a fine of Rs 1 lakh on him and

ordered him to give a financial assistance of Rs 80,000 to the victim to help her in the upbringing of the child, informed Ms Jaya Thakur , additional district government council (ADGC) . The victim used to sit outside the Shahanshahi Ashram Temple of Rajpur when Suraj Negi met her in 2010. He coerced her into a physical relationship with him, as a result of which she became pregnant and gave birth to a child. Locals who were well aware of this fact even asked the accused to provide some financial assistance to the girl, to which he refused. .inally last year, with the intervention of an NGO, a group of women approached Rajpur police station and registered an .IR of rape against Suraj Negi, seeking justice for the girl. The matter went to the court which ordered DNA testing of the accused in view of the charges of rape of a mentally challenged woman and his fathering a son on her.

The SEC received the letter in the evening after the commissioner had left office. SEC secretary Tapas Roy said: We will examine the contents of the letter tomorrow and respond accordingly. Earlier during the day, top government officials including the home secretary, ADG (law and order) and panchayat secretary met Governor M K Narayanan to brief him on the shortfall of security forces and how to overcome it. Mr Narayanan inquired about the ways in which the government was planning to meet the shortfall so as to abide by the court's directive, said an official. Soon after the meeting with the Governor the state officials held an hourlong meeting with chief minister Mamata Banerjee as well. The issue of deployment of Central forces had been the bone of contention between the government and the SEC with the former doggedly refusing to requisition Central forces, saying state forces were enough and if needed it could get forces from other states. The government's letter today gave a detailed account of the total requirement of forces as per the court directive and availability of forces. According to officials at Writers Buildings, there is a shortfall of 70,000 forces against the requirement of 1.18 lakh forces for the first phase of elections, scheduled for 2 July. SEC appoints district observers for rural polls


icance in the light of the continuing tussle between the SEC and the state government over poll security, and the district observers reports will play a significant role in deciding the poll panel's course of action in the event of any untoward situation. According to SEC sources, the 17 district observers appointed for the rural polls are IAS officers. They will start functioning right from the beginning of the nomination process ~ which begins tomorrow for the first phase poll that is to be held on 2 July. The district observers will monitor the overall situation pertaining to the political, administrative and law and order scenario of the district and keep the poll panel updated on a regular basis. The jurisdiction of the block-level observers is confined to the respective blocks. But in the election process we need certain information about the entire district and that is why district observers have been appointed. We had earlier done so during the Kolkata Municipal Corporation poll, state election commissioner Mira Pande said. SEC secretary Tapas Ray said they were preparing a separate format for reporting by the district observers. The district observers will be required to send at least three fixed reports before, during and after the polls. Apart from this, they will keep us updated about the situation in the districts on a routine basis and recommend the commission's intervention whenever necessary. The SEC has also raised the number of mandatory fixed reporting by the block-level observers from three to four and inserted some clauses that will enable it to monitor the actual availability of security forces on the ground.

THE present dispensation in West Bengal, which tends to give

short shrift to the state Human Rights Commission, has its back to the wall with the report of the one-man committee that probed the vandalism at Presidency University on 10 April. The Amal Mukhopadhyay panel, appointed by the HRC, has called the bluff circulated by such blabbermouths as minister Partha Chatterjee that Trinamul activists were not involved in the outrage perpetrated at Baker Laboratories. As the former Principal of Presidency College, Prof Mukhopadhyay, a distinguished political scientist, has crafted the report despite the odds, chiefly the fact that the government didnt cooperate with the committee. His report is emphatic that the vandalism was carried out by the goons of the ruling party, who flaunted flags and raised slogans in support of the Trinamul Congress. The puzzle that remains to be worked out is why was Presidency University, conceived by the previous Chief Minister, targeted. The fineprint of the report must be that the lathi-weilding watchdogs in uniform were thoroughly inactive ~ from the point when the lock at the great gates was broken to the ransacking of Baker Laboratories. The report, based on the statements of the three policemen on duty, has trashed the industry ministers claim that the javelin that shattered the laboratories window panes belonged to the universitys sports cell, thereby suggesting that insiders were involved. Prof Mukhopadhyay is emphatic that the javelin does not belong to the university. Police have stated that outsiders had broken open the gate and there was no provocation from inside. Minister Chatterjees spin has been reduced to piffle, and significantly on the basis of the police deposition. He ought now to ask the police to investigate how the javelin ~ in the hands of the Trinamul stormtroopers ~ went unnoticed. The report has knocked the bottom of a feeble defence of an ugly truth ~ The Trinamul leadership had instigated its student supporters and workers to barge into the campus. In a word, the party has been rapped on the knuckles. The incident is a case-study on the retreat of the police, reaffirming the increasing tendency to kowtow to the political establishment. Singhs visit to Japan this week is significant not only for the two countries but also other international stakeholders. Japanese Prime Minister Shinzo Abe explained the wider dimension of the JapanIndia relationship by predicting during his previous tenure in office (2006-07) that it could surpass Japan-America and Japan-China ties in one decade. The way the Japan-India tango develops inevitably imbricates the other key dyads of Japan-US, Japan-China and China-US ties in a complex four-way diplomatic quadrilateral with no fixed allegiances or dividing lines. What India and Japan do together and in combination with other likeminded parties is today critical to the future of Asia and the world. New Delhi and Tokyo have come some distance after rediscovering each other in the last one decade, a process that has been catalyzed by a push factor from China. Many commentators have portrayed the strategic core of the Japan-India partnership as driven by the logic of counterbalancing China. Since both Japan and India have their respective territorial disputes with China, and as Chinese claims against Japanese and Indian sovereignty in contested lands have taken an aggressive turn, it is natural to expect that Tokyo and New Delhi have no choice but to coordinate their policies to limit Chinas hegemony in Asia. Chinas state-owned media has observed with interest that Manmohan Singhs tour of Japan is taking place as New Delhi is sealing an agreement to purchase amphibious aircraft from Tokyo, marking the first instance that India is buying military hardware from Japan. The Chinese government has also treated a series of low-key US-India-Japan trilateral interactions as proof of a hidden alliance to check Chinas muscle. According to Chinas official Global Times, these trilateral security dialogues have an unmistakable purpose of targeting and applying growing strategic pressure on China. Given the conservative nationalistic credentials of Prime Minister Abe, who had earlier envisioned a four-way Arc of .reedom among Japan, India, Australia and the US, the Chinese are watching the Tokyo-New Delhi equation with plain annoyance. Joint military games, codenamed Malabar ~ wherein the navies of Japan, India and the US conduct inter-operability drills ~ elicit howls of conspiracy and encirclement of China in Beijing. Tens of thousands of low-income families and immigrants are forced to live in the tiny subdivided units, unable to afford sky-high rents in the crowded city of seven million. Hong Kongs Beijing-backed leader Mr Leung Chun-ying has promised to make tackling the housing problem a top priority by boosting the number of new homes for Hong Kong people. But the study showed the problem is even greater than previously thought, with an estimated 171,300 people living in 66,900 subdivided flats. About 30,600 such units do not have essential facilities such as kitchen facilities, independent toilet and water supply, Secretary for Transport and Housing Anthony Cheung told reporters late yesterday. The study was carried out from January to April by Policy21, a survey organisation comprising academics from the University of Hong Kong. The Census and Statistics Department last October estimated 64,900 people live in subdivided flats, cubicles, caged bed spaces and cocklofts, which are usually around 3.72 square metres. The tiny apartments cost less than USD 26 a month, but poor workmanship and lax standards often create structural dangers, hygiene problems and fire hazards. In 2011 a fire which started in a street market killed nine people from a nearby tenement after they became trapped as they tried to escape cubicle-style flats through a maze of narrow hallways.

In fact every town could add its own bead to that negative necklace. The commonality is incompetent police. Since the Chhattisgharh massacre is under focus, even preliminary findings point to police inefficiency. The response guidelines from the Centre only emphasise basics and confirm that the cops are not doing their jobs. Admittedly they have their own difficulties, shortages and what have you, but that does not erase the underlying truth ~ Indias police are a national disgrace. Despite a host of pleas and directives (from the apex court too), genuine reform and upgrade are not a national priority. A little fire-fighting after an incident, some flashy moves and even more flashy media-attracting comments, then it is back to the mediocre. Politicians come up with new laws to tackle every kind of crime ~ from MISA/TADA/POTA, through unpalatable comments on social media, and now down to spot-fixing ~ but do little to improve the means to implement them. Misusing the police for political advantage is another story altogether. If there is such a thing as khaki-clad honesty, many members of the Indian Police Service (which constitutes the police leadership) will admit they accepted the job after they failed to make it to the IAS/I.S in the civil services examination. That it was not a preferred career (a few exceptions, of course) translates into limited effort to acquire professional skills and expertise, doing enough to get the next promotion is sufficient. At the other end of the spectrum, the constabulary attracts those who are either unable to find other employment or who believe that there are big bucks to be made on the side. Can quality policing emerge? So, for starters, there is need for overhaul, to make policing professionally satisfying and attractive. And that involves upgrading pay and allowances, service conditions, training, equipment, management. Another of several steps would be ensuring operations against Maoists, match-fixers and criminal activity with wide ramifications are undertaken under unified leadership. The federal structure must not impede tackling crime. What are the chances on any of the corrective measures advocated by police experts being accepted? The bookies will offer alluring odds on that.

But given the underwhelming volume of overall Japan-India trade (it is only worth $17.5 billion in spite of the inking of a Comprehensive Economic Partnership Agreement or CEPA two years ago), New Delhi can never replace individually, or in conjunction with other democratic nations, the larger economic primacy of China for Japan. Intra-East Asian economic integration and understanding are so advanced that they cannot be easily reshaped by outside actors like India or even the US. That said, as India often does in key bilateral relationships, there are meaningful ways in which it can support Prime Minister Abes epic endeavour to lift Japan out of two lost decades of economic stagnation. Abes proactive measures to revive growth in Japan have thus far relied on releasing the spigot of money supply from its central bank, part of which can indeed be beneficial as investment flowing into Indias infrastructure projects. India has not reacted negatively to the quantitative easing that lies at the heart of Abenomics because institutional investment coming from Japan is helping finance its gaping current account deficit. The harder challenge confronting Prime Miinvestment-hungry nation like India. An economically revived Japan is good news in India, not just as a buffer that would mitigate Chinese domination of Asias commercial horizons, but also in a practical sense of generating concrete life chances for Indias youthful population. Civilian energy cooperation is another area with lifeline potential for both India and Japan. Prime Ministers Singh and Abe are trying to speed up negotiations that will enable Japans nuclear industry, which has been reeling since the .ukushima disaster, to export reactors and equipment to India. A Japanese hand in resolving Indias acute power shortages and an Indian reciprocal hand in saving loss-making Japanese nuclear corporations will be a classic win-win bargain. What are Japan and India to each other apart from being useful counterweights to China? The two need to think through this question and invest in the deeper aspects of their relations, which could one day reach a stage of co-dependence. India and Japan are bound by abiding interests rather than simply a common foe, and it is up to them to realise this convergence through broad-based bilateralism.

400-Year-Old Frozen Plants Show Signs Of New Growth


LONDON, 28 MAY: Scientists have found that plants which were frozen during the Little Ice Age ~ a cold period between the mid-16th to mid-19th Century ~ are sprouting new growth. Samples of 400year-old plants known as bryophytes have flourished under laboratory conditions, researchers said. Scientists from the University of Alberta were exploring an area around the Teardrop Glacier, high in the Canadian Arctic. The glaciers in the region have been receding at rates that have sharply accelerated since 2004, at about 3-4m per year. This has exposed land that has not seen light of day since the Little Ice Age, BBC News reported. We ended up walking along the edge of the glacier margin and we saw these huge populations coming out from underneath the glacier that seemed to have a greenish tint, said Mrs Catherine La .arge, lead author of the study. MYANMAR is about to impose a two-child limit
on Muslim Rohingya families in two townships of western Rakhine state. The policy is straightforward discrimination, as it will not be applied to the country's majority-Buddhist population. The two Rakhine townships in question, Buthidaung and Maundaw, are on the border with Bangladesh and are home to a Muslim-majority population of Rohingya residents. Both were at the centre of sectarian violence last year when Buddhists clashed with Muslim Rohingya. The violence left hundreds dead and displaced 125,000 residents, mostly Muslim. Communal violence flared again this year in Myanmar's central region, leaving the country's already fragile reform process hanging in the balance. The new policy to limit Muslim children is a perhaps the most obvious example of modern-day ethno-religious discrimination seen anywhere. It has already provoked strong criticism and anger from the international community and local residents, notably Myanmar's Muslim population. A full democracy ~ as Myanmar is telling the world it is going to be ~ is an open society that respects the basic rights and equality of all its citizens, whom it represents. Any move by the state to eliminate or limit the population of one segment of society is therefore grossly undemocratic and also muddle-headed. Such a policy will never solve ethno-religious conflict in Myanmar, but instead only serve to fuel further division and dispute in society. There would be no such problem if Myanmar merely wanted to limit the growth of its whole population. Many countries control the birth rate, but such efforts are applied across the entire populace, not targeted at particular groups in particular places. percentage of GDP in India was 1.2 per cent in 2010, much lower than that of some of its neighbours like China (2.7 per cent) and Bhutan (4.5 per cent). The figure is drastically lower when compared to that of countries with admirable health achievements like Cuba (9.7 per cent), according to the Human Development Report (HDR) 2013. The Integrated Child Development Services (ICDS) and mid-day meal schemes have performed much below their potential and original expectations in meeting nutrition needs of vulnerable children, and pregnant and lactating women due to a number of reasons. The under 3-year age group, critical from the nutrition and health viewpoint, is the most neglected. At most places, only take-home ration is provided by the ICDS for under-3 children, which often reaches them in a diluted form. Given the failures of the existing development paradigm, we need to shift to an alternative development model based on equality and justice and tailored to meeting basic needs of all people. Instead of a model obsessed with GNP growth at any cost, we need a paradigm of development where meeting people's basic needs is top priority. This has to be achieved on a sustainable basis and also combined with protection of the environment ~ a crucial objective, which should be integrated with protection and promotion of livelihoods based on natural resources (jal, jangal, jameen - land, water and forests). High priority should be given to strengthening the livelihood base of small farmers using methods that increase self-reliance of rural communities while reducing market expenses and indebtedness, strengthening land reforms and making available farmland to landless farm workers. Evidence from many developing countries shows that redistribution of land in favour of landless and near-landless peasants has a significant potential of increasing food production at low cost. What is more, the increase in production at their farms will contribute directly and immediately to reducing hunger and malnutrition. When the aim is reduction of hunger, its not enough to focus on increase in overall food production; instead, we need to focus on where, in whose farms, production increases. It is clear that when production increases on the fields of the poorest peasants, the reduction in hunger is maximum. Water conservation and the need to collect as much rainwater as possible are very important for food security. There are several traditional, region-specific technologies that can be used for ensuring equitable distribution of water. Water

This is partly because the more powerful sections have no stake in improving the system. Governments also attempt to finance health care through user fees. However, as the HDR points out, There is near unanimous consensus now that such fees have adverse consequences, especially for the poor. They discourage the poor from using services and generally mobilise little in terms of resources. The lesson from global experiences, the HDR concludes, is that the main source of financing for universal health care should be taxation. Defining the task ahead, the report

says, The challenge for countries in (the) South is to ensure equity in access to health and education services and basic quality standards to prevent a dualtrack service industry that provides low quality public services (or none at all) to the poor and higher quality private services to the rich. The report reassures us, on the basis of extensive research on worldwide experiences, that universal public health and education policies can be designed and implemented without sacrificing quality for the sake of greater coverageWhen financial resources are adequately provided, publicly provided sources need not be inferior to private services. However, the achievement of this goal needs a lot of commitment on the part of governments. In the words of the HDR, Providing universal health care and at least nine years of compulsory education requires strong state commitment, involvement and consistency over time. The question is whether this commitment exists in India. There is substantial scope for improvement in the ICDS and mid-day meal schemes. In addition, a nationwide programme focused on crches for children under three to fulfill their nutritional and safety needs will be very useful. If the current government feels that a population of 60 million is too many and wants to reduce that number, it could impose its two-child policy on all families, irrespective of creed or credo. However, it should be borne in mind that, from a practical perspective, this kind of birth-rate control policy will never work. China's one-child policy is a good example. It created more problems than it solved, as Chinese families often favour sons over daughters. The best way to solve the sectarian conflict in Myanmar is not by supporting crude social engineering but by campaigning to change the mindset of the country's elite so that they accept their Muslim compatriots as a crucial part of the nation-building process now under way. The government and state authorities need to offer equality of treatment and protection to all ethnic and religious groups. Discrimination and inequality are the major causes of communal conflict. As long as the authorities and the Buddhist majority regard Muslims, Rohingya and other groups as second-class citizens (or even non-citizens) and continue to exclude them from society, there will be disunity and a lack of foundations for living together peacefully. As the man leading his country's reform process, President Thein Sein, enjoys telling the world, Myanmar is committed to being an open and democratic society. 100 YEARS AGO

Little has been heard of Mr. Roosevelt since the failure of his strenuous campaign for the United States Presidency. This unwonted quiescence has been broken now in a most unlooked for manner. The exPresident has been seriously annoyed by the personalities of some of the American newspapers. He is not supposed to be a thin-skinned man, and he is well inured to the rough-and-tumble ways of American politics; but allegations of intemperance, persistently repeated for years, are far beyond the pale of anything that can be excused as legitimate party fighting, and Mr. Roosevelt owes it to his followers, as well as to himself, to destroy the slander. He is now essaying this task with characteristic vigour, and has gone to Michigan, accompanied by an army of special correspondents together with statesmen, divines, doctors, cowboys, detectives, and typists, who will be witnesses on his behalf in an action for libel against a journal conducted by an ex-Senator at Marquette. The whirlwind of energy which Mr. Roosevelt is infusing into this as into every other action of his life will help to raise the case to the level of a State trial. NEWS ITEMS HEROISM IN INDIA Edward Medals Awarded London, May 28 The London Gazette announces that Edward medals of the second class have been awarded to Guard Stroud for rescuing an old woman who had fallen in front of an in-coming train at Buktiarpur on July 11th; and to Mr. Burton, Assistant Manager, and Gurzei Ahom, an employee of the Assam Oil Company at Digboi. The medal was awarded to the latter for attempting to rescue, on December 12th, 1911, a fellow employee who had been overcome by fumes in an oil tank, and to Mr. Burton for twice entering the tank and rescuing Ahom, who had also been overcome by the fumes in attempting to rescue Rulia till he himself collapsed.

IT has been evident for some time now that NCP boss
Sharad Pawar is a lion in winter. His legendary political skills are not what they used to be. Although they still talk in whispers about the conspiracies he weaves through his formidable network of political and corporate friends, Pawar simply lacks the bite of his younger days. The clearest indication of his fading prowess was BCCI president N Srinivasans victorious stand, as he fended off efforts to oust him from the post after his son-in-law Gurunath Meiyappan was arrested in connection with the IPL betting racket. Srinivasan bluntly accused Pawar of hatching the plot to oust him in a bid to install his acolyte Shashank Manohar as interim president and regain control of the countrys wealthiest and most powerful sporting body. The Pawar hand showed itself when NCP spokesman D P Tripathi led the chorus for Srinivasans resignation. Although the NCP later disowned the statement, there was no way Tripathi would have come out so openly against the BCCI chief without a green signal from his party boss. In the end, Pawars network of friends across the political spectrum proved ineffective. Most of the political honchos who head state cricketing associations preferred to stay out of the controversy, including BJP leaders Narendra Modi (Gujarat) and Anurag Thakur (Himachal Pradesh); Congress leader C P Joshi (Rajasthan); and RJD boss Lalu Yadav (Bihar), who came out with a wishy-washy statement. BJP leader Arun Jaitley (Delhi) too kept his counsel. He said little despite selective media leaks to the contrary. The irony is that Srinivasan displayed greater skill than the master politician, Pawar, in managing political fault lines. Perhaps, the beleaguered Congress leadership should take a tip or two from the BCCI president to make Parliament run.

The food at UPA-IIs anniversary bash was delicious as usual. But those who have been attending the dinners over the past nine years have noticed some interesting changes to the menu in keeping with the changes the coalition has undergone. When the Bongs dominated the UPA, a Bengali fish preparation was a staple on the menu. In UPA-I, the deference to Bengali tastes was due to the overwhelming presence of the Left .ront, dominated by West Bengal MPs. In UPA-II, the Left was replaced by Mamata Banerjees Trinamul Congress. ISLAMABAD, 28 MAY: The Supreme Court today removed the head of Pakistan's main anti-corruption agency, saying his appointment was illegal and unconstitutional. A five-judge Bench headed by Mr Justice Tasadduq Jilani declared illegal the appointment of National Accountability Bureau (NAB) Chairman .asih Bokhari. The court directed the federal government to appoint a new chairman. Mr Bokhari, a former chief of the Pakistan navy, was appointed head of NAB in October 2011. The SC removed him in response to a petition filed by senior PML-N leader Chaurdhy Nisar Ali Khan, who contended Mr Bokhari's appointment had violated provisions of the NAB ordinance. Mr Khan had said in his petition that the Leader of Opposition in parliament was not consulted during the appointment process. LONDON, 28 MAY: Two prison officers have been injured in an attack at a British maximum security jail, officials said today, with media reports claiming the assailants were Muslim inmates inspired by the brutal murder of a soldier. The prison officers' union said one of the guards had been held hostage for nearly four hours at .ull Sutton prison near York in northern England on Sunday, until riot officers managed to free him. Officials did not confirm reports that the three attackers were Muslim prisoners inspired by the murder last week of a British soldier who was hacked to death in a London street by suspected Islamic extremists. RIL promoter firm sells shares worth <1,689 cr
MUMBAI, 28 MAY: Pavana Enterprises LLP, a promoter group firm of Reliance Industries, today offloaded a little over two crore shares of the energy giant for an estimated Rs 1,689 crore to another promoter entity. According to information available with the stock exchanges, Pavana Enterprises sold 2.04 crore shares of Reliance Industries (RIL) to .arm Enterprises through open market transactions. Shares were sold at an average price of Rs 828, valuing the transaction at Rs 1,689.12 crore. As on March quarter, Pavana Enterprises held 6.16 crore shares or 1.91 per cent stake in RIL, while .arm Enterprises owned 9.20 crore scrips or 2.85 per cent stake in the company. pti press trust of india NEW DELHI, 28 MAY: US-headquartered firm Cognizant clocked the highest growth rate of 20.1 per cent in revenues among the top five India-based IT services providers last year, global research firm Gartner said today. Cognizant displaced Infosys to become the second-largest Indian IT services provider and Cognizant experienced the highest growth rate among the top five providers with an increase of 20.1 per cent in 2012, Gartner research director Arup Roy said. The revenues of the top five India-based IT services providers worldwide rose by over 13 per cent to $34.3 billion (around Rs 1,900 crore) last year from $30.3 billion in 2011. Their target customer segment still remain the .ortune 1,000 companies. There is a strong focus on, and investments in, cloud, analytics, mobility, infrastructure and knowledge processes. India-based providers have become much more aggressive in infrastructure management because it offers them the potential to grow bottom-up within accounts, Mr Roy said.

Cobrapost sting: I-T notices to ICICI, Axis, HDFC banks


press trust of india NEW DELHI, 28 MAY: The income tax department has issued notices to three top private lenders in the country ~ ICICI Bank, Axis Bank and HD.C Bank ~ in connection with alleged money laundering charges levelled by online portal Cobrapost. The department has asked these banks to produce documents for verification as part of its tax evasion probe. The notices have been issued under section 131 of the I-T Act (power regarding discovery, production of evidence) after going through two confidential reports submitted recently to the department of revenue by the RBI and the .inancial Intelligence Unit (.IU), official sources said today. No response, however, could be obtained from ICICI Bank, Axis Bank and HD.C Bank. The aim of the department is to check suspected tax evasion by the banking institutions and possible loss of revenue by illegal acts done

by authorised individuals, sources said. Apart from production of books of account, deposit logs and other documents over a period of more than 12 months, the department has also asked the banks to submit the reports of their respective internal enquiries conducted in the aftermath of the Cobrapost sting operation, they said. In some cases, sources said, senior bank officials have also been asked to remain present for explanations and clarifications on the subject as required by the assessment officer of the department. According to sources, similar notices will be issued to various other banks and financial institutions which featured in the second episode of the Cobrapost sting. .ollowing the exposes by Cobrapost in March, the RBI had initiated an investigation into the working of banks. The investigation by the RBI reportedly showed some bank officials giving suggestions to customers on ways to bypass regulatory norms.

NEW DELHI, 28 MAY: Every unsolicited commercial call by a telemarketer may invite a penalty of Rs 20,000 as the DoT in its comments on the proposed Right to Privacy Bill is likely to suggest such a steep fine. The department of personnel and training has sought comments on the Right to Privacy Bill from the DoT, which feels in case of unsolicited commercial communication through telephone calls, the caller shall be punished with a penalty of Rs 20,000 in each case, sources said. pti

NEW DELHI, 28 MAY: Union finance minister P Chidambaram today asked income tax officials to focus more on those who are not filing returns to widen the tax base and achieve Rs 6.68 lakh crore collection in direct taxes this financial year. Tax officials should target non-filers and stop-filers to widen the tax base and tax collections, he said while addressing top officials of the Central Board of Direct Taxes (CBDT) here. Top income tax officials have gathered here for two days to participate in the national conference to deliberate on ways to widen the tax base and strengthen revenue collection. The minister emphasised that use of modern technology can yield far better results as far as tax collections are concerned than any other way. We are in favour of intelligence and technology-based tax collection system which is both non-intrusive and non-evasive, Mr Chidambaram said, adding the CBDT has assured that it will not only achieve the targets for fiscal 2013-14 but would also make every effort to exceed the target. The CBDT is focusing on non-filers and stopfilers. As of now, it has identified 12 lakh such assessees and issued letters to about 1.75 lakh asking them to declare their true income and pay taxes. NEW DELHI, 28 MAY: Having made set top boxes (STB) compulsory, the Telecom Regulatory Authority of India (Trai) today decided to make STB and other equipment for digital TV available at reasonable prices. In a statement issued here, the Trai said the objective of these tariff orders prescribing standard tariff package for STBs for digital cable TV and CPE for direct-to-home (DTH) services is to ensure effective commercial inter-operability. The regulator said tariff orders have been devised to make available STBs and CPEs, which are needed to receive TV signals for cable and DTH TV services, at reasonable prices as well as to take care of the interests of the service provider. As per the tariff orders, cable TV operators and DTH service providers can provide different STBs and CPE to consumers with varying rental and security deposit plans.

According to the order, there are options for cable service providers to supply STBs at a monthly rent of Rs 55.66 or Rs 50.66 (excluding taxes) if the security deposit is Rs 400 or Rs 800, respectively. In case of DTH service providers, the monthly rent for the CPE can be Rs 71.75 if the security deposit is Rs 500, and Rs 65.50 if the security deposit is Rs 1000. The security deposit will be refunded to subscribers at the end of three years and the STB or CPE will become the property of the customer. As per other options, security deposit will be adjusted against the monthly rent in three years. Cable service providers can give STBs at a rental of Rs 46.80 or Rs 32.93 if the security deposit is Rs 400 and Rs 800, respectively. Similarly, DTH companies can provide CPE at a rent of Rs 60.66 and Rs 43.33 if the security deposit is Rs 500 or Rs 1,000, respectively.

Its net profit for the quarter ended 31 March 2013 went up to Rs 256 crore from Rs 255 crore during the corresponding quarter of the previous fiscal. The company's gross revenues for the last financial year rose to Rs 5,242 crore from Rs 4,805 crore in the previous fiscal, chairman Sanjiv Goenka said here today at a Press conference, after the company's board meeting to approve the financial results for the fourth quarter as well as for the fiscal 2012-13. The company also met the highest-ever peak demand of 1,904 MW during the year, Mr Goenka said. Despite the rising cost of coal, different measures mean we have actually been able to contain our own costs significantly, but you know there is a huge pressure... because coal is the biggest input for any power plant, so it is a challenge, Mr Goenka said. He, however, refused to go into any details of issues with Coal India and its pricing mechanisms, though saying CESC prefers to just get on with the job rather than gripe. As there is no regulator at the moment, CESC will have to make do with what we have and the policies that we have, he said. The two power plants that CESC is currently building ~ a 600 MW plant in Chandrapur, Maharashtra and a 600 MW plant in Haldia, West Bengal ~ are proceeding nicely, he said. The Chandrapur project is almost ready for commissioning. We expect to synchronise it in the next few weeks and we hope to commission within July, the first unit, he said. The Haldia project is also moving in a very timely manner and Unit One is expected to be up and running by September 2014, and Unit Two by December 2014, he said. Meanwhile, the company announced that Mr Sumantra Banerjee, who has been managing director of CESC since April 1992, is stepping down from his post. He will be replaced by Mr Aniruddha Basu, an electrical engineer who currently works as executive director (distribution services).

NEW DELHI, 28 MAY: Industry chamber .icci today said the reported government move to combine all allowances with basic wages for employees monthly EP. contribution would prove counterproductive and force many establishments to opt out of the scheme. The .icci president, Ms Naina Lal Kidwai, said the re-notification of the definition of basic wages under the Employees Provident .und & Miscellaneous Provisions Act (EP. and MP Act) 1952, was fraught with huge financial implications both for industry and the government. The move may even be counterproductive to the EP.O, as organisations which are extending coverage to employees receiving salaries above Rs 6,500 may choose to opt out of the scheme, depriving the employees coverage under a globally renowned social security scheme, she added. Tata Global Beverages Q4 net jumps 77%


NEW DELHI, 28 MAY: Tata Global Beverages today reported a 76.64 per cent jump in its consolidated net profit for the fourth quarter ended 31 March 2013 at Rs 95.76 crore on the back of robust performance in both tea and coffee segments. The company had posted a net profit of Rs 54.21 crore in the same period during the previous fiscal, Tata Global Beverages said in a filing to the Bombay Stock Exchange. Total income from operations stood at Rs 1,849.5 crore as compared to Rs 1,738.62 crore in the year-ago period, it added. The tea segment posted a revenue of Rs 1,366.56 crore, up from Rs 1,278.19 crore in the same quarter of the previous fiscal. Coffee and other produce had sales of Rs 459.52 crore in the period under review as compared to Rs 434.38 crore in the fourth quarter of the previous fiscal, it said. pti

This is quite noticeable in photographs of landscapes or other scenes with depth the awareness of distances gets obscured in the picture. But with a pair of eyes, each sees a different picture, each from a different point, a few inches to the side. The brain is then able to merge these two pictures and bring out the perception of distance. The views of the bicycle, house and tree, seen by each eye, one a little to the side, are shown in the second picture. If the reader presses one eye, so that the eyes get misaligned and there are two images, and four houses, he/she could try to merge the two in the middle it will spring to life, with the tree clearly behind the house.

correctly get to food or prey, avoid obstacles and cross barriers, thanks to this perception. But for the eyes to act in this way, there is also the need for both eyes to coordinate and align themselves to gaze at the same object at the same time, even when we move our head or shift our direction of gaze or change the focus to a different distance. This takes muscular coordination and is learnt in a few weeks by human babies, for instance, when they experiment with grasping or touching. Using eyes singly Coordinated use of eyes for stereoscopic vision is the rule with larger animals and certainly with primates, like the chimpanzee or humans. Keeping the eyes working together is useful for activities like leaping, hunting or using tools. But it involves a price, in limiting the field of attention. In the case of grazing birds, like the chicken, it is more useful if the bird could view all sides at once to be able to locate things to eat. The chicken has, hence, evolved to have

its eyes on either side of its head difficult to coordinate but good for surveying the whole yard at once. Once a tidbit is located, the bird could sight the morsel with both eyes by turning its head this way and that, to capture two images which the brain could process and help the chicken to peck accurately. The authors of the paper in Nature note that although rodents share with other mammals the key components of eye movement control, it is not known that rodents coordinate the movements of the eye even when they have not focused on an object or when they are moving freely. The group of researchers carried out a series of experiments where movement of the eyeball of freely moving rats was monitored with the help of head-mounted cameras and the position and orientation of the head itself was observed with the help of a specially designed tracking system. The movements of the head were the roll, or tilting left and right, the pitch, or looking up and down, and the yaw, which is to turn to the left or right. While the head was moving, it was found that the eyes carried out wide excursions and were markedly not coordinated. Not only did the pupils move inward, outward, up and down, they even rotated about the direction of vision. And it was found that the movements of the pupils were dictated by the orientation of the head. Earlier studies have shown that rolling leads to raising of the eyeball on the side that goes down, or vice-versa, and pitching leads to the eyeballs moving to the centre for pitch up and outwards for the pitch down. And pitching motion also leads to rotation of the pupil. The movement of the pupils of free-moving rats was seen to mostly follow this rule. The consequence of the finding is that the two eyes of free-moving rats are often not pointed in the same direction. This led to the matching images of the two eyes only in part of the retina and at different parts every instant. This was not as much the case when the head was clamped or restrained, or when the rat held its head still, as when it had to cross a gap in the floor, but there was little evidence of coordination to keep a fixed relationship between the eyes. The result is that the rat has a large field of view, about 200, in the front, above and to the rear, but most of the vision with the use of one eye only. The parts of the field where the images of the two eyes overlap are directly in front and above the head. Studies of the overlap for different orientations of the head show that the area where overlap seems to be maintained is in the area above the head. In an experiment, rats were placed in an enclosed area with a shelter, where they could retreat when threatened. It was found that showing a threat, like a shadow, from the sides of the enclosure did not result in response, but showing the threat from above led to the rats scampering into the shelter. Despite the uncoordinated eye movements, rodents do have the capacity for stereoscopic vision and display impressive object recognition. The mechanism of combining the overlap in images may be momentary orientation of the head to match the images or a computational method to make use of the two images. But the overall object of how the rodent control of the eyes has evolved seems to be not to use both eyes to see visual targets while moving, but to have binocular vision only in the region overhead, which is where danger is most likely to lurk. But not all animals use both eyes all the time, and many use their two eyes singly, to command a wider field of view. journal Nature that rodents effectively combine both kinds of use of eyes to its best advantage. The animal eye is nothing but a biological optical camera. It focuses light that falls upon it onto the retina, which is a light-sensitive screen. In other words, the world in front of the camera, which consists of objects at different distances from the eye, is captured on a flat surface, which has length and breadth but no depth. Stadiums beset with problems before Confederations Cup


RIO DE JANEIRO, 28 MAY: Some of Brazil's stadiums which will host the .I.A Confederations Cup in June are facing problems, two weeks before the beginning of the tournament. The organising committee announced that a part of the roof of the Arena .onte Nova Stadium in Salvador collapsed Monday. The roof canvas was unable to sustain the large amount of rain which fell over Salvador in an overnight storm. No one was injured, reports Xinhua. The stadium, which cost 591 million reais ($288 million), was inaugurated in early April. According to organisers, the incident was due to a human flaw - a part of the canvas had been set up wrong, which caused water to accumulate at one point. They said the problem will not happen again and the roof will be repaired in time for the Cup. The collapse occurred on the same day Brazil president Dilma Rousseff praised the six new stadiums inaugurated for the Confederations Cup. In her weekly radio show, Rousseff said she was impressed by how modern and pretty the stadiums are, qualifying them as 'first world' facilities. She also stressed that she is sure Brazil will do a remarkable job both in the Confederations Cup and in the .I.A World Cup, next year. "Our people have the determination, capacity and competence necessary to make the best Cup ever," she said. Trouble in the stadiums was not limited to Arena .onte Nova. In Brasilia's Mane Garrincha Stadium, fans had minor problems in a match Sunday, such as long lines to get in which caused several people to miss the beginning of the game. Parts of the stadium, such as some hallways and the press room, need to be finished up as well. In Rio's Maracana Stadium, the largest in Brazil, the situation is a bit more pressing. The stadium was re-inaugurated in April with a match between team of Brazilian football stars but will be re-opened for official matches Sunday, with a friendly between Brazil and England. The match will test the stadium's conditions for events with large crowds. The Maracana, however, will not be 100 percent ready by then. In a press conference

Windies ramp up training


CARDI.., 28 MAY: The West Indies team will continue their preparation for the ICC Champions Trophy at the Cardiff Wales Stadium as teams continue to arrive for the prestigious tournament. The West Indies players were the first of the eight nations contesting the One day tournament to arrive in Cardiff and held a full session Monday, the day after touching down on Welsh soil. The Australians are the second to arrive and will train at the home of Glamorgan Wednesday morning. The Windies squad, under the guidance of Head Coach Ottis Gibson, went through their drills at the Swalec Stadium in Cardiff where they will face Australia in their first official warm-up match Saturday. Gibson has been at the helm for over three years and said one of the keys to success in this tournament is proper preparation. The 44-year-old is familiar with conditions in Wales, having played for Glamorgan in the English County circuit in the 1990s. The West Indies held a camp at the Sagicor High Performance Centre in Barbados last week before they travelled to Wales. The ICC Champions Trophy will feature eight teams: Australia, England, India, New Zealand, Pakistan, South Africa, Sri Lanka and West Indies. Journalism in, geology out in new HS curriculum


statesman news service KOLKATA, 28 MAY: .rom this year students will not be able to study Geology in the Higher Secondary level as the West Bengal Council of Higher Secondary Education ( WBCHSE) does not consider it important enough for Higher Secondary. On the other hand, the new syllabus scheduled to be introduced this session starting in June, would accommodate new elective subjects like Journalism and Mass Communication in the Humanities stream and Environment Studies in all three streams ~ Arts, Science and Humanities. Commerce students will be able to opt for a whole new set of subjects like Business Studies, Commercial Law and Preliminaries of Auditing, Costing and Taxation in addition to the already existing Accountancy, Mathematics and Economics. Environmental studies will be offered on an alternate basis with Computer Science. Till this year Commerce candidates had Business Organisation and Management and Business Economics, including Business Mathematics, which will be dropped from this year. "A student does not need to have Geology in Higher Secondary to pursue it in graduation. Any student having Mathematics, Physics and Chemistry can apply for Geology Honours. Hence, we have decided to drop it," said an official of the council. Since few schools across the state offered this subject in HS, many welcomed the decision of dropping it. But teachers who teach Geology in graduation and post-graduation, do not consider the subject as unimportant at HS level. "It is true that the schools find it difficult to continue with the subject as West Bengal School Service Commission does not appoint teachers for this subject. Geology is overshadowed by Geography and only a handful of schools offer this in HS. Even the Madhyamgram school which used to offer it dropped the subject recently," said Professor Prabir Dasgupta, registrar of Presidency University who is also a teacher of Geology. "Geography deals with the theory part and Geology is the analytical part. The HS knowledge in Geology might not be essential but helpful. Other boards offer the subject at HS level," added Prof. Dasgupta. Subjects which will suffer a similar fate to Geology include Malayalam, Marathi, Assamese, Modern Tibetan, Pali and .rench.

Charge-sheet against Kow, 10 others


KOLKATA, 28 MAY: The Kolkata Police today filed charge-sheet against Trinamul Congress councillor, Sambhunath Kow, and 10 others accused in the murder of a Trinamul Congress leader, Adhir Maity, at Dhapa in the southern fringes of the city on 20 March. In the charge-sheet filed at the Alipore court today, police have slapped murder and rioting charges on the Trinamul councillor. Mr Kow has been named the main accused and booked under Section 302 (murder), 307 (attempt to murder), 147 (rioting), 148 (rioting with arms) of the IPC. Among the other accused, Debashis Sarkar, who was arrested for giving shelter to Kow, has been charged under Section 212 of IPC (harbouring offender). Police have already arrested seven persons in connection with the murder case. Three persons whose names were mentioned in the .IR are still at large. Apart from Mr Kow, till now, police have arrested Petkata Bablu, Kana Bikash, Sambhu Halder alias Gabbar, Debasis Sarkar and Ajoy Dalui. Three accused who are absconding are Jyoti Roy alias Langra Jyoti, Tarak Paik alias Bachha Tarak and Prasanta Dey alias Niku. Mr Kow was remanded in police custody after his arrest from Balia in Uttar Pradesh. After 69 days police filed the charge-sheet against him and the other accused. .leeing from Kolkata, two days after the incident, Kow spent time in Odisha, Jharkhand and Bihar evading arrest. He then went to UP where he used local SIM cards to establish contacts with relatives in Kolkata.The mobile phone call details of Kow's relatives helped police in tracking him down. On the day of the incident the assailants were led by Kow, said police. Police said, Maity (61) got involved in an argument with Kow when the latter allegedly came to take possession of a disputed land on Dhapa Road. It was during this violence Maity got injured and collapsed on the ground. Doctors pronounced him dead in a city hospital. sns

KMC seeks hoarding details from Railways


statesman news service KOLKATA, 28 MAY: The Kolkata Municipal Corporation (KMC) has asked the Eastern Railway to give details of the hoarding of a nationalised bank that has been put up at Sealdah railway station without its permission. Senior KMC officials said the KMC Act 1980 categorically states that to put up any billboard in the city, KMC's permission is required. In a letter to the senior divisional commercial manager of Eastern Railway, the KMC has asked for details of the billboard that is, the time of putting it up and the six of the hoarding. KMC officials have also written to the public relations officer of the nationalised bank in this regard. Senior civic officials said for quite some time it has been observed that not only railways, even the city police puts up hoardings without the KMC's nod. The billboards put up on police kiosks by various agencies are illegal as the Kolkata Police has not taken any permission from the KMC, one of the officials said. The KMC has also proposed to fix a cut-off time by which the advertisement agencies would have to pay fees to the KMC. As there is no cut-off date, the advertisement agencies make only a part payment and continue their business. The KMC has warned that failure to pay within the stipulated period would result in removal of the billboards. It may be recalled that the municipal commissioner, Mr Khalil Ahmed, had held a meeting with the representatives of various advertisement agencies asking them to clear their dues. The billboards put up by various defaulting agencies were blackened. The total dues from these agencies would be around Rs 30 crore, the officials said.

pradip chatterjee KOLKATA, 28 MAY: Subhashis Natua (in sns photo), a 16-year-old boy who earns a living by selling vegetables in a market and aspires to be a scientist, has passed the Madhyamik examination with 91 per cent marks. He is happy that his hard toil has not gone in vein. But to pursue his dreams funds remain his biggest challenge. A resident of Mathurapur in South 24Parganas, Subhashis had appeared in the examination from Krishnachandrapur High School. He has secured 96 in Mathematics, 100 in Physical Science, 98 in Life Science, 90 in Geography, 94 in English, 84 in Bengali and 72 in History. After school in the afternoon he accompanies his father, Mr Bajendranath Natua, to Krishnachandrapur market with a basket of vegetables on his head. The market is two kilometres from his house. His day starts at 4 in the morning when he goes to the market to sell vegetables. He returns home at around 8 a.m. and hands over his day's income to his father. He then prepares for school. Subhashis studies late into the night for he knows a good result will pave the way for pursuing higher studies. He could not buy books. His teachers helped him by lending him books. Needless to say he could not afford private tuition. Besides studies and his work, he also participates in debates and elocution contests and other extra-curricular activities. In .ebruary he received a medal from the Governor for his excellent performance in the NCC.

In his resignation letter submitted yesterday Professor Prakash Maiti said he had expected more salary but he disappointed by the pay structure of the university. Prior to this, Professor Prabir Mukherjee of the Physics Department, who was a teacher of the erstwhile Presidency College, resigned on the same grounds. "We have received his resignation. He was from a Central university, and switching to a state university meant he suffered monetary loss," said Prof. Malabika Sarkar, Vice-Chancellor of Presidency University. New notification on medical counselling


KOLKATA, 28 MAY: The State Health department has cancelled a notification which was issued by the Director of Medical Education (DME) on 24 May asking the post-graduate medical candidates to submit counselling fees within 10 June and issued a fresh notification on Tuesday after the The Statesman published a news article today saying that this notification flouted a key rule framed by the Medical Council of India (MCI). According to the MCI guidelines and the directives of the Supreme Court, all the states should complete their admission process to the post graduate medical courses within 31 May. But the health department is yet to conduct the admission with only three days left. However, the fresh notification has evoked confusion among the medical aspirants who are seeking admission to various post-graduate medical courses as the department has not mentioned the last dates of counselling and admission. In the new notification the candidates have been asked to submit the counselling fees through demand drafts immediately. Experts in the field said the delay is caused due to the state government's reluctance to conduct the state-level medical examination even after the Supreme Court in an interim order asked the states to conduct their own examinations. .ollowing the order, most of the states held their own entrance examination while West Bengal still prefers to go with the NEET. The SC is yet to give its final verdict regarding the validity of NEET exam.
