South Carolina Department of Natural Resources spoke to the 8th Grade Students at Leavelle McCampbell Middle School. Officer McDaniels presentation covered all phases of Boating Laws and Responsibilities for the students and their families. Boaters under 16 years of age are required by law to pass an approved boater education course before operating, without supervision, a personal watercraft (jet ski) or a boat powered by 15 hp motor or more. The course can be taken in a classroom, over the internet or by video. The South Carolina Department of Natural Resources (SCDNR) Boater Education Program teaches the fundamentals of safe and responsible boating. This is necessary to reduce loss of life, personal injury and property damage while increasing boating enjoyment for outdoor enthusiasts. Officer McDaniel discussed the following required equipment. Personal Flotation Devices, Navigation Lights, Fire Extinguishers, Ventilation Systems, Blackfire, Flame Arrestors, Mufflers, Sound Producing Devices, and Visual Distress Signals(VDSs). The students participated in the discussion by telling how each device could help save a life and protect the boaters and other boaters. Officer McDaniel demonstrated the different types of Personal Flotation Devices and passed them around for the students to examine. He explained that South Carolina law requires all children under 12 years of age to wear a U.S. Coast Guard approved Type I, II, III, or VPED while on board a Class A (less than 16 feet long) vessel. The life jacket must be fastened and of the proper size for the individual. McDaniel concluded the presentation by stated the following guidelines for water safety:
. Take a boating course . Be considerate . Be safe . Wear a life vest . Dont use drugs or alcohol while in or around water . Have fun Dr. LLoydette Young, the principal, thanked Officer McDaniel for the thorough presentation and his dedication to the students of Leavelle McCampbell Middle School. She also thanked him for the Handbooks that were given to each student. Te Senate concluded regular session for 2013 on June 6 and returns for conference reports and the budget later in June. I hope that you fnd this update helpful and informative. If I can help you with an issue, please let me know. Congratulations Graduates!: Congratulations to the hundreds of high school and college graduates in Aiken County in recent weeks! We are proud of you! Best wishes as they go to work or continue their education! SRS - Workforce and Liquid Waste Budget Update Good News! SRS Reprogramming: On May 27, the impacted workforce at SRS returned to full work status with no reduction in pay. Tis is good news for many local families and our community. Liquid Waste Budget Request: Another issue, with signifcant implications as to our community, its workforce, and the cleanup of Savannah River Site, is the Presidents budget request for high level waste cleanup and closure of aging waste tanks at SRS. Early last month, our legislative delegation wrote our states Congressional delegation and members of Georgias delegation requesting attention to this issue. MOX Project: Many people in our community are very concerned about the budget allocation for the MOX Project. Senators Graham and Scott and Congressman Wilson are working on this in Washington. Senate News Regular Session Concludes: Te Senates regular session concluded on June 6 with a number of bills having to wait until the Senate returns in January. Tose bills include Ethics Reform; Afordable Care Act Nullifcation; Concealed Weapons Restaurant Carry; and Read to Succeed. Nevertheless, some high profle bills reached fnal passage on the last day including the Election Law Fix. Some are in conference committees with fnal passage to occur when the Senate returns later in June include the Department of Administration/ Elimination of Budget and Control Board. State Budget: Te Senate met into the evening for eleven legislative days in May spending hours debating a number of proposed amendments to the budget. Eventually, the Senate approved the state budget and the Capital Reserve Fund bill. Tey now go to a budget conference committee to resolve diferences in the House and Senate versions. Ten, afer adoption of a conference report, the budget goes to the Governor for her consideration. She is certain to issue vetoes to be considered by the General Assembly later in June. Medicaid Expansion: On May 21, the Senate debated Medicaid ex- pansion for several hours before voting 23-19 to table a budget amendment authorizing the state to accept the expansion. I voted to table and do not support expansion. Currently, without expansion, Medicaid is the largest portion of the state budget projected to cost us $6.47 Billion this coming fscal year alone. At this amount, Medicaid spending without expansion will have increased over $500 Million from the current fscal year to next. Tis amount exceeds all spending on (1) K-12 education and (2) roads and bridges combined by approximately $800 Million. Senator Ford Resigns: In the wake of a Senate ethics investigation, Senator Robert Ford resigned on May 31 efective June 6 at 5:00 pm. Te Senate Ethics Committee recommended referring the case to the Attorney General. Grandparents Rights: Tere are times where a child has to be removed from the home through proceedings in Family Court. Under existing law, grandparents do not have any priority when it comes to where the child will be placed. During the last week, the Senate passed H.3464 which amends existing law so that courts should consider placing the child with the grandparent(s) if the judge concludes that the grandparent(s) is ft and willing to serve as the childs caregiver. Many people in District 24 emailed me about this legislation over the past couple of years. Mental Health Reporting Purchase of Guns: In early May, the Senate passed H. 3560 which establishes a system in South Carolina for reporting to the National Instant Criminal Background Check System (NICS) those who have been adjudicated a mental defective or committed to a mental institution. Tese individuals are already prohibited under federal law from possessing, receiving, transporting, or shipping a frearm. Reporting to NICS ensures such people are not able to lawfully purchase a frearm through a Federal Firearms License Holder. Te bill also establishes a system through which such individuals may seek relief in the courts from the restric- tions on frearms related to a judicial determination as a person with mental problems or a person committed to a mental institution. Governor Haley signed the bill into law in mid May. guest editorial by Rev. Ray Comfort I banned a very nice orthodox priest from my Facebook page recently. He was polite, kind, respectful, friendly, and it seemed that he was always talking about the importance of love and forgiveness. However, afer one of my posts he asked, Why do you bring fear into the gospel? Te question was a little strange, so I asked if he believed in the existence of a literal Hell. Afer some hedging he revealed that he believed that Hell was the fre of Gods love, and he linked me to an article that said that it was disgusting to go around warning people about Hell. Up until that point I had already banned 1,449 atheists for cussing, and when the friendly priest joined them, I was suddenly fooded with angry protesting atheists who loved him. I told them that they were very welcome on my page, but even any professing Christian who betrayed the cause of the gospel would be banned. Tere are many preachers in pulpits that are like the popular priest. One atheist spoke of one when he commented, I went to church four days ago. I liked the preacher because he didnt yell and scream and tell me I was going to Hell. He smiled the whole time he talked. Why cant more of them be like that? I told him that it seemed that his smiley preacher (like the friendly priest), either didnt believe the words of Jesus, or he didnt care that people who die in their sins would end up in Hell. Tese are, however, difcult times for the average preacher. If we warn of Hell or speak of the Bibles stance on homosexuality, we are quickly accused of hate speech. But there are ways that you and I can talk about the reality of Hell and reach homosexuals with the gospel, and have it make sense. One reason preachers avoid speaking of Hell isnt because they dont believe in it. Its because they misunderstand the purpose of the moral Law (the Ten Commandments). Gods Law shows us that the One we must face on Judgment Day is morally perfect, and that He considers lust to be adultery (see Matthew 5:27-28) and hatred to be murder (see 1 John 3:15). It is because of this perfect righteousness that He abhors evil and warns that a day of ultimate and perfect justice is coming. Any human judge who is good must see that justice is done, and Gods goodness will see to it that ultimate justice will be satisfed. Murderers, rapists, thieves, liars, fornicators, adulterers, etc., will get what is due to them. When preachers dont use the Law to show Gods absolute righteousness, and instead talk of His love and kindness, adding But He will send you to Hell if you dont trust in Jesus makes no sense. It paints God as a vengeful tyrant. So any such talk is avoided. However, when Paul reasoned with Felix, we are told that he spoke of sin (which is transgression of the Law1 John 3:4), righteousness (which is of the Law) and temperance, and Felix trembled. In the light of his own exceeding sinfulness and the perfect righteousness of God, the self-indulgent governor understood that he was in big trouble. He trembled because Hell suddenly made sense. Te Law makes Hell reasonable. When I speak with a homosexual, I avoid talk about his sexual orientation. Tis is because I dont want him to be ofended before I share the gospel. So I simply ask if he thinks hes a good person. When he predictably says that he is, I take him through the Ten Commandments (because scripture says that the moral Law was made for homosexuals--1Timothy 1:8-10)). Has he lied or stolen? Has he blasphemed Gods name? And when I ask about looking with lust, I deliberately dont mention any gender. Before seeing his sin, he was proud and self-righteous (thinking he was morally good), but now hes humble of heart. Tat means he is able to be reasoned with, without being defensive. So I tell him that to be saved from Hell he must repent of all sin and trust alone in Jesus. I then show him what sin is, by referring him to 1 Corinthians 6:9-10: Do not be deceived. Neither fornicators, nor idolaters, nor adulterers, nor homosexuals, nor sodomites, nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners will inherit the kingdom of God. I then lovingly tell him that if he has a problem with the list, he should take it up with God, because its His list, not mine. I want to see adulterers, fornicators, thieves and others on that list avoid the terror of Hell, so why should I exclude homosexuals because Im afraid of being accused of hatred. Love cannot do that. Great preachers of past centuries understood the necessity of doing what Jesus didusing the Ten Commandments to bring the knowledge of sin (see Mark 10:17). A failure to do so has resulted in the Church being flled with false converts, and this has dissipated its ability to be salt and light in a dark and sinful world. It has relegated the Church to irrelevance in the eyes of the world (see Matthew 5:13). Its time to go back to biblical evangelism. For further teaching on these principles please freely listen to Hells Best Kept Secret on www.livingwaters.com.
