JOB DESCRIPTION JOB TITLE: DIRECTOR OF OUTREACH AND EDUCATION Covered California, Insurance Exchanges

POSITION DESCRIPTION: Bienestar is seeking a Director for the Insurance Exchange Community Outreach and Education Program. The program is funded by Covered California to promote maximum enrollment in health care coverage. Bienestar has been contracted for a 18-month period to serve the San Bernardino, Riverside, L.A. and Orange Counties. The target population is the Latin@ community, with a secondary focus on the Latin@ LGBT.

DUTIES/RESPONSIBILITIES:
Manage contract and program compliance with Covered California. Bienestar has been contracted to serve the San Bernardino, Riverside, L.A. and Orange Counties. The target population is the Latin@ community, with a secondary focus on the Latin@ LGBT. The contract is for 18 months to provide outreach and education regarding the implementation of the affordable care act and insurance exchanges. To provide information to the community regarding the different health care coverage insurance options and eligibility requirements. To provide vision and leadership to grow the program, so that Bienestar is able to strengthen its relationship with Covered California and other funders to help with the implementation of the Affordable Care Act, enrollment in the Insurance Exchanges and advocating for the community to take full advantage of the new health care coverage opportunities. Supervise, manage and coordinate the efforts of 4 full-time, 5 part-time staff and volunteers to conduct the Outreach and Education as prescribed in the contract. All staff needs to be certified by Covered California. The director will need to do some traveling to the outreach sites and will include some weekends and evenings. As part of the Bienestar management team participate in strategic and organizational meetings, represent the organization with the public, officials and funders, build and/or strengthen relationships/collaborations with other providers and community organizations. Keep accurate, up-to-date records and documentation. Prepares program progress reports. Other related program duties as assigned.

QUALIFICATIONS: A college degree in a work related field; knowledgeable about health care insurance, the Affordable Care Act, and California Insurance Exchange programs; Strategies for marketing and promotion of information to the Latino community; Proven successful record of program implementation; Bilingual and bicultural, including comprehensive knowledge of the Lesbian, Gay, Bisexual and Transgender (LGBT) communities. Self-motivated, problem solver, resourceful and energetic. Excellent verbal/written communication skills. (English and Spanish) Willing to work evenings and weekends.
