Expression of Interest for Appointment of Procurement and Implementation Partner Agency for Last Mile Connectivity
1. The National Cyclone Risk Mitigation Project has been drawn up by the Ministry of Home Affairs, Government of India with a view to mitigate the effects of cyclones and is being implemented by the National Disaster Management Authority with World Bank assistance. The project is proposed to be implemented in Andhra Pradesh and Odisha in Phase-I. 2. Component A of the project relates to strengthening of the Last Mile Connectivity in Early Warning Dissemination and involves the following: Procurement and installation of equipment like GSM/CDMA handsets, Remote Public Alarm Devices, Satellite Phones to officials, TeTRA equipment in two pilot blocks and a Project Command and Control Unit at the state HQrs and Training of community to receive and respond to advance warnings on Cyclone and other such calamities from the designated agencies of government. The present assignment would cover 9 coastal districts of Andhra Pradesh and 6 coastal districts of Odisha with the alarm devices covering about 4000 habitations in 760 coastal villages in AP and 980 in Odisha.

NDMA now calls for Expression of Interest from Public Sector Organizations both Central and State, with experience in Telecommunication and IT, who can undertake the task of implementing this component on Last Mile Connectivity as the procurement and implementation partner agency of Project Management Unit, NCRMP at NDMA. The selected agency will be responsible to finalize the specifications for the equipment, procuring all the items as per the procurement procedures of World Bank and installation, testing and commissioning the equipments involving the State Governments fully in all the processes. The selected agency will provide complete technical and other support to the PMU in the successful and timely completion of the project. The specific tasks are: I. Procurement of the equipment as indicated in para 2 above and training for the community. II Finalization of i) The procurement plan ii) Project Rollout Plan iii) Bid documents in line with World Bank procedures for procurement 1

Bid Process Management and Selection of Implementation Partners/Service Providers/Vendors. Installation, Testing and Commissioning of the equipments including Quality Assurance. The Operation and Maintenance arrangements for the systems. Overall Monitoring of the Project The interested organization must provide necessary information to indicate that they are qualified to perform the services including the details of offices in India, number of senior level staff with relevant experience, details of similar Projects executed especially with external assistance, turnover etc. with supporting documents as per details in the project web site www.ncrmp.gov.in and NDMA`s website www.ndma.gov.in
