ROHIT SINGH RANA Governments should not behave as if they lord over everything and hence have a carte-blanche not only in the times of peace but also in times of crisis. This obstinate attitude derides the very concept of the term called responsive and effective governance. It is in times of crisis that the real mettle of a government comes to fore. Unfortunately, as the whole nation is shocked over the Uttarakhand calamity, the response of the Congress Government ruling over the State has been poor towards the aspirations of those who do not belong to the Congress. Agreed, that there has to be a room for all parties to play positive politics. That apart, when a tragedy of unmanageable proportions there is always room for a national response. But the Vijay Bahuguna Government of Uttarakhand is looking the other way when other states have come forward for help. Besides this, the Congress big wigs right from Manish Tiwari to Digvijay Singh and Susheel Kumar Shinde said that they were not in favour of any VIP visiting the disaster sites because it would hamper the crucial relief and rescue operations. Taken for its value, the ordinary citizen of India accepted this view. How true and practical as well rational the Congress leaders sounded. Amidst this came Modi to Dehradun, met Vijay Bahuguna, offered 24 helicopters and also stated that if given a chance, Gujarat would built Kedarnath and restore its pristine glory. Who will deny that apart from chopper offer and other material support, Modi on Kedarnath reconstruction should have been subdued? But soon after the quarantine for the visit of VIPs abruptly changed when Congress 'Yuvraj' Rahul Gandhi soon after his foreign jaunt, suddenly made an appearance in Dehradun. In a Rambo style he went to Gupt Kashi and Rudraprayag. Even a fool would not hesitate to say that rescue operations were not hampered by the Yuvraj's visit. Difficult to understand that if Home Minister Shinde did not visit the calamity hit areas how was Rahul Gandhi allowed to visit. A party vice president is not so important a person than the Home Minister of India. But in Indian politics when it comes to Gandhis all rules are worth to be flouted. Worst still was the paranoid defence of Renuka Chowdhry that Rahul Gandhi had visited as an ordinary citizen of tha country. Madam Renuka needs to be told that ordinary citizens do not fly in VIP choppers where ever they wish to go. They do not have powers to listen to the woes of people and issue summary orders. Modi or for that matter any other Chief Minister too should have been allowed to visit the flood hit areas the way Rahul was. But who cares when pampering and power go side by side. Uttarakhand neither belongs to its Congress Chief Minister nor is it on platter for any other political party to make politics on. It belongs to the entire nation. Efforts should be made to redouble efforts of its re-constructhe country who comes forward to help in relief and rescue operations. Dev Bhumi is to sacred to more than one billion people of this country, so it does not matter, whether a Modi, Shivraj Singh Chouhan, Mayawati or Mamata comes forward with help. To behave as if Kedarnath belongs to Uttrakhand only is to live in perpetual delusion. Those who visited there and perished belonged to every part of the world. Hence the time is to invite all and reject none to rebuild the State. One most important question that the Congress Party or the UPA will have to answer is why till now this grave tragedy has not been declared as a national disaster. People will raise this question and fingers will be raised. Remember the earthquake of 2005 in Kashmir when Prime Minister Manmohan Singh declared it as a national disaster. Why silence this time? People will find answers and may be deliver their verdict in 2014.

This visit, no doubt a high profile one, the PM skipped Jammu proper for it is no place to visit this season. It is hell raining in Jammu. With rampant power shortages and water scarcity, Jammu is literally at the receiving end of the so called responsive governance. Besides, Jammu is small because it is peaceful and hence needs no special pampering. True, very true in the calculations of States politics but although Omar demanded a special package for the earthquake victims of the three districts of Kishtwar, Doda and Baderwah nothing came out of it. Although the quake hit area is equal to valley proper still Jammu is un-important in New Delhis calculations. Here matters not nationalism but duplicity and dubious slogans. Otherwise the POK refugees would not have suffered a long ordeal for more than sixty years. "Today's government decision should be seen as the first serious step toward holding Musharraf's trial on treason charges," said Rehman. But another lawyer, Ghulam Nabi, cautioned that the government could use the investigation as a way to delay the case and avoid a confrontation with the army, which is considered the strongest institution in the country. "I think the investigation officer, who will be appointed by the government, will take months to complete his work, and we don't know whether the officer would come up with enough evidence required to punish Musharraf," said Nabi. Sadiqul Farooq, a spokesman for the ruling Pakistan Muslim League-N party, said the government was determined to put Musharraf on trial for treason. "No one should have any doubt in his or her mind about the intention of the government in putting Musharraf on trial for treason under Article 6 of the constitution," said Farooq. "The prime minister believes in the rule of law, and he thinks no one is above the law." The case is personal for Sharif since he was serving as prime minister in 1999 when Musharraf carried out his coup. Musharraf ruled for nearly a decade but was forced to step down in 2008 because of growing public discontent. He spent years in exile before returning to the country in March. The case is also personal for many judges and lawyers throughout Pakistan. Musharraf sacked the chief justice of the Supreme Court and other senior judges when he declared a state of emergency in 2007. He was forced to step down after lawyers across the country launched a protest movement against his actions. Musharraf returned to Pakistan to run in the national election held in May but was disqualified from participating in the vote because of his actions while in office. He has spent most of his time battling legal cases and is currently under house arrest on the outskirts of Islamabad because of a separate case against him. Musharraf can only be tried for treason if the federal government files charges against him. The caretaker government that ruled the country in the run-up to the May elections declined to bring charges, saying it was outside their mandate. Many analysts speculated that Musharraf would be allowed to leave before the Sharif government took power earlier this month to avoid a confrontation with the army, but that didn't happen. The army advised Musharraf not to return to the country because it was also worried about a confrontation, but the former military ruler ignored the advice. So far, there has been no provision under the centre's Pradhan Mantri Grameen Sadak Yojna (PMGSY) for offering assistance to any state to acquire land for improving rural roads. The country-wide PMGSY programme has been facing hurdles in Jammu and Kashmir because of land acquisition problems. People in villages have been refusing to part with their ancestral lands without payment at prevalent land rates to them as compensation. Of around 10,000 km of road length covered under the PMGSY, road building work had to be suspended for 2,000 km because of land acquisition problems, an official said. Sources in the state cabinet said the prime minister asked the state government to improve its financial base to meet future challenges. The prime minister, they said, told the state cabinet that the centre had been bending rules to provide financial assistance to Jammu and Kashmir, but the state would have to arrange its own finances in future. The progress of the prime minister's Rs.37,000-crore reconstruction package was also reviewed at Wednesday's meeting where Chief Minister Omar Abdullah gave a power point presentation.

The geologist identified four major ways in which constructions flouted scientific norms. First, he said, the seismic faultlines of this earthquake-prone state were not kept in mind while building roads. "These tectonic faultlines, which are active and see back-and-forth movements, have been cut in many places by roads. More dangerously, roads are built along the faultlines at many places. As a result, tiny seismic movements in the faultlines weaken the rocks at the base of the roads, making these stretches susceptible to cave-ins and slides," Valdiya said. The second area of rampant neglect, the expert pointed out, was drainage. "I have never seen road engineers provisioning for draining out all rainwater that can possibly enter the stretch. Where one to two metre bridges are required, they build small culverts. At places where drains have been provided for, these are usually filled with debris." Buildings have been constructed over old drains and streams, blocking the natural pathways of rainwater, he said. "One of the reasons for the devastation at Kedarnath was that people had constructed houses on the west stream of the Mandakini river that had been dry for decades. When the river returned to its old course following the deluge, these constructions were washed away," he added. The LDM apprised that the deposits and advances of all commercial banks as on 313-2013 stood at Rs.1092.61 crore and Rs. 218.68 crore respectively thus achieving CD ratio of 20% with overall achievement of 93% of ACP for the year 2013-14. The Chairman expressed concern over slow progress of banks in achieving 100% financial inclusion. He directed all the banks to adopt a effective mechanism so that their services are expanded to far flung villages which are mostly unbanked. He further said that the financial inclusion is a process of ensuring access to financial services and timely and adequate credit where needed by vulnerable groups such as weaker sections, rural women and lower income groups at an affordable cost.

Higher education: UGC for increasing fellowships, reservations


NEW DELHI: Concerned over the "gaps" in thehigher education system, the University Grants Commission (UGC) will undertake a slew of measures to bridge them including increased number of fellowships, reservations and financial assistance to girls. Announcing this, UGC chairman Ved Prakash also pointed out that another "key concern" was the low enrolment in teacher education which stood merely at three per cent. The commission will also make corrections in its programmes and schemes that were being implemented for the purpose of ensuring equity - equal participation of different social groups, gender, minorities, Prakash, who along with HRD minister M M Pallam Raju, released brochures which identified the gaps, said. Noting that there were abysmally poor participation of girls in some disciplines, Prakash said, "We are concentrating on this so that more number of girls participate....We will take measures such as financial assistance, increase the number of fellowships, open certain disciplines in certain parts of country, and then incentivise the public institutions for those programmes or even make reservations." He also stressed on the need to have more number of trained teachers to strengthen the school education and asserted that unless the school education was strengthened, the quality of higher education cannot be improved. "We need to identity the states where the teacher training institutes are less than the national average." Raju said that as higher education grows in capacity, one of the important components was to make sure that it is accessible to everybody. "And also that there is equity that is ensured in our higher education effort to encourage participation of the SCs, STs, OBCs, the minorities and the persons with disabilities," he said. VADODARA: M S University's Faculty of Social Work has been ranked third in the list of country's best social work professional colleges for the second successive year. The faculty has been ranked third in the survey conducted by a weekly magazine. "This is the second time that we have been ranked third best school of social work across the country. We are also the only institute of social work from Gujarat to be ranked in the top ten list," dean of faculty of social work professor M N Parmar said, adding that the faculty has scored overall 830.9 from 1000, only five points away from the second rank. Like the previous year, even this year, the survey has ranked Mumbai-based Tata Institute of Social Sciences as the number one social work school followed by Department of Social Work of Delhi University which has been ranked number two. It is worth mentioning here that the ranking of MSU's faculty was elevated last year. In 2011, the faculty was ranked fourth among top ten social work colleges in the country. In 2012, the faculty had surpassed Department of Social Work of Jamia Millia which in 2011 survey was ranked third. IIM-K's intake of women started back in 2010 with 100 students of a batch of 371 which rose to 121 women in 2011 of a batch of 341. There has been a steady rise of this number from 31.5 per cent in 2010 to 35.48 per cent in 2011. The 17th Batch of PGP comprises students with 0-24 months' work experience and from all over the country about 27 per cent from South India, 26 per cent from West, 19 per cent from North India and 12 per cent from Eastern India. Obama-Singh award for 2 Bangalore institutions


BANGALORE: Two institutions from the city - St John's Research Institute and the Indian Institute of Management Bangalore have a reason to cheer. They have been selected for the prestigious Obama-Singh award. The award is part of the ongoing educational partnership between India and the United States. The US state department on Tuesday announced eight institutional partnership projects for the second round of the Obama-Singh 21st Century Knowledge Initiative. Each project will receive approximately $250,000 that can be utilized over three years, with several objectives including cultivating educational reform, fostering economic growth and developing junior faculty at Indian and American institutions of higher learning. While St John's will partner with Harvard School of Public Health for the Harvard-India Nutrition Initiative, IIM-B will collaborate with the University of North Carolina, Chapel Hill, on Partnering for Success: Advancing Sustainability Research and Education in India. Prime Minister Manmohan Singh and President Barack Obamaannounced the initiative in November 2009 as an affirmation of their commitment towards building an enhanced India-US partnership in education. Each government pledged $5 million for this.

Protest against online admission at Lucknow University


LUCKNOW: Admission process at LucknowUniversity was stalled for more than two hours as a group of students protested against admission through the online route. Under the aegis of All India Students Association, the students protested outside the university's administrative block and demanded opening of the offline route for admission. They reasoned that the online process would hit students from the rural areas. A protester said many rural students are not well versed with computers and it would be difficult for them to catch up with the technology. Stating that connectivity was also an issue in the villages and suburbs, another student said internet access is often unavailable during the rainy season. While most universities in the country are using online counselling for admission, Lucknow University started it only recently. Amid protests from students, teachers are worried about the fate of this switch over.

India, US to scale up cooperation in education


NEW DELHI: India and US agreed to further enhance cooperation in the field of higher education with visiting secretary of state John Kerry emphasizing the need for more exchange programmes and partnerships which will allow students in both countries to face future challenges "We need to make sure that next generation of innovators and entrepreneurs have the skills and training," Kerry said at the India-US Higher Education Dialogue here. Those who work in government and private sectors need to join together in order to focus and meet the challenges in education, he said. HRD minister Pallam Raju and Kerry co-chaired the IndiaUS Higher Education Dialogue. Raju said based on the US' experience of community colleges, India has embarked to develop community colleges. Talking to reporters, he, however, said, "We are only borrowing the concept and not going to replicate what is happening there in the US" as the economic condition of the two nations are different. 'State government opening new universities blindly'


JAIPUR: The All Rajasthan Universities Teachers Association (ARUTA) has accused the state government of blindly opening new universities while ignoring the development of the existing universities. ARUTA represents a section of teachers from all state universities. BD Rawat, president of ARUTA, said: "Almost all universities are running with less than 40% teachers. The student-teacher ratio in some universities is around 300 students to a teacher." ARUTA also raised concerns over the decades-old curricula, poor infrastructure, ill-equipped laboratories and libraries. "Pumping crores in new universities at a time when the RU's chemistry department building collapsed due to heavy rain is highly illogical," said Rawat. The teachers body accused Rajasthan University of not following the court orders to award career advancement scheme (CAS) to 272 teachers regularized in 2008. "The high court has ordered that these teachers be granted CAS benefits from the date of appointment," said Rawat. They demanded that appointment of RU VC Madhukar Gupta is unlawful under the RU Act, 1946. "The act says that the post of VC is fullfledged while Gupta is holding charge of divisional commissioner, Jaipur," said Rawat who blamed the governor for delaying the appointment of VCs.

KASHMIR ATTACK SHOWS WHY AFSPA MUST STAY


Hizbul Mujahideen's brazen attack on a military convoy on the outskirts of Srinagar that killed eight Indian soldiers and injured 13 others, proves once again that this is the time to fortify our security within and along the borders and not let down our guard. The attack, the deadliest since July 2008, came less than 24 hours before Prime Minister Manmohan Singh's visit to Jammu & Kashmir - at a time when the State was already on high alert. That the terrorists were still able to carry out such an attack, points to worrying lapses in the security infrastructure of the State. Clearly, our leaders must go beyond issuing pedestrian statements such as the one the Prime Minister made on Tuesday after reaching Kishtwar - "India is firmly united against terrorism... Won't let them succeed in their nefarious designs" - and implement concrete measures that'll protect the people. Prime Minister Singh especially must discard his personal mission to forge peace with Pakistan at whatever cost and come to terms with the hard realities of the situation. Even with a self-proclaimed Indiasupporter like Mr Nawaz Sharif returning to power in Islamabad, the fact is that little has changed within Pakistan. Yes, there was hope that the new Prime Minister would crack down on anti-India activities on Pakistani soil, but as Monday's attack shows, this is far from the case. Hizbul Mujahideen continues to be actively supported by elements within Pakistan, receiving funds, weapons and training from its patrons there. Hizbul chief Syed Salahudeen lives in Pakistan where he hobnobs with the likes of Zaki-ur Rehman Lakhvi and Hafiz Saeed - men who executed the Mumbai carnage of 2008 and who enjoy the implicit support of the Pakistani state, particularly the Army and the Inter-Services Intelligence. And that is not all. Monday's attack was preceded by another during the weekend when militants shot dead two police officers in Srinagar. Prior to that, in May, Hizbul Mujahideen militants killed four jawans in Pulwama. It remains unclear if the recent spurt in violence is because Pakistan-sponsored militants wish to throw a spanner in Mr Sharif's much-touted peace efforts or if they believe that the Prime Minister (who has known links with certain radical outfits) will turn a blind eye as they continue to foment trouble. Either way, from India's perspective, there is just one response to the situation: It's to not just remain on alert at all times but even consider a proactive response. While it may be true that there has been a sharp decline in violence in Kashmir in recent months, credit for that goes to the soldiers who routinely put their lives at stake to maintain peace in Kashmir. It may also be that militant outfits are re-grouping for bigger strikes. Unfortunately, Jammu & Kashmir Chief Minister Omar Abdullah and some other politicians have failed to acknowledge these realities, and continue to harp on the removal of the Armed Forces (Special Powers) Act. These politicians wrongly believe that they can take the militants head-on by seeking the removal of the Army - which is what it effectively would mean if the AFSPA is revoked. The State apparatus is ill-prepared to counter terror strikes. After this latest incident, talk of even partial revocation of the AFSPA must end

FOCUS: TRIBALS, DEVELOPMENT

Unfortunately, the Tribal question in India today is not discussed without relating it to Maoism. Fact is, many more complex and grave issues pertaining to tribals always exist. The issue is multi-dimensional, which needs a thorough and careful in-depth study. First, let's accept that our State has failed to deliver in respect of fundamental aspects like ensuring a basic developmental infrastructure that's entitled to the poor. Let us also accept the fact there are areas elsewhere in the country too that are severely underdeveloped; areas that do not have the presence of the ultra-left outfits. For example, the areas that have reported starvation deaths in Orissa are not seriously affected by Maoist violence. So, the development deficit in tribal areas is not necessarily due to the ultra-left activities, but due also to a lack of willingness on the part of the government machinery to effect changes for the better. Thirdly, there is a need to bridge the trust deficit, and it may be done at the earliest. I am quite sure that the Naxalites managed to win support from people by directly attacking the local administration before they tried to champion the cause of underdevelopment, or even before they talked about an overthrow of the "repressive" regime. We need to understand why the insensitive and exploitative local officials of the revenue, forest and police department are seen as enemies by Tribals. These are the officials who have exploited Adivasis more than anyone else after Independence as these departments deal with land, forest, and law & order with which Adivasis are closely associated. The development we talk of today was not the major issue of Adivasis when Maoists came in. Rather the issue was the injustice meted out to them by our public service providers. Therefore, we must sensitise these local administrations in order to be pro-people in dealing with public affairs. Their attitudinal change in respect of local administration, from maa-baapa to public servant, is a need of the hour. The fact that tribals have successfully revolted against mighty Britons to uphold their dignity, rights over natural resources and age-old traditional self-governance need be kept in mind. Fourth, let's ensure basic development and make peripheries of so-called 'liberated zone' with sensitive administration (ensure there's no harassment from revenue, forest and police department). In this process, people living in a 'liberated zone' without basic facilities

arms and join the polity or areas of their choice. But, it is important that care be taken to ensure that there is only minimal displacement of people from their livelihood and land while ensuring them basic developmental infrastructure. The model of development which our policy makers are following may not be acceptable to the people to whom it is meant. So, let's ensure more and more primary stakeholders' participation at different stages of policy implementation. These people, if taken into consideration, would come out with a brilliant, ecologically sustainable model of development at least for themselves, as nature has been an inveterate part of their lives

DIKSHIT VS. KEJRIWAL


Sheila Dikshit, veteran Chief Minister of Delhi, is capable of taking a few hits. Her political advisor, Pawan Kher has written to Arvind Kejriwal, leader of the Aam Aadmi Party (AAP) asking him for a few illuminating lessons on Delhi's "dignified culture". Though an educated man, Kejriwal has set off a few salvoes against Dikshit, a lady if there is one and showing disrespect for women in general. The controversy is supremely indifferent to the hurly-burly of politics which leads to stinging trading of allegations. The AAP leader has not done justice to Delhi's culture. Kher has criticized the AAP's autorickshaw campaign. The Delhi government has banned displaying of posters on the auto-rickshaws which has aggravated the agitation. The posters blame the government for deepening corruption and rising power-tariff. Some of the attacks on Chief Minister Sheila Dikshit are of a personal nature and are in singularly bad taste. Dikshit belongs to an established national party and has been elected to her high office three times in succession. Her reputation as a politician and administrator will hardly be impaired by Kejriwal's impolite attacks. On the other hand, Kejriwal needs to consolidate his position significantly before the Delhi Assembly polls this year. The AAP has yet to find an articulate voice with a political agenda. It has to be admitted however that mud-slinging has become endemic to Indian politics in many states. Of course, Dikshit is not so sensitive as Mamata Banerjee in West Bengal and is not likely to handle criticism in a highhanded manner as Banerjee did over a cartoon issue.

t was a humungous human tragedy-devastating flash floods in Uttarakhand and Himachal which have left a trail of death and destruction, over 500010000 feared dead, scores of bodies strewn across the 40,000 sq km affected area, 50,000 still marooned, not a few dying of starvation and dehydration and many leaving it to God. All are cursing the Government. If it weren't for the Army, IAF and ITBP carrying out the biggest rescue operations on a war footing in Indian history there might not have been any survivor to tell the horrifying tales: of washed highways, crashing boulders, surging waters, landslides, damaged bridges, trekking dense forests for days without water and food etc. As the people grapple with this manmade calami-

disaster management preparedness and warned of an impending disaster including severe natural ecology hazards: resulting from deforestation and erosion of hill slopes along the riverbed alongside mushrooming of 42 hydel power projects and 203 under construction on the Bhagirathi and Alaknanda rivers which could result in flash floods and lead to huge loss of lives. As recently as April, the CAG had indicted Uttarakhand for not having a disaster management plan worth its name despite the region being highly disaster prone due to fragile mountains, tectonic activity and climatic events. Worse, the State Disaster Management Authority set up in October 2007 has never met till date, nor made any "rules, regulations, polivention and mitigation of disasters. No medical personnel were trained in hospital preparedness. The height of mismanagement was that the State ignored the Geological Survey of India report identifying 101 villages as 'vulnerable' in June 2008 and failed to take any measures for their rehabilitation till date. Alarmingly, there is no effective coordination between various rural development programmes. The Agriculture and Water Resources Ministries work in opposite directions. Each Minister and his babus guard their fiefdom with zealousness. Let alone coordination, every silly information is shrouded in secrecy. Sadly, in a nation that is used to short-cuts and quick-fix solutions, none is willing to learn the ABC of disaster management or finding lasting solutions. Importantly, words like preparedness, mitigation and rehabilitation do not exist in our netas' dictionary. Preparedness entails focusing on the most vulnerable areas, educating the people how to handle a flood, setting up an effective communication network and carrying out a safety drill from time to time. Mitigation involves construction of safe shelters and houses to reduce the effect of the impending disaster. Also, villagers should be made to undergo training at centres about safe building procedures. Rehabilitation work entails replacing implements and tools to carry on with their life post-disaster. In sum, there are no short-cuts. We need to highlight our priorities, formulate policies based on needs and find solutions. It is now imperative to rethink our strategies and approaches to safeguard the environment, build infrastructure, improve service delivery, and establish close links between policy, research and service with the aam aadmi at the centre of development. The powers-that-be need to involve experts and environmentalists with a genuine track record of research and policy-making-with special emphasis on problems created by burgeoning population and its impact on the local eco-system, growth of haphazard housing, environmental insanitation and decay. It's high time our polity pull up their bootstraps. They need to focus on long-term rather than shortterm planning. Decisive indecisiveness will not do. It only holds out promises of more misery, more wrenching news bulletins and more cries for the Government to act. The time is far gone to play the pied piper and aver, disaster management never heard of it. Its' only life, stupid!

would automatically mount pressure on the ultras for basic development and public services. This would help in breaking the moral strength of the Maoists. Once we are able to do that, Maoists have no way but to shed their since ages. Fifth, tribals do not trust Dikus (outsiders who snatched the resources of Adivasis) easily, because of historical reasons. So, to mitigate this trust deficit, decisions on a whole set of new big projects, mining leases and setting up of big industries in those areas should be put on hold for an indefinite period. The mining resources should be extracted from basically non-tribal areas. Sixth, the constitutionally safeguarded rights of the Adivasis over the natural resources of jal, jangal & jamming should be restored without delay. Their productions and collections from these natural resources should be kept free of exploitation from middlemen, local businessmen, Zamindars, fraudulent cooperatives etc. They should be given suitable price for their labour and production by ensuring value addition and forward and backward linkages to their products through a proper mechanism. It could be one of the best means to ensure livelihood security of their choice, to them, for the time being. Remember, all the movements launched by Adivasis were to reinforce their rights over these natural resources with which they have a symbiotic relationship since ages. Last but not the least, the customary rights and customs of the tribals should be recognized, but not more than what are envisaged in the Constitution. The vacuum, created by a gradual devaluation of the traditional dispute-settlement mechanism and traditional leadership which they had for years, has been filled by these left-wing extremist groups. In the minimal presence of it, some other forces like the Maoists occupied the empty space, and claimed to represent the collective aspirations of tribals. So, my suggestion is that, let's not only strengthen the local panchayati raj institutions by more political participation of the people, but also try to revive the traditional leadership and give them the due recognition. In the meantime, we need to find out the ways as to how both systems can be strengthened simultaneously without any conflict of interest arising out of it.

The basic question is: Does anyone really care? Undeniably, the Government's approach is one of criminal casualness. It only reacts after people and cattle have either lost their lives. Why can't the powers-that-be implement basic suggestions? Why do they not develop a long-term response to floods, which is an annual predictable crisis? Shockingly, the Comptroller and Auditor General's (CAG) report three years ago had lamented the country's cies or guidelines, a preliminary step for the authority to have any functional meaning. The State authorities are virtually non-functional," the report underscores. This is not all. The Central Government released no funds for the State's disaster management in 2011-12 because there was no accounting of previous funds. Add to this, glaring irregularities in the State Disaster Response Fund whereby the State Government did not make the requisite investment ranging from Rs 5.9 crore to Rs 67.2 crore during 2007-8 and 2011-12 resulting in a loss of Rs 9.96 crore. Let alone utilizing funds, the State Disaster Management Authority did not even have basic personnel in place. At the district level 44 per cent posts in the District Emergency Operations Cells were lying vacant, thus paralyzing emergency response efforts. There were no master trainers to train staff at the district, block and village level for pre-

NEW DELHI, JUNE 26: Great efforts are needed to be made to check drug abuse and alcoholism in India, President Pranab Mukherjee said on Wednesday. Speaking after giving away National Awards for Outstanding Services in the Field of Prevention of Alcoholism and Substance, the President said alcoholism and drug abuse is a serious threat to a nation like India, which has a huge young population. "For a nation like India, given our demographic profile, alcoholism and drug abuse are a matter of serious concern," he stated. "There is an urgent need for concerted efforts of all stakeholders to prevent and eradicate this menace." He called upon coalitions of teachers, faith-based groups, health care providers, law enforcement officials, and all community leaders to join together to address, in a comprehensive but sensitive manner, alcoholism and substance abuse in their respective areas. "Alcohol and drugs have become a serious problem in recent years because the social pressure, which stopped people from doing it, is eroding," she said. The minister also said that data from the field was needed to see the patterns of drug abuse. A total of five organisations and two individuals were given the award. The institutions which received the award included Youth Development Organisation of Manipur; TT from Ranganathan Clinical Research Foundation in Tamil Nadu; Gram Panchayat Chharba, Vikas Khand Sahaspur in Dehradun, Uttarakhand; Central Young Mizo Association, Mizoram; and Nehru Yuva Kendra,

"We need to make a greater effort to generate awareness of the deleterious effects of drug abuse in a sustained, continuous and result oriented manner," he said.

Chopper crash: PM condoles death of IAF personnel


DEHRADUN, JUNE 26: Uttarakhand Chief Minister Vijay Bahuguna on Wednesday said the state government will provide special economic package to people whose properties have been destroyed in flash floods in Kedarnath area. Even though there is no provision, we will provide a special economic package for the properties that have been destroyed in the flash floods in Kedarnath Valley, he told a press conference in Dehradun. On relief assistance to be provided to farmers, Mr. Bahuguna said the state will provide Rs. 5,000 instead of Rs. 200 to farmers whose fields have been washed away by floods. The Chief Minister said a total of 15 choppers have been hired by the state government and they have been deployed with the affected districts to provide relief material to villages that cut-off due to the rains. MUMBAI, JUNE 26: The easing of fund-raising norms through the external commercial borrowing (ECB) route will lead to developers focusing on low-cost housing projects, says rating agency Crisil. Earlier this week, RBI lowered the total experience of developers or builders for affordable housing projects to 3 years, against 5 years prescribed earlier to avail of ECBs. Besides, the apex bank has also withdrawn the condition of minimum paid-up capital requirement of not less than Rs 50 crore for housing finance companies (HFCs) to avail of ECBs. Both, housing finance companies and developers, are the direct beneficiaries while home buyers will also benefit in terms of concessional interest rates and greater availability of low-cost homes, Crisil said in a report. Crisil estimates that the cost of funding for developers will come down to around 9-11 per cent (taking into account the hedging cost) from the current levels of 15-20 per cent, depending on the current source of funds. In addition to the cost of funds, since the criteria of past experience has been relaxed, relatively less experienced developers will also benefit as it will enable them to launch new projects in the affordable housing segment, it said.

Cabinet likely to discuss CBI autonomy on June 27


NEW DELHI, JUNE 26: The government is likely to take a view Wednesday, on the suggestions made by the Group of Ministers which was constituted to suggest measures for the independence and functional autonomy of CBI. The Group of Ministers is belived to have recommended constitution of a panel of retired judges which would monitor the investigations undertaken by the agency to ensure that these probe remain free from any influence. Official sources said the provisions may be not be in accordance with the provisions of the CrPC as an investigating officer reports only to court and no one else could interfere in its investigations. However, former CBI Director Joginder Singh called the setting of retired judges' panel as a welcome step and said it should be implemented at the state-level as well. Another important recommendation made by the GoM relates to increase in the financial powers of the CBI director. The sources said the CBI director needs more financial poweers as at present they are dependent on bureaucrats for sanction of funds, however small they might be. The Group of Ministers chaired by Finance Minister P Chidambaram and comprising Law Minister Kapil Sibal, Home Minister Sushilkumar Shinde, External Affairs Minister Salman Khurshid and Minister of State for Personnel V Narayanasamy had concluded its deliberations on Monday. Its recommendations would be placed before the Cabinet tomorrow which will take a view on these.

DUBAI, JUNE 26: The continued growth of social media in the Arab region has facilitated innovations by people, created new horizons for government entities and new social trends by Arab societies, says a new report. Titled "Transforming Education in the Arab World: Breaking Barriers in the Age of Social Learning", the fifth edition of the Arab Social Media Report was launched by the Dubai School of Government's Governance and Innovation Programme. In addition to analysing patterns, demographic breakdowns and usage trends of social media platforms in the Arab region, the report focuses on the impact of social media on education and life-long learning in the region. A regional survey was conducted with around 4,000 participants, that explored perceptions about the quality of schooling in the region, use of technology and social media in classrooms at different educational levels, interruptions to schooling due to conflict, as well as views on educational reform. In terms of technology and social media use in the classroom, 55 percent of the teachers who responded to the survey said they use social media as a classroom resource, while 10 percent of the parents surveyed indicated that their children have access to social media platforms in the classroom. However, more than half of parents said their children's classrooms do not incorporate technological tools. In contrast, nearly 56 percent of the parents were concerned with the distractions social media cause to their children. The research also surveyed parents in Arab countries suffering from political instabilities, violence and civil strife. Around 68 percent of respondents in these countries said online resources can help their children catch up on material lost due to short or long interruption in schooling. Fadi Salem, director of the Governance and Innovation Programme and co-author of the report, said: "With more than 55 million active Arab users of Facebook and 3.7 million of Twitter, social media is already playing a growing role in formal and informal education, ondemand training and in capacity building."

Police opened fire on mobs attacking a police station and a local government building, Xinhua news agency said, citing local officials. "Seventeen people had been killed... before police opened fire and shot dead 10 rioters," it said. Others were injured and were rushed to a local hospital, the report said. The clashes occurred in an area about 100 kilometres (60 miles) from the desert city of Turpan and about 280 kilometres from the regional capital Urumqi. The region is regularly hit by unrest. China reported that 21 people died in clashes between police and locals in the region in April. Chinese authorities have blamed recent clashes on "terrorists," and recently jailed nine people in the region for "religious extremism."

Bomb targeting senior judge kills 7 in Pakistan


KARACHI, JUN 26: A motorcycle bomb targeted a senior judge in this southern Pakistani port city today, killing seven people, including four security personnel. Justice Maqbool Baqar, senior Judge of Sindh High Court, was heading to the court when the bomb believed to be attached to a motorbike exploded near his motorcade. At least 15 people, including Baqar, were also injured in the blast, a police officer said. The injured include four police personnel and a paramilitary Rangers officer. Baqar was shifted to a private hospital for treatment. Police said that driver of the judge was among the dead. "The bomb was apparently set off by a remote device and the explosion injured bystanders and damaged vehicles and bikes in the security convoy," Senior Superintendent of Police South Aamir said. Sharjeel Memon, Information Minister in Sindh Province of which Karachi is the capital, confirmed that seven people died in the blast. A police mobile van and two motorbikes were damaged in the blast. Deputy inspector general Ami Shaikh said that six teams have been formed to investigate the attack. Videocon Mozambique Rovuma 1 Ltd, a subsidiary of Videocon Mauritius Energy Ltd, holds 10 percent participating interest in the Rovuma Area 1 Offshore Block in M o z a m b i q u e . Mozambique's offshore Area 1 may hold as much as 65 trillion cubic feet (Tcf) of gas and has the potential to be one of the world's largest liquefied natural gas (LNG) hubs. OIL said Tuesday that in a joint venture with OVL, it signed definitive agreements to acquire Videocon Mozambique Rovuma 1 Ltd for $2.475 billion. The acquisition will be done via a Special Purpose Vehicle (SPV) jointly-owned by the two firms. OVL will look to transporting the LNG from Mozambique to India. "The acquisition is subject to the approvals of the governments of Mozambique and India, relevant regulatory approvals, pre-emption rights and other customary conditions," the statement said.
